The top 1% of billers get 17.5% of the payments from the U.S. Medicare program for 2012, according to the Medicare agency's reports. The Medicare agency released data with details of payments to 950,000 doctors, medical providers, certain health care companies, the second year this information is being released. This covers $90 billion of payments. Astonishing as it may sound the transparency comes late, after large increases in medical costs and the increasing U.S. deficit. It happened only after the long and persistent effort by the Wall Street Journal to overturn a 1979 ruling that required such records to be kept secret. By intervening in that suit in 2011, the WSJ's parent company Dow Jones was able to convince a judge about the need for transparency, leading to reversal of the injunction in May 2013. The WSJ and the media has used this information to monitor the waste and fraud in the Medicare system, a vital role only the media can perform to protect the public interest.

A sanitary health expert Arne Panesar of the German Corporation for International Cooperation says for about six of ten persons in the world there are no sustainable sanitary systems for the waste. It is not enough he says to build toilets, equally important  is how the waste is treated and disposed. Prime minister Modi of India has stated that toilets are more important than temples in India and the goal is set for all Indians to have secure sustainable toilets in 2019.  Panesar says of Dacca, Bangladesh, that for its 16 million only 2% have securely managed sustainable sanitary provisions. Waste that is not treated and correctly disposed off ends up in streams and neighborhoods creating health hazards- diseases like cholera, typhus and polio thriving in such conditions. It is not clear says this report that sanitation needs can be met by even 2030. In India the focus is now not just toilet building but on on safe sanitary provisions to make health a priority, as well as women's education which suffers without adequate toilets. ...

With the Biden Infrastructure Act and other infrastructure, science and chips spending of $4 trillion the US needs to act to have oversight on waste and overspending in 2025. We just want to show that it is in the American tradition of democratic government, that an obscure Senator from Missouri initiated such an effort called the Truman Committee when he addressed the Senate on Feb 10, 1941. The US Senate describes this Special committee to Investigate the National Defense Program. As the US prepared to enter World War II in Feb. 1941 an obscure Senator from Missouri rose up in the Senate to call for oversight over the $10.1 billion Roosevelt had got approval from the US Congress to spend on war efforts. The oversight was to fight overspending, waste and fraud in spending the huge amounts dedicated to the war effort. The result was the Truman Committee in the US Senate with as chairman of the committee Harry Truman 1941-1944, James Mead 1944-46, Harley Kilgore 1946-47, Ralph Brewster a Republican from Maine in 1947-48. There is no member who understands well or has a grasp of the technologies sweeping the internet and the information technology field. Of the estimated 14,400 candidates for provincial elections in Iraq, about 4000 are women. And security improvements have enabled women even in Basra to stand up for elections. In the current Iraqi constitution there is amandate for 25% of seats in Parliament to be reserved for women, but there is no such provision for provincial elected parliaments. This does not imply that years of lack of representation in the last 50 years under dictatorships, and the rule of religious parties and militias, is going to be easily overcome. Many qualified women simply don't want to risk standing for election because of threats to their safety and the male dominated culture that prevails. Its the courageous ones who are standing. The hope is that women can also put adent in the deep corruption that prevails in government and bring a new perspective and better representation of society.

Traditional IPO's have raised $7 billion down a huge 94% from this time last year says this report in the WSJ. IPO of Rivian a new electric car manufacturer in 2021 was priced so high that it made the valuation of the new company at over $70 billion more than that of Ford Motor. Rivian had only made a little over 1000 cars in 2021 and about 7000 cars in the first half of 2021, which shows the size of the excess and the potential waste of capital that could be better allocated to vital needs for the economy such as achieving self reliance in semiconductor chips for the US which is not getting the funding it deserves and needs. These kinds of excesses are now a thing of the past. Larger companies, well known names such as Intel's Mobileye subsidiary or companies with a with a proven track record are now the companies that are more likely to have success with IPO's, as the economic environment, higher interest rates and other changes lead to the withering away of the novel idea startups of the past. Startups that had no meaningful effect on improving people's lives in any significant way, or strengthened the US economy and industrial base, and merely sucked up valuable resources.  It is not that the US lacks the resources to compete effectively with any country in the world including China, in renewables, in semiconductors, in 5G, in new technologies, it is just that hundreds of billions of dollars are going into unproductive channels and wasted. ...

After Mohandas Gandhi one of the main leaders of modern India is one who came from the untouchable castes, the lowest caste in India's caste system which had declined over centuries. Babasaheb Ambedkar comes from Ratnagiri district in Maharashtra from a family that had gained its way out of the caste constraints by working for the British East India Company. He later studied at Elphinstone College in Bombay, and went to Columbia University on a scholarship. He finished Masters degrees at Columbia University and later at the London School of Economics, in economics and political science.  Returning to India he wrote "Annhilation of Caste" in 1936. Mohandas Gandhi was at this time working on his own movement to get rid of the untouchability that over centuries made its way into the original caste system and weakened the foundations of Indian society. To understand this one has to know that in many upper castes it was seen as becoming an outcaste even to travel overseas, which by itself may have led to the decline that India experienced in the period 1500-1950, and which Gandhi personally experienced and fought his way out of. By 1942 even the British recognized Ambedkar's efforts and he was Minister of Law and Justice in the war cabinet. In 1947 Ambedkar was chosen to lead the team that would write India's Constitution. In his latter years Ambedkar became a Buddhist and has written several books on Buddhism. By 2015 Ambedkar day was recognized as a public holiday by the new government and his memory is enshrined in the efforts now underway in India's largest state of Uttar Pradesh to bring modern ideas, and modernization through next generation infrastructure, and opportunity for Dalits of which caste Ambedkar was one, and the same for all of the 250 million people of Uttar Pradesh, almost the size of America. ...

Srinivasa Raghavan reviews 3 books in the Business Standard on Periyar, Kamaraj, and MGR. Brahmins are a caste in India that held sway under the British rule in Madras in the Madras Presidency and dominated the professions and local government. Madras presidency was named Tamilnadu after independence. Think of Brahmins like the Boston Brahmins as upper caste, and the Irish as another deprived caste the Vanniyars in Madras state.  Madras was a very caste conscious state Periyar led a movement of Self-Respect for the lower castes improving their social condition. Kamaraj was from the entrepreneurial Nader case and was part of Gandhiji's satyagraha in Tamilnadu in 1925, going on to lead the Indian National Congress Madras wing by 1940. Madras state was very poor in those days- with 80% of the population illiterate under British rule and with agriculture based extreme poverty. Kamaraj changed the face of Madras, adding schools and high schools, midday meals in schools, and set up industry with large public sector projects, brought dams and electricity to the state, between 1954 to 1963, 13 years of transformation, may be the biggest in India in the period 1950-1975. ...

The AI is now becoming a kind of gold rush with companies putting huge price tags on talent and committing some of the nation's limited capital resources into directions that lead to the massive waste that led to economic crises in the 1930's. It is reported that it will put major stress on the grid and on electricity resources and that Tech companies do not want to pay for this. The government needs to act boldly with its own "bold persistent experimentation" to find solutions where the Nation keeps its edge in many emerging technologies yet does not waste resources, or divert resources from other purposes that are vital to the better lives that all Americans aspire to. These needs are in housing (3 million new homes), in small business uplift, in renewable energy and climate change action, in education to lift NAEP scores, in early childhood education, and in healthcare. ...

The publisher of the Wall Street Journal, Dow Jones & Co., is working to overturn a court injunction that prevents the public from seeing the Medicare billing records of individual doctors. Dow Jones & Co., filed court papers in January 2011, to overturn the court injunction. The American Medical Association has fought to keep secret the amounts of money individual doctors get paid by Medicare. The AMA filed a lawsuit against the government to keep secret these Medicare records, on the grounds of privacy rights, and won a court ruling in 1979. This court ruling still stands. The position of Dow Jones in its efforts to change this situation, is that giving the public access to the records is essential to the monitoring of so large a public expense as Medicare. These records would then be available to state medical boards, nonprofit organizations, universities and newspapers who can act as watchdogs over the $500 billion Medicare program. Such transparency and monitoring is an essential feature for the proper functioning of such programs and to prevent misuse of public money. For a program like Medicare, fraud and waste has enormous implications, as it adds to the spiralling cost of healthcare and to the unsustainable budget deficits. In one of the largest cases so far, the FBI, Justice Department, 700 state, federal and local agents, worked together to charge 114 defendents nationwide with Medicare fraud in February 2011. A senior law enforcemet official says Medicare fraud is so rampant, "there's no way in hell you can prosecute your way out of this problem, no way." He says the the answer is more effective monitoring of the money that goes out. And a key part of that is transparency and public access to how the money in Medicare is spent, what individual doctors and healthcare providers are getting paid by Medicare. The lack of this transparency for a program the size of Medicare can only lead to a lack of monitoring as the Dow Jones suit asserts, and make it difficult for the government to check abuses in the way money goes out. At a time when teachers and public workers and seniors are expected to make their share of the sacrifices to fix the budget deficits, it is incomprehensible that money should then be allowed to go out of the Medicare system through fraud and waste, because of a lack of transparency....

Beyond the waste of natural gas when it is flared in areas lacking ways to store and transport small amounts of gas there is the issue of environmental degradation. Large quantities of natural gas in the Permian basin and North Dakota are simply burned to make way for oil production. It is simply uneconomical to transport it to users. Yet this is an issue not just of waste but of the environment too. Flaring of natural gas near oil wells is causing 1% of global greenhouse gas emissions, say experts. 

In places like Iraq this is a problem because of frequent power shortages in the country. Russia, Iran, Iraq and the U.S burn the natural gas near oil wells that is equivalent to the gas used in France, Germany, Belgium combined. In eastern Siberia or in the Sahara desert, North Dakota,  this is in the wilderness areas far from end markets.

There is no war for US to win, it is only about removing a nuclear and ballistic missile threat, nothing to do with oil. Beyond limiting the threat of nuclear weapons and long range ballistic missiles that could hit US, Europe and other nations there is no other goal. US and DJT repeatedly pointed out that being self sufficient it does not need Iranian or Iraqi or Saudi oil. The president even said in his Address that the US wanted to supply other countries with oil as it produced more than Saudi and Russia combined, and not counting Venezuelan oil production ramp up expected by 3-4 million barrels a day. Behind this is the known fact that China and Japan get 90% of their imports from Hormuz Straits, so it is up to these nations and India and Britain to find solutions to Hormuz not the US. ...
