Enough actas were collected in the Venezuela elections that show a landslide win with a 38% margin for Gonzalez over Maduro. The Maduro government has not accepted the result. It shows 7.3 million votes for Gonzalez, a former diplomat, to 3.3 million for Maduro the successor of Chavez, says the Wall Street Journal. For president Biden it was the surge in Venezuelan migrants flow and the refusal of Maduro government to take back migrants making deportation difficult, that precipitated the immigration crisis as an issue in the 2024 elections. The problem was tackled by closing the border with Biden taking executive action, after the law closing the border cleared the Senate in February but was held up in the House by Mr. Trump. Trump hoped to benefit from the Border issue to get elected in November 2024 held it up. That law was negotiated by Republicans McConnell and Lankford and Biden. Kamala Harris says the first thing she will do if elected is to pass that law. Republicans like the Tories in the UK are now seen as pandering on the issue to keep power, not keen on resolving it once and for all. As we show from the example of Mette Frederiksen in Denmark and her far sighted thinking it is possible to be good for workers and families, and tough on immigration that hurts workers by creating like foreign wars a huge and unnecessary distraction. Why for instance must workers and families live from paycheck to paycheck because of misgovernance in Asia or Africa or Arab world ,or deliberately created wars to empty countries of population as in Arab lands. Taking the issue up in the countries themselves with whatever action is needed was the right answer from the beginning, and lost on Merkel and other leaders in the US and Europe. Le Monde reports from Havana Cuba in 2026- 2 million people have left since 2021, the situation is looking increasingly hopeless. There is the 800,000 called the "walking generation" that walked to th southern border of the US during the Biden administration 2020-2024, How did this happen the country of Cuba losing so many people, a third of its population? In 1960 it was 7.1 million. Taking Mexico as an example Mexico's population was 37 million in 1960, it is now 133 million up threefold. At the same rate Cuba's today would be about 20 million in 2026, today it is about 10 million. Instead of 20 million it is half that. About 3 million left the country and population growth simply stopped as the country went from crisis to crisis. Was the revolution worth it, were people in Europe, the US and Latin America who looked to Cuba as a model completely mistaken and was the story oversold to the point where someone like Chavez would try to bring that revolution to a developed economy such as Venezuela as late as 1998, when Cuba was already without US cooperation a state that had fallen behind, by 2026 it was like going back in time 50 years. Could the US offer something better to these countries in the western hemisphere. Did Kennedy JFK promise so much in 1960 and did later US administrations leave Cuba  in a state where it would not get foreign investment and be sanctioned and blocked from access to new technology in so many ways. There is much to reflect on the failure of Cuba, the story of glorious narrative that was told that overlooks the poor condition of the country and benefitted the people the least.  ...

Idea that control over Straits of Hormuz is US goal is repudiated by DJT in his Address to the Nation, yet it finds its way into the media. There is no war for US to win, it is only about removing a nuclear and ballistic missile threat, nothing to do with oil. MAGA base, US public has rejected these wars in remote countries of the Middle East, when reindustrialization is the goal, not repeating the mistakes of Bush and Obama who by fighting these wars for 8 years in Iraq wasted resources and pursued policies that deindustrialized the Nation and weakened the heartland of America. Beyond limiting the threat of nuclear weapons and long range ballistic missiles that could hit US, Europe and other nations there is no other goal. US and DJT repeatedly pointed out that being self sufficient it does not need Iranian or Iraqi or Saudi oil. The president even said in his Address that the US wanted to supply other countries with oil as it produced more than Saudi and Russia combined, and not counting Venezuelan oil production ramp up expected by 3-4 million barrels a day. Behind this is the known fact that China and Japan get 90% of their imports from Hormuz Straits, so it is up to these nations and India and Britain to find solutions to Hormuz not the US. ...

The new India built refinery by RIL (Reliance India Limited) in the US at Brownsville, Texas, will reduce US trade balance by $15 billion a year and will produce oil using cleaner US shale oil and newer technologies that are less polluting for the environment.  India's RIL Refinery Project for $300 billion at Brownsville, Texas, is Explained here in the Indian Express. The Project is called America First Refining, and was announced by the US president recently.  $125 billion for 60 million barrels of US shale oil processed annually over 20 years and $175 billion for 2.5 billion gallons of refined product to be produced annually for 20 years. US  imports about 2.8 billion barrels a year and (exports 1 billion barrels a year) at a cost of $180 billion a year. This means the trade imbalance from crude imports will be cut by about 10% annually. The new refinery is the first in 50 years and is designed to process cleaner lighter shale oil from the US Permian Basin -whereas existing refineries are designed with older technology for heavier crude oil such as the US gets from Venezuela. Reliance India Limited has a fast turnaround time on projects- new project will come onstream in 2027. It currently has the world's largest single refining complex in Jamnagar, Gujarat, India.  ...

The NYT covers the GAESA tourism enterprise of Cuba (that operates independent of the government of Cuba) that overinvested in Tourism at the expense of agriculture industry and infrastructure during the Obama administration, leading to collapse with Trump's 2014 embargo on Cuba. GAESA controls about 50% of Cuba's economy, run by military and people from Castro's family.  That left 121 hotels built in the boom years of tourism at 30 percent occupancy. The Iberostar high rise hotel is one of these hotels that rises over dilapidated housing in Havana, the Cuban capital. The investment in tourism by the GAESA enterprise that runs about 50% of the Cuban economy is 13 times what is spent on healthcare and education, says the NYT. The Castro family, Raul Castro family, runs this business venture that was started when the Soviet Union as sponsor of Cuba had collapsed by 1991. The NYT says this 'devolved' the ideas and promise of the revolution. "Devolved?" What kind of word to describe a complete loss of faith, and enormous failure with severe hardship for the Cuban people? It means the whole idea of communism or Marxist revolution has been proven false, even as it survives in Mexico and parts of Latin America. One can be against the Batista regime- similarly against corrupt regimes in Latin America or Asia- that ruled Cuba before the Castro Cuban revolution and still look for better choices and alternatives than what Castro came up with as an answer to Cuba's needs. Much of Latin America is suffering from the same problems of dictatorships and turning to Marxist alternatives - particularly the alternative put forward by Castro in Cuba- that has also destroyed the Venezuelan economy with Chavez's turn to Castro's Cuban revolutionary slogans and ideology. That came up with temporary solutions for the poorer sections of society, yet failed badly for all sections of society in the long term. How else can one explain one fourth of Venezuela's population and about the same of Cuba's leaving the country, some of those who left the critical human capital that would form the core of the human input to combine with capital and technology for advancing the economy. If Cuba were like the Dominican Republic or other parts of the Caribbean to depend on tourism for its national income then would it not be better to have friendly relations with the US, the main source of tourism revenue. The Obama administration was only holding up a failed idea by holding out a helping hand to tourism in Cuba knowing full well that a change to a Republican administration would simply lead to heavy investments in tourism at the neglect of infrastructure, public services and the economy, of health and education, to become large economic losses. This is what has happened.  As China and India have proven and are proving there are no magical ways to economic development- the same route that was traveled by the nations of Northern and Western Europe with scientific advances, technological advances, have to be taken, the same route that was traveled by the US in its industrial revolution and building of infrastructure, that same route has to be taken by all nations. It does not have to take a time period of centuries as in Europe. The US accomplished it faster with new technologies and vast human and natural resources over 100 years, Japan in 50 years, China in 30 years. India in 25 years ongoing.There is room for intelligent solutions to problems, for speed and tapping into new technologies, yet the same inputs of land, labour, capital and technology have to be put together for development. For states or regions, cities, within China and India, the same inputs, the same access to foreign investment and new technologies is the only route to rapid development. Long range plans are set in motion, decades of stable efficient, clean governance is put in place, and alliances are built with the nations of Europe and with the US. This road is traversed though hard work as Japan and China have done, and India today is thoroughly engaged in. ...

The inflation worse than Germany in the Great Depression, and the collapse of the economy made worse by US sanctions of Democratic and Republican administrations on Venezuela's Maduro regime has led to the largest migration in the history of Latin America. About 7 million refugees leaving a country of about 28 million people or a fourth of the population in a large oil producing country. Socialist Policies of Bolivarist military leaders promoting populism such as oil at pennies a gallon led to the collapse spiralling inflation, and as relations worsened with the US and its oil sector was neglected. US sanctions played a part by 2012. Yet the economy worsened with further deterioration and stronger sanctions under the Trump administration by 2017.  The situation is such that even the US and both parties had never anticipated this, and not the middle and educated, or the working classes in Venezuela. Such a massive failure has never happened in Latin America in its whole history in the twentieth century. Russian shadow fleet and about 80% of Russian oil now sanctioned after US sanctions on Rosneft and Lukoil- Feb 2026. This is putting more oil onto a fleeet of vessels operating under Comoros, Sierra Leone and third nation flags, or even two flags, which the Americans and Europeans are tracking and diverting. Russia seeks to put this oil on an alternative tanker fleet it owns and which is insured by Russia, that goes from the Baltic and Black seas to the Mediterranean to refineries in Turkey, India and China. What thsi does is increases risks for Russia in shipping and for the Euroepans and Americans when ships fly Russian flags with military convoy. The overall effect of cutting Russian oil exports in addition to India committing to buy American oil and Venezuelan oil instead of Russian oil in its trade agreement with US, is that Russian economy may be in risky territory. Inflation is higher than official 6 percent at 16% interest rates, and this increases the risk. Budget needs within Russia may not be met as this continues. It is in Russia's interest now to conclude a peace agreement with Ukraine, now that the US has moved away from NATO/Europe to peaceful cooperation with Russia and competition with China. ...

At this point in May (May 22, 2026) a glimmer of hope appears for settling both the crisis in Hormuz and the Ukraine war. Pakistan, Turkey and China following DJT visit to China may be pushing Iran to lower the scale of the conflict. China's first priority was to be accepted by the US at the Beijing meeting as an equal power with the US, and keen to show its willingness to bear responsibility for peaceful resolution in conflict zones as a sign of its maturity as a world power. Much of this is not shown in the media as it is mostly done behind the scenes in communications that the media knows nothing about. Note that even in the depths of the Cold War during the Hungarian revolution of 1956 and Soviet action in Budapest, the US and the Soviets when their economies were not intertwined as the US and China are today, were still talking to each other to limit the conflicts to low level conflict. Hong Kong takeover, China's actions near Taiwan, China's presence in Latin America, Chinese cooperation with Iran, and Russia on Ukraine, China's economic competition in rare earths, are relatively smaller levels of friction considering 1950's Soviet's and the US. At the same time China and the Us are aware of a new bloc emerging in Oslo in May, where India is merging its economy with the Nordic economies of Sweden, Denmark and Norway, and of the European Union and Germany, creating a new bloc of 2 billion people that can only grow rapidly with India's potential to exceed growth rates of 20% in the 600 million Eastern region for a decade. EU would make the shift to strategic partnership with India displacing the vital role the European Union has played in China's growth and economy. This would create new pressures for Russian president Putin to decide it is time to listen to a friend India and de-escalate lower the level of conflict with an initial peace deal that would lead to more talks on a final settlement. Because Russia would have a harder time tackling both India and Germany at the same time. NYT shows on the same day May 22 a report on Russia and a report by the Swedish Foreign Minister Maria Sonegard that say the elites in Russia and Putin were by January 2026 having very serious discussion to change the administration, bring Igor Sechin as negotiaor to end the Ukraine conflict before serious, possibly irreversible damage, to the Russian economy. Sweden's Sonegard says that between 2020 and 2024 Russian economy declined by 8%, not grew by 13% as official figures show, inflation is much higher than 5% as official figures show, and credit is tightening, bankruptcies expected, growth even with oil prices up down to 0.4% for 2026. During 20 years running Russia Putin's No. 1 priority, his life's mission was to restore, then exceed by a large margin the living standards of the Russian people. Having at such great cost accomplished the goal of gaining recognition as a Northern Power in Europe, having gained much of Russian speaking eastern Ukraine, Putin could wisely with self respect wind down Ukraine conflict for good. The US gains something similar to Northern Power status for Russia in its recommitment to the Monroe Doctrine, with Russia withdrawing from any involvement- and China tacitly doing the same-  in the western hemisphere. With that the US can tackle its own losses that match Russian losses in lives- loss of more American lives than in the Korean and Vietnam and WWI combined to drug smuggling from Mexico, Venezuela, Colombia, and restoring rule of law in Cuba, Venezuela, and through drug cartel free Mexico good governance in Mexico.  ...

How the grandiose visions of Saudi new cities in the desert are being reset after the war, and the people in the poorest countries are being faced with higher prices for food, fuel and fertilizer when they can least afford it in 2026. The media focus has been on the Hormuz without saying, A. -that now with the Omani route added to the Iranian route in Hormuz a new defacto 2 route Hormuz is setup by the US Iran agreement. B.- that China has already reset its energy policy to do without the 3 million barrels a day it got through Hormuz, India has already setup new oil supplies from Venezuela, Japan is working out new arrangements, US is creating incentives for oil companies to produce in other regions of the world. And C.- the renewable energy policies, how much energy to use per unit of GDP under effcient use, is being accelerated in EU, India, China and Japan, and indirectly also in the US as cost of renewables comes down compared to fossil fuels. These will be constructive aspects of the situation. The world also shifts away from the Middle East a source of decades of wars that brought down the Soviet Union, destroyed some economies in South Asia (Afghanistan, Pakistan), created the distraction for the US that led to letting its infrastructure and economy to weaken, and destroyed the economic and social fabric in many parts of the Arab world and North Africa (Libya, Iran, Iraq, Syria). It closes a chapter of the Middle East from which lessons can be drawn for a focus on economic development and using science and technology to improve living standards of the people of the world, to tackle climate change, and for peaceful cooperation of major nations. ...

Cordoba and Gurman cover the Justice Department case against Raul Castro, 94 years, of Cuba who runs the country. Jim Ratcliffe of the US government visited Cuba recently to let the Cuban government know that it had to make changes and there was a limited window. Raul Castro was defense minister, and is brother of Fidel Castro, the revolutionary who fought to overthrow the government of dictator Batista, made some short term improvements, but failed badly for the Cuban people with a policy that confronted the US and brought foreign powers to the western hemisphere. China could remain communist, keep Mao's memory, and adopt the market system, to develop the modern economy it has because of adopting western ideas, science and technology. And build what is otherwise a free market economy, and became a key trade partner, briefly an ally of the US as the Soviet Union collapsed- nothing like this happened in Cuba. Tourism was used simply as a way to protect the rest of the completely centralized economy and a state within a state built through an elite that ran a separate section of the armed forces under Raul Castro, kept a regimented society. Even that has failed. Nowhere in Latin America is there so many signs of failure, and it has also brought down societies that copied the rhetoric and nationalist slogans such as Venezuela and Colombia. In some parts of Mexico the Cuban rhetoric still sounds good but the reality is starkly different, Mexico itself is run on a model closer to that in the US, and Mexico has serious problems in civil society relating to immigration and drugs in its relationship with the US. ...

Luis Almagro, president of the Organization of American States, from the small South American nation of Uruguay, says he has decided to speak up on Latin American issues, for respecting the sentiments of the people and democratic process. This is a welcome trend and more Latin American voices need to be heard, for Latin Americans to make their own assessment of the needs of the people, the problems and how to tackle them. More dialogue is needed between the government and the opposition parties to come up with better approaches and throw light on problems. The effort of Mr. Chavez however well intentioned, following neglect of social spending and needs of neglected groups under previous administrations, has gone to the other extreme leading to isolation from the rest of the industrialized world's economies- something no country can afford to do today because of the pace of technological change, much less smaller oil or commodity dependent economies. Large petroleum subsidies need to be addressed in Venezuela, as Mr. Maduro now says, and opening of a dialogue with the opposition parties is one result of Mr. Almagro's efforts. At some point a transition is needed with support of all political parties to bring Venezuela back into the global economy. Inflation of 141%, and contraction of the economy by 10% hurts all Venezuelans. Not even faint traces of the Monroe doctrine that asserted U.S. dominance in South America exists today, and it is upto Latin Americans to tackle problems of corruption, misguided policies, lack of emphasis on innovation and education. The Washington Post's deputy editorial page editor Jackson Diehl, does a service to Latin America by calling attention to such voices for dialogue and problem solving....

The sudden change in the prospects for Venezuelan bonds with the sharp drop in oil prices by Dec. 2014. Price of credit default swaps on Venezuela debt show a 61% chance of default in 2015, and a 90% chance of default in the next 5 years. In previous years Venezuela debt was considered safe by emerging market investors because of oil revenues. Venezuela and its state owned oil company, PDVSA, issued a significant amount of debt from 2007 to 2011. Analysts say the debt outstanding for PDVSA and Venezuela is $66 billion. In the short period of a year sharp declines in commodity prices have created a crisis for Venezuela's finances. Fitch Ratings has lowered the credit rating on the bonds to CCC from B. Venezuela's benchmark bonds traded at 46 cents to the dollar on Dec. 19, 2014, after dropping as low as 38 cents. Yields on short dated bonds are above 40%. Problems in Venezuela can create contagion effects for other emerging markets- Russia, Argentina, Turkey, Brazil, India, Indonesia, China- especially with Fed signals about raising rates which lead to capital outflows. ...

Venezuela's economy declined by 2.8% in 2014, according to the government. In 2015 the GDP decline is forecast at 7% by the IMF. Venezuela is finally confronting the serious problems it faces by giving gasoline at the pump at pennies a gallon. The huge subsidy leading to waste and smuggling in the border regions with Columbia was wasteful at crude oil prices of $100 a gallon, and is now a burden on the economy at crude oil prices of $50 a gallon in Jan. 2015. In his annual address at the National Assembly president Maduro confronted this by saying- "It's a distortion, you have to admit it, you can crucify me if you want but there's a need for us to go to a balanced price." On devaluation of the currency, the Bolivar, he said a state run operation that sells U.S. dollars at the rate of 50 Bolivares per dollar would now be run by private brokers. As this is the lowest of a three tier exchange rate run by the government for all foreign exchange transactions it effectively would be a devaluation of the currency. It would help the government meet its budget deficit by bringing in more local currency, which private economists estimate at 14% of GDP. At the same time it would worsen already high inflation of about 64%....

The government in Venezuela say Canada and Britain is illegitimate and lost the 2024 election by a huge margin 30% or lower to 67% for the opposition under Machado and Gonzalez. And the drug trafficking by Maduro and his associates against the US is an offence that can be tried in US courts, is something Republicans support, and has general support in America. The opposition leader won the last election in 2024 and the results were not respected by the Maduro regime. About 8 million people, a third of the country were turned into refugees, and inflation reached over 300% making life difficult in a nation with abundant oil resources. Millions of Venezuelans crossed the Mexican border into the US during the Biden administration, aggravating the migration crisis, and leading to the defeat of the Democrats and a plan under the Republicans to tackle migration. Big changes are expected in energy markets after 2026 following the end of the war with Iran, the naval blockade and the Hormuz straits closure. Even when the Shipping returns to Hormuz there will be continued uncertainty and prospect of conflict. As a result China, India, Japan and the US and EU will look for new sources of supply in Latin America for oil and gas including in Guyana, Brazil, Argentina, and in Venezuela. This NYT Analysis  confirms the shift to renewables will accelerate after 2026 with 2-3 years return on investment for renewables, and in 2026 wind+solar+nuclear now generating more electricity worldwide than gas. OPEC stranglehold on oil prices is weakening with UAE's exit from OPEC, and the US+ Venezuela+UAE expanding production. This will benefit poorer countries in the world in Asia, Africa and Latin America, Middle Income countries like China and India, as well as US and EU through lower prices for the new overall energy mix, with a higher component of renewables from every year 2027-2030. Lower priced component for oil possibly at $50 a barrel holding steady to 2030. From this perspective Hormuz's importance will decline over this period to the point that the world's wealth sucked up for far too long in the Middle East through the twin mechanisms of  high oil prices and decades of wars will be shifted back to infrastructure in the EU, US, India and China, Brazil and Indonesia. For the poor countries like Pakistan, India, Indonesia, China and others this is a big deal because instead of the wealth going to princes in the Persian Gulf  it will benefit people in Egypt, Arab countries such as Morocco and Tunisia,Turkey, Pakistan and India, China. Long delayed infrastructure rebuilding in US and European Union can now take place.The shift and trend to renewable energy as a major component of the energy mix of over 50%-60% in India could be expected by 2030 and have a major impact on climate change. (India has already crossed 50% of its energy from renewable sources). China will have installed half of the new renewable energy capacity added by 2030 and this too will add to the fight against climate change. Overall this combination of events and changes underway are overwhelmingly constructive and are not anticipated in this way by most of the world's media including the NY, which see slower growth when the opposite is now the case with accelerating and steady growth expected 2027-2030, and 2030-2035. For the US and EU it could not come at a more opportune time with the determination to invest at home and reindustrialize, build new infrastructure, for India to build a modern country by 2040, and for China or Japan not to get stuck in middle income status with continued modernization to 2040. For the poorest countries to work with these major nations to improve standards of living. For the US it also means the end of the border migrations flows that happened in 2025 taken to the next stage in 2026 and 2027 ending all drug flows across its borders with Mexico- as more lives are lost to fentanyl and other illegal drugs substances (1.25 million since 1999) than were lost in the Korean War (36,000 deaths), Vietnam  War (58,000 deaths) and World War 1 (116,000 deaths) World War II (418,000) all 4 wars combined. Issues of unfair trade deindustrialized the US. This coupled with drugs destroyed small towns and communities (that were based on manufacturing and lost factories) across the US for over 3 decades. The tackling of these issues will also add to the general sense of well being of the people in the US- and also in the European Union. The modernization underway in China and India+Indonesia+Brazil is also part of these changes, promise a rising tide that will lift all boats if we continue together to carefully select the right path ahead and chart the course clear eyed and clear on purpose. ...

Navarro asks can you clearly say what has gotten us to this place and what went wrong? Clearly something had happened in Latin America. Central America drove migrants north after conflicts in Salvador, in Nicaragua and drought affecting Guatemala's agriculture for over 2 decades under different administrations. Mayorkas says in response to the question that the world is experiencing the largest level of human displacement that it has seen since World War II. He says the entire hemisphere is experiencing the enormous displacement in Venezuela as its economy collapsed. During the nineteenth century after president Monroe put forward the Monroe Doctrine that created a uniquely American sphere that asked European powers to stay away from the Americas north and south, any attempt by European powers was seen as an hostile act. It was American opposition to European colonialism. By the time of the Eisenhower and Kennedy administrations this policy was not followed with the intervention of the Soviet Union in Cuba leading to a a wave of refugees from Cuba in the sixties. In the last decade the situation in Venezuela has worsened to the point that 8 million people have left Venezuela for neighboring nations, 2 million to Colombia alone, destabilizing the southern hemisphere. Venezuelans many from the educated middle class form the bulk of the surge in migrants across the US border with Mexico in 2022 and 2023. The problems were actually exacerbated under the Republican administration as the Venezuelan inflation spiralled after 2016 skyrocketing into hyper inflation by 2018 leading to the flow of immigrants outward that reached 8 million. This kind of hyperinflation the worst in the history of Latin America need not have happened with better managing of the crisis at that time. Mayorkas says the problem is that America's system of asylum is broken and both parties need to fix it. This is proposed by Tillis-Graham and Lankford all Republicans in the US Senate with president Biden's support. When he joined the Department of Homeland Security in 2009 Mayorkas says, US Border Patrol chief told him the real problem was that from the moment a migrant claims asylum at the border under US law and the adjudication of that claim it takes several years. This is the root of the problem the law can be fixed with the will of enlightened persons in both parties by simply passing a new law. Immigrants from Latin America are just as likely to vote Republican as Democratic and this may be particularly true for Venezuela's middle class that left the country as the economy collapsed with policies that led to inflation not seen in this hemisphere.  The other alternative is for the US and both parties to agree to what would be today's version of the Monroe doctrine- then opposing European colonialism, now opposing the breakup from within of Democratic countries in Latin America leading to waves of migration north of the border and causing upheavals all over the western hemisphere. Much less a policy of such resolution both parties have failed to fix basic policies of asylum and parole that today are being addressed by legislation being put together by Senator Lankford of Oklahoma, Lindsay Graham of South Carolina, Senator Tillis of North Carolina, three core states that are Republican since the Civil War, with the help of the White House and Senator Schumer. Yet in the House of Representatives Speaker Mike Johnson calls it dead on arrival simply refusing to break the status quo. ...

A large blackout leaves Venezuela's capital Caracas and parts of the country in complete darkness. The blackout was the result of problems at the El Guri hydroelectric dam in eastern Venezuela. Others hundreds of thousands want to cross illegally into the US. As the US has no diplomatic relations with the US making harder to deport them. When Ukraine war started Ukrainians were kept from crossing from Mexico by setting up a legal path for them to come. 78000 Cubans, Haitians and Nicaraguans were crossing in December 2022, this dropped to hundreds by July by setting up a legal path for these people to get a work permit for 2 years legally. Venezuela will require a similar innovative solution at the border.
