He documents the losses- 5.7 million job losses in 2000-2010 as Clinton opened China's entry into the World Trade Organization without any precautions taken to prevent abuse of world trading rules after the experience with Japan. Worse no help to the displaced workers which fed into the resentment of workers. Sex scandals weakened the presidency and acted as the major distraction during the last years of Bill Clinton. Over the administrations of Bush and Obama almost the entire US manufacturing base was dismantled and shipped to China. Pharmaceutical companies were allowed to charge recklessly when Bush disallowed Medicare to negotiate prices for pharmacueticals placing additional burdens on the American people. Bush started long wars in Afghanistan and Iraq that cost the US dearly in lives and resources wasted with no vital US interests at stake as in Europe. This distracted attention from problems simmering at home. Obama continued these wars preferring to focus on reelection. The migration crisis, the neglect of infrastructure worsened during this period. The Bush deregulation of banks led to the 2009 world banking crisis that led to large layoffs worsening a bad situation from outshoring and creating a class of unemployed, and shrinking household wealth and savings. The Biden administration, the first Trump administration and now the second have started the process of revival of the US. And yet Biden, DJT are relative outsiders who came to the presidency and were not favored in the established order of the 1990-2016 period. One can say about Blair, Cameron, Boris Johnson in Britain, about Clinton, Bush, Obama in the US, and Schroeder, Merkel in Germany that the leadership was mediocre and failed the people of Europe and the people of America.     ...

There are about 3.06 temporary migrants in Germany out of a population of 83.6 million people, which is about 3.7% of the population, according to BKA figures cited by DW.com. The population of migrants living in Germany including Syria, Ukraine and other countries is about 3.5 million which is about 4.2% of the population. In terms of crime it is more about the anxiety and sense of disquiet this has created in the population, the money invested in benefits when much of German infrastructure has dire needs for investment with the rail and transport systems breaking down, and the wide disparities in living standards eroded in the last two decades in society. All this has to be considered in grasping why it has been so unsettling in some areas of Germany, Europe and the US. There are other factors such as women's safety, a sense of disquiet that was created in English towns where asylum seekers were put up in hotels as in Bedford. Many crimes get wide publicity and this further intensifies the sense of anxiety in the neighborhoods where young migrants from Africa and the Middle East, Asia are staying. The differences in culture and behaviours increases the sense of discomfort in neighborhoods. It is unlikely that this will go away because of incidents of attack by migrants in the towns and cities of Europe and the US every month, increasing homeless situations and deterioration in local neighborhoods.   ...

Gerald Seib in the WSJ gives 3 reasons for reluctance of president Trump to get involved in wars in the region on behalf of the Saudis- the U.S. is less dependent on Saudi oil with its increased oil production, China, South Korea and Japan depend on Saudi oil making it necessary for these countries to pay for the conflicts not the U.S. Other reasons are the U.S and Mr. Trump's opposition to endless wars that lead to neglecting U.S. priorities such as infrastructure and building its economy.  If the wars cost trillions of dollars the U.S. expects the Saudis or Asian countries to pay the U.S. for the cost of these wars. American companies put more money into Mexico for investment than China in 2021. Congestion pricing is expected to generate $15 billion which is allocated to fund NY subway infrastructure. The spending planned by Labour and Conservative parties in Britain charts a different future for health, education and infrastructure development from that of the last decade. When it comes to essential policy Republicans and Democrats in the US Congress can and will work together. A roughly $1 trillion infrastructure bill passed in the US Senate. Kentucky Republican Mitch McConnell says there are issues that are popular with both Democrats and Republicans.  He said in an interview with the WSJ - "The American people, divided, sent us a 50-50 Senate, and a narrowly divided House. I don't think the message of that was, 'Do absolutely nothing.' And if you are going to find an area of potential agreement, I can't think of a better one than infrastructure, which is desperately needed." The infrastructure bill passed this week 69-30 in the US Senate. McConnell thanked president Biden for getting the Democrats ready to compromise to pass the bill. Biden's long experience in the US Congress compares with another US president, when getting Congressional action from both parties was needed. Lyndon Johnson had this type of long experience in the US Congress which enabled him to reach compromise with Republicans to achieve goals in civil rights legislation and in passage of Social Security during the 1960's. Gerald Seib, executive editor of of the WSJ, attributes the divisions in America both on the left and the right to a deep skepticism among people about the intentions of the U.S. political and financial establishment to conduct the country's affairs in a way that benefits all people. Both the traditional Democratic and Republican establishments, the Bush-Reagan, Clinton-Obama politicians and the financial community were seen as self-serving and looking after their own interests. The right of center supply side economics and the the tolerance for immigration levels of 30% rise in the last decade were discredited. A much larger recovery program was seen as needed from the deeply bruising effects of the financial crisis of 2008, started by the reckless financial establishment behaviours, than either the Reagan supply siders or the Obama people had understood or planned. This opened the way for Mr. Trump to take up the cause of ordinary Americans with a message of ambitious infrastructure development, confronting China's use of trade adversely affecting American workers, and slowing down immigration. And within the Democratic party the emergence of Elizabeth Warren and Bernie Sanders with programs for a wealth tax that would finance Medicare for All and college education supported by the federal government. Both the traditional Republicans under Bush and Democrats under Clinton Obama were seen not upto the task, after the 2008 financial and economic crisis created deeper scars than were imagined possible. The lack of effective policies under Bush or Obama simply aggravating the situation further. The culture wars have split Americans down the middle with a breakdown of the traditional American family and social structures creating deep anxieties in America. Obama's comments unsettled people in the heartland when he said that economic decline in the Rust Belt had made people there to "cling to guns or religion or antipathy toward people who aren't like them."   The trillions of dollars spent in wars in Asia and the Middle East were seen by Mr. Trump as an enormous waste when much needed investment was deprived of attention at home. Mr. Trump hammered this point home till today it is well accepted across America.  Even as political divisions persist they are now on how to tackle the redevelopment and growth of the U.S. The new focus of agreement has shifted with agreement across the country that infrastructure development in the U.S. and defending workers rights to jobs and opportunities is the top priority. That trade relations need to be reshaped keeping this priority ever present in negotiations. As a result all parties could agree on infrastructure and the recently concluded agreement for trade with Mexico and Canada and phase 1 of negotiated agreement with China. In overseas affairs the U.S. under Trump seeks cost sharing with a 2% of GDP defense spending by other nations so that money can be diverted to use at home. In this sense the debate has already shifted in the U.S. and the UK to how to address the problems of uneven development and growth across the two countries and better allocation of scarce resources to needs at home. Which is for the U.S. a good thing in the middle of all the perception of divisions.      ...

It was a Labour government in 2005 that inroduced the rule that allowed a migrant who remained inthe UK for 5 years to be able to apply for leave to remain and to have path to citizenship. It is now 20 years since then and this has done  a great deal of damage in the UK as it faces divisions in society that affect the plans to improve lives of the people and invest in building infrastructure. European Commission of Humnan Rights also drafted these rights in wanton fashion not accepting the rights of any people in any nation to live in their own neighborhoods without what are called asylum hotels and migrants. Denmark had such laws before 2015. Denmark changed these laws, and the UK finally is set to change these laws that hurt growth and investment in Britain with unnecessary distraction from the task of building infrastructure and investing in public services from migrants illegally entering the country. Under the new rules in Denmark temporary residenc epermits are granted only for 1-2 years at a time, no permanent visas are granted. To gain permanent status one has to have full time job for several years and speak fluent Danish. Shabana Mahmood, the new UK head of the Home Ministry says-  “Denmark shows us how to be firm but fair: removing the incentives that draw illegal migrants to their borders while providing refuge to those in genuine need. “That is why we will follow the Danish model to restore order and control to our borders.” Mahmood's position is supported by Green and Labour voters is shown More in Common polling. This is important for Labour to succeed. She says about illegal migrants and the strain on public services- “The levels of illegal migration are putting immense strain on our country, and our public services – creating division within communities across the country. “Illegal migration is undermining the contract between government and its citizens – eroding support for the asylum system entirely.” ...

Of the $1 trillion in infrastructure package passed into law, $120 billion is for competitive grant programs, money going to states for specific projects. WSJ shows how $1.5 billion in grants for doing the planning for projects is spent concentrating resources on key priorities. Projects getting priority are for improving bicycle and pedestrian safety getting 18%, road projects getting 50%, transit 18%, maritime 8%. Projects favored will reduce carbon emissions, increase bicycle paths, reconnect neighborhoods left out in earlier highways built. They include projects in St Louis County, Missouri for walking around safely, new transit center in Charlotte, N.C., and improvements in streets, sidewalks and bicycle paths in parts of Manchester, New Hampshire. Latest data from the U.S. Treasury shows it has collected $63 billion in tariffs over the preceding 12 months. Even though there is no agreement on trade with China, president Trump says the U.S. is benefitting from higher tariffs by tens of billions of dollars. In May he estimated tariff revenues could reach $100 billion.This report in the WSJ says this could happen if the the new tariffs of 10% on additional $300 Chinese goods imported to U.S. goes into effect on September 1. This is likely considering that China sees this in different terms than the U.S. such as its sovereignty, whereas the U.S. sees it simply in terms of fair trade. With new elections China may be simply putting things off till the election is decided as Mr. Trump has pointed out. The tally of what the U.S. Treasury gets annually if $100 billion is generated in tariffs goes something like this. Of this $30 billion was generated previously for the U.S. government, so the incremental amount is $70 billion. Of this about $16 billion goes to offset the effect of loss of farm exports to farmers, mainly soyabeans exports to China, through a rescue fund. This leaves additional $54 billion for the U.S. Treasury. Money that could conceivably be put back into infrastructure that the U.S. badly needs in mobile and fixed to improve internet speeds and move up from its low rankings compared to China and other countries. A WSJ report this week shows Germany in worse shape than the U.S., both countries having dismal status in mobile infrastructure- the U.S. at No. 37, and Australia No. 4, Canada No. 3, and even Croatia No. 9. This throws some light on why this trade dispute has become intractable, for China the right of a sovereign nation to move past middle income status even as its telecom technology with Huawei 5G is top class, and for the U.S. the right not to fall behind in advanced technologies such as Telecom. It is also why one hears so much about Huawei and why it has become a flashpoint of the conflict in trade and trade practices. It is thought Mr. Trump is conducting this trade dispute. Yet less known is the fact that prominent Republicans in Congress such as Senator Warner have stated on television talk shows that they are concerned Mr. Trump may give up too much in negotiations that lead to the U.S. not being able to compete in telecom advanced technologies that matter for competitiveness and for national security. What was treated by Bush and Obama administrations routinely without much attention to the consequences is now a top concern for Republicans and others in Congress and business. ...
