It is back to books in Sweden as digital learning has not worked well so far and reading has suffered in some ways dismally. At younger ages books are better for reading and comprehension than screens. "We're trying, actually, to get rid of screens as much as possible," says the Education Minister. The government uses a slogan "från skärm till pärm,  in Swedish this translates to "from screen to binder". Later in 2026 a ban on mobiles in schools even for educational use goes into effect. Digital acts as a distraction and lessens concentration say teachers. Sweden scores on PISA tests have gone down since 2012. A new curriculum based on books goes into effect in 2028 and 157 million euros will be used for new books in schools. "Reading real books and writing on real paper, and counting with real numbers on real paper, is much better if you want kids to get the knowledge they need," say Swedish education experts consulted for the changes. Here she describes her day at school learning French in a new environment of computers, the cloud, and a classroom of avid learners. China shifts its policy to allow 3 children per family after it sees the percentage of people in the population over 60 rising. This WSJ report show that the policy shift is being followed by changes in policies related to education with more equitable educational resources and reduced expenditures for education for families. Policies that were seen as making families hesitant to have more children.  Changes of the Mao era policy of one child, one family, are very recent. Not till 2013 has this policy changed, since its implementation after the Communist Party took over mainland China in 1949. In 2013 the government allowed families to have 2 children if one of the parents was an only child, and two years later in 2015 the policy was changed to allow 2 children per family. Only half of Chinese couples are willing to have 2 children, according to a study by the state backed All China Women's Federation. A once in a decade census shows 12 million babies born in China in 2020. In 2016 there were 17.9 million births. China's leaders noticed a change in the census for people over 60 as a percentage of the population, which was growing much faster than imagined from 13.3% in 2010 to 18.7% in 2020.  The perception of experts and Chinese couples in their thirties shows that the policy is seen as not enough to convince young couples to have another child. Typical is the situation of one parent cited in this report, a Beijing father of two. He says the policy has changed but it does not mean that he would have another child. He says it takes a lot of money and energy to take care of another child. It also affects the standard of living and education of the two children as he has already moved to a new 2 bedroom apartment to be near top schools in the Chinese capital. Another facet of this development is women in China postponing children to pursue their careers. Government policy is now to raise the retirement age with fewer people of working age to support the senior population. The percentage of the population of working age 15 to 59 years dropped from 70% in 2010 to 63% in 2020. Fewer people for working at Chinese factories and manufacturing. China's retirement age is now 60 for men and 50 for women, giving the government room to do this by bringing it up to western levels that are much higher in the US and Europe.   ...

Germany is going through a second year of slight economic contraction. The newly elected government of chancellor Merz has setup a $1 trillion fund to invest in infrastructure and defense. This will increase the debt to GDP ratio from 62% much lower than other advanced economies to 75%, and could give the German economy a rebound with $500 billion for fixing aging infrastructure. Germany's unemployment rate stands at 6.3% in March 2025. The economy weathered a energy crisis with the cutoff of energy supplies from Russia during the term of chancellor Scholz. Infrastructure, child care, was neglected under Merkel and previous administrations as it was in the US under Clinton, Bush and Obama administrations. The 2009 financial crisis, the eurozone debt crisis and the pandemic, Ukraine crisis from 2009 to 2024 have provided headwinds for action to renew Germany till now. A $1 trillion new fund and removal of the constitutional brake under the newly elected parliamentary majority of the CSU/CDU, the SPD and the Greens is the first step with $500 billion earmarked for fixing aging infrastructure, digitization of the economy, and other investment. The unemployment situation is deteriorating in the auto industry which was poorly managed and is now being hit with US tariffs of 25% on imported cars made by BMW, Mercedes and VW. ...

Aging US dams are a problem like this one that was almost taken out in Midwestern states floods. The Rapidman dam in southern Minnesota was in "imminent failure condition" when floods hit last week. With the average of American dams at 60 years it looks like things will get worse. This dam 90 miles southwest of Minneapolis was built in 1910 on the Blue Earth River. With extreme weather events becoming common these dams are one more part of our infrastructure that needs rebuilding.

This essay by Hein De Haas in the WSJ says there is a need for honest discussion about immigration in the US, about how best to accomodate the need for workers in certain trades and occupations in an organized way. In fact there is no need for the issue to be politicized this much. It needs to be depoliticized now that the needs for these workers are going to be larger not smaller as the US population ages and there is need for workers in healthcare and support for aging, and in other places such as construction, building infrastructure as US rebuilds aging bridges, roads and airports. In the seventies it was ned for agricultural workers and temporary workers moving back and forth across the border. Only in recent times has the border crossings assumed the scale and dimension it now has with 2.5 million border crossings at the peak. By comparison to the needs for workers only 500,000 are given work permits. And the laws have not been changed since the Reagan administration amnesty and legislation. Haas says workforce enforcement is negligible today in recognition of the fact of worker needs even under Republican administrations showing the need for honest discussion and resolution of this problem. The other problems of rebuilding manufacturing, US competitiveness, education and vocational training, are very different and require different solutions so that letting the immigration issue spill over the way it has is bad for America in deciding the future direction of the country and the economy, and renewing hope for the future. ...

Harris will propose help for seniors for homecare, living at home, funding it with Medicare cost improvements in cost of pharmaceuticals it pays out. The benefit will cover cost of home health care services including home health aides.

About 105 million Americans or 40% of Americans currently provide unpaid childcare. Harris proposed $6000 child tax credit for parents of newborns. And 25% of Americans are also caring for aging parents as well and bearing this cost as well when they have children.
