The cooperation announced between India and Britain on the experiment to look at one grid between countries in different time zones could be a game changer in the way new technologies have already achieved in making solar less costly than fossil fuel. Embrace of new technologies is essential for achieving net zero emissions. India first proposed connecting solar energy across countries and time zones at the International Solar Alliance in 2018. If a way can be found to integrate the grid across time zones the problems of solar energy could be tackled effectively. Storage would not be needed in the way it is now as the solar energy can be sent to other areas with the demand. And the equally vexing problem of supply can be solved as the regions such as Spain could be generating solar energy when the sun had set in India. It is ambitious but it also brings in scientists and engineers from Europe, America, India and Japan to tackle the problem. There is also the opportunity to build on one discovery to make another scientific discovery in the way advances have happened in medicine and science.  And nothing about net zero is not ambitious. One of the lessons Modi learned early in Gujarat is that experiments are needed and to never rule out new ideas. In some of his speeches he describes the early experiments with electricity and solar energy in Gujarat that led to more ambitious efforts over time, and eventually to where solar targets like the one made at COP26 Glasgow of 500 gigawatts by 2030 are now within reach. ...

WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. Nirmala Sitharaman set a goal of rapid capital spending and investment increasing capital spending in 2023 by 33% in 2023 over 2022, yet maintaining a stable fiscal path by keeping the deficit below 6%. ...

Gujarat has a mortality rate of 6.2% compared to 2.8% for India. In total number of confirmed cases Gujarat comes fourth after Maharashtra, Tamilnadu and Delhi, with 21,500 cases. Most of the deaths are in the city of Ahmedabad and mostly at the city's large Civil Hospital. This report in the BBC says the deaths can be attributed to the reluctance of people in the city to go to the Government Civil Hospital because the quality of care is not good. Many patients come to the Civil Hospital only after failing to find a bed at other private hospitals. This means the patients condition is getting worse as he is not admitted rightaway but days afterwards when his condition has deteriorated. The weak health infrastructure of the state and the lack of quality care at the Ahmedabad Government Civil Hospital say experts has led to increasing number of deaths in Gujarat from coronavirus. Gujarat has been known for its improvements in transportation and roads infrastructure. This has not happened with health infrastructure. This situation is being seen also in China where not enough money is being invested for quality health care. Ahmedabad's Government Civil Hospital is one of the largest in Asia providing low cost care to a large population. ...

In the northeast failed governance continued in West Bengal , Bihar and Orissa. In Delhi and the Punjab a similar situation. It is only now that Maharashtra and Rajasthan are aligned with federal government in industry and modernization goals. And it is only now that Bihar, Orissa and West Bengal are aligning themselves at the state level with the federal goals for modernization and rapid urbanization plus industrialization. In the south Tamilnadu (Madras region) and Kerala (Kochi), and Karnataka (Bangalore region) are also lacking in aligning with the efforts at the federal level. As a result the changes that are happening have the potential to bring a new wave of industrialization and modernization in the north, northeast and western regions of India with the federal government and the state governments in alignment on industrialization and modernization. This could bring to the world economy a development similar to China's second decade of development from 2000 to 2010 when a new surge happened in China's modernization. India's modernization will happen with the reindustrialization in the US and the European Union  and will set the pace for the world economy in the decades to come. ...

He says Mr Modi is hard for even his colleagues to understand in terms of his passion and endless capacity for hard work for bringing essential services to every Indian, and the last Indian is a concept that not the BJP or any party had, it was entirely Mr. Modi's idea for New India. Mr. Modi he says is not the BJP or himself even, he is always thinking how could the lives of ordinary Indian be better in every way, and every rupee going to that last man in line in a nation of 1.4 billion. It can best be understood through Vivekananda's writings some 125 years ago. The passion for India and the Indian people of Vivekananda in his writings is a huge reservoir of energy for someone like Modi, that Modi has tapped into from his beginnings in Gujarat government and more so when he left Gujarat for Delhi. India experienced heat waves in March 2022, with the affected areas including Gujarat, Uttarkhand, Jammu and Kashmir, Himachal Pradesh. The IMD, Indian Meteorological Department declared India's first heat wave on March 11, and several heat waves since then.  IMD declares a heat wave when temperatures reach 40 degrees Celsius or 104 degrees Fahrenheit at low elevation. A heat wave is also considered to be taking place when temperatures are 4.5 degrees above normal, with 6.4 degrees called "severe." Senior climate scientists at IMD say heat waves in India are now more frequent and severe with unusual weather conditions in 2022.

2021 and 2022 reports of the Intergovernmental Panel on Climate Change (IPCC) warn that South Asia  faces conditions for heat waves and humidity related heat stress in coming decades. Marine heat waves are also more frequent.

A Pew Research Center poll before April elections shows 70% of Indians dissatisfied with conditions in the country. 63% of those polled say they prefer the opposition BJP party to lead the next government, compared to 19% for the ruling Congress party. More significant was the favorable view of Narendra Modi by 78% of those polled, with only 16% holding an unfavorable view of Modi, the chief minister of the state of Gujarat which has seen fast growth rates. This video from the World Climate Initiative provides a glimpse of water use conservation that has cut water use by 70% in some villages in the states of Gujarat and Rajasthan in India. Under the MARVI project young water experts are trained by the University of Maharana in Udaipur and the University of Sydney. These water experts pass on water conservation methods to the village farmers. One method is to plant a mix of mustard, chickpeas and wheat, with another grain instead of only wheat. Other effort is to educate farmers about use of well water in ways that conserve underground water and to use drip irrigation, sprinklers. Other projects link up with projects and manufacturing set up under Israeli Indian collaboration near Tel Aviv using Israeli water technology.

A new Pew Research Center Survey shows prime minister Modi enjoying 88% popularity, very high ratings for a world leader. More unusual is that Modi's popularity was 87% in a Pew Survey in 2015, showing extraordinary resilience. This comes after moves to remove the large denomination rupee notes under what is called demonetization to take out some of the black money in India and increase tax revenues that were lost due to evasion. In South Asia tax evasion is rampant, much more than in countries like Italy of the eurozone. The move was difficult as it required being sudden, and a shift to use of debit cards and ATM's which required additional effort, slowing the economy. The other moves such as on GST tax were designed to facilitate doing business in India with one tax and free movement of goods replacing different state by state taxes. Business has not responded quickly to support Modi, and the Indian economy being prepared for the long term growth Modi hopes to generate is slowing in the short term. GDP growth has dropped to 6%. A bullet train planned in western India with help from Japanese financing and technology is being criticized unfairly because of the collapse of an old bridge near a railway station in Mumbai. Bruce Stokes, Director of Global Economic Attitudes at Pew Research, says the survey was done after demonetization but before the GST tax overhaul. This is not likely to change Modi's high ratings. The GST overhaul has been on the agenda for many years for all political parties in India. The views of Modi are not necessarily the same as for his BJP party which are lower for the party, the party gaining more from Modi's efforts and leadership, including in his home state of Gujarat. ...

India's robust debate as a democracy is of an astonishing size and diversity of opinion. The debate did not diminish when there was one federal party in many states under Indira Gandhi (1970's). It actually increased many times during this period compared to the period under Jawaharlal Nehru (1950's) taking the example of one state Gujarat as an example of what was going on in 18 states of that time. Newspapers in Gujarati such as Jansatta, Gujarat Samachar and others carried on a vigorous debate with opposing points of view to the Indira Gandhi government at the state and federal level of the 1970's. Most people in places like New York and London fail to understand or see the local language newspapers or are totally unaware of their existence, and the debate carried on in their pages. So that they falsely assume what a small group of English language newspapers tell them about the vigor of Indian democratic debate that is truly unmatched anywhere in the world. And in terms of its 22 languages in one nation one could say in the entire history of the world. Swapan Dasgupta in the Times of India gives the staggering number of publications today in 2023- 144,520 publications reaching 386 million people every day. And 392 television news channels . All in 22 languages. To ignore the local languages as if they did not exist is to ignore India as if a billion people did not exist. Or as it is for China to say that everything written in Chinese papers and Chinese news channels did not exist. Dasgupta also points out that one should take Mr. Modi and the BJP out of this as at the national level its a 10 year old phenomenon. Look back from 2010 for the sixty years from 1950 to 2010 and India was as badly misconceived, misrepresented, and misperceived back then. India he says fell from 105th place in Freedom House rankings in 2006 to 140th place in 2013. Mr. Modi only enters the picture after that. Dasgupta points out the small sample for these ratings 150 respondents and the methodology having missed much if not everything that is needed in a robust democratic debate. There is another aspect which is present which is prominent in New York and London and Washington D.C. and that is that non-alignment is not popular.  One has to see the way Adlai Stevenson running against Eisenhower twice in the 1950's very warmly received Jawaharlal Nehru on his visit to the US and compare it with the way the US perceived India under John Foster Dulles after Dwight Eisenhower was elected in 1952 to understand this aspect of American perception. Dulles was facing the Soviet Union and the British under Churchill then Macmillan had an equal disdain for Nehru's non alignment and tilt towards the Soviet Union. These root perceptions did not change with the Kennedy and Johnson administrations, and continued into the 1970's when Nehru's daughter Indira Gandhi was prime minister and continued non alignment.  India's political alignment after the pandemic is anything but non-aligned. It thinks, acts and lives in a way that is similar to the people of the US and Europe. Not even because it chooses to but because of what it is, coming from being part of its ancient path of Vedanta and Buddhist civilization that is the core Asian experience. It also needs to bring 400 million out of poverty and build the next phase of industrialization and modernization that requires fossil fuels in large quantities at lower prices to sustain its rapid growth. Some of it comes from Russia purely as an economic decision during the pandemic. The Biden administration fully supports India in this task of rapidly growth to meet the aspirations of a mostly young population- sourcing fossil fuels from whichever source that makes sense. To become a key part of the US new supply chain that reverses the overconcentration of the supply chain in China. It can only be said then that Freedom House has the peculiar affliction left behind from the John Foster Dulles period, combined with a bit of arrogance in failing to grasp the central fact of India which is its 22 languages forging one nation- a task nowhere seen in the history of the world. ...

He sees this use of "black money" as a constant danger to India's democratic process and to the development of the country. Electoral bonds was one idea he tried to do this, says Modi. About Enforcement Directorate on illicit activities PM Modi says it was the opposition Congress party that made the laws to prevent corruption of the democratic process yet never enforced the laws, in large part merely left them on the books. About the fears surrounding his party and the PM coming in for a third successive term Modi says there is no need to fear as he has devoted his life to the development aspirations of the young people of the country regardless of color, caste religion or region. He said the striking difference between him and the ranks of opposition parties in Maharashtra, Bihar, UP, Tamilnadu and West Bengal was the "parivar vadi" or dynastic spirit of the leaders who followed age old practices of promoting family members to lead, such being the case in the INC after Nehru for several generations, depriving the country of better leaders and stifling democratic processes. He did not say this yet Indians of all ages remember the leadership of Lal Bahadur Shastri who succeeded Nehru in 1964, his championing of farmers with the slogan Jai Jawan, Jai Kisan. Like JFK in the US his life was cut short  before he could put his mark on the period after 1964. Shastri was Parliamentary Secretary in the first Indian government in 1946 and served in every capacity for India at the state level in Uttar Pradesh India's heartland around the Ganges river, and at the federal level till 1966. During this interview PM Modi was asked about Tamilnadu and southern states, a north-south divide, Modi does not see India in "tukde tukde," piece and piece-even as Chief Minister of Gujarat he said he aspired to progress of India and Gujarat's progress and modernization as part of this Republic India.  ...

Hindenburg Research is a American forensic financial research firm started in 2017 by Nathan Anderson in New York City with 5 employees. It has issued a critical report of the Adani Group companies leading to a loss of 18.5% of its valuation. Adani Group companies make up 5% of the Bombay Stock Exchange and are a big part of its renewable energy effort even though the company had major interests in coal in Australia. Adani is trying to make the switch to renewable solar and wind energy and at the same time meet India's continuing need for coal because of its large population. The situation is similar to China and is poorly understood in the US and Europe, the effort to make large investments in renewable energy even as the company provides energy from fossil fuels. Adani set up the Mundra port in Gujarat helping Gujarat become energy sufficient and making it the most industrialized part of India. The London based Financial Times took a look at the Adani Group long before Hindenburg Research in the last 2 years and concluded that Adani Group companies have grown rapidly because India's effort for industrialization requires aggressive investment and risk taking which none of the other companies including India's Tata and Reliance Group are able to do in infrastructure and energy in the same way that Adani has. Reliance Group has invested in 4G and 5G and setup Jio to create low cost access to fast internet in India. When it comes to roads, airports, coal and renewable energy Adani has invested aggressively. This has created the perception that the Adani Group has benefited from its relations with the government. As the Financial Times put it Adani Group was the only private investor willing to take up the challenge of super sized goals needed for India's rapid growth. In this sense a forensic research company based on short selling is up against a company that has already faced skepticism about its rapid emergence as a renewable energy focused company shifting from fossil fuels, a transition neither Exxon or Chevron in the US have been able to do. ...
