Wang Xiaohong, head of public security joins a team led by vice premier He Lifeng, for China's talks with Treasury head Scott Bessent, and Jamieson Greer USTR. The talks are held in Switzerland and include fentanyl as a top topic. The US has called its tariffs fentanyl tariffs on China for lack of the necessary action to stop flow of fentanyl from China to the US. Progress will depend on action on this issue and discussion of other trade issues that cause the lack of a level playing field for the US in trade with China.

The Biden administration had asked the Saudis to hold off till the next meeting of OPEC+ before making production cuts, or at least wait for 1 month. The Saudis went ahead with the production cuts even though the UAE,Kuwait and Iraq agreed with the US, and only supported the Saudi decision for unanimity within OPEC+. It comes only months after president Biden visited Riyadh.

China build its solar industry with huge subsidies, the US did not. From 2018 to 2022 the US solar industry suffered with lack of help from the US government under the Trump administration and the first year of the Biden administration. 30 US based solar companies shutdown in a bloodbath and many jobs were lost. Enter the climate law in 2022 under president Biden and in 2023 the US investment in solar reached $8 billion, three times what it was in the previous 6 years.

 President DJT has several options after SC Tariffs decision -Sections 122 Trade Act of 1972 has 150 day limit and 15% maximum tariff rate, and Sections 232 and 301 of the Trade Expansion Act of 1962 is specifically designed for China and countries with high trade deficits. DJT pointed out at the press conference following the Supreme Court decision pointed out that he had these options at the beginning in April for tariffs. He chose IEEPA instead because the other options required work that would take several months showing the unfair treatment of the US by other nations. It is likely that the president used IEEPA for speed yet kept open the options to replace it with the option that would work best. The new studies will have been started much earlier in 2025 so that the president can introduce all his tariffs under new arrangements. Another aspect of this is that the president has negotiated Free Trade Agreements with most of the nations that are large trade partners from India, China, Vietnam, South Korea, Japan to UK, EU, Germany, France with the idea of boosting the US economy with tariffs of 10-15%. ...

Reliance India Limited to build 168,000 b/d Clean shale oil refinery in Brownsville Texas, to cut US trade imbalance of $58 billion with India by $15 billion a year, about 25%. Much of the product could be exported to India from the port of Brownsville in Texas. This helps improve relations with India as the US president was looking for ways to cut the trade deficit with India. The US India trade agreement is based on increased energy exports by US to India. The president of America First Refining Trey Giggs says- "The United States has a surplus of light shale oil but a shortage of refining capacity designed to process it." DJT will meet EU's Von der Leyen in Scotland to iron out differences remaining to get to a US EU Trade Deal. Following the one with the UK and Japan this would be a signifcant win for the president and show that his tariff policies are working when flexibility is added and negotiations are speeded up. A Peterson Institute of International Economics study on the TPP trade agreement shows it would reduce growth in the U.S. manufacturing sector by a fifth, according to this report in the NYT. Workers incomes and job losses in manufacturing are a key concern for voters and account for the surge in polls for Trump and Sanders in the U.S. presidential election of 2016. All four leading candidates Clinton, Sanders, Trump and Cruz oppose the TPP agreement. Congress will wait till after the election to decide. This is a big issue today because about 5 million jobs have been lost in 1977-2014, according to the Alliance for American Manufacturing. The Peterson study predicts job losses of 50,000 a year, yet another study by Tufts University predicts job losses of 450,000 a year. Another study by the Economic Policy Institute study shows other damaging effects such as labor's share of national income declining from the TPP.

The higher US tariffs ranging from 41% to 345% on Vietnam, Malaysia, Thailand, and Cambodia will make it difficult for China to use these countries for factories that then dump highly subsidized product  (solar panels, other product) in US markets, at prices that are below production cost. India and the US are nearing a trade deal that gives India a chance to become a major manufacturing center for fair trade supplying the US. India will plan a partnership with US in which US goals and manufacturing are supported while at the same time making some parts at cost competitive with China.

The European Union was faced with a baseline tariff of 10% which after slow progress on negotiations is up now to 15%. EU frustration is evident in this story in the WSJ. But this could also be just a negotiating tactic of the EU. Bottom line the EU needs the US as Germany faces an assertive Russia. Germany is aware that France and Britain are further away than Germany from Eastern Europe and Russia.  Under chancellor Merz there is  much more rapport with the US than ever existed under the Merkel government or the Scholz government. Merz has disagreed with the sale of stake to COSCO in Hamburg port and many decisions from the Merkel period on immigration, being more aligned with the US in spirit. This was evident in the visit and meeting of DJT with Merz at the White House. DJT says even of Starmer of Labour that "I like him a lot." This could easily be said about the relationship between DJT and Merz. The decision by DJT on Patriots to replenish German supplies and by Merz to finance this and shift Patriots in Germany to Ukraine is a clear example of the path chosen by the two leaders for cooperation. German decisions will be driven by Merz in the direction of economic cooperation with the US with none of the condescending attitude that Merkel and even Scholz showed towards the US out of a lack of grasp of what is happening both inside Germany and the US, the need to rebuild the US and Europe after the trade disasters and lack of investment in the home base of 30 years. ...

In an earlier interview with the Sun newspaper, Mr. Trump said he disagreed with Theresa May's approach to Brexit and called it "turmoil" that Boris Johnson had resigned as Foreign Secretary. He went on to say that Boris Johnson would make a great prime minister, that May's handling could "kill" a trade deal with the U.S. At the meetings and press conference Trump reversed this and called it "fake news" as it did not tell the whole story and his positive comments. Trump said at the joint press conference with May that he was open to a trade deal and that how May handled Brexit was upto the prime minister- "Whatever you do is OK with me."

Protests took place in London for Trump's visit including a Blimp over London during the rally.

China's exports to US declined by 30% in 2025 from $438 billion in 2024 to $308 billion in 2025. The US trade deficit with China declined by 31% from $295 billion in 2024 to $202 billion in 2025. US had a $178 billion trade deficit with Vietnam and some of this could be China's exports to the US through Vietnam and this should be taken into account. For the world as a whole China had a trade surplus of $1.2 trillion in 2025 as it continues to push its exports on the rest of the world.
