The Tawang area it says is unique because of connections with the Dalai Lama of Tibet and China has special concerns about this area that go back to its invasion of Tibet in the 1950's soon after the British left India and the civil war in China ended with Mao and Communist China in 1949 taking control with the defeat of the Japanese. That chaotic period and Indian unpreparedness along a border that stretches for as long as the US border with Mexico. The lack of Indian infrastructure and roads and military modernization from that period to the last decade is now being corrected on the Indian side in an accelerated effort. Global trade and the economic needs of China in relation to the US, and India's efforts to focus on modernization, common challenges of climate change and pandemics, are leading to a new dimension that is being recognized by all sides. Axa CEO, Henri Castries, and Siemens CEO, Louise Goeser, have very favorable views of doing business in Mexico. Siemens sees sales increasing by double digits through 2015, and has located one of three global R&D centers in the state of Queretaro. Goeser says many parts of Mexico are safer than parts of the U.S. A large part of the violence is concentrated in a few states, and in border cities like Juarez, and affects smaller businesses more than the large manufacturing enterprises of overseas companies. As a result it is as if there were several economies in Mexico, with foreign enterprises largely insulated from the violence. ...

The US budget spending bills were delayed right up to a deadline- when government would lack funds to operate- on March 22. The US Congress had no choice but to agree on passage of the $1.2 trillion funding bill, yet only about half of Republicans 101 Republican House members supported it to pass 286-134. To get it passed at the last minute a 3 day opportunity to go over a 1014 page bill was suspended by two thirds majority. It was decided by senior members of Congress on the Republican side with Biden Democrats in a negotiation between Speaker Mike Johnson and NY Senator Pat Schumer. Additional funding was authorized for border immigration control- the Senate immigration bill that passed 70-30 in the US Senate changes the asylum and parole policies that are the root of the immigration problem at the US border with Mexico, yet it  remains stalled in the House as the Republican nominee for president has blocked it. The border will get 2000 more agents and more detention beds, increase in technology budget by 25% and a cut for State Department of 6%, as a temporary measure. Jose de Cordoba of the WSJ provides this excellent story on the nature of the migration crisis in the U.S. that is creating political divisions in the U.S. What is causing this surge in migration to the U.S.? Cordoba provides some useful insights to understand the nature of this problem. Nine out of ten migrants in Guatemala which sends most of the migrants from Central America are moving north from Guatemala through Mexico to the U.S. for financial reasons, it points out. Only 10% are because of violence in the region, the rest for financial reasons according to the United Nations International Organization for Migration The jump in apprehension of Guatemalans at the American border shows a surge from 15,000 in 2007 to 236,000 in 9 months of 2019, according to U.S. government data. The surge began in 2008 and jumped in 2014 after U.S. court rulings that first required migrant children to be allowed to join relatives in the U.S. followed by a ruling in 2015 that allowed a parent to join the children and allowed court proceedings to take place that takes years. The result was that smugglers advertised on radio and families sold small plots of land to join relatives in the U.S. who had gone before them. The migration is also specific to certain areas hit by damage to crops, including coffee crop from drought, or certain towns that simply sent more people simply for financial reasons advertised openly.  For 8 hours of work a migrant could make at $12 per hour amount of $96 per day, in Guatemala the daily wage would be about $5.  Overwhelmingly it is financial reasons or economic opportunity that sends migrants north. After it became known that kids could help migration the people in family groups apprehended at the border jumped from about 40,000 in 2015 to 390,000 in fiscal 2019. Smugglers charge $8600 per adult and half that for a child and an adult that can be dropped off at a checkpoint. The efforts of president Trump to close the border to this migration include having Mexico sign an agreement to police its southern border with Guatemala using its newly setup National Guard. As a result the migration has actually surged in 2019 with migrants seeing this as their one last opportunity to join relatives in the U.S. or to migrate to the U.S. The Trump administration tried separating families because of the loophole in the law that allows children to be not deported and parents to join their children. But this created a public outcry and the effort now is to close the loophole in the law. It is also strange that as many migrants are coming from one town Joyabaj  with population 100,000 as from Guatemala City the capital population 2.5 million. In fact the economy has grown by 3.4 % a year in Guatemala and efforts have been made to improve conditions with the help of donor countries in the West for several years, though the drought conditions exist. The situation is similar to that in Europe. If one looks at the violence by gangs in central American region after the end of the guerilla wars and compares it to the wars in Syria and Iraq, one can see how humanitarian concerns preceded what eventually turned out tobe a full blown migration for economic reasons. Initially chancellor Merkel adopted a humanitarian stance but failed to recognize that there was another side to his situation that would attract a wave of economic migrants from places as far apart as North Africa to Afghanistan. Poverty has existed in these regions for many many years before the current migration, with drought and lack of economic opportunity going far back in time. Merkel only recently recognized this problem and the new CDU leader Kambrauer has clearly recognized this. CDU policy shifted in 2018-2019 with curbs on economic migration that has reduced it to a trickle. This process is underway in the U.S. at its border with Mexico and for Mexico with its border with Guatemala. In the short run Europe and the U.S. are paying a price. Not just in the way it has divided each country with a far left and a far right eroding the centrist parties that existed before. In some cases centrist parties that were popular on the right and the left now hve leaders from a far right or a far left faction within the centrist ruling parties. Boris Johnson in Britain, Trump in the U.S., leaders in Italy, Austria and Hungary. Or as in Germany and Spain new far left or far right parties causing the centrist parties to dwindle in influence or as in Germany this combined with a shift to the Green Party in Germany and Liberals Party in Britain as a show of disapproval for how the migration issue has been tackled.  The Economist in a July 2019 issue also points out that the country's own citizens have fared worse with migration. It shows how the Conservative Party's austerity cuts for welfare budgets was popular in Britain as long as eastern European migration at high levels in Britain were allowed starting with the Labour party under Blair. This disproportionately hurt the middle class and the poor after the hit already taken from the faulty banking caused recession. With the drop in migration it is now felt by a majority in Britain that the austerity cuts have just gone too far and a mood is set in to restore many of the cuts and fund public services. Meantime some of the damage has been done and will take a decade to correct as the issues that mangled the centrist parties and led to fragmentation on views of what society should look like have taken place with Brexit and high levels of poverty, income inequality in Britain, lack of investment in infrastructure with overallocation to tech with declining productive benefit for every additional dollar spent. ...

Greg Ip points out in this WSJ analysis that the new NAFTA after negotiations and warnings from Mr. Trump to scrap NAFTA, is not very different from the old NAFTA. Mexico made concessions on auto exports and labor rights, wages. Canada made concessions for the dairy industry. Yet the combined influence of business interests, Canada's lobbying in U.S. Congress and state governments, and the restraint shown by Trump's own advisers prevailed in limiting Mr. Trump's tendencies to go for a "America first" agenda. It shows, says Ip, that there is resilience in the existing order.  It also shows what future trade negotiations with the European Union and Japan over steel and autos could look like. President Trump will continue to face resistance within from his advisers and from exporters, business, Congress, on following an exclusively "America First" agenda. President Trump will need to extol NAFTA in its current version the USMCA, U.S. Mexico Canada Agreement, to get it through the U.S. Congress in 2019.   Mexico's main concessions on autos were to agree to potential tariffs if exports exceed 2.6 million vehicles.  This keeps Mexico's status as a major auto export hub intact. Auto experts say VW and Mazda may simply pay the tariff of 2.5% for lower priced models assembled in Mexico that do not qualify for duty free entry instead of shifting production to the U.S. Current shipments from Mexico are not affected as U.S. demand is weak. Labor rights and higher wages in Mexico's auto industry are a win-win for Mexico and the U.S.. They are supported by the socialist administration of newly elected Mexican president Obrador. Canada's main concession was to expand U.S. access to Canada's protected dairy industry, with Canada already prepared to make the concession. Mr. Trump had also to consider the possibility that excluding Canada from the USMCA would have not passed Congress, and face even more resistance in a Democratic controlled Congress after 2019 elections.  The support Canada has received in Congress does not extend to China, which gets much less support in Congress, leading to higher uncertainty in the negotiations with China and possibly different outcome with the size of the trade imbalance of $1 billion a day factored in.   ...

Before Rutte of the Netherlands took over as head of NATO, the head of NATO Stoltenberg for 10 years was from Norway. The total population of Norway of 5.5 million is less than the population of the Houston region. Should it exercise such an important role in the affairs of Europe much less of the world? It was under Stoltenberg's appointment in 2014 as head of NATO after losing an election in Norway, with Merkel and Obama's support, that gradually changed the perception of NATO as too close to Russia's borders so that by 2019 when Covid took place the situation deteriorated in Europe beyond recognition. Russia and China joined together and Russia invaded Ukraine in 2022 with Stoltenberg in a role in NATO that reflected more the British view of NATO than how DJT and other Republican leaders perceived NATO. As America turns this chapter of Bush-Clinton-Bush-Obama years of failed politics in which US lost control in its own backyard to drug trafficking gangs in Mexico and Venezuela, conducted wars in remote deserts and mountains in the Middle East, and lost its economic position to China, turned over NATO to  politicians who followed a British view of hostility to Russia that did not reflect the American view of working in cooperation with Russia, China and other major powers, this appointment of Stoltenberg a figure in the Norway establishment may be seen as another failure of the Merkel/Obama years. ...

The experiment with designer immigration in Manitoba province of Canada is unlike that in most other countries. Winnipeg has immigrants from India, Nigeria and other countries- parka dressed diversity where immigrants talk in Punjabi or Tagalog. And Manitoba's people welcome immigrants. With one ninth of the US population, Canada is eager for growth. It gets twice as many immigrants relative to its population than the USA. There is no border like the one the US has with Mexico. and this removes large scale immigration. Canada uses a point system to select immigrants and this convinces the people that it is getting the immigrants that Canada needs. Winnipeg gets about 600 immigrants a month.

Three tankers held off the coast of Mumbai by India's Cost Guard have been sanctioned for carrying Iranian oil. India stopped buying Iranian oil in DJT's first term 2016-2020. In his second term DJT wanted India to stop buying sanctioned Russian oil as a way to reduce funding for Russia's invasion of Ukraine now in its fourth year. India has stopped buying Russian oil as part of the goodwill effort to reach trade agreements with the US, EU, and Germany. The seizing of the oil tankers is part of a new effort by India to support bringing Russia to the negotiating table to end the Ukraine war. Russia has demanded Ukraine turn over Donetsk region to end the war, which is a major stumbling block as Ukraine says there are Ukrainians living in Donetsk region. Germany's increase in its defense budget and investment in its armed forces has led to Germany+ (Germany plus UK and France) acting as the chief supporter of Ukraine, after the US has taken more of a neutral stand. The US basically wanting to end the war in 2026 so that the US can address the situation in the western hemisphere with drug and migrant trafficking gangs in Mexico, Venezuela and Columbia, and rebuild its economy to bring back manufacturing from China. For India the guiding principle of its foreign policy is Gandhiji's thinking and advice for fairness and peaceful coexistence - it does not believe in a British inspired NATO expanding on the borders of Russia, and at the same time does not see how a war on a neighboring Russian speaking region is in Russia's continued interest for a fourth year with bombing of energy infrastructure to leave Kviv in darkness. Non -alignment was Nehru's not Gandhiji's idea- the ideas of respect and fairness are basic to Gandhiji's thinking and India will remain true to his ideas in world relations. One aspect of this change in world affairs is missed by all and the media, that is that with the EU and US+ Japan, and India+ Indonesia there is a population of 1 billion of western peoples, and about 2 billion of Asian peoples, for a total of 3 billion people. This is a region three times the size of China, which with its access to capital and technology, labour and good governance is in a position to industrialize and reindustrialize, and bring manufacturing/science and technology to the core of this economic region by 2035. An industrialized India with 2X-3X the size of its current GDP will still be governed on Gandhiji's ideas for world relations in 2047. ...

The WSJ calls it a chaotic runup while conceding that the stated purpose was clearly to stop fentanyl and migrants coming across the US land Borders with Canada and Mexico. In reality its purpose is clear and it is the recalcitrant positions of Canada and Mexico and the failure of previous administrations since Clinton-Bush-Obama to act forcefully in the face of such an attitude that was the problem. Of what amounts to indifference from Canada and Mexico to fentanyl flows  and the destroying of America, that made it imperative for America to use all the powers at its disposal to get action to stop fentanyl and migrants.  These powers at America's disposal include economic power tariffs being one, and other powers as necessary, as no nation can long endure such indifferent attitudes to harm done against another for long. It is a lesson for America that what TR called carrying a big stick can be a problem when there is the complete opposite taking place.     ...

In his State of the Union speech president Trump was off on some points such as how many jobs were created, how good the economy is, and on on safety of cities El Paso and San Diego after border walls and fencing, according to the WSJ. El Paso was the second safest city of twenty similar sized cities in the U.S. before the border wall with Mexico, and continued to be that way after the wall was built over that section. San Diego has seen 91% drop in border apprehensions over a decade after fencing the border but this has not meant a discernible impact on people crossing illegally.  Mr. Trump was right that customs duties increased by $13 billion in the third quarter of 2018 after placing tariffs on $250 billion of Chinese goods. Wages are growing faster for manufacturing and construction workers than service occupations, as Trump claimed. On the growth of the economy the economy GDP grew by 3.5% in 2018 before slowing down by the end of the year. India and China's growth in GDP is much faster. Growth in jobs was at the pace in the first 2 years of the Trump administration in some 2 year periods of the Obama administration, and much faster in manufacturing in the 1990's, says the WSJ.   ...

DJT executive orders include one ending birthright citizenship. “It was really meant for children of slaves." DJT is referring to the 14th Amendment that was passed in 1868 by Congress and ratified by 1868 by the states. It came after the Civil War and Emancipation of slaves and was intended without any doubt for one and only one purpose to make slaves citizens of the United States Look at Section 4 of the 14th Amendment which says the United States will not allow any claim for the loss of any slave. "But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void. The only SC decision in US vs Wong Kim that gave citizenship in 1898 to Wong Kim was not intended to go beyond that particular case, it was only meant to make an exception to the Chinese Exclusion Act  of 1882 after which till 1960 (JFK's election) Chinese immigration to the US was stopped, and the same for all Asians. Only immigrant labor allowed in was from Mexico for agriculture till 1960. And in 1954 Operation Wetback wwas conducted by Eisenhower to return about 1 million illegal immigrants to Mexico. DJT says- “It was not meant for everyone to come into our country by airplane, or charging across the borders from all over the world and think they’re going to become citizens.” The millions that came illegally across land border  and the flow of drugs is a new situation that Congress and the Supreme Court are only facing since 2014 a period in which wars in Afghanistan and Iraq took time and resources away from problems at home. ...

And will not support investment in the infrastructure that is crumbling around us even as the infrastructure is crumbling around us, like the bridge in Baltimore that went down in minutes. Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). And end the migrants incursions, Harris 's pledge to sign the Lankford-Biden immigration bill that fixes asylum entry and closes the US Border with Mexico. ...

There is a two week period before the 25% tariff on steel coming into the U.S. goes into effect. This gives time for Canada, Mexico, the EU, Japan and other countries to come up with offers to negotiate or as with the EU come up with its own plan to put tariffs on some American goods. An exemption for Canada is supported by the United Steel Workers Union, as many American companies make steel across the borders. Canada sends the most steel and aluminium to the U.S. With the departure of Gary Cohn as economic advisor, Mr. Lighthizer, the U.S. Trade Representative who pushed for the tariff plan becomes a trusted advisor to the President. Lighthizer is to be seen in Lyrarc pages as having consistently supported fair trade and protecting U.S. workers in these situations since his work in the Reagan administration. The other advisors who are ascendent are Peter Navarro, a trade expert, and Wilbur Ross, the Commerce Secretary. Ross is an experienced business veteran in consolidation of steel and auto parts companies, who pushed for a moderate position to renegotiate NAFTA and convinced president Trump to pursue renegotiation instead of rejecting NAFTA following calls from president Nieto of Mexico and Trudeau of Canada. ...

Some of the most vulnerable populations in the world during coronavirus are in India, Pakistan, Bangladesh and the surrounding regions, in Mexico, Argentina and Brazil, and in African countries. This report looks at the increase in poverty in Pakistan and increasing food insecurity with food prices increasing. Government priorities are a concern says this report. Malnutrition is increasing with estimates ranging and some as high as 40% of children. A PTI official of the government is cited here as saying that it could be as high as 50% of children suffering from malnutrition. One of the problems for food insecurity in the Indian region going back to the famines during the British rule in Bengal and the famines in Bihar during Congress rule after independence is that supplies are lacking of foodgrains or that the incomes have fallen so drastically that people could not afford to buy food. Governments stepped in after independence to provide foodgrains at subsidized prices. These programs need to be pushed to the forefront and and international assistance needs to be sought. Planning minister Asad Umar points out in this report in DW.com that millions of Pakistanis are falling below the poverty line increasing food insecurity at a critical time. He gives estimate that one out of four Pakistanis have had their diets reduced. There is every reason to support efforts for cross border supply of foodgrains between India and Pakistan as humanitarian approach in the coronavirus crisis even as differences exist over border regions- as such differences exist all over the world over borders but humanitarian approach has benefitted the entire region during the Bihar famines after independence with aid from the U.S. Johnson administration. At that time in 1966-67 the seriousness of the situation in Bihar was only gradually and reluctantly accepted by the institutions, officials and governments around the world, says Cambridge University Press looking back on that crisis. And it is to the great credit of the Johnson administration that it launched the subsequent efforts for the Green Revolution and foodgrain production involving Norman Borlaug and the Indian government. US Supreme Court hears arguments from D. John Sauer Solicitor General of the US on DJT Tariffs Wednesday, November 5, 2025. The Supreme Court will hear about a case brought by a small wine importing company with 19 employees. The US president used the 1977 International Emergency Economic Powers Act (IEEPA) that allows the president to impose tariffs. The IEEPA was introduced by president Jimmy Carter in 1977. It was used during the Iran hostage crisis. It has been used for the Venezuelan regime after elections were rigged with human rights violations, on Belarus as early as 2006, and on Mexico for drug cartels. This increases the responsibilities of the Justices of the Court as these sanctions have broad support of the American people. Tariffs were imposed on China for illicit fentanyl flows and a 25% tariff was imposed on Canada and Mexico under Executive Orders 14193, 14194, and 20% on China under Executive Order 14195 in 2025 for illicit drug traffic flows across their borders into the US. Illicit flows that has taken the lives in the case of fentanyl of more young people than were killed in the Vietnam, Korean and First World Wars combined.  For the reason that the economic aspect of tariffs now overlaps with trading partners abuse of basic rights of their largest trading partner the US in the case of Canada, Mexico and China not stopping such flows, the issue before the Supreme Court is basic to the US as a Nation to protect its citizens under these Executive Orders and IEEPA- not the kind of interpretation of the law the USC does for most or almost all of its cases. In 2025 a lot of the discourse is distorted and does not reflect the way citizens of the Nation should show concern for the welfare and safety of their fellow citizens in communities around them severely hurt by the scourge of fentanyl and other opioids making their way from other countries conducted by drug trafficking gangs outside the US.  Also relevant is that the tariffs are correcting trade deficits of $1 trillion of the world with China that threaten the economic security of the US, EU, India and other countries. Larger companies are moving their supply chains out of China to reduce concentration in China, impact on inflation is slight with 3.0 % inflation in September 2025. Smaller companies such as the wine company in this lawsuit are unable to do so. Most of the smaller businesses affected can be compensated with a fund from the tariffs revenue of $500 billion in 2025-2026. In this way the goals of the US as a Nation can be achieved of reducing the supply channels concentration in China, cutting supply chain concentration in China, for fair trade with trading partners EU/Japan, and for action on fentanyl and drug trafficking. Justice Roberts and his team have a lot to think about in this effort by the Nation to correct abuses that should never been allowed to happen. ...

Gerald Seib of the WSJ says don't be shocked at the resignation of Mattis at Defense after the withdrawal decisions on Afghanistan and Syria by president Trump, the shutdown of the government in Washington D.C. over Mr. Trump's demandsfor $5 billion to build the border wall with Mexico on grounds of security. As president Trump prepares his reelection bid he is going back to his own sense of what the public and his support base want. The border wall issue was popular with his supporters, and by withdrawing troops from Afghanistan Trump is lowering the troops number to below that when president Obama left office, for a war that is unpopular in the country. Mattis is looking at it from the perspective of sacrifices made in Afghanistan by U.S. soldiers.

The new US president DJT says- "I have had many talks with China about the massive amounts of drugs, in particular fentanyl, being sent into the United States – but to no avail. Representatives of China told me they would enforce their maximum penalty, including the death sentence, for any drug dealers caught doing this, but unfortunately, they never followed through. As a result, drugs are pouring into our country, mostly through Mexico, at levels never seen before. Until they stop, we will charge China an additional 10% tariff, on top of any existing tariffs, on all of their products entering the United States.”  "On 20 January, as one of my first executive orders, I will sign all necessary documents to impose a 25% tariff on all products coming into the United States from Mexico and Canada, along with addressing its ridiculous open borders.
