Strobe Talbot, a former deputy Secretary of State says he does not remember a situation in which this type of joint editorial was put out by two heads of government. Speaking on Indian television "Times Now" with Arnab Goswami, Talbot says this is a result of intense advance preparation on both sides that he is personally aware of from his contacts in the two governments. The editorial says the two countries are "natural allies" using the words of former BJP Indian prime minister Vajpayee. It emphasizes the fact recognized by both sides that the true potential of the relationship has not been realized. It sees the election of a new government in India (with a decisive mandate) as a natural opportunity to move the relationship in line with India's rapid development agenda, and the U.S. own need to generate economic growth. Specifically Modi and Obama plan to discuss building up Indian manufacturing, and expanding affordable renewable energy including nuclear. The "Clean India" program is received with particular enthusiasm and an area of collaboration for improving sanitation and hygiene throughout the country. The relationship is viewed as bigger than projects and investment, in that it can add to helping build a more peaceful future for the global community- with the two countries tradition of interest in peaceful development that benefits all nations....

This would make process simplified and enhance ease of living. Under this plan every citizen would now get a digital health ID and health records digitally protected. The overall model is for preventive healthcare and in event of disease easy, affordable, accessible healthcare.  Part of the plan is to build the facilities and resources to be able to handle needs. For doctors and para medical manpower a comprehensive network of AIIMS and modern health institutions is being setup, and one medical college is being setup for every 3 Lok Sabha parliamentary constituencies. In a nationwide television address prime minister Modi of India calls for a Janata Curfew on Sunday March 22, for a test of people's self-discipline in fighting the coronavirus. He urged people to not go outside of their homes from 7am to 9 pm voluntarily in this curfew. The aim is to build public consciousness of the need for social distancing and staying away from crowds and people gathering, as an effective way to prevent spread of coronavirus. Only health care workers and people who provide essential services would be outside. He asked that at 5 pm on that day people ring bells to thank health workers and others who are doing what is necessary in the health crisis.

The prime minister said there should be no hoarding as the government will ensure that there are adequate supplies. He said an Economic Response Task Force has been setup under the leadership of the Finance Minister that will decide on an economic relief package.

Modi's visit to Moscow and Vienna could be symbolic in setting the stage for a Ukraine peace settlement. Here is why- Austria was occupied by the western powers and the Soviets in 1945. By 1955 Austria sought to become a free country free of occupation zones. It offered its neutrality and asked Indian prime minister Nehru to convey this to the Soviets. Nehru was seen by Austrians as the only person in international affairs who could talk to the Soviets about Austrian neutrality to end occupation. Nehru and his ambassador to Moscow Menon met with Austrian officials. When Russian foreign minister Molotov was approached on the Austrian neutrality proposal by Menon in Moscow Molotov said such neturality could be revoked, Russia needed better assurances. It was the death of Stalin in 1953 that led to the Russian position changing and relaxing its occupation of Austria. Bruno Kreisky, Austrian prime minister, says in his memoirs that the name of Nehru will forever be connected to Austrian neutrality and independence. This led to an independent Austria being formed in July 1955. As Austria accepted entry into the European Union in 1995 and identified with US and EU this part of its history is now forgotten. So it is again that Indira Gandhi in 1983 and Narendra Modi in 2024 visit Vienna. In 2024 Modi can be seen as the only person in international affairs who could take the message of a peace settlement in Ukraine to Russia. For this reason and because of India's call that the war cannot be settled on the battlefield that Modi is stepping into the role that Nehru played in 1955, even though this role is in its early stages. This shows the relationship with Russia has meaning for Europe even as India sees itself as a partner of the US and Europe and Japan. As in 1953 the results are not there, yet as in 1953 this and a changing world situation could finally lead toa breakthrough in this war in Ukraine.   ...

Prime minister Modi's 5 commitments to get closer to net zero by 2030 will require making ambitious efforts starting from 2021. Modi cited Indian Railways as an example to be followed by the rest of industry and transportation, and homes, for the conversion to clean energy. Indian Railways, he told the COP26 conference, had set ambitious goals to achieve net zero emissions by 2030, cutting carbon emissions by 60 million tons from the 1 billion tons reduction of carbon emission Modi promised by 2030. The ambitious 2030 target of 500 gigawatts of renewable energy, mostly solar using new technologies, is another promise.  This Bloomberg report looks at India's energy mix today which is 44% coal, 25% oil, 6% natural gas, for a total of 75% fossil fuels, and the promise of 50% fossil, 50% renewable and other non fossil fuels hydroelectric, nuclear, that Modi made at COP26 Glasgow. Just as US and Europe, Japan, China have huge challenges ahead to make a massive transformation in record time, India faces the equal need to think clearly and embrace new technologies with speed and scale, and make the investments early for transformation. Without good governance India would fail to meet the aspirations of its youthful population of 1.2 billion people. The prevailing sense of impunity brought the country to an impasse 10 years ago and development of the country to a standstill, says prime minister Modi. Only 15 paise out every rupee reached the final beneficiary of government programs leading to a loss of confidence in government, said one prime minister. At this rate 16 lakh crores rupees out of 27 lakh crores transferred to final beneficiaries and the poor would have been lost, says pm Modi. During the struggle for independence of the 1940's, the drafting of the new constitution, early period after independence with distractions of partition, Mohandas Gandhi, Sardar Patel, Nehru, did not realize that for a period that would stretch from the 1950's for about 70 years almost as long as half of the period of British rule India's institutions would struggle to operate. India's institutions so carefully set up would struggle to operate effectively as political parties turned to state and local funds meant for development to finance their election campaigns. A new culture got entrenched that considered this to be an acceptable way of operating- destroying the chances of development in the world's largest nation and keeping 1.2 billion people in a permanent state of underdeveloped economy.    ...

India produces 60% of the world's vaccines. India's contribution in vaccines is significant as it brings low cost vaccines to countries in Africa, Asia and Latin America. India itself has children that in total equal the children in 20 to 30 smaller countries. WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. Nirmala Sitharaman set a goal of rapid capital spending and investment increasing capital spending in 2023 by 33% in 2023 over 2022, yet maintaining a stable fiscal path by keeping the deficit below 6%. ...
