China is still interested in a trade deal with the U.S. even after Mr. Trump signed a bill passed by Congress that it criticized as interference in its internal affairs. Mr. Trump's signing statement gave China an opening to continue its persistent effort to seek a trade deal that would lessen the effect of tariffs on its economy. It mentioned "constitutional authorities with respect to foreign relations," and stated Mr. Trump had signed the bill "out of respect for Mr. Xi, China and Hong Kong." This has credibility because Mr. Trump has consistently supported an effort to bring a peaceful end to protests and any efforts to that end that Mr. Xi has and would continue to make. Both sides see the role of the biggest economies in the trading system as too significant to be affected by different views on Hong Kong, as long as mutual respect is sustained.

A 15% increase in student fees for the University of California system since January and another planned 15% increase for the 220,000 students in that system is resulting in violent protests. This included blocking campus buildings and an attack on the chancellors residence. Students are protesting cutbacks and fee raises. Students protests erupt on campuses as the University of California Board of Regents announced a 32% increase in tution fees for 32 California State University campuses. Students took over buildings on campuses at San Francisco State and Berkeley after student anger about tution increase and budget cuts. Students anger was also about layoffs, faculty furloughs, other cuts, the wars in Afghanistan and Iraq, and mounting cost of student loans.

The credibility of the US at stake in its ambivalent responses to the protests in Egypt against thirty years of one-party rule under Mubarak. Opposition leader and Nobel laureate El-Baradei leads demonstrators after prayers at a mosque in Cairo and is met by waves of police shooting tear gas. After returning to the mosque El-Baradei tells reporters that Mubarak's regime has closed the door to a peaceful transition with its use of the police in large numbers to stop the demonstrators. He said if the international community is not speaking now when would it speak up. He called the Mubarak regime barbaric in its treatment of the Egyptian people on the streets of Cairo and other cities. He held the US responsible for its wavering and hesitant approach to the popular revolt demanding democracy, human rights and the rule of law. The mosque project of the first Islamist prime minister in the 1990's, Necmettin Erbakan, was seen by the secularists in Turkey as an effort to rewrite Turkey's history as a Republic. During that effort current prime minister Erdogan headed a local commission in charge of the project. Erdogan was Mayor of Istanbul. That project failed because of opposition from the military. As the current prime minister, Erdogan is making another effort to build a mosque in Taksim Square, Istanbul. Architect Ahmet Vefik Alp designed a modern mosque using materials, concepts and designs that reflect the twentieth century for Taksim Square. Erdogan has rejected this design and has promoted a design based on the Ottoman period architecture. The street protests in Turkish cities reflect this continuing struggle between the Islamists and secularists and the kind of Turkey each group wants to see.
