Powell and Rashbaum's interview with New York City Police Commissioner Raymond Kelly. Kelly changed the idea that crime was an everpresent fact of urban life in the heart of America's cities. He also considered increasing the number of officers alone as a political number not related to improving safety. Crime reduces the quality of life in inner city neighborhoods and in downtown areas and a safe city benefits all communities. Could this have been done without "stop and frisk" or had things deteriorated to the point that such measures had to be resorted to is the controversy surrounding the tactics. This had less to do with the increasing inequality in the city that the new Mayor De Blasio cited in the election, which was aggravated by the 2008 financial crisis and cuts in state and federal funding, which affected minority communities disproportionately.

NYT looks at the corruption in city government in Los Angeles. During the turn of the century Tammany Hall was a term used for the organization down to city wards that controlled city government and under city bosses led to much corruption. Rapid real estate development in the city of Los Angeles with Chinese developers investing in building high rise office and other buildings in the city led to corruption. A large concentration of power, the lack of news coverage from local sources as one of the effects of the internet, surges in real estate growth, have led to reduced attention to the effects of corruption in the city of Los Angeles and in the state of California. Jose Huizar on the City council and Raymond Chang deputy mayor are shown here in this NYT report to be convicted of racketeering charges.  Over a decade 576 public officials in California have been convicted on federal corruption charges, according to Justice Department reports, says the NYT. New York City's 11 public hospitals have switched to plant based meals without meat or dairy. Just don't call them vegan, as it may turn off people, says an official of the New York City Health and Hospital Corporation. An Oxford University study shows that plant based diets account for 75% less greenhouse gas emissions than diets with 3.5 ounces of meat a day. Satisfaction is 90%. The hospital system reduced its carbon emissions food related by 36%.  It expects to turn out 800,000 plant based dishes this year at its hospitals.

The Nissan NV 200 designed from scratch as the next taxicab for the 13,000 cabs in New York City. Nissan won the Taxi for Tomorrow contest, and a 1 year contract worth $1 billion. New York's Taxi and Limousine Commission will require all medallion owners to buy the Nissan NV 200 as they replace the old cabs. It costs $29,000 and will be phased in over a 3-5 year period. The Nissan NV 200 was designed from scratch for New York City. It has a French designer working out of a studio in California. The design team went through each detail in great detail. The designer Mr. Farion took a month hailing cabs throughout the day just to get a feel for what the cabs today are like and what needs to be improved. This includes horn sound to the inside of the vehicle and the wear and tear that the cabs are subject to on New York roads. New York roads are rough because of potholes and other problems.

Governor Hochul of New York was only able to increase the minimum wage by 2 dollars in New York to $17, up from $15, by 2026 in New York City, Long Island and Westchester. It would go up to $17 in the rest of the state by 2027. Assembly Democrats had asked for $21 saying that Seattle and Los Angeles offered a higher minimum wage.  Future increases would be pegged to inflation.

48 storey Rittenhouse and 47 storey Arthaus are new condo development high rises in downtown Philadelphia. Highs in storefront occupancy, hotel occupancy, return to work pushed by Comcast and other companies are giving a new resurgence to the city center in Philadelphia. It shows that the city centers that have locals living in the area are doing better than city centers dependent mostly on commuters for activity. One advantage of Center City, Philadelphia is that there are 70,000 residents compared to mostly commuters in midtown Manhattan, Boston Financial District, Chicago Loop downtown areas. This means that even with remote work people are up and about in the city. 7000 workers for Comcast in office towers in Center City are also encouraged to come to the office.

The remarkable composition of the most vibrant immigrant filled city in the world, with 47% of the employed being immigrant and foreign born, mostly from developing countries such as Dominican, Chinese, Mexican, Guyanese, Jamaican, Ecuadorean, Haitian, Trinidad and Tobago, and Indian. The city's immigrant population is 3.1 million, 37% of the total population of 8.2 million. The report is written by Joseph Salvo, director of the population division of the City Planning Dept. and Arun Peter Lobo, deputy planning director. Dominicans are 380,000, Chinese 350,000, and Mexicans 186,000. During 2002 to 2011 Chinese population went up 34%, Mexicans 52% and Dominicans 3%. Queens has 1.09 million immigrants, half of that borough, Brooklyn 946,500 or 37% of the borough. The 37% immigrant foreign born population of the city compares to 27% for the New York Metropolitan region. Other interesting details- the growth in the Chinese population of about 89,000 in the city is greater than the entire population of Indians of 76,000, and the large growth in the Ecuadorean population by 22,000. The Indian population went up by 8000 or 12%. Indians in the New York Metropolitan region were in the upper income groups in neighborhood income comparable to people from UK, Germany and Israel, with Chinese being from lesser neighborhood income groups. Median income for Indians in the city was $84,000 compared to Chinese of $43,000, with 28% of Chinese immigrants having a college degree compared to 65% for Indians. This suggests immigrants from China are from poorer areas....

The Editorial Board of the Washington Post says people should be concerned about going back to the 70's when New York City struggled with funding and went downhill. The very goal of affordability that Mamdani is trying to achieve could end up being hit because the methods may not work at all. It says free bus service means a transit funding hole, city run stores would hurt privately run stores, and a rent freeze would depress housing supply. Greg Ip in the WSJ compares Austin with NYC with Austin seeing 20% increase in housing supply to NYC 3% in 2020-2024. Austin had a 23% jump in one year in housing prices but it came down and over 4 years rent increases in NYC are 20% in Austin 11%.  It is only that much of the New Yorker educated elites have let the city down so much by not finding solutions to the affordability crisis and not focusing on fixing infrastructure and modernization of the American cities, in the last three decades that this has happened- as a desperate young population turns to giveaways or free services across the board as a solution that never works. A fiscal crisis could happen as in the 1970's creating another vicious cycle says the Washington Post. It says one can only hope that the damage is at the margins. ...

The best US cities for jobs is changing rapidly in 2021 after the spread of coronavirus. Los Angeles, San Francisco, Chicago, Boston lost jobs. Jobs shifted to hubs in the interior of the country as remote work changed the workplace. Salt Lake City in Utah, Austin in Texas, and Denver became new hubs with environments that included mountains, healthier living, quieter lifestyle, lower costs and efforts to attract employers. Tourist spots suffered with Orlando in Florida moving to 47th place in terms of jobs. The US lost 9 million jobs in 2020 changing how the jobs market in cities looks. The WSJ looks at the changes in this report. Tech hubs such as Raleigh in North Carolina, and San Francisco suffered decline as remote work created new opportunities for cities in the interior of the country. By contrast Salt Lake City was growing twice as fast from 2000 to 2017, and has increased in popularity with surrounding areas of Provo and Ogden in Utah. These jobs have little job protection and require people to leave their homes during coronavirus. This includes performers, production crews, ride share drivers, personal trainers and others. Democrats lost 6 Congressional districts won by Biden in 2020. This is more than any other state in the US. Wolfson, a former deputy mayor of New York City says it may have cost the Democrats the House of Representatives in 2022. It all started with redrawing of districts by Democrats in the House that was thrown out by the courts, leading to it being done by someone appointed by the court, and redrawing that was unfavorable to the Democrats. Democrats also failed to grasp the effects of laws passed that change the way judge set bail for offenses which Republicans pointed to as creating a larger crime situation. A 30% rise in crime in New York City was made an issue by Republicans in the midterms, which Democrats failed to address. The Republican majority in the House is thin and there is a sense that New York state played apart in Democrats losing the House.

New York Governor Kathy Hochul halts a congestion pricing plan for New York City saying it would have unintended consequences and hinder New York's economic recovery. It would make it harder for cost of living for families after the effects of the pandemic. The plan was to charge $15 fee to enter New York Manhattan south of 60th Street. It was seen as a way to support a financially strapped MTA subway authority.
