Alice Rivlin's efforts to break the deadlock in the bipartisan Obama administration commission. The commission was setup to recommend ways to control the US budget deficit. This group is paralyzed by politics as Democrats have tried to safeguard Social Security, and the Republicans are dead set against tax increases. Rivlin is working through a shadow commission on the deficit headed by former Senator Pete Domenici. This shadow commission is supported by the Bipartisan Policy Center, a think tank setup by former Republican and Democratic majority leaders. The idea is to get the process started through leaders of both parties, as happened in 1983, when Senators Monynihan and Dole initiated the process after a similiar deadlock. The agreement reached then led to a change in the Social Security law, which increased the cap on payroll taxes and raised the retirement age.

Krauthammer quotes Congressional Budget Office Director, Elmendorf, who said "we don't estimate speeches," when Elmendorf was asked about President Obama's April 13 debt plan speech. President Obama has failed to come up with specific ideas for debt reduction and not taken up any position on debt reduction, including removing tax expenditures as recommended by the President's Bowles-Simpson Commission report. Krauthammer says the President is using the discussion on debt reduction and the debt talks as a way to move forward with his reelection campaign. This President Obama has done by not putting forward any new ideas of his own or backing the ideas of the Bowles -Simpson Commission, and by putting Republicans on the defensive for coming up with any new ideas which may be unpopular. He calls the President's February 2011 efforts on debt issues a farce, and the April 2011 efforts empty, lacking any substantial specifics.

Former Republican Senate Majority Leader Mitch McConnell on what it means to spend $17 billion less on defense when defense budgets for 2024 are continued for 2025 year without defense appropriations. To meet the additional 10% pay increase for junior defense personnel and payroll for 2 million members of the defense service members it means using some of the money allocated for defense equipment upgrades says McConnell.

Former Louisiana fovernor Bobby Jindal comes under severe criticism from the Washington Post for policies it says hurt the poor by turning down federal Medicaid funds under Obamacare, for using rainy day funds, and cutting spending on education and other needed programs in the state. It says Jindal pursued Grover Norquist's no tax pledge leading to spending cuts in the state and budget gaps, merely to appeal to voters in the GOP presidential primaries. Jindal's appeal to Republican voters actually fell sharply because of unpopular policies and he did not qualify for participation in the presidential televised Republican debates. Republican voters turned to outside candidates such as Trump, Carson and others.

President Obama says he told House Speaker Boehner to pass a stand-alone bill for defunding Planned Parenthood, and not attach it to the budget bill. He said: "Put it in a separate bill, we'll call it up. And if you think you can overturn my veto, try it. But don't try to sneak this thing through." How to deal with Bush era tax cuts is a big issue dividing Democrats and Republicans in the U.S. If no deal is reached by Jan 1. taxes on the average middle income family would increase by $2000 in 2013. Median inflation adjusted income declined 8.9% to $50,054 in 2011 from $54,999 in 1999, and economic mobility has fallen. The Democrat's position is for Bush tax cuts to apply to incomes below $250,000. Peter Orszag of the Congressional Budget Office and Jared Bernstein point out that while this makes the tax code move in a progressive direction it also creates handicaps in providing a sufficient revenue base to support middle class spending programs down the road. According to the Tax Polcy Center, if Congress is unable to reach agreement and all tax increases go into effect Jan 1, taxpayers in the bottom 20% of income distribution would see a $412 increase in taxes compared to an increase of $633,000 for the top 0.1%. New York Mayor Bloomberg has supported eliminating the Bush tax cuts for all groups, saying there is no free lunch. Alan Krueger, head of the White House Council of Economic Advisors, says the trends caused by globalization and skill-biased technological change which have increased inequality are likely to continue or accelerate. ...

Fed Eccles building (1937) and Martin building (1970)  in Washington DC get $2.5 billion renovation with cost overrruns. Original approved amount was $1.9 billion. The work on the Martin building is underway for 2 years now. Issues include asbestos contamination, toxic waste on site, and design changes. Early warnings that the cost cutting of Musk DOGE was a lot of PR and controversy, where instead Republicans are disciplined and persevering. Could Musk and DOGE controversies have done more harm than good by not having disciplined cost cutting that people respect as needed. One should remember that it is not on party lines- all parties should be disciplined about federal spending to preserve the strength of the US dollar and the economy. Democrat Jimmy Carter in 1976 proposed Planning Programming Budgeting Systems where every year last year's budget is irrelevant, the budget for the new year is built from scratch and offers discipline to avoid unnecessary costs in the budget, items from previous years simply pushing up deficits. PPBS courses were taught at Northwestern Business School and I took it at the time- not offered now. Once a bureaucrat has a budget no matter what his politics he wants to keep it. Democrat Harry Truman in 1940 went on the shipyards and into factories to supervise firsthand the federal spending in the war making hime known for the first time in Congress. There is a sense from Remainers and Brexiters in the Conservatives and in Labour that Brexit is "acting as a drag on UK growth and limiting its potential" after the pandemic and inflation. Senior members of both parties are meeting in Oxfordshire including David Lamy of Labour and Michael Gove of the Conservatives, and the heads of banks and large business. Gove and Boris Johnson led the campaign for Brexit, and Gove is now interested in ensuring Brexit is not viewed as a failure in the long term. Labour sees it as a threat to any future Labour government to leave unaddressed the relations with the European Union. President Biden made the decision to allow about half a million Venezuelan migrants who cannot be deported because US has no diplomatic relations with that country, to work legally. In New York half of the 100,000 migrants who arrived there in 2023 are putting too much pressure on the social safety net, a crisis for the school's shelter system, schools and budget. New York Democrats lobbied heavily for a change in the system. Mr.Biden made the decision to allow the Venezuelan migrants to be able to work legally. NY Mayor Adams and NY Governor Kathy Hochul lobbied heavily. The city had to house 60,000 migrants and it imposed a strain on the system. It was estimated to cost $12 billion for the city over a number of years. In the long run it will help New York State and the US with shortages of workers, yet in the short run the Republicans and immigration skeptics are protesting the arrival of migrants. Migrants arriving here after August will not be covered to not increase migration over the Mexican border.  ...

Paul Ryan, speaker of the U.S. House of Representatives, wins the Republican primary in his house seat of Janesville, Wisconsin, defeating his challenger Nehlen, by 84% to 16%. The Republican nominee Donald Trump earlier had refused to endorse Ryan, and only reluctantly endorsed Ryan following the vice presidential nominee Mike Spence's endorsement of Ryan. Senator Susan Collins, senior Republican senator from Maine, joined other leading Republicans saying she would not support Trump. Paul Ryan has split with Trump on trade, immigration, Mexico, and other issues. He has insisted on decency and fairness in politics, and has won his seat in a working class town that had a closed GM plant in 2008 after Ryan voted to support rescue of the auto industry and worked hard to keep it open. Even though some of his policies have not directly helped working class families, he has won increasing support from his district as the economy recovered with unemployment down to 4.4% in Janesville, according to BLS for May 2016. Much of that support since 1998 has been based on Ryan's decency, faith and family. He made it a condition that he would go back on weekends to Wisconsin to stay in touch with people, when he accepted the position of Speaker of the House, and he listens to local concerns. Ryan said about the national discourse- "It's simple to prey on people's fears. That stuff sells, but it doesn't stick. It doesn't last. Most of all, it doesn't work." His job in today's deteriorated national discourse is as vital as ever, both for Wisconsin as representing the best in the national spirit, and for the country.   ...

This view from the Editorial Board comes as Republicans in Congress geared up for a legislative victory decided to ignore the expert opinion of the Joint Committee on Taxation and polls showing a majority of Americans disapprove of the tax law. It says a "corrosive partisanship" that is affecting the nation has led to this decision. Not an informed consensus necessary to make real and lasting changes to the tax laws that increase growth without disrupting hard won gains in social cohesion after World War II.  Republicans pushed through a trillion and half dollars in tax cuts in the law that reduces the corporate tax rate to 21% from 35%, and cut taxes in 2019 by 51 times ($51,400) for the top 1% of incomes compared to ($1000) for middle class families earning less than $100,000 (Tax Policy Center). The Joint Committee on Taxation estimates it will add $1 trillion to the U.S. deficit as only $500 billion is expected in increase in government revenues over a decade from additional economic growth. This is supported by evidence from countries such as Britain that implemented this type of corporate tax cut without generating much economic growth, says Greg Ip in the Wall Street Journal. The "victory" then comes at a high cost says the Washington Post- in years to come programs to help the growing lower middle class and working class will be subject to cuts and taxes will have to rise to balance budgets.   ...

Britain has fallen way behind under Conservatives Tories misrule. On just about all indicators of the economy the US is ahead of Britain, on cost of living, on investment in infrastructure, on chips and science, on unemployment and on economic growth. The US economic growth was 2% compared to 0.5% for Britain.  Britain under the Tories over the last ten years lost so much ground fighting for Brexit and hurting it's economy. The Tory party is itself torn apart again today by Farage's Reform party, much of it from poor leadership- Cameron, Boris Johnson, Sunak. The result today is that Labour's Starmer says he has a 22 billion pound gap in the Budget that the Tories Conservatives have left him, a hole he says that will lead to Labour cutting winter fuel payment for pensioners this winter.  The US with president Biden is so far ahead of Britain with $1 trillion in investments taking place under the Inflation Reduction Act and $53 billion under the CHIPS and Science Act. Harris plans to build 3 million homes and offer $100 billion to small business to spur growth. There is just no comparison and owes much to president Biden and Harris, and to senior Republicans who supported the administration on the economy. ...

U.S. president Trump asks for resignation of Attorney General Jeff Session after the 2018 Congressional elections. The Democratic Party gained a majority in the House of Representatives, with the Republican Party retaining control of the Senate. This makes further investigations into Russian meddling in the 2016 presidential election likely. The official probe into this meddling is being conducted by Robert Mueller, Special Counsel, which is supervised by Assistant Attorney General Rod Rosenstein because Jeff Sessions recused himself from the investigation.  The resignation leads to the Justice Department being headed by Matthew Whitaker, Mr. Session's top aide. Mr. Whitaker, a former prosecutor, is a conservative legal advocate who was critical of the Mueller investigation, in several tweets cited in this WSJ report, calling it  political fishing expedition," and calling for cutting the budget of the Mueller investigation to make it ineffective. Mr. Whitaker now supervises the Mueller investigation for 210 days till a successor is nominated by Mr. Trump. ...

President Obama will nominate Jacob Lew for Treasury Secretary to replace Timothy Geithner. In making this decision Obama stayed within his close advisors. Lew has held firm in budget negotiations, at one point walking out, and at another point in negotiations of the last two years saying flatly Medicaid is off the table. This signals Obama is not going to give in to Republican demands without a fight. In picking the 57 year old Lew, Obama is choosing someone who has substantial experience in budget matters and in working with Democratic leaders, all the way back to working with Speaker Tip O'Neill from the Reagan days. He was head of the Office of Management and Budget, and is currently White House Chief of Staff. He was chief operating officer of Citi Global Wealth Management and Citi Alternative Investments for 2 years, which suffered large losses in the 2008 financial crisis, but was not closely involved in the way decisions on investing were made. Leon Panetta, former Defense Secretary in Obama's first term, and president Clinton's chief of staff, says president Obama made a series of poor decisions for Iraq and Syria. Not following up on the "red line" of use of chemical weapons by the Assad regime has damaged U.S. credibility, says Panetta. The failure to lead in budget fights, on health care, is seen in foreign policy for Iraq. There Panetta points out Obama failed to lead to ensure that Maliki had to agree to a residual troop presence in Iraq, for without this the hard won gains under the previous Republican administration could easily be allowed to slip away. Sectarian tensions, and rise of ISIS could have been controlled by having U.S. troop presence, according to Panetta. White House centralized power under Tom Donilon, chief of staff, and John Brennan, counter terrorism advisor, to th detriment of input from the Defense Secretary and the Secretary of State, says Panetta. Panetta says Obama lacks fire and too often does not take the lead as a president should. A similiar complaint is made by Washington Post journalist Bob Woodward, who covered Nixon and Watergate, after observing Obama's dealings with the Republicans and Congress up close in the first term....

U.S. House Speaker Paul Ryan, wins by 84% to his challenger's 16% of the vote in the Republican primary for his House seat of Janesville, Wisconsin. The challenger Nehlen, an executive at a water filtration company, adopted many of Trump's positions including building a wall and had the support of the group Tea Party Patriots. Trump lost to Ted Cruz in Wisconsin and lost in the 1st congressional district covering Janesville by 19 percentage points. Janesville, is a former industrial working class town that has lost many factory jobs over the years, and this election shows the trade issue is not the only issue on people's minds when they vote. That it is easy for a candidate to use it as wedge even when they do not mean what they say by outsourcing themselves, or have few real solutions- especially as public opinion in both parties is opposed to a shift of jobs overseas for the last decade. Ryan said about his win- "I'm a local guy, people know who I am, they know what I believe in and they know I mean what I say and I say what I mean and I don't do it in a mean way." Some Republican experts say Ryan's job of winning his seat very easily, protecting the congressional majority of Republicans, and dealing with Trump as the nominee, is the hardest job in politics. ...

President Obama has 63% job approval rating in a New York Times/CBS News poll. His backing is among Democrats and independents alike which is very useful for Obama.But the poll shows more American having faith in the President than in the handling of specific issues. He gets good approval on foreign policy initiatives at 59%, but in the handling of the Auto bankruptcy, or of health care his ratings are below his personal ratings as President. A majority of those polled were concerned about the rising budget deficits. BUt his ratings among Republicans has fallen from 44% in February to 23%. Republicans were viewed favorably by only 285 of those polled, the lowest ever.

One reason Republicans and Democrats are looking at taxes paid by business is that some corporations are paying very low taxes. This report in the WP cites GE's annual filing showing GE (General Electric) paid a low of 4.2% in taxes in 2013. By plugging tax loopholes U.S. president Obama's budget proposal for 2015 would raise $276 billion in higher taxes from these large corporations for overseas earnings over the next decade.

This Economist magazine editorial says the Republican plan for health care with its roll back of Medicaid expansion by limiting funding to states after 2020, and by scaling back subsidies especially for older Americans and not basing them on income levels, is likely to have its own problems just as the Affordable Care Act. One concern is that keeping healthy people in the market with a mandate that everyone have insurance is present but in a milder form with premiums going up by 30% in one year if they change their mind. There is concern that this may not work among insurers leading to an increase in premiums, pricing people out of the market in "a death spiral." This could lead to more people being priced out of the market as premiums rise. About 12 million people were added to Medicaid by increasing eligibility level to $16400, or 138% of poverty line- this reduced the uninsured from 16% in 2010 to 8.8% today. The Economist concludes that the Republican health care bill has its own problems, and that this bill does not clear up the problems in Obamacare by substituting Ryancare as the Republican bill is called. Peggy Noonan writing in the WSJ says this may have negative consequences for the new Republican base shift to populist support. Critics on the right like Rand Paul see even the reduced subsidies as an entitlement program, yet the Republicans can only change parts of the Affordable Care Act as they need 60 votes in the Senate where they only have a small majority.   ...

Former Texas Senator Kay Hutchinson, America's new ambassador to NATO, offers this spirited defense of NATO in an NYT op-ed. She points out that when it comes to European defense and need to revitalize NATO there is no difference between president Trump, Rex Tillerson, Gen. Jim Mattis at the Defense Department, and senators of the Republican and Democratic parties. Rex Tillerson, U.S. Secretary of State, made a similar statement by visiting a war memorial in Italy recently. Chancellor Merkel has made similar statements in her visit to the Baltic Republics. Behind the revitalization of NATO remains another goal to spread the burden of defense evenly so that the U.S. is not bearing a disproportionate responsibility.  Here Hutchinson reminds readers that if all 29 NATO members met the 2014 defense spending pledge - to spend 2% of GDP on defense and 20% of each defense budget on modernizing capabilities- $100 billion in defense funding would have been created for 2016. Hutchinson says the European Defense Initiative will be funded with $4.8 billion for strengthening defenses in Eastern Europe. NATO Secretary General Stoltenberg is taking the lead in ensuring NATO funding goals are met. ...

The Republican view supported by deficit commission panel members Paul Ryan and Jeb Hensarling, is that the proposals do not do enough to cut runaway health care spending. The Journal editorial says this is like doing a defense budget review and excluding Iraq and Afghanistan, and that Republicans should reject the report on these grounds alone.
