Atul Aneja looks at Chinese Foreign Minister Wang Yi's comments on the India- China relationship in March 2018.  The comments by Wang Yi show an extraordinary effort by the Foreign Minister to push for better relations. He raises the need for greater dialogue and "mutual trust" to improve the relations. Wang visited India in December during the period of tense relations and the post-Doklam meeting between prime minister Modi and president Jinping on the sidelines of the BRICS meeting in Xiamen. India's Foreign Secretary Vijay Gokhale visited China in Feb. 2017. A China-India economic dialogue is planned for April, 2018, preceded by visits of Commerce Minister Zhong Shan and Guo Yezhou, Vice Minister of the International Department of the Communist Party of China. Compared to the comments by both sides during the Doklam crisis there appears to be a significant change in policy. Wang refers to "more far-sighted leaders" who have realized the importance of the India- China relationship as that between the two largest developing countries each with a population of 1 billion.  In the context of events in early March with pressure from the Trump administration on trade with China- calling for China to come up with plans to reduce the trade surplus in 2018- and the growing influence of Mr. Lighthizer as a trusted advisor of president Trump and exit of Gary Cohn, this could be a strategic move.   ...

Key Indian projects in Sri Lanka or Ceylon are the Kankesanthurai harbor in northern Sri Lanka and the Ind0-Japanses East Container Terminal at Colombo port. In Maldives it is the Greater Male Connectivity Port.With its expertise and leadership in solar energy India is also launching solar initiatives in Sri Lanka. India has focused efforts on developing human capital and employment intensive sectors. This contrasts with the non concessional loans that finance infrastructure projects often with Chinese labor that do not generate the jobs Sri Lanka or Ceylon so desperately needs. Earlier period of Chinese infrastructure projects led to the debt trap with building of Hambantota port and facilities which Sri Lanka could not effectively utilize, and led to buildup of interest on loans. Sri Lanka now has the opportunity to make a new beginning as part of the SAGAR (Security and Economic Cooperation for All). The whole range of intitiatives in many areas show India's long experience in working with Sri Lanka since 1900 when early development projects were initiated. India has a long list of projects to help Sri Lanka keep up with India in its development- two education tourism projects, ITEC Indian Technical and Economic Cooperation, and Technology Adoption Project. This opens a new path for Sri Lanka to make steady progress on a wide range of projects for the next 10 years for sustainable development. As India grows this will expand the range of possibilities for Sri Lanka that it could never achieve on its own. Many new projects can also be done with the economic cooperation and assistance of UK, U.S. Japan and India to broaden the range of possibilities and financing. ...

Jean Raspail is the French author  of "Camp of the Saints" and of "Me Antoine de Tounens King of Patagonia," winner Grand Prize of the Novel 1981 Academie Francaise. Written by Raspail, the son of the Founder of Le Figaro French newspaper in 1973, Camp of the Saints is a book describing Raspail's extraordinary vision of how boats from Bengal would suddenly appear at French shores carrying millions of people from Bengal fleeing conditions of squalor and extreme poverty. 1971 was the year of the Bangladesh war with millions of refugees from Bangladesh at the time called East Pakistan pouring into India from Bangladesh, hit by massive floods the year prior, and then facing an army of occupation from West Pakistan's Punjab ethnic group dominated Army. While calling Raspail's Camp of the Saints "openly racist" Le Monde does not show the events described here as being entirely real- the squalid and the squalor into which Bengal had been plunged by a over a century of British rule in India that as Gandhi showed in the 1920's in "Young India" magazine spent most of the budget on policing, and very little on development except rail for logistics to hold the Empire together. On this the French Left or French Right or the European Left or Right is silent, preferring not to open up the similar situation facing China Hongkong, Shanghai as Treaty ports and Beijing after the Boxer rebellion, the Middle East with Sykes and Picot creating artificial states of Syria and Iraq, and controlling states of Iran and Egypt, and Indochina as French colony. It is not "racist" it only shows what Raspail might have seen on television at that time of the truly squalid conditions, including a famine in Bengal in 1944 that was aggravated by British policies. If Raspail imagined that boats from Bengal would arrive at the shores of France it is not something that is not connected to reality, it is the squalor and squalid conditions- except the reality the so called Right and the Left failed to say was a result of the centuries of colonization that made the region miss the Industrial Revolution. Western India around Bombay and Ahmedabad was far more developed by the 1970's and more so by 2003 when Camp of the Saints was republished. In 2026 Camp of the Saints is outdated. Northern India, Western India and Central India is in the kind of rapid modernization that happened in China, with bullet trains, ports and new highways, new industrial infrastructure, housing, going up every year under the Modi Government. In the paradox of today the Modi government is referred to as racist or religious right without reference to its essential condition, its very spirit of modernization based on science and technology acknowledging and revering the contributions of European nations and America. Bangladesh is eastern Muslim part of Bengal. West Bengal is part of the federal Union of Indian States, and has fallen into disrepair and industrial backwardness within Indian states because of the lack of the rapid modernization that India is going through, under mismanagement of the scale of Venezuela. Much of the media in the west does not report the scale of the mismanagement of some of the states in India that were built on the legacy of the early decades after independence of policy to slow down industrialization and corruption that destroyed infrastructure investment. The federal government of India and the states run by the party at the federal level in northern, western, central and north eastern India oppose migration to the US and Europe and are now growing at the fastest pace in the world, faster than China, growing at 10-12 percent a year. Bihar state in India is the home of Lord Buddha and the origins of Buddhist civilization of China and Japan. It has a population of 130 million and is growing at 22% a year in 2026. India needs its young people at home, even though it is willing to loan some of its technical people to Germany and Europe and the US. The Indian federal government policy and policy of these Indian states run under federal policy is to oppose migration and find jobs for millions in a rapidly modernizing economy at home. This then is the reality in India, as well as China, with 2.8 billion people. No one in India, not Gandhi if he were here today, not the government in the Indian federal union and states faults Raspail and others and calls them "racist," because of the extraordinary help first Japan, then China and now India receives from America and the European Union to develop and modernize quickly. In fact Indians look with admiration on the western leaders in science and technology, the scientists and inventors of Europe and the US, and are eager to emulate them in the future. And this is true also of the people of China, and reflects the aspirations of the new generation. ...

The prospect of improved ties between India and China as president Xi Jinping meets prime minister Modi in an informal summit meeting. China sees India as an important trading partner as its trade relations with the U.S. deteriorate in a trade conflict and higher tariffs on China's exports to the U.S. Mr. Modi of India sees the need to maintain steady economic growth ahead of general elections in 2018 where a good economic record and performance would boost his chances for another term. 

Both India and China see the potential for a larger global role as the U.S. under president Trump seeks a smaller role than in the past. On issues such as climate change China has taken the lead and India is also an active participant in limiting carbon emissions.

So the sobering tone of Wen " its not a matter of who outdoes whom" and the thrust of Manmohan Singh's "our people are united in their aspirations for a better future". See Wen's speech to the Japanese Parliament in 2007 where he referred to two temples or monasteries in China where lamps were burning continuously to promote the cooperation and peaceful development in the two countries. He strikes one as thoughtful and focussed on improving the lives of the Chinese people, but that said is part of the system of development in China which is focussed on manufacturing for export with few of the worker protections and much corruption....

Razak is given a15 year jail sentence in a scandal that has rocked Malaysian politics and reduced confidence in Malaysia's investment for modernization. irreparable harm is done to the nation's British inherited institutions for law and order, responsible parliamentary government, following the long premiership of Mahathir, ethnic nationalist "putra" movement of the UMNO, and the governments that followed Mahathir including Razak. Similar problems have affected other countries with ethnic nationalist movements in Sri Lanka where corruption and mismanagement of the state finances and treasury led to lack of funds for essential imports, and in other countries in Asia. Corrupt practices and misuse of state funds intended for development became a feature of government in Indian states following the rule of the Indian Congress party under Jawaharlal Nehru, with ethnic nationalism creating ethnic states in India, and causing irreparable harm to development and modernization with lack of capital and policy decisions. This has led to the lag of modernization in India with China of about 10-15 years that also affects defense at the Himalayan border with China as China's hybrid state capitalist economy surpassed India and matched the US in 2 decades 2000-2025. Only now is India under responsible governance pushing to close the gap and modernize rapidly under a new government in it's third term. Much of the thinking that accompanied post independence decolonization is now under question with it's assumptions that decolonization alone would lead to development is debunked. Modernization as China and India has learned comes from the good and responsible use of abundant capital, abundant labor, and abundant management resources, abundant technological access, good policy and plans at the federal and state levels, and good sustained leadership from the top. ...

In fact the first translation of the Bhagavad Gita was done by Charles Wilkins in 1765 taking it out of the hands of the Brahmins in Varanasi similar to how William Tyndale translated the New testament into English from Greek in 1534.  The Bhagavad Gita was then translated by German philosopher Frederick Schlegel into German from Sanskrit, spreading learning of Asian languages throughout Europe. India owes a lot to Europe and Europe to India, for two civilizations that speak the same human language of spiritual aspirations. ...

Two way trade is expanding at 35% for the last 5 years to $15 billion. A new goal is being set for expanding it to $50 billion by 2010. Senior executives of big Chinese infrastructure companies are involved and the exchange is at the highest level, with Bo Xilai, Commerce Minister of China, heading a 200 member delegation to New Delhi. This includes senior executives of Shanghai Electric Power Generation Group, ZTE Corp, and China Corporation Bank. US- India trade growth goals were set by President Bush in a recent visit. With Bo's visit China- India trade growth goals are being set on the same scale. Bo said China and India can learn a lot from each other- "China has a lot to offer in infrastructure development to India and we can learn about developing software, information technology, and how to improve the services sector."

A short biography of one of India's best leaders after Gokhale, Tilak, Vivekananda, Mohandas Gandhi. He may well be the best leader of India after 1950- who set India on the course to modernization and becoming one of the 3 largest economies in the world. Without him one would find it hard to imagine Modi having the opportunity to make the experiment of modernization in Gujarat state in 2000, that is now being carried out throughout India. India under the leadership of Vajpayee and now Modi is in a position to work in cooperation with the US and Germany, Japan for modernization and rapid economic progress to show the vitality and strength of the parliamentary systems that have evolved from the British model for 500 years since 1500 and the scientific advancement that happened after the Renaissance in Europe after 1600. ...

On the 100th anniversary of 1947 and 1949 the Republics of China and India in about 25 years will have become fully developed modern states with science and technology by 2050, leaving behind memories of the colonial period. As the mother of Asian Buddhist civilization this region of northern India would be seen by a new generation of Chinese as part of ancient Chinese Buddhist culture from the days of Lord Buddha and Bodhidharma, and a gradual shift will lead to China leaving Tibet and the border regions of India in Kashmir, Arunachal and Ladakh of its own decision. China's entry into border regions- Kashmir region, Ladakh and Arunachal are a result of China under Mao and the Communist party decision to occupy Tibet and Indian border areas. A result of the memory of occupation of China starting from the border regions in the north Manchuria by the Japanese, and the Kwantung peninsula by western powers Russia, Britain, Germany. And the need to protect its frontiers in the border regions used as buffers by the British Empire, after the Communist Party under Mao created the People's Republic in Beijing. New technology in the 20th century made the high plateau's of Tibet accessible after 2500 years by construction of roads rail transport in high mountain terrain.  What this occupation of Tibet as a border region has done is to put China within a short distance, just days from the plains of India- a situation that has no precedent in the entire history of the world dating from Lord Buddha. Compared to the desolate regions of Manchuria in the north this has an Indian population in the plains of India of as much as a billion people. Just as China sought protection from its own memory of occupation by the Japanese and colonial powers, India seeks protection from colonial powers and the Chinese now in Tibet similar to the Japanese in Manchuria just days away from the plains of the Chang Jiang (Yangste) and  Huang He (Yellow River) of China, China just days away in 2025 from the Ganges/ Brahmaputra , and the Indus river regions. The British Empire no longer exists. British names such as McMahon for McMahon Line frowned upon by anti-colonialist China, no longer exist. India also an anti-colonial power frowns upon such names and the arbitrary way the British (also the Portuguese, the Spanish, Dutch and the French) decided what belonged to whom, including whole nations. As early as 1505 Portuguese occupied Sri Lanka (Ceylon), occupied by the Dutch as part of cinnamon supply zone by 1700, and transferred by treaty to British in 1802, the memories of colonialism date back on the shores of India to 1505.    ...

In extended diplomacy Carney visits Beijing, China and says middle powers are seeking ways to interact and trade in a world of big power rivalry. His visit is followed by visits by UK's Starmer and Germany's Merz, and preceded by Macron. At the same time Merz visits Ahmedabad for a kite festival and signs a new trade agreement with India, followed by Leyen and Costa of the EU who sign a EU-India trade agreement for 27 countries of the European Union. All this suggests carefully planned effort in Europe to create new channels of trade and reorient existing trade relationships that will be more resilient with the US shifting to focus on Monroe Doctrine idea of the Western hemisphere as its region of influence and security. This report shows pictures of Starmer and Xi meeting at the Plough Pub in UK in 2015 and reflects on how this has changed 11 years later with China now  a dominant power with the world's 3rd largest economy and a third of world's manufacturing and logistics. How does this change the relationship with China in 2026 for UK and Canada, and the EU? At the same time Germany-India and EU-India relationship creates a 2 billion people market with capital, technology and labor potential to create the largest potential driven economic group in the world, combining EU's 20 trillion to India's $4 trillion economy and mutually complementing, which has potential to rival the US at $30 trillion by 2030 as India grows rapidly in the new EU/Germany/India market and the EU gets a new boost with the complementarity of the two regions by 2035. This suggests that something new is happening and Germany after a lot of soul searching have hit on something we should see blossom by 2030 in the way China has grown since that picture with Cameron of Xi at the Plough Pub in UK. A problem China faces as it continues to push exports is that EU/ India and US will take in less exports and there is only so much it can put in Latin American and African market, UK/Canada market leading to industries with massive oversupply. Major economic redirection may result from the Merz/Leyen/Costa visit and firming up trade agreements with India if the EU, Germany and India have the determination to seize this opportunity in the 21st Century. As Leyen said it has the potential to create a stable world with values of the Bible, the Bhagavad Gita, and Mahajima Nikaya of the Buddha supporting the industrial states that emerged from the Industrial Revolutions. ...

The title about Indians in America as an Experiment is a misnomer, and reflects a loss of understanding of American and European civilization, the Scientific and Industrial Revolutions that created the Modern World starting in Britain and the US, and of India's aspirations for modernization. When both China and India aspire to the modern world that the Renaissance and the Scientific Revolution have created.  India's Mohandas Gandhi read Emerson, had the support of FDR, of Christian missionary Charlie in the Bardoli Satyagraha, of a British Admiral's daughter at the Gandhi Ashram,  and Gandhi's prayer service included his favorite Christian hymns. This report shows no appreciation of this India and its relations with America. No country does that, what the US has done for 2 decades according to the National Science Foundation cited in this article, not the countries in the European Union, not France, Germany, Italy and Britain, not India, not China- provide tution and stipend and educate more foreign students than Americans or citizens of the home country in advanced engineering. It has never happened in the history of the world for the major nations that participated in the Renaissance in Europe and the Scientific Revolution, the Industrial Revolution, that have created the Modern World. It puts at risk what we know as the Modern World. It also puts at risk the countries such as China and India in addition to the US, as either these Indian or Chinese engineers stay in the US and take jobs and lower wages for Americans, or go back to their home country and help the development of their home country which has invested vital resouces for their previous education. Only if they return to their home country can 2.4 billion people of China and India gain from the investment made in these engineers education. This is particularly true for India, which is now emerging as the fastest growing country in the world with the access to pools of capital, labor and technology needed to match the US and China in modernization and development. For India these computer and other engineers can play a vital role in development for 1.4 billion people.  India like Germany, Italy and France in Europe and Japan, Indonesia Philippines, need the US and Britain as the leader of parliamentary democracies with a long history of parliament since 1600. Need Britain and the US as the cradle of the scientific and Industrial Revolutions, and see their vital interests in the making of a strong Nation in the American continent that can fulfill this role through it's religious values, scientific spirit, pioneering spirit, and generous impulses towards other nations. ...

The world today is in a much better position to complete the transition to zero dependence on the volatile Middle East for oil. Today in 2026 the world's largest nations 1. US   2. China  3. India  4. Germany are all free of Middle East oil (India through waivers for Russian sources). European Union and UK is at about 12% which can be quickly substituted from the US+ Venezuela and other sources. US is self sufficient in oil and gas and exports oil to the UK, India, Germany and the European Union. Canada is self sufficient. Germany gets only 6% of its oil from the Middle East, the UK 12%, Spain 13% and Italy 14%. The Iran war is likely to shift more of the needs of UK, Spain and Italy to other more stable sources including oil from the US and Venezuela managed by the US, and other sources. This means that US policymakers can act in the best interests of all the nations of the world for preventing the spread of nuclear weapons and long range ballistic missiles. Germany is moving rapidly to renewable energy and this could bring its dependence on the Middle East to zero. India will meet its needs from Russia for the time being till it also shifts to oil from US+ Venezuela. India get 55% of its oil from the Middle East or about 2.7 million b/d. Russia was an important source of oil for India till the US trade agreement called for it to shift- a 30 day waiver and extension means India can get this oil from Russia without sanctions for the duration of the war. Reducing European demand and Indian demand frees up oil for Japan and South Korea on the world market the other 2 countries dependent on Middle East oil- Japan importing 95% of its oil consumption with imports of 2.5 million b/d and South Korea importing about 2 million b/d or 70% of its consumption. This means Japan and South Korea need a new strategy as they are overexposed to one source just as Germany was and learned a difficult lesson to diversify its sources. Japan has learned to reduce consumption for the same level of GDP and some of this can be through conservation, also tried in Germany in the last 4 years. During the 4 years. of Ukraine war Germany had to find ways to diversify sources Japan and South Korea will need rapidly to do the same in the Iran War. This means that only Japan and South Korea because of their lack of policy direction and vigilance have allowed this overdependence on the Gulf region,  (even as Germany diversified its sources, DJT and Israel were firm on nuclear weapons policy) they failed to see signs that they should diversify. Today in 2026 the world's largest nations 1. US 2. China 3. India 4. Germany are all free of Middle East oil (Indi through waivers for Russian sources), European Union and UK is at about 12% which can be quickly substituted from the US+ Venezuela and other sources.    ...

Modi's BJP party wins in West Bengal, Assam and Pondicherry, with new TVK party in Tamilnadu. It is avcotry for good governance as the BJP and TVK promise good governance. The BJP has brought good governance since it won the national election in 2014 and 2018, 2022, 2026. And gradually won state elections in Delhi, Rajasthan, Maharashtra and Bihar, Orissa last year.
