The cooperation announced between India and Britain on the experiment to look at one grid between countries in different time zones could be a game changer in the way new technologies have already achieved in making solar less costly than fossil fuel. Embrace of new technologies is essential for achieving net zero emissions. India first proposed connecting solar energy across countries and time zones at the International Solar Alliance in 2018. If a way can be found to integrate the grid across time zones the problems of solar energy could be tackled effectively. Storage would not be needed in the way it is now as the solar energy can be sent to other areas with the demand. And the equally vexing problem of supply can be solved as the regions such as Spain could be generating solar energy when the sun had set in India. It is ambitious but it also brings in scientists and engineers from Europe, America, India and Japan to tackle the problem. There is also the opportunity to build on one discovery to make another scientific discovery in the way advances have happened in medicine and science.  And nothing about net zero is not ambitious. One of the lessons Modi learned early in Gujarat is that experiments are needed and to never rule out new ideas. In some of his speeches he describes the early experiments with electricity and solar energy in Gujarat that led to more ambitious efforts over time, and eventually to where solar targets like the one made at COP26 Glasgow of 500 gigawatts by 2030 are now within reach. ...

WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. Nirmala Sitharaman set a goal of rapid capital spending and investment increasing capital spending in 2023 by 33% in 2023 over 2022, yet maintaining a stable fiscal path by keeping the deficit below 6%. ...

Prime minister Modi cites the successful Mars mission "Mangalayan" as showing India's technological capabilities and its ability to do things speedily at very low cost. For foreign investors India offers a stable politcal climate because his party has an absolute majority in parliament and controls many state governments, as well as being a democracy with a vibrant and internet connected young generation. A young population with 55% of the people under age 35 makes India the manufacturing powerhouse of the next two decades, said Modi. And the consumer base of over 1.2 billion people an attractive market. It was a rare combination of hands on salesmanship rarely seen ever on television from a prime minister. In one exceptional response about the condition of women, Modi said he personally led his ministers and legislators through Gujarat state's rural areas house to house in 45 degree centigrade summer heat on June 11-13 school opening days. He did this urging parents to send their daughters to school with the slogan "Send your daughter to school, Save a Girl." The result he said was 100% school enrollment in these rural areas for girls. Gujarat has a mortality rate of 6.2% compared to 2.8% for India. In total number of confirmed cases Gujarat comes fourth after Maharashtra, Tamilnadu and Delhi, with 21,500 cases. Most of the deaths are in the city of Ahmedabad and mostly at the city's large Civil Hospital. This report in the BBC says the deaths can be attributed to the reluctance of people in the city to go to the Government Civil Hospital because the quality of care is not good. Many patients come to the Civil Hospital only after failing to find a bed at other private hospitals. This means the patients condition is getting worse as he is not admitted rightaway but days afterwards when his condition has deteriorated. The weak health infrastructure of the state and the lack of quality care at the Ahmedabad Government Civil Hospital say experts has led to increasing number of deaths in Gujarat from coronavirus. Gujarat has been known for its improvements in transportation and roads infrastructure. This has not happened with health infrastructure. This situation is being seen also in China where not enough money is being invested for quality health care. Ahmedabad's Government Civil Hospital is one of the largest in Asia providing low cost care to a large population. ...

This northeast that is key to the future of India's 1.4 billion people in this election in West Bengal of May 4, 2026 after 5 decades of failed governance, of failed industrialization and failed modernization in a region of 300 million people, half the size of the European Union. Impatience in Modi's voice with the pace of change that has failed the aspirations of a young generation of India.  This has left the northeast region as a backward agrarian economy. Change in federal  overnment for rapid modernization in India came in 2014 with Modi government. It was stalled for a few years by the Covid pandemic. The effort for modernization of the Indian economy after 5 decades of failed good governance is thus in its first decade and in that decade impeded by the state governments of Maharastra and Rajasthan in the western region that also includes Gujarat. In the northeast failed governance continued in West Bengal , Bihar and Orissa. In Delhi and the Punjab a similar situation. It is only now that Maharashtra and Rajasthan are aligned with federal government in industry and modernization goals. And it is only now that Bihar, Orissa and West Bengal are aligning themselves at the state level with the federal goals for modernization and rapid urbanization plus industrialization. In the south Tamilnadu (Madras region) and Kerala (Kochi), and Karnataka (Bangalore region) are also lacking in aligning with the efforts at the federal level. As a result the changes that are happening have the potential to bring a new wave of industrialization and modernization in the north, northeast and western regions of India with the federal government and the state governments in alignment on industrialization and modernization. This could bring to the world economy a development similar to China's second decade of development from 2000 to 2010 when a new surge happened in China's modernization. India's modernization will happen with the reindustrialization in the US and the European Union  and will set the pace for the world economy in the decades to come. ...

The perception comes from seeing decisions made but not the process of decisions which is lengthy and even seen by participants as long, in which Mr. Modi act as a patient listener to all voices. Could'nt it be shorter is felt by some participants, yet Mr. Modi would have 2-3 meetings listening to all participants with humility before arriving at a decision. Tough decisions were made on vaccines to get to 1 billion vaccinations goal, on demonetisation and GST, and on digital India, housing schemes, bank accounts, and Jal Jeevan.  Mr. Shah points out that where earlier governments had brought bank accounts, electricity water, and cooking gas to some people, the approach of Mr. Modi was to get electricity, water, cooking gas to all homes for 1.4 billion people in India. He says Mr Modi is hard for even his colleagues to understand in terms of his passion and endless capacity for hard work for bringing essential services to every Indian, and the last Indian is a concept that not the BJP or any party had, it was entirely Mr. Modi's idea for New India. Mr. Modi he says is not the BJP or himself even, he is always thinking how could the lives of ordinary Indian be better in every way, and every rupee going to that last man in line in a nation of 1.4 billion. It can best be understood through Vivekananda's writings some 125 years ago. The passion for India and the Indian people of Vivekananda in his writings is a huge reservoir of energy for someone like Modi, that Modi has tapped into from his beginnings in Gujarat government and more so when he left Gujarat for Delhi. India experienced heat waves in March 2022, with the affected areas including Gujarat, Uttarkhand, Jammu and Kashmir, Himachal Pradesh. The IMD, Indian Meteorological Department declared India's first heat wave on March 11, and several heat waves since then.  IMD declares a heat wave when temperatures reach 40 degrees Celsius or 104 degrees Fahrenheit at low elevation. A heat wave is also considered to be taking place when temperatures are 4.5 degrees above normal, with 6.4 degrees called "severe." Senior climate scientists at IMD say heat waves in India are now more frequent and severe with unusual weather conditions in 2022.

2021 and 2022 reports of the Intergovernmental Panel on Climate Change (IPCC) warn that South Asia  faces conditions for heat waves and humidity related heat stress in coming decades. Marine heat waves are also more frequent.

Internal Bank of England data showing Britain inside European Union 6-8% higher GDP and 75 billion pounds of higher exports of goods in 2025. This is the only objective assessment one can accept in judging what would be best for British workers and their families.  Also lost on the 2014 -2016 period that led to referendum on Brexit in 2016 just three years later is that it came after the 2009-2011 period for recovery from the financial crisis, the first entry of Conservatives and sharp austerity cuts in public spending by 2012, and the period of Covid that followed just 3 years after 2016 in 2019. The process of improving productivity and increasing competitiveness that could have happened, is a cost Britain suffered from Brexit becoming topic No.1, skewing priorities from reindustrializing to debate on a non priority item Brexit- with a lost decade as a result in addition to the 8% of GDP and 75 billion pounds that could add to these numbers. In this way UK lost about 10% of its GDP and 100 billion pounds of exports that without the that  additional public investment  did not happen from 2009 financial crisis, from Brexit divisiveness, followed by Covid. The result is 1.5% growth in GDP in UK compared to closer to 3% in the US. The lower growth alone can mean additional losses in exports in 2025 than are seen in numbers, and additional losses in GDP. This is the economic weakness  that hangs over Britain as it tries out a new leader in 2026. Only a bold action plan under a bold leader can reverse this decline. As shown elsewhere on these pages in Lyrarc, this is why a new leader needs to articulate a bold and well thought out plan to execute with the support of the British people. Andy Burnham has the potential to make this happen starting in 2026 over the next 5-7 years. He has to build on the work he did in the Greater Manchester region, and like Modi in India applying the lessons learned in his home state of Gujarat, step by step, year by year, build the industrial and economic capacity of Britain by 2035. It is not a feat for the timid, struggles will abound, yet it can be done with one step following the previous step in a continuous stride. In fact Burnham can now work with India to add about 1% of GDP because of the close trading relationship and centuries long synergies with India to get closer to 3% growth in GDP per year. At that point public spending and investment would rise to propel further growth. It is in the interest of every sector in Britain to pull together, the same in India, to lift these two main countries of the Commonwealth by the bootstraps. ...

A Pew Research Center poll before April elections shows 70% of Indians dissatisfied with conditions in the country. 63% of those polled say they prefer the opposition BJP party to lead the next government, compared to 19% for the ruling Congress party. More significant was the favorable view of Narendra Modi by 78% of those polled, with only 16% holding an unfavorable view of Modi, the chief minister of the state of Gujarat which has seen fast growth rates. The Congress party has been hurt by a series of corruption scandals, weak leadership and poor management of the economy as growth slowed in 2012-2013.

Surat in India's state of Gujarat is the 14th of 15 cities in Guardian's Megacities series. Other cities from India are Kolkata, Mumbai, Delhi, Hyderabad and Ahmedabad. This city is at the point where the Tapi river meets the Arabian sea and is prone to flooding. The city is spending about $400 million on projects including live tracking of buses, new water treatment plants, solar and biogas generation, automated LED street lights. Some of the funding comes from India's Smart City Initiative launched in 2015 for 100 cities.

This video from the World Climate Initiative provides a glimpse of water use conservation that has cut water use by 70% in some villages in the states of Gujarat and Rajasthan in India. Under the MARVI project young water experts are trained by the University of Maharana in Udaipur and the University of Sydney. These water experts pass on water conservation methods to the village farmers. One method is to plant a mix of mustard, chickpeas and wheat, with another grain instead of only wheat. Other effort is to educate farmers about use of well water in ways that conserve underground water and to use drip irrigation, sprinklers. Other projects link up with projects and manufacturing set up under Israeli Indian collaboration near Tel Aviv using Israeli water technology.

A new Pew Research Center Survey shows prime minister Modi enjoying 88% popularity, very high ratings for a world leader. More unusual is that Modi's popularity was 87% in a Pew Survey in 2015, showing extraordinary resilience. This comes after moves to remove the large denomination rupee notes under what is called demonetization to take out some of the black money in India and increase tax revenues that were lost due to evasion. In South Asia tax evasion is rampant, much more than in countries like Italy of the eurozone. The move was difficult as it required being sudden, and a shift to use of debit cards and ATM's which required additional effort, slowing the economy. The other moves such as on GST tax were designed to facilitate doing business in India with one tax and free movement of goods replacing different state by state taxes. Business has not responded quickly to support Modi, and the Indian economy being prepared for the long term growth Modi hopes to generate is slowing in the short term. GDP growth has dropped to 6%. A bullet train planned in western India with help from Japanese financing and technology is being criticized unfairly because of the collapse of an old bridge near a railway station in Mumbai. Bruce Stokes, Director of Global Economic Attitudes at Pew Research, says the survey was done after demonetization but before the GST tax overhaul. This is not likely to change Modi's high ratings. The GST overhaul has been on the agenda for many years for all political parties in India. The views of Modi are not necessarily the same as for his BJP party which are lower for the party, the party gaining more from Modi's efforts and leadership, including in his home state of Gujarat. ...
