The 2018 election in Mexico brings to power a party called The Movement for National Regeneration or Morena created in 2014 by Manuel Lopez Obrador, after he left the PRD. Obrador ran on the PRD ticket for president in the last two elections. Obrador won with 53% of the vote, about 30% above the vote gained by the next leading rival.  Elections for the lower house of parliament showed a steep drop from 204 seats to 45 seats for the PRI party which was in power under president Nieto. The next leading party PAN which ran the government before the Nieto term in office, and the centre left PRD, were badly weakened. PRD now has 21 members in lower house of parliament compared to 53 before. So deep were losses for the opposition parties such as PRI and PAN which alternately ran the government, and particularly the PRI which dominated Mexican politics since 1950, that experts see Mr. Obrador as replacing the PRI's dominance of politics with the centre left Morena. Morena's rise is a result of work at the grass roots level in Mexico just when the PRI was discredited for corruption and failure to maintain the rule of law. This article in DW.com looks at China's development of the port of Hambantota, made using a loan of $312 million from the Export-Import Bank of China. State owned China Harbour Engineering worked on the construction of the port. This report says the port can handle about 2500 ships initially to take some of the load off of Colombo port which handles about 6000 ships annually.

Montes and Cordoba of the WSJ provide this exceptional account of corruption at the state level in Mexico. Ironically the very effort to reduce the power of centralized administration with PRI winning repeated elections and having a monopoly in power for many years, led to the decentralization and passing on power and money to the state governments in Mexico after the 1990's. But this was done without putting in the checks and balances required. Instead too much power was now concentrated in the hands of the state governments which appointed even the judges and officials at all levels including election bodies. Federal transfers of tax money to states increased 20 fold to $88 billion in 2016, according to this report.  The result 41 state governors faced corruption charges between 2000 and 2013, according to the Mexican Competitiveness Institute. This includes the state of Veracruz where state coffers are almost empty and there is no money to pay municipal bodies. The PRI governor of Veracruz Mr. Duarte supported president Pena Nieto, and was at 43 years age cited as the new face of the young PRI. This report  says he is nowhere to be found now that $2.5 billion in state funds cannot be verified. Other states are Tamaulipas, Quintana Roo, Coahuila, Sonora, where corruption charges remain. The Veracruz scandal is among the worst and is the focus of attention for the public in Mexico. At this point president Pena Nieto of PRI has about 12% popularity rating, lowest of any modern Mexican president.   ...

India's Foreign Minister S. Jaishankar visits the local subsidiary of Indian Oil Corporation in Colombo to get some idea of the fuel supply situation in Sri Lanka. Facing a shortage of foreign exchange reserves and payment due for its debt in 2022 Sri Lanka has cut imports, including oil imports. India has offered a $1 billion line of credit and other assistance to Sri Lanka. Sri Lanka is also getting financial help from the IMF.

China's loans and projects in Latin America and the unwinding of projects in 2026. China had shifted policy to collecting back $10 billion of loans to Venezuela in meetings of its envoy with Maduro the day the US acted to remove Maduro, says this report in WSJ. China is shifting to reduce losses in the region from loans. Over last 2 decades China has loaned Venezuela $100 billion in exchange for oil shipments. As its oil industry production declined without US assistance Venezuela went deeper in debt. This is another aspect of the problems that this type of model of development brings to finance building of rail and transport, seen across the world from Venezuela down to small countries like Sri Lanka and Zambia. For China this could amount to hundreds of billions of dollars in loans that lack transparency and are opaque to Africa and Latin America, when its construction industry debt and local government debt has led to problems. He called the Indian High Commission in Sri Lanka when he learned about hospitals in Sri Lanka that had shortage of supplies and could not conduct surgeries for this reason. This situation is true today for Britain, the US and Germany, and other countries in the EU leaving less for food and transportation costs. This is why there is an added level of worry and anxiety for young people in Britain the EU and in the US, and for their parents.

In Maldives it is the Greater Male Connectivity Port.With its expertise and leadership in solar energy India is also launching solar initiatives in Sri Lanka. India has focused efforts on developing human capital and employment intensive sectors. This contrasts with the non concessional loans that finance infrastructure projects often with Chinese labor that do not generate the jobs Sri Lanka or Ceylon so desperately needs. Earlier period of Chinese infrastructure projects led to the debt trap with building of Hambantota port and facilities which Sri Lanka could not effectively utilize, and led to buildup of interest on loans. Sri Lanka now has the opportunity to make a new beginning as part of the SAGAR (Security and Economic Cooperation for All). The whole range of intitiatives in many areas show India's long experience in working with Sri Lanka since 1900 when early development projects were initiated. India has a long list of projects to help Sri Lanka keep up with India in its development- two education tourism projects, ITEC Indian Technical and Economic Cooperation, and Technology Adoption Project. This opens a new path for Sri Lanka to make steady progress on a wide range of projects for the next 10 years for sustainable development. As India grows this will expand the range of possibilities for Sri Lanka that it could never achieve on its own. Many new projects can also be done with the economic cooperation and assistance of UK, U.S. Japan and India to broaden the range of possibilities and financing. ...

Half of the states with elections in 2016 have doubled their debt in 6 years, according to government data. The federal audit office points to irregularities in $13 billion of federal funds transferred to states. Elections in states in 2016 shows public discontent with poor governance, corruption, and the lack of rule of law. This is leading to a close election in Veracruz with the PAN and PRD parties challenging the PRI in the state.
