Boris Johnson, UK prime minister, visits Mohandas Gandhi's Sabarmati Ashram in Ahmedabad on his visit to India in April 2022. After returning from South Africa and following writing Hind Swaraj in 1910, Mohandas Gandhi set up the Ashram during the period after 1915 as the place where he lived and worked in organizing the struggle for Indian independence. This is where he started a campaign of spinning and weaving homespun cloth so that Indians would not buy British textiles in a form of non-cooperation with British rule. By 1930 this evolved into the Salt Satyagraha and noncooperation with British laws in making of salt. The British approved provincial assemblies as a limited self rule concept in 1936-37. In 1942 Mohandas Gandhi launched the Quit India movement leading to arrest and jail for Gandhi and his followers. After the war ended in 1945 Labour party's Clement Attlee was elected British prime minister. In 1946 Mountbatten began the final negotiations that led to independence and Hind Swaraj in 1947, 37 years after Gandhi first wrote Hind Swaraj. ...

The emergence of a national party in India is the subject of this editorial in The Hindustan Times. The Indian National Congress led by Mohandas Gandhi led the way to transitional home rule in the 1930's under the British, independence in 1947, with the party running India till 1962 under Mr. Nehru, one of Gandhi's assistants. This was followed by a breakup of the party into different factions with one faction led by Nehru family forming governments under Indira Gandhi, and her son Rajiv Gandhi. This faction then lost its popularity in the Hindi speaking heartland of Uttar Pradesh, Bihar and became a regional party with presence only in a few states of India and very little in the south. By 2014 a new party the Bharatiya Janata Party had emerged that had a strong presence in the Hindi speaking heartland of Uttar Pradesh and Bihar, Madhya Pradesh, Rajasthan, Gujarat, and in the northeast of the country. It still lacked a strong presence in the south. This has happened in the 2020 Telengana elections, says Hindustan Times. By getting a strong performance in the Hyderabad region the BJP now has a strong presence in Telengana, Andhra Pradesh, and Karnataka where Bangalore is located. Only Kerala and the Tamilnadu region around Madras, have their own regional parties in government. In the east the Bihar elections showed BJP as the leading party to form government to push the development agenda in Uttar Pradesh and Bihar. It is now well positioned to take this theme of rapid development to West Bengal state around the Kolakata (Calcutta) area, a state that has lagged far behind in development under a regional party that was an offshoot of the Indira Gandhi faction of the Congress party. As is common in India national political parties split into factional parties with infighting that split again into purely regional parties. This has further undermined the them of development through failed governance in India. The BJP under the current prime minister is now the exception to this because of its themes of health, governance and development, with Development at the top of the triangle supported by Health and Governance at the base of the triangle. The BJP which started out as a small business oriented upper caste party also changed its image under prime minister Modi. The slogan "Sab Ka Vikas, Sab Ke Saath," (Development for all, with all) has given the BJP support of the lower castes, the Scheduled class and the backward castes in India. This make it a truly national party with support across all socioeconomic and demographic groups. The prime minister's own background growing up working in his father's tea shop near a railway station in Gujarat has also given the party a new image of being with the working classes and the average man. His experience in Gujarat delivering on development projects and infrastructure, energy, has also given the word "development" new meaning for a modern India, very distant from the period when poor governance failed to deliver on development and modernization. Bold moves have cleared the way for a nationwide approach to development, yet decentralized, with rapid development based on accumulation of technologies, human skills, land and capital. A singular focus on the needs of the ordinary people is evident when the prime minister talks about the effect of firewood burning stoves used in cooking by hundreds of millions of rural women for their families. He says the smoke from burning this firewood in the home has the effect of smoking 400 cigarettes for each woman. Rarely has this happened since Mohandas Gandhi took up the situation of village women in the backcountry and lack of clothing in the period under the British.   ...

Bringing together all ministries and parts of government into an integrated planning and execution sought under the Indian prime minister's Gati Shakti Master plan for infrastructure is likely to bring a change in the culture of ministries and government at every level in India. Before for the years since independence in 1947 no attention was given to this idea of one team of many teams all working under one master plan at every level of government, much of the activity was conducted for development in separate silos. After increasing the price of subsidized diesel, the Indian government lays out a plan to cut the deficit over five years. The plan sets a goal for the deficit of 5.3% for fiscal year ending March 2013 to come down to 3% by 2017. Earlier India's central bank, the Reserve Bank of India (RBI), had said the government needed to take action on the deficit before it reduced interest rates. The RBI faces a difficult task in reducing rates to stimulate the slowing economy because inflation was 7.8% in Sept. 2012. At the same time the sharp decline in growth is a cause for serious concern- the most recent RBI forecast for GDP growth made in July for the current fiscal year through March 2013 is 6.5%. This may not be achieved as other economists have lowered the estimate to as low as 5% because of slow government action in economic reforms, high interest rates, and the uncertain global economc outlook. The last action by the RBI to lower interest rates was a drop of half a percentage point in April 2012. Much of the momentum for the Indian economy was lost in the first half of 2012 with the governments vacillating steps for opening the retail and other sectors to foreign investment. Only in October 2012 has prime minister Manmohan Singh set a clear direction by dropping coalition partners opposed to reforms and announcing new policies for foreign investment....

FR24 points out that it is not that unusual to see prosecution of French former presidents and prime ministers for campaign financing irregularities or putting political party officials on public payrolls. It shows that this happened to president Chirac, president Sarkozy, and prime minister Fillon. In fact former prime minister Fillon was doing well in the elections after the presidency of Socialist president Hollande. The revelation that he had put his wife on public payroll as parliamentary assistant with little work led to Mr. Macron taking his place as the leading candidate. No jail terms were served for these charges under French law. Here it is important to note that French law limits spending on election campaigns to 22 million euros and Sarkozy exceeded that number. In the US and India there are no such strict limits. So are France's leaders that much worse than the American leaders who spend and collect money lavishly? Or in India where the campaign financing has the result of making it hard to build the infrastructure desperately needed by a young aspiring population. Framers of the Indian constitution including Gandhi and Nehru intent on getting the British out never realized that political parties would look to public funds as ways to finance their campaigns, leaving less for the intended purpose of building roads and bridges making the country a poor place to invest in and entrenching underdevelopment and poverty.  In the US tech companies in Silicon Valley or banks in New York and Silicon Valley, pharmaceutical companies and companies in other sectors, are able to gain monopoly positions or favored regulatory setups for their industries by funding election campaigns for Congress. When this results in egregious behaviour such as the 2009 financial crisis or the current banking crisis this behaviour causes severe damage to ordinary Americans much worse than what Mr Chirac or Sarkozy were prosecuted for.  South Korea has a long history of prosecuting former presidents. Three presidents have been prosecuted so far. One president served as much as five years for a jail term. ...

Indian Railways 1 million employees are active in delivering essential supplies and transporting food, essential cargo. With over 150,000 branches and reaching out into every corner of the country, India Post is the largest postal network in the world. The post office has started a special service to deliver medicine. As a bank India Post has over 500 million accounts, many of these accounts having direct payments deposited by the government. Postal workers wearing masks and rubber gloves and with multiple hand sanitizers are shown on Indian television helping citizens in inspirational video of India Post. India has another advantage in being able to get money to the tens of millions in each state, and directing it to areas of the economy that have the largest need- 60% of the banking system is state owned. During the first term the government of prime minister Modi launched an effort to get every Indian a bank account in every part of the country, so that money could be directly deposited in each account. This Economist article looks at India-China relations and the Wuhan Summit between prime minister Modi and president Xi Jinping. It sees India's reluctance to follow a containment strategy in an historical light from the period in which India followed a non-alignment policy in the early post independence period under prime minister Nehru. During the period of the Eisenhower administration with Secretary of State John Foster Dulles India adhered to a strict nonalignment policy avoiding choosing sides in the Cold War. As a result U.S. policy tilted towards Pakistan during the Eisenhower administration. A balance was restored under president Kennedy, with Adlai Stevenson a close friend of India.  The short Sino-Indian war of 1962 led to a situation in which the U.S. backed India and improvement of relations. A semblance of non-alignment in foreign relations continued under Nehru's daughter Indira Gandhi. By 1990 with the opening of the Indian economy to foreign investment, the collapse of the Soviet Union, and the integration of China into the global economy, a new period of good bilateral relations with the U.S. and Europe was maintained. In 2017 the potential for a conflict in Doklam, Bhutan revived fears from 1962 in India. In 2018 After the U.S. administration of Donald Trump and Trade Representative Lighthizer imposed trade tariffs on China and restrictions on export of advanced technologies China pursued a policy of conciliatory relations with India. China's relations also improved with Japan and South Korea as the U.S. policy was unanticipated and seen as a significant change that would seriously affect China's economy. India's response was to pursue a policy of good relations with China and the U.S., even as the economies of the U.S. and India were drawn closer in India's pursuit of modernization.  ...
