The first reading of the bill to stop no-deal Brexit clears the House of Commons in Britain with a vote of 329 to 300. This rebuffs prime minister Boris Johnson's plan to push Brexit through by stealth and at any cost by October 31. The bill will delay this to Jan. 2020, and set the stage for a no confidence motion in the minority government of Mr. Boris Johnson.

It now prepares Britain for general elections as early as October with Johnson hoping to unite theBrexit faction, but facing a possible backlash from Conservative moderates, and facing also the lack of support from UKIP Party's Nigel Farage. It is a very different Brexit campaign in very different circumstances than the one that was able to win in the last referendum. It also poses a challenge for Labour party to get its message across about living standards and economic opportunity for all, better than it has before.

Theresa May, Britain's Home Secretary in the Cameron government, is a candidate for prime minister with the planned resignation of David Cameron by the fall of 2016. May was first elected to parliament in 1997 from Maidenhead, a town west of London. She was educated at Oxford University, worked in financial services and the Bank of England, before entering politics. She is known for hard work, a direct approach, and candor on policy issues. During a annual party convention she told Conservative party members that "our base is too narrow, and so occasionally are our sympathies," adding that people called Conservatives as the "nasty party." This was the period when Blair's Third Way was popular and Labor Party was in power. A daughter of a clergy man, she presents a rather austere image but reassuring in turbulent times with a down to earth and patient manner.  Her sports hero is a cricketer Geoffrey Boycott, known for taking long patient batting stands on the cricket  grounds- something Britain needs as it faces long and difficult negotiations with the European Union.  During the EU referendum she supported Cameron and the Stay campaign but quietly, so that she can be seen as the Unity candidate for the deeply divided Conservative Party. On immigration  she was as Home Secretary responsible for one of the difficult issues of the Brexit campaign- with net immigration at 330,000 in 2015 exceeding the 100,000 target set by Cameron. That she retains confidence from all segments of the party, as well as her education, experience, and resilience, may provide some of the "calm and composed" manner that German Chancellor Angela Merkel has called for in the Brexit negotiation. ...

Katya Adler, Europe Editor of the BBC, points out the change in Germany as AKK, Anne Margaret Kampbrauer, the new leader of the ruling CDU party, brings a change of tone in its outreach to Britain. AKK is slated to be the next chancellor. Her vision was expressed in a letter to The Times saying with other Germans that her wish was for Britain to remain in the EUroepan Union, that she was asking Britain to reconsider. She also supports a second referendum on Brexit.    There is also anxiety in Germany about the effects of no-deal Brexit taking out 0.5% of German GDP at a time when Germany's economy is struggling in 2019. About 100,000 job loss is expected from no-deal Brexit in Germany. As Germany's tone is changing, AKK offers a new face in German relations with Britain that looks towards building a better relationship with Britain. Could this change minds in Britain as a new mood takes place in Germany, and in some ways in France with the emergence of populists in recent years calling for France to leave the EU. AKK tell BBC that Brexit has been a strain for all of us, that in some ways it has paralyzed us. She tells the BBC's Adler that anything that keeps Britain in the EU is something that would make her personally very happy. Rarely have German leaders or public expressed it in this way. Compared to the indifference of the past Germans and Britons having second thoughts offer some more light to the issues of Germany and Britain at a more personal level. ...

The Irish far economy is vulnerable and the Irish farmer at risk following Brexit. Rivals to prime minister Varadkar in the coming election say he has the M50 mentality, referring to the beltway around Dublin, not thinking enough of the Irish farm economy. A hard Brexit would have cut the Irish growth to 0.7% under Theresa May and now to 3.7% under Boris Johnson from the 6% for 2019.  This is happening as the Irish farmer depends on Britain for exports as he has for seven centuries.  Britain is the biggest importer of agricultural products from Ireland. Sinn Fein is gaining ground in this urban-rural divide with 25%, and so is Centre right Fiana Fail at 24%, with 20% for the current prime minister's party, in recent polls. Irish economy also depends on imports from Britain for machinery and trade agreement with Britain is crucial for Ireland now that Brexit has happened. A confidential report made for the British government is leaked to Buzzfeed News. The report points out that under every plausible scenario the British economy would take a hit from Brexit even it it remains in the single market. In the best possible scenario that it remains in the single market after leaving the EU Britain's GDP would decline by 2% over a 15 year period. In the scenario where Britain made a comprehensive trade deal with the EU, yet remained outside the single market growth would be lower by 5% than current forecasts. Ever sector of the economy is negatively affected except agriculture, according to the report- "EU Exit Analysis- Cross Whitehall Briefing." The current situation is that of a transition period for Britain with the EU  giving Britain 21 months of membership benefits, without the power to form new EU laws. UK economic growth of 1.8% for 2017 is the lowest since 2012, with the decision for Brexit affecting the economy adversely. It all ends as expected. Another chapter in the Brexit saga ends with the mutiny in the Conservative Partyl, the resignation of Ms. Leadsom, the party's leader in the House of Commons. WIth most Conservative Party members abandoning the approach of Theresa May of putting unpopular Brexit deals to votes in parliament, the latest planned for June 7. Conservative Party members have already shown their support for Mr. Boris Johnson, who leads by a wide margin in a leadership contest. Johnson supports a no-deal Brexit and once said that would only mean a shortage of Mars chocolate bars. This faction in the Conservative Party including Jacob Rees-Moog believes that Brexit without a deal with the European Union will work. It opposes a customs union arrangement following Brexit. The only problem is that earlier votes have not shown a majority of members of parliament support no-deal Brexit because of fears about the British economy. The fall in the British pound exchange rate shows this is expected. This could mean fresh elections, yet both Conservatives and Labour Party face voter skepticism about their handling of Brexit and loss of support to Liberals in the case of labour and to the Brexit Party in the case of the Conservatives, leaving more uncertainty. Conservatives polled about 11% in advance of European Union elections in Britain, unheard of in modern British politics. ...

An IFO Institute Survey of German businessmen shows 43% think there would be a no-deal Brexit. Germany's Economy Minister Peter Altmaier, thinks a disorderly Brexit "would hit the German economy hard." Germany had a $48 billion surplus with the UK in 2017. Britain is Germany's fifth largest trading partner.

Interestingly German businessmen including Bernhard Matthes, the president of the German car manufacturers association, all of them do not want the German government to offer more concessions to Britain. Even though they say the no-deal Brexit would be profoundly damaging. When they sit down with Merkel they do not say they want a different approach. The priority they say is that the European Union member states stick together and not make concessions that would invite others to go that way.

Adam Taylor explains what Brexit is about. What should be added is that Brexit is a child of the time in 2015-2016 when Angela Merkel was ill prepared to tackle the sudden wave of migrants from North Africa from wars and population growth outstripping what little progress was made, making decisions to let in close to a million migrants. Migrants are now being returned back to their home countries and the issue has faded. The austerity policies in the EU with Greece, Spain and Portugal as bad poster childs for the EU are also largely over, with economic recovery in Europe.  As a result confidence is growing in the future of the European Union. What pessimists including Mr. Trump saw as a breakup of the European Union is no longer the case. Britain's long negotiations and divisions for Brexit are now reinforcing an opposite conclusion- that it is beneficial to stay in the European Union. Fully 68% in a Eurobarometer Survey of 27 EU countries by the European Commission in March 2019 think so, only 17% think it is not beneficial. In Britain also a majority now support membership in the EU. The European Union and Britain have a lot to learn from this experience and the divisions generated, which is likely to be part of the acquired experience of a new generation of leaders.  ...

48% of British voters see immigration as the most important issue, says Ipsos. And 31% say their local area is housing more than its fair share of asylum seekers growing to 61% of Reform UK voters. Reform UK is now leading party with 34% of the vote to Labour's 25% and Liberals 11%. The report in the WSJ on Augu 28 shows how the Labour government did not live up to it's talk on immigration. It also shows how the Conservatives and Boris Johnson failed by opening up non EU immigration from Asia on the grounds that it would bring in the brightest and yet dropped the basic college degree requirement paradoxically or carelessly. Lobbying from health care home care hugely increased migration for this field under Conservatives and is only now being reversed by Labour. Labour has been too slow and the culture of Britain and Labour has not changed enough to grasp the problem. Their are vested interests in Britain such as universities and home care health care that have influenced the conduct of policy so that migration on non-eu has replaced eu migration after Brexit, but not attracted the most qualified immigrants. The 4% of the British population that entered Britain after Brexit as immigrants, millions arrived and now when Labour is trying to bring this down faces a large number of dependent applications. University students are now bringing in their dependents at rates that have skyrocketed. ...

The Trans Pacific Trade Agreement TPP adds so liitle, only 0.04% to Britain's GDP in 15 year from 2023, says the Office of Budget responsibility in Britain. It is this trade agreement ignoring American workers that Mr. Obama and Hillary Clinton pushed for leading to the Democrats defeat in the 2016 election. Most of the trade deals including ones with Canada and Australia add up to no more than 1% to Britain's GDP when the loss of the EU through Brexit means a loss of 4% of GDP for Britain. A vote on Brexit and whether Britain should stay in the EEA (European Economic Area) in the British parliament, has 75 Labor MP's supporting staying in EEA and 15 opposing it. Labor party leader Jeremy Corbyn wanted Labor to abstain in the vote. 

Corbyn and Brexit Shadow Secretary McDonnell are socialists who see the embedding of the capital markets model in the EU as a mistake. They favor full access to the single market area EEA without the obligations of membership. As parliament votes on Brexit there is the prospect that parliament could overturn Brexit and a fall of the government of Theresa May, with opposing factions in each party voting across party lines on the issue of the European Union's relationship with Britain.

Britain's prime minister Theresa May finally spells out some of the costs to Britain's economy in following Brexit and leaving the European Union. The EU's Barnier made it clear that Britain would not be able to choose what it wants out of the negotiations. As May put is "there will be consequences for our market access."  So far May preferred ambiguity so that she could reconcile the conflicting factions in her Conservative party. The Labor Party in the Opposition and the EU have called for clarity on the issue of Northern Ireland, with the EU saying Northern Ireland would remain part of the EU customs union, and the Labor Party's Corbyn saying the fragile Ireland peace accords must be preserved and Ireland should have an open border. May did not clarify on the Irish issue. However her new remarks clarified that much of what exists today in cooperation inside the EU would be preserved to minimize negative consequences of Brexit, and Britain would also continue to be affected by the decisions of the European Court of Justice. Barnier says he welcomes May's explicit recognition for the first time of the tradeoffs involved in doing Brexit, something the pro-Brexit faction within the Conservative Party under Boris Johnson has tried to ignore. Experts including Bank of England governor Mark Carney have stated that Brexit will leave Britain's economy poorer.   ...

The only way the Conservatives can form a majority to govern in Britain is by getting the support of the Democratic Unionist Party with its 10 seats, and this would still give Conservatives 328 seats in parliament, with 326 required for a majority. This very thin 3 seat majority could lead to a fall of the government if a couple of Conservative party members defected. Here Davies points out that though the Democratic Unionist party supports Brexit it is of a very different nature. The party is based in Ireland and originated with Rev. Ian Paisley. With its Irish roots it wants free movement of goods and people across the border with Ireland which is an EU member, access to EU funding and protection for farmers. Ireland has shown serious concern about the Brexit vote, and Northern Ireland voters voted against Brexit 56% to 44% for Brexit. This open border and EU support is close to what is currently in place. As Davies points out this puts the whole Brexit negotiating process in doubt, with no coherent position for Britain at all, leading to a collapse of the talks and no deal with the European Union. Another reason the doubts about Brexit are likely to grow is that a large part of the UK Independence Party support has disappeared, with UKIP getting 1.8% of the vote compared to about 11% in 2015 election. The combined vote of the parties that see Brexit as a priority for Britain was in fact about 45.1%, combining Conservatives 42.4%, Democratic Unionist 0.9% and UKIP 1.8%. The parties that did not see Brexit as a priority for Britain won over 50% of the vote this time- Labor 40.0%, Scottish National party 3.0%, Liberal Democrats 7.4%, according to BBC. Davies says the increasing uncertainty is bad for the British economy. In coming months doubts are likely to grow about whether the referendum was a priority for Britain, and how this is a distraction from the other serious issues facing the British economy to ensure a better future. ...

Mark Carney, Governor of the Bank of England blamed the Brexit "fog of uncertainty" for the decline in the forecast for Britain's economic growth to 1.2% for 2019, worst in a decade. This is based on a "soft" Brexit. He said a no-deal Brexit would be a "economic shock" for Britain, that "we shouldn't be under any illusions about it."

Carney rejected the view of David Davis in The Times, that a 20% decline in the British pound would be good for Britain by "making  exports more competitive." Davis had called Carney's view "too doom-laden." A fall in the pound would be a necessary adjustment mechanism, Carney says, but it is "a hit to incomes, and not a step to prosperity." The pound declined by 17% from its 2015 peak after the referendum on Brexit.

EU foreign policy is process driven and requires the agreement of 27 countries in the EU, which is called the coalition of the unwilling. British foreign policy is ideologically driven. After the Brexit deal was reached in the last week of December 2020, no mention was made of coordination in foreign policy. The Boris Johnson government has quietly dropped the whole idea of cooperation with the EU in foreign affairs that the government of Theresa May supported. May supported deep cooperation between Britain and the Eu at the Munich security conference in 2018.  Today most cooperation is absent and Britain sees itself freed from the constraint of coordinating its foreign policy. Britain is now free to act independently in foreign policy they very reason for Brexit. It means Britain will negotiate its own relationships with other countries based on what is good for  Britain. Though the numbers are relatively small about 450 migrants crossing in small boats to Britain, the strong response shows the political sensitivity to border crossing in Britain. Britain called on the Royal Navy to patrol the waters in the English Channel. This comes at a time when the issue of Brexit is dividing Britons. The Brexit referendum Leave vote benefitted from pictures of the migrant crossings into Europe from the Mediterranean. Placed on buses these posters were very effective in promoting the Leave campaign, even though at the time  the migration shown taking place was not into Britain but on the borders of Turkey, Greece, Hungary and Germany.

Brexit had unintended consequences. Ads on buses showed waves of immigrants pouring into Britain, which was not the case as this was taking place in central Europe under Merkel only for a while till it was reversed.  Yet Brexit happened with support from anti-immigrant sentiment, and working class communities in the north of England left behind by Blair's Labor. This report in the Times of London shows a prime minister from an immigrant family who leads the same Tory party today which has also forgotten working class communities that were never its base, leaving Labor an opportunity to assert its claim to serve the whole British people.

Elections in December in Britain are rare, with this election in 2019 in Britain being the first in one hundred years. It also poses big risks. There is the flu season, the National Health Service being stretched to provide services, the weather, and voter turnout.  It poses risks for Tories and Labour, and Boris Johnson's bid for Leave seats held by Labour is a bold one that could turn out either way. Labour plans to run on a positive program of change and not just the Brexit issue. Johnson will campaign without being able to have Brexit behind him. The close association with Mr. Trump and Mr. Cummings brash style could also play a part in the election creating another level of uncertainty. Mr. Hammond, a leading Tory rebel says he is not sure if he wants to see the Tories win, adding another level of uncertainty. The SNP in Scotland hope to take Tory seats in this election and the Lib Democrats are campaigning on canceling Brexit altogether to get Tory Remain seats. ...
