As India takes on the presidency of the G20 in December the first steps are being taken by the German Foreign Minister Annalena Baerbock to build closer ties with India. The Hindu gives this intervew with Baerbock that shows Germany's keen interest in building the India Germany partnership. This sets the stage for the bi-annual India Germany summit meeting, with German chancellor Scholz to visit India in early 2023. Some of Baerbock's comments show energy and enthusiasm for India to work closely with Europe. "Our countries have so much to offer one another. We want to tap that enormous potential. One such example is the concrete agreement we will sign during my visit, making it a lot easier for both Indians and Germans to study, research and work in our respective countries." Lindner met with senior FDP leaders in Potsdam to plan breaking away from the Scholz government 2 months before it happened on November 5. Lindner was fired that day by Scholz after making unacceptable demands including scrapping climate action targets, and reducing investments in infrastructure. The supplementary budget passed by Scholz was to reidirect 60 billion euros of unspend Covid money to needed infrastructure and climate action projects. The German Constitutional Court declared it unconstitutional. 

The FDP is polling 4% which means it is headed to the situation a decade back where it had no seats in parliament. Which explains Lindner's actions seen as a betrayal by the Scholz government. The greens had advocated investment 4 years back which never happened because of Lindner and FDP opposition hurting the German economy's resilience.

The German response to the Russian invasion of Ukraine is to increase its spending on defense to over 2% of GDP.  An emotional Scholz told an extraordinary session of the German parliament - We have to ask ourselves: "What capacities does Putin's Russia have? And which capacities do we need to counter his threats?" "Putin wants to establish a Russian Empire... the question is... whether we can summon the strength to set boundaries to warmongers like Putin," said Scholz. Scholz said he would immediately invest 100 billion euros or $113 billion in weaponry. Mr. Scholz also announced concrete arms procurements including the decision to buy state-of-the art drones from Israel and F-35 warplanes from the US, which he said would be used to amplify NATO's nuclear deterrent against Russia.

Scholz called Lindner, the head of the  Free Democrats, who as Finance minister in the coalition with Greens and SPD, was instrumental in blocking much needed infrastructure and other investment in the German economy.  Scholz said of Lindner that his attitude was "disrespectful," "egoistic" and "small-minded." Lindner wrote a paper calling for cuts in investment, welfare cuts and reducing climate change action preparing to leave the coalition to join the opposition Christian Democrats. Yet Lindner's FDP has less than 4% popular support and the timing is poor for his actions. For once the SPD and the Greens decided to stand upto this kind of behaviour and Scholz fired Lindner.

Scholz called for a confidence vote in mid-January as both sides plan on taking it to the voters in an new election.

India European Union Trade Deal - huge potential for EU and India for 2 billion people size markets, new manufacturing hubs, and advanced scientific + technological cooperation. Timing is critical. From the first term of DJT 2016-2020 it became clear that the supply chain concentration in China was a serious error for America and Europe. Modi came into manage the federal government in India in 2014- that first phase was to tackle the basic problems in health care sanitation and road infrastructure, agriculture. By the second term of DJT Europe had realized something had to be done to reduce concentration of trade  supply chains in China. Two things had to happen to bring India and EU together. The Ukraine War and China's indirect participation on the side of Russia, the change in administration from Merkel to SPD's Schulz,  and in 2026 to Merz and the CDU created a new awareness of the need for EU and India to come together. Yet Scholz SPD hung onto the special trade relationship even in the face of the Ukraine war and China's shift when it allowed the port of Hamburg stake taken by China to be retained. Something had to happen to jerk Germany and with it the EU out of its inability to shift towards India. Merz took this step in 2026 as the relationship with China soured over Ukraine war and the grasp of the dangers of overconcentration of the China relationship with Germany that Merkel had created. On the other side Modi had to get India's logistics, road and rail networks, ports ready for such a trade relationship where goods could be quickly shipped into and out of India. Modi worked on these investments on a rapid basis in his second and third terms. India had to offer stability in the relationship. This meant winning elections to set up state governments in key states such as Maharashtra for Bombay (Mumbai) region, Delhi capital region, and Bihar/ Orissa (Patna region northeast), Rajasthan (Jaipur northwest region), local city governments in Bombay (Mumbai) region and in the south in Andhra (Vizag region) + Trivandrum (Kerala). The combination of federal and state and city governments working in unison plus logistics and transportation, put India in contention for the role of a size and magnitude that would make a difference for Europe in its relations with China and Russia. That necessity was now fulfilled and in place. Merz and Modi, seized the chance at the kite festival in Gujarat's Ahmedabad, with a vist to the Sabarmati Ashram of modern India's founder Mohandas Gandhiji. Von Der Leyen also from CDU now joins the former premier of Portugal Antonio de Costa as heads of EU to attend the Republic Day parade celebrations in New Delhi on January 26. Nothing happened by chance. It took the hard work that in Robert Frost's words in Mowing ( "the fact is the sweetest dream that labor knows my long scythe whispered, for the earnest love that laid the swale in rows"). Japan plunged headlong into imperial ambitions after its modernization, China has ambitions under its Communist/ Markets system, India as the homeland of the Buddha and the Buddhist civilization of China, Japan and Indochina, and with its special place for Mohandas Gandhiji brings the European civilization in connection with a civilization that is just as old and advanced as the European in its philosophical and religious foundations with practice in real life, and not likely to flounder on the rocks as the Japanese and Chinese expansionist ambition based ideas. And once again with Robert Frost in- Putting in the Seed in Springtime, for Merz, Leyen, Da Costa, and for Gandhi and Modi - "On through the watching for that early birth when just as the soil tarnishes with weed, The sturdy seedling with arched body comes shouldering its way and shedding the earth crumbs."     ...

Showing how much the Social Democratic party in Germany needed to show progress on key issues Martin Schulz of the SPD was ordered by the party to bring up contentious issues in negotiations relating to social cohesion. One was the two tier system in healthcare where some are able to pay for more privileges in the nation's health care system with private insurance and others are in the public health system. The other issue is the ability under current German law for companies to issue 2 year temporary contracts. The SPD party did badly in the last elections because working class voters do not see it fighting hard enough for worker rights and ensuring an equitable system.On the health issue a commission will look into how the system can equalize medical fees between people privately and publicly insured. On the employment issue companies can only terminate without cause in 1.5 years instead of the 2 years. Small compromises, yet in long negotiations with a 24 hour session for a breakthrough and everyone exhausted, the snail's progress over 13 days and one night worked to set up a new coalition after all. Still one hurdle remains- getting the SPD membership to vote yes even though its youth wing is opposed. ...

Lengthy conversations between Scholz, Macron and Putin for over 80 minutes on Saturday last week in which German and French leaders tell Russia that it is getting deeper and deeper into a situation that is bad for Russia. At the same time Scholz and his chief of staff Schmidt emphasize that Russia should not be winning the war. With Russian gains using artillery in the east the situation is again moving in a direction where additional US military assistance would be needed for Ukraine to defend itself. The WSJ Editorial Board says today that such additional assistance should be given to Ukraine.

Germany and France see a shortening of the war as a way to reduce the impact of a sharp recession. Macron and Scholz are making an effort to get Russia to talk directly with Ukraine to reach a settlement to end the war.

German chancellor Scholz finally approves 14 Leopard tanks for Ukraine. Shown here in this report is a graph of all the in service and stored Leopard tanks in individual countries of Europe including Poland, Spain and Finland which are ready to supply these tanks to Ukraine. Chancellor Scholz made increasing the minimum wage a key plank in his election platform. The German parliament passed a bill increasing the minimum wage to 12 euros ($12.90) per hour as of October 1- an increase of 2.18 euros per hour. The increase will mean 400 euros extra per month for people with a monthly income of 1700 euros.  Chancellor Scholz wrote on Twitter "Many citizens in our country work a lot but earn little- that must change." "For me, one of the most important laws and a question of respect." The bill passed by a wide margin with 400 in favor, 41 against, and 200 abstentions from the CDU/CSU. CDU says Scholz bypassed a commission that sets the wage increase. Unions and other parties rejected that saying the bill will reduce poverty in Germany. The Merkel years will be remembered for the lack of attention to essential infrastructure, to digitalization, and to workers and families. Mr. Scholz and the Greens under Habeck and Baerbock are working to reverse years of wanton neglect of essential needs. In fact much of the increase will go to pay for additional cost of food and energy that is a result of Russia's invasion. Merkel and her predecessor Schroeder pursued policy that led to Germany's extreme dependence on Russia for energy resulting in the jump in energy prices today. France and Britain are also taking action to provide additional income to workers to offset the higher cost of energy and food. ...

SDP candidate Olaf Scholz is seen as the most convincing of the candidates, and ahead of the Green's Baerbock and CDU's Laschet in a poll following the 90 minute television debate on German television. Scholz maintained an unperturbed demeanor as he responded to an attack from Laschet on a money laundering investigation being conducted on the finance ministry. He said Scholz was presenting a misleading picture because it was centered on the possibly illegal activities of a single employee in Cologne. He added that he had increased the financial oversight at the ministry since he took over in 2018. Looking at the problems facing German industry, and the challenges from climate change facing Germany,  Scholz had this to say on the scale of the effort needed in renewable energy- "We have 250 years of economic and industrial history behind us, based on coal, gas, and oil. And if we are to change that now that means we have to do an awful lot, for it to really work." The SPD goes into the election at this point with a six point lead over CDU. SPD at 26% vs CDU at 20%, Greens at 15%, in the INSA poll. The election debate on television continues to give SPD and Scholz the confidence needed to stay ahead. Unlike the period facing Merkel Germany after the pandemic faces challenges in social, safety net, child care, climate change, and foreign policy that require new thinking and ability to tackle new frontiers. ...

China's president expresses the need for greater cooperation between China and Germany during Scholz's Beijing visit and says "we jointly oppose the use or threat of use of nuclear weapons." Scholz for his part said "it is right and good that I am in Beijing today," that in times of change bilateral meetings were all the more important.
