India is storing as much oil as it can at today's low oil prices of about $20-$30 per barrel in May 2020. With India asking the U.S. to store oil from U.S. shale producers at its strategic petroleum reserve storage facilities in the U.S. Already its existing storage facilities of 5.3 million tonnes (39 million barrels) are full, and the storage capacity will be more than doubled with an additional 6.5 million tonnes (48 million barrels) to be built quickly. About 8.5 million tonnes (62 million barrrels)  are in ships on oceans around the world. Demand is only 20% during the lockdown but is expected to reach levels of 2019 by June 2020. Only about 20% of oil consumption comes from existing storage.   That Indian oil capacity is 39 million barrels of storage shows how little was done over succeeding administrations without national aspirations for a growing country with hundreds of million of young people, when the oil storage capacity today of 39 million barrels compares with over 500 million barrels for Japan and for China. A huge Indian government aid package of $280 billion for the economy can be offset by gains in other areas such as low oil price oil storage, and gains in supply chain manufacturing, increasing the size of the domestic market for local manufacturers with incentives and loans, and new rules for stressing local manufacturing for a self-reliant economy. ...

Murali Krishnan of DW.com has this interview with Adar Poonavalla of Serum Institute of India the largest vaccine maker in the world that makes about 60% of all vaccines used in the world. It is beginning manufacturing of the Oxford vaccine so that the manufacturing process is ready to turn out a billion vaccine doses over a short period of 1 to 2 years. Serum's Oxford vaccine would be priced at $13 per dose for coronavirus. Serum is conducting its own trials for the vaccine. About 40 million doses would be ready by October.

US relations with Japan and South Korea are improved and both nations are taking a bigger role in their region with other partners India and Australia -so that the US frees up resources for tackling domestic and foreign problems that ensure US regains its position as a powerhouse for manufacturing, industry and world class infrastructure in the next decades to 2050. The Indian Express looks at a draft of the National Curriculum Framework of India, which modifies the current system of rote learning and separation of the sciences and engineering from the humanities and liberal arts subjects. The current system leaves the students at secondary level lacking the foundational skills for a modern economy. NCF tries to address this. In line with the multidisciplinary approach taken by the National Education Policy (NEP) for India in 2020, the NCF encourages students to develop multidisciplinary thinking skills by mixing arts subjects and humanities with science subjects and math. The NCF proposal is to assess students in grades 10 through 12 over 4 years and not one board exam every year. This fits in with NEP's vision for a 'holistic" education.  The NEP "envisions a reenergizing and complete overhaul of the higher education system including moving towards a more multidisciplinary undergraduate education." The NCF takes this to the school level. Indian Express points out that combating climate change for instance requires a knowledge of science and manufacturing, but also of politics, sociology, economics, and other disciplines. It will take time to rebuild parts of rural America that were in decline for decades, neglected by politicians of both parties, and are now seeing big investments. Mississippi County, Arkansas is one such rural area where US Steel and other steel makers are putting in new plants to make 12 million tons of steel a year. Let sleeping tariffs lie is the approach of S. Korea, Taiwan, Japan, China, India, European Union, Germany, UK-  expect all trade agreements with the US to remain in place after Supreme Court decision as no country wants to go through the intensely difficult process of renegotiating on tariffs. The president is also appealing to the public, some of the tariffs are about fentanyl flows into the US, the unfair trade practices and subsidies were a problem for the Biden administration and rebuilding manufacturing was the goal of both DJT and Biden, and will be for future administrations.  When the media NYT, Washington Post respond they are following the editorial line taken that opposes the DJT administration on all issues, when WSJ respond it takes the textbook approach of economists and finance people that free markets are best without considering the real life issues. This is why the president said at his press conference after the Supreme Court decision that 22 Nobel Prize economists had said the economy could not be turned around for growth and low inflation in 1 year, and were proved wrong after the experience of 2025 with low inflation at 2.8%, low unemployment 4.3%, and growth of 2.2% in real GDP (with strong growth in quarters 2&3 of 3.8% and 4.4%). Questions raised in this Hindustan Times report about whether India's participation in the Shanghai Cooperation Organization makes sense now after the pandemic and the new arrangement in global affairs. This is a crucial juncture for India to plan for the next 10 years for a changing world in which India becomes a dominant story in manufacturing. China want its company COSCO to have an equal share in ownership of the 40 ports including ones in Panama that Hutchison of Hong Kong is selling for $23 billion to Black Rock and MSC. 

In 2014 China blocked a deal where Maersk would merge with a French shipping company and MSC to form a larger company. Much of China's export surge and its manufacturing capacity largely for exports rests on shipping and logistics and a large role is played by Denmark's Maersk and by COSCO. This has led to the US and Europe losing with its manufacturing base its role in world shipping, and as a result also in shipbuilding. All three are linked. India as it builds its manufacturing base is also building up its logistics and shipping terminals. DJT has emphasized the importance of the ports and it is seen as an affront that the country that built the Panama Canal has ceded its ports there.

The real dangers of the skewing in the direction of Capital of rewards is creating a class that is not sensitive to the lives of ordinary people resulting in fracturing of society. Something like that happened in 1600-1800 in India and China leading to the disintegration of society and becoming overcome by foreign European powers which had more dynamic societies from the bottom up that led to discoveries in science leading to the industrial revolution. One detects something like this happening by accident by poor governance and bad decisions for wars (Bush-Clinton-Bush-Obama), and the same administrations pushed by bad advice from economists to ship the productive manufacturing resources of the Nation to China. If not reversed it would lead to the kind of decline Asia witnessed after 1600- hitting all classes of society and destroying the economic structures as foreign powers get the upper hand. The surrendering of research labs and higher education in advanced science fields to foreigners at US and European universities poses similar risks as fractured society with Capital dominant and unaware of the risks. Such societies have less perception of such risk than a bottom up built social, economic and political framework with large numbers of aspiring local citizens seeking these positions in science and technology in the Nation. ...

This video from the World Climate Initiative provides a glimpse of water use conservation that has cut water use by 70% in some villages in the states of Gujarat and Rajasthan in India. Under the MARVI project young water experts are trained by the University of Maharana in Udaipur and the University of Sydney. These water experts pass on water conservation methods to the village farmers. One method is to plant a mix of mustard, chickpeas and wheat, with another grain instead of only wheat. Other effort is to educate farmers about use of well water in ways that conserve underground water and to use drip irrigation, sprinklers.
