Juleanna Glover points to the need for financing of the Kurdistan regional government in Iraq as the central government in Baghdad has failed to make payments to the KRG for its share of national oil income. The KRG would receive 17% of Iraq's national oil income under negotiated agreements, but only $2 billion of $12 billion owed to KRG has been transferred in 2015. The Kurds also have to support 1.8 million refugees from Syria and Iraq with the ongoing civil war. The World Bank predicts a shortfall in funding for KRG of $1.5 billion in 2015, and it needs a $2.4 billion bridge loan. Peshmarga forces it is reported have not been paid for 3 months even as the Kurds have borne a disproportionate share of the burden in the war.

He sees this as the beginning of a fallback of political Islam, with the protests of secularists in Turkey, the shift to a moderate candidate Rouhani in Iran's presidential election, the shift of the Emhada Islamist party in Tunisia to work with center-left parties in writing the constitution, and the election of a western educated political scientist to lead a coalition government in Libya. In each country the secular and liberal leaders and the young people felt the revolution was being stolen from them by Islamist parties and are asserting themselves to gain a voice in government. The Islamist party in Egypt has older leaders, an authoritarian structure and hierarchy, which failed to incorporate liberal and other opinion in writing the constitution and in forming the government. A more tolerant and open Islamist party needs to be part of a broad based government with other parties, which can focus on the economy, unemployment, infrastructure and public services....

Bradley and Nabhan of the WSJ report from Quara Tepe in Iraq and the weak Iraqi military unable to control parts of the country from attacks by better armed and trained ISIS militants, some from the old Iraqi army before the U.S. invasion and others from the war in Syria. The failure of the Maliki government to bring together Sunnis, Shiites and Kurds, as a new election apporaches and Maliki is likely to be elected for a third term. A divided parliament and the lack of U.S. presence after the withdrawal in 2011 at Malik's insistence. The U.S. has refrained from supplying the Iraqi military for fear of aggravating ethnic tensions, with the Sunnis saying Maliki is practicing ethnic cleansing under the guise of fighting terrorism. Under Maliki Iraqi airspace has been used to supply the Assad regime from Iran, according to some reports, making the U.S. wary of supplying the Iraqi military as it has little influence left.

Friedman highlights the importance of an interview with President Obama by Atlantic magazine's Jeffrey Goldberg. In this interview Obama gives a thoughtful understanding of what it means if Iran acquires nuclear weapons. The greatest danger is in nuclear proliferation. Obama brings to this an understanding of this issue from the time he focussed on this issue as a student at Columbia University, when he described the risks of nuclear proliferation in the Columbia student newspaper. There is the risk of an escalation in the development of nuclear weapons in the Middle East first, and then elsewhere. And there is the risk that nuclear weapons fall into the wrong hands. The situation would create problems like that faced in North Korea or in the India-Pakistan region, but increased by many times the current dangers. The entire nuclear de-proliferation effort and the efforts to de-nuclearize weapons stockpiles that took decades to accomplish with the Soviet Union could come undone- and it would then be necessary for all countries to invest in advanced technologies for defending against nuclear weapons, setting in motion another arms race. The current situation reminds people that the issues raised by nuclear weapons development will always be with us, and require a worldwide concerted effort, at official and public level, bringing in scientists, public opinion worldwide, and educating the public in all countries of the larger danger to mankind. The issues need to be put in the right context beyond nations and politics, beyond international conflicts and competing interests or ideologies, including Israel, Iran and any other nation looking for nuclear weapons as a solution for conflicts. Shultz, Perry, Kissinger and Nunn after a series of meetings at the Hoover Institution called for the update of the old policies of nuclear deterrance based on mutually assured destruction used with the Soviet Union, to reflect the new threat of terrorism- in an op-ed NYT 3/7/2011. The focus of this effort is on a new Fissile Material Cutoff Treaty, with all nations giving up nuclear material to an international nuclear material bank. Senator Obama strongly supported the efforts of Senators Lugar and Nunn in de-proliferation work after the collapse of the Soviet Union and joined the senators on one of their trips- Broad and Sanger, NYT, 7/5/2009. A major effort to reduce NATO, U.S. and Soviet nuclear weapons is called for to lead by example, providing a framework for other means of settling regional conflicts and educating public opinion in these countries, and moving forward the negotiating of the Fissile Material Cutoff Treaty. In many ways public opinion will have to lead the way in all countries as governments can lag behind- the efforts of Sam Nunn and Dick Lugar and the many unnamed people in the Soviet Union who aided their efforts show the importance of this....

After 5 months as president of Egypt, Mohammed Morsi, issues decrees giving the president powers to dissolve the current deadlocked constitutional assembly. Liberals and Coptic Christians in the constitutional assembly had walked out in disagreement with the majority of about 75% appointed by the newly elected Egyptian parliament, which has an absolute majority for the Muslim Brotherhood party of Morsi. The deadline for the constitutional assembly completing its work was extended 2 months. A key demand of the opposition was that the work of the constitutional assembly was being rushed. Morsi also replaced the Mubarak appointed public prosecutor with Ibrahim Talaat, a leader for the movement for judicial independence, and ordered a new trial of Mubarak and others involved in the death of democracy protesters. The decrees were announced just as a ceasefire arranged by Morsi and U.S. president Obama has taken effect in the Israel-Gaza conflict. Morsi placed his actions above judicial oversight saying they were temporary. This came under heavy criticism from the opposition to Morsi in Egypt, as a threat to the gains from the hard fought freedom fight by creating a situation where too many powers are concentrated in one person....

Carrie Wickham of Emory University describes the struggle between the reformists and the old guard in the Muslim Brotherhood. The old guard, including Morsi, pushed out the reformists. These younger mid-career professionals had a better grasp for the need to broaden the coalition that would run post Mubarak Egypt. Instead sadly for Egypt the old guard botched the transition with a hasty referendum on the constitution, and failing to bring other views and secular parties in a broad coalition to manage post-Mubarak Egypt.

Rached Ghannouchi of the Islamist Ennahda party, says the Tunisian model is to create a broad base of support by bringing together moderate Islamist parties and moderate secular parties. To do this Ghannouchi has promoted consensus in drafting a new constitution and a legal framework for elections. In contrast to Egyptian Islamist party leaders, Ennahda has agreed to lighter wording for Islam as the religion of Tunisia, the focus being on justice liberty and equality as Islamic values. In an intervew with Carlotta Gall of the NYT, Ghannouchi says it was not important that there is no mention of Shariah law or an Islamic state in the constitution. The assasination of Tunisian secular party leader Brahmi by extremists created a period of tension in Tunisia, and the Ennahda leader says he recognizes the need to work even harder for consensus based government.

U.S. Defense Secretary Panetta describes plans to support forces of the Free Syrian Army during the summer of 2012. The efforts had the backing of key members of the National Security team and Secretary of State Clinton. The plans were rebuffed by president Obama and the election campaign team because of the approaching November 2012 election and the president's hesitation to get involved in the Syrian war. Plans were developed by CIA director Petraeus, supported by General Demsey of the Joint Chiefs, and Leon Panetta. Plans were to vet forces in the Syrian resistance, to provide training and arms. After Petraeus resigned because of an extramarital affair and Clinton had a concussion, these plans were not taken up again. This shows that by summer 2011 the consensus was for supporting Syrian democracy forces in the Obama administration, only to be held back by president Obama. Robert Kagan makes the case for continued leadership of the U.S as a champion of liberal democracy and free trade, as the view that it will just happen in a multipolar world of China, India, the U.S. and Europe, is not credible. The existing democracies- India, Brazil, Turkey, S. Africa, Australia -are weak and lack the experience to provide this leadership. India and China could easily end up in rivalry in a multipolar world. This has implications for today. The U.S. cannot provide this leadership as a services economy- it needs a strong manufacturing base to do this. Lessening inequality was a hallmark of the progress made in the 20th century, and especially the six decades since World War II when the U.S. clearly exercized this leadership. The progress to European unity was another hallmark of these six decades. A healthy Japan was also part of this.

Ghannouchi of Tunisia's Ennahada Party puts forward ideas for a pathway that Islamists could follow to integrate into the political life of Middle Eastern countries- compromise, working together with non-Islamist parties for the common good, focussing on economic development, pursuing moderate Islamist ideas, bringing in those excluded from the political process thorough a new inclusiveness, and respecting the opposition. He sees the successful election in Tunisia in which Ennahada worked with the opposition parties to ensure a smooth transition, as a model for other countries and the Arab neighborhood. In 2014 another process of smooth transition after elections, and respect for the opposition, happened in Indonesia with the election of Jakarta governor Widodo to be the new president. This set another model of respect for democracy, fair elections, respect for the opposition, focus on economic development and inclusiveness, for Muslim countries in another part of the world. Pakistan is another Muslim country which is working to create a model in the presence of much violence from Pakistan Taliban, and interventions by the military in politics. Assistance from the U.S. helped Iraq make the transition under the Bush administration till it unraveled with the policies of the Obama administration. Libya had the potential to make the transition with continued western cooperation and support- a change in administrations in the U.S. and France resulted in policies not supportive of a stable transition. The whole process now needs to be fostered carefully by western liberal democracies. Here Ennahada's Ghannouchi tells the world about the lessons learned by Islamist parties themselves for pathways to embrace for more inclusive societies focussed on economic development and progress....

Declan Walsh describes the role of the military in Egypt, Turkey and Pakistan which has marginalized political parties and democratic process. The shift in Pakistan towards a democratic state shows the limits of the military's role in politics. Throughout Asia and Latin America, beyond just the Arab world, S. Korea, Brazil, Chile, Argentina, Colombia, the movement is towards democratic processes of government. As political parties mature a more centrist position was adopted in Chile, Brazil, Argentina, and Islamist parties in Turkey, a similar trend is likely in the rest of the Muslim world as political parties are able to mature and deliver in economic terms and improving living conditions. The Saudis and UAE may be able to deliver in economic terms because of oil prices and supplies, each country and the people in the region has to determine how it will tackle its economic problems and move forward or fall behind in a rapidly developing global economy. Ashraf Khalil describes the history of relations between the Muslim Brotherhood leadership and the leaders of secular parties with prescient remarks on how this creates problems in Egypt's transition to democratic government. The mistake made by the Muslim Brotherhood leaders, says Khalil, is to insist on a quick move to elections in November 2011, with the Brotherhood hoping to gain advantage in seats with its organization already in place compared to the secular parties which need more time to stage an organized effort. If this results in a lopsided result with the Muslim Brotherhood gaining more seats than its real strength, and the secular parties feeling left out in a revolution to set up democratic government that they led, Egypt's transition to democracy will remain flawed. This is now the stuation as the military which sets the rules and the Muslim Brotherhood have agreed on immediate elections. The Muslim Brotherhood's leaders have spent years being suppressed by the Mubarak regime, and lack the experience needed for such a difficult transition as Egypt faces, even with the best of intentions. Compressing the transition into a short time frame makes it even more difficult. Errors of judgement by Muslim Brotherhood leaders in not developing a consensus, and the uncertain role of the post-Mubarak military and police, compound the difficulties and risks....

This WSJ editorial says the U.S. should use what little influence it has to prevent Egypt from descending into civil war after the violent crackdown on protester camps in Cairo on August 14, 2013 by the Egyptian military. It says that continuing military aid will not be politically possible if the violence continues. A separate comment by Marc Lynch of the George Washington University Institute for Middle East Studies in online Foreign Policy magazine, says the Gulf States will make up for U.S. aid and the important thing is for the U.S. to be credible in the region in the long run.
