WSJ report by Jon Emont warns that Indonesia has too much capital going into mineral resource develooment such as lithium and too little for development of a manufacturing bas as is happening in neighbors India and Vietnam. Indonesia lags far behind in manufacturing and as the supply chain shifts with its aging population there is need for policies that build the kind of infrastructure that is needed for foreign investment in factories in Indonesia that can employ its young people. Emont says just seeing that 60% of young people are employed in the informal sectors such as delivery and  transport is not the policy for a country with a large young demographic.

Key Indian projects in Sri Lanka or Ceylon are the Kankesanthurai harbor in northern Sri Lanka and the Ind0-Japanses East Container Terminal at Colombo port. In Maldives it is the Greater Male Connectivity Port. With its expertise and leadership in solar energy India is also launching solar initiatives in Sri Lanka. India has focused efforts on developing human capital and employment intensive sectors. This contrasts with the non concessional loans that finance infrastructure projects often with Chinese labor that do not generate the jobs Sri Lanka or Ceylon so desperately needs. Earlier period of Chinese infrastructure projects led to the debt trap with building of Hambantota port and facilities which Sri Lanka could not effectively utilize, and led to buildup of interest on loans. Sri Lanka now has the opportunity to make a new beginning as part of the SAGAR (Security and Economic Cooperation for All). The whole range of intitiatives in many areas show India's long experience in working with Sri Lanka since 1900 when early development projects were initiated. India has a long list of projects to help Sri Lanka keep up with India in its development- two education tourism projects, ITEC Indian Technical and Economic Cooperation, and Technology Adoption Project. This opens a new path for Sri Lanka to make steady progress on a wide range of projects for the next 10 years for sustainable development. As India grows this will expand the range of possibilities for Sri Lanka that it could never achieve on its own. Many new projects can also be done with the economic cooperation and assistance of UK, U.S. Japan and India to broaden the range of possibilities and financing. ...

The national plann ing agency NITI Aayog says it recognizes the multiplier effects plus spillover effects of infrastructure development for  Indian manufacturing, and understands how the US, Japan and China accomplished this going back to the New Deal in the US in the 1930's. It can also pioneer in new ways learning from the experience of these countries. This will bring results in demonstrating how India is learning and developing its own model of the best way to build excellent infrastructure, and do this with renewable energy, and environment inclusive efforts.    ...

India is a major partner for Africa in the areas of energy and healthcare. India is a critical partner for Africa during the coronavirus pandemic in providing medical supplies and maintaining the critical supply chain. Indian oil and gas firms have invested $7 billion in Mozambique. India is Africa's third largest export market and India has $54 billion in investments in Africa. Foreign minister Jaishankar called India a reliable partner for Africa interested in developing the region. In fact Gandhi first started his nonviolent struggle in South Africa on behalf of miners in the region and fought for rights of African and Indian people in British South Africa. As a leading member of the British Commonwealth of nations India has a long history of ties with South Africa, Kenya, Tanzania, Nigeria, Ghana and other former parts of the British Empire. Indian workers and merchants played a large role in development in Africa after and during British rule. There are also older ties with Portuguese ruled Africa (Mozambique and Angola) with Portuguese settlements on the east coast of India. The Indian Ocean ties go back to the 15th century. ...

PM Modi put Yoga in this way- "The whole universe starts from our own body and soul. The universe starts from us. And Yoga makes us conscious of everything within us, and builds a sense of awareness." India's development in the next decades to come will be driven by a profound sense of what Yoga is and what it is to be a Yogi.

Indian rating agency Crisil says expeditious settlement of stressed assets in India's banking system is needed for the private sector to play its part in the country's infrastructure development. In the last 4 years much of the effort in infrastructure was undertaken by the government. Crisil CEO Ashu Suyash, says Rupees 50 lakh crore needs to be allocated for capital investment in infrastructure for the 5 year period 2018- 2022. About Rupees 3000 crore investment per day is required. In addition to improving the banking system, other actions needed are new private-public partnership efforts, front ending of projects, and a deepening of the infrastructure financing system. Infrastructure investments have suffered from lack of investment in India and this should be a top priority for the government, say experts. This includes tapping into pension and insurance funds under new arrangements. The central government has announced a 7 lakh crore investment plan to build 83,000 kilometres of highways by 2022. Crisil has developed an "investability index" to track and measure the attractiveness of such projects.   ...

The project is being expedited with the federal and state governments completing land acquisition and covering extra costs of the project. This was one of the projects coming out of meetings and close collaboration .between Modi and Shinzo Abe of Japan. The cost estimated at 1.1 lakh crore is financed for 81% of cost by Japan's JICA through along term loan. Some of the engineering work may be completed by Indian engineering firms to reduce the cost. Delays mean the project cost will increase and some of the cost can be adjusted by doing some of the work through Indian firms under Make in India. Navdeep Puri, India's former ambassador to Egypt, discusses the importance of India's relationship with the United Arab Emirates and particularly its relationship with the leaders of Abu Dhabi. Indian prime minister Modi has visited UAE 3 times and has built a close relationship with Mohammed bin Zayed (MBZ). Interviews with MBZ in the NYT and indepth articles show that MBZ is a different leader in this part of the Arab world who has inbuilt in his nature both old Arab values and tradition that he respects with the modern world that he saw in Britain, and is simply striking out for a different path that sees modernity in the British way as a way forward for the entire region. MBZ is also seen as a mentor for Mohamad bin Salman of the Saudi country. MBS is also striking out  for a different path for the region. Saudis are financing development agenda for Egypt by helping rescue the Egyptian economy with investment and assistance at a critical time of the pandemic. This also extends to aid and assistance to Turkey. For MBZ and MBS the British approach to modernity and the American approach to modernity, with science, technology and both respecting and modernizing traditional ways, offer a way forward for the entire Gulf region. When these countries look around them they see India as also striking out in the same or similar direction. Both Arab and Indian traditions are being seen in a respectful way, without ever losing sight of the development goals and fully accepting the modernity that Britain has brought not just to Asia but long before that to Europe and the US. This may be the true foundation of the new relationship of the Gulf region with India - seeking a common path to modernity and development for all the people of their countries after the failures of the last 75 years. ...

India's $1 billion credit line and about $2.5 billion in economic assistance comes at a critical time for Sri Lanka. Indian ties to Sri Lanka go back to the founding of the country with the landing of North Indian prince Vijaya in Tampabanni, cooper colored soil country. No other two nations have ties that go back so long in time to the Buddhist period in India when the Emperor Ashoka sent his son Mahinda with a branch of the Bodhi tree to Sri Lanka. India also provides a role model with Modi's sab ka vikas, sab ke sath, sab ka viswas, sab ka prayas, development for all, with all, with everyone's confidence, everyone's effort as the theme and policy for all of the nations in the Neighborhood Initiative. Another aspect of the ties is the revival of the Buddhist ties as India revives Buddhism and Buddhist religious places in India including Kushinagar where Lord Buddha gained Nirvana. It now has direct air links to major cities in Asia. ...

India moves forward with ports and maritime development with projects worth 38,000 crores or $4.75 billion including Mangaluru Port Authority and refinery, petrochemical industries. Priority is being place in port connectivity and development for 150 projects on a 7500 kilometres coastline. Ports are important for logistics and exports, a key priority for linking India to the new supply chain being built by the US and EU, which would link India to manufacturing supply chain in Vietnam, Japan and other countries. Natural gas brought in through ports would enhance green development to reduce climate change emissions. India's coastline of 7500 kms compares with 20,000 for the US, 25,000 for Australia and 14,000 for China. India's coastline is about that of Brazil and a bit less than Mexico. New Zealand with a coastline of 15,000 has more coastline than China or India showing how the Pacific ocean coastlines are of a magnitude higher. Women can provide the empathy needed for development in smaller towns and villages as they take up positions in these areas early in their IAS career. More women need to take up careers in the Civil Service to provide the kind of leadership needed in running the country that India needs at a critical time in its move forward in development and modernization.

US Naval Blockade Day 10- US stock markets up 4.1% for 4 months, oil price $95 a barrel, prices at pump $4.02 down from $3.94 a month back. If all the US seeks out of an agreement is getting nuclear material out of Iran to keep nuclear weapons out of the Middle East based on 5 decades of war in the Middle East- Afghanistan, Syria, Iraq, and now Iraq/ Lebanon- this is to protect the people of the world from nuclear weapons, including China, India, Brazil, Russia, EU and other nations. This was the goal of Democratic administrations also, only the Republican approach is to err on the side of safe and take zero chances on future nuclear escalation while the Democratic administrations were based on trust, trust which is not a sure thing in the Middle East political and cultural environment. Some of DJT comments were bluster, but the basic position is the same- against nuclear proliferation for a safer planet. In this light the Naval Blockade only seeks not to block Iran's path to a prosperous economy and a bright future for its people. Iran's economy is affected in the same way that India's and China's, Africa's is affected, for upwards of 4 billion people compared to 100 million for Iran. Africa, Pakistan and Bangladesh, Indonesia, among the poorest in the world, poorer by far than Iran. The economic impact on this part of the world is not part of Iranian perceptions. The economic impact on Gulf kingdoms an adversary of Iran is by comparison only a small fraction of the impact on the poorest countries. In this situation US is working to support the poorest segments of the Chinese people ( the part of China in the hinterland that is the one third not urbanized) and the Indian people through its cooperation and direct or indirect support. In this perspective the US economy stands as a steadfast support for US policy of fairness and respect for all nations since 1900- US is not one of the colonial powers such as Britain and France who created some of the artificial states Syria, Iraq, out of the remains of the collapsed Ottoman Empire in the interest of their Empires by 1921, and setup regimes in Iran for its oil, that are the source of today's problems and wars. No Empire of Britain and France promised Iran $28 billion as this Nation does today if Iran ships nuclear material out of Iran for a 100 percent shift to a peaceful Middle East that works for the modernization and industrial development of its economies in the interests of the people. ...

The title is misplaced- does India have an edge with development in Uttar Pradesh after many administrations since Jawaharlal Nehru's time in his home city of Allahabad. Can water and electricity, Jal Jeevan and Swacch Bharat (Clean India) make a difference in India's largest state. Is development for all impartially given, funds impartially allocated indifference shown to caste and religious lines for delivery of services by the state and federal governments? India and China were at about the same place in 1990 as both countries opened up- can India close the gap. Can Indians stretch the imagination to set stretch goals like China has done. Most of the Indians who fail to stretch the imagination fail to remember that Beijing was mostly filled with bicycles for transport during 1990. China remained undaunted in 1990, she persevered against all the odds. So must India. In the US and European Union competition with China it looks to India for restructuring the supply chain. Is Uttar Pradesh a good place for domestic and foreign investment? Water and electricity goals are being achieved in Uttar Pradesh. Fundamental to development is the rule of law, as this sets the basis for development. Adequate infrastructure, a clean India, is what creates a good climate for investment from outside the state and from other countries such as Japan, the US and Germany. Uttar Pradesh now has the potential to lead the way.    ...

India takes on the G20 presidency on December 1, 2023. Modi's phrase "this is not an era of war" becomes the classic part of India's vision for G20, that the next generation will miss out on development if conflict takes the place of cooperation. India stands firm on this point at the G20 and it is accepted by world leaders at the summit in Indonesia and makes it to the joint declaration as a key point. Modi also extended his hand to China's Xi Jinping showing where India stands. India's connections to Indonesia from ancient times, from the Buddhist and Hindu periods of Indian civilization, the connections to Hanuman that extend to Indonesia, were mentioned by Mr. Modi as he took on the role held by Mr. Widodo of Indonesia. India offers a new path forward and a lifestyle suited to the period of tackling climate change through its ancient Yogic civilization, Mr. Modi said.

India's development of the India Middle East Corridor with rail and infrastructure links is a plan that is pursued with cooperation of Saudis, UAE, Kuwait and Gulf region. This is an economic development plan that seeks to invest in the entire South and West Asian region. Just as Europe after 2 wars has emerged from that with the French, Germans, Spain, Italy and Eastern Europe forming  the European Economic Community that later became the European Union, the Gulf states and India which faces the Gulf states across the Arabian Sea are seen as one region that can trade with the European bloc and the US on better terms. A lot of the investments that were wasted in wars are now being channelled into infrastructure development and regional development with resources of manpower from India and with assistance from the US. Sharing the waters of the Indus river system means— the ‘Eastern Rivers’, namely Sutlej, Beas and Ravi, for India, and the ‘Western Rivers’ of Indus, Jhelum, and Chenab for Pakistan. Indus Waters Treaty changes proposed by India include bilateral not international arbitration for Indian dam building plans, and using water storage optimally on its side for the western rivers.

The western rivers have four times the water as eastern rivers and dam building technology has evolved over 75 years. The Indus Water Treaty was written by civil engineers but its international arbitration and three levels need to be replaced with bilateral settlement so that India can go ahead with dam building for development without Pakistan simply stalling everything, which serves no purpose for modernization.

This report shows how the H1-B visa system as it operated for many years till 2025 undercut wages of American workers in the computer and software engineering fields. Changes are being made to accomplish the original aims of such a program. More critical is the number of jobs over a span of years that are lost to US born citizens- in just 5 years 300,000 US born talented engineers and the 3 million workers they could train would simply not be there to power America's reindustrialization and re-modernization 2025-2030. The same is true for India as 300,000 India's talented engineers and the 3 million workers they could train would simply not be there to power India's industrialization and modernization 2025-2030. This hurts the modernization of the two of the most important economies of the world to the year 2030, which would be profoundly felt by 2035. Indian Finance Minister Sitharaman gives the following remarks in parliament on the White Paper presented to the 18th Lok Sabha in January 2024, describing the dire condition of the Indian economy by 2013 with mismanagement and "big ticket" corruption. India's Finance Minister Sitharaman describes the situation in three key areas by 2013 that left the economy of India in a fragile state, with projects stalled, development delayed, and capital investment not taking place. She gives as 3 main points of focus- the state of affairs at Defense Ministry, at the Environment Ministry, and for Energy supplies. At the outset she says PM Modi had suggested the need for such White Paper by 2015 so that future generations would know what had happened in India that failed the country at a time when China had already joined the community of developed nations. The issues go back to the coal scandal when coal auctions had to be cancelled by the Supreme Court for irregularities, the misuse of state owned banks leading to a large increase in non performing loans, and the mismanaged Commonwealth Games under government before 2014.  Sitharaman told parliament this had the effect of national security being compromised, Environment as a Ministry becoming a bottleneck, and the leadership failing the country. In the military there was a critical shortage of ammunition and equipment. She cites the Defense Minister at the time having the attitude that independent India has had a policy for many years not to develop the border areas, as an undeveloped border was better than a developed border. She also says Ministry stated that 92% of the Defense Budget was used up and major acquisitions have to wait for the military. Following this Sitharaman cited the scandals of that period and leakages of funds that weakend the country and failed its people. She compared capital expenditures today of 6.22 lakh crores in 2024 thre times the number in 2013 of 2.53 crores. HAL now makes Tejas jets and helicopters in Made in India production. At the Environment Ministry the delays that were 86 days reached a high of 316 days by 2013 for approval of development projects, with 355 projects pending, the nation brought to a standstill with the effects of the coal supplies to thermal power plants being wholly inadequate and Coal India in poor shape. The root of this was said Sitharaman- what everyone in Indian business knew, the term "genteel facts," as the cost of business going up. She cites the changes since then of aiming for Balance and Development- Transparency, Online Green Clearance, Standardized Environment Impact Studies, A new Department of Climate change, International Solar Alliance 2015, Mission Life 2022, Green Hydrogen, Namami Gange, Rooftop Solar. India set ambitious goals at the last Climate change Conference.    ...

Hardeep Puri writes in the Indian Express that one of the biggest problems in development in India was that government programs for development just kept getting delayed, and there were leakages of funds that could never be tracked. It is the sign of a developing country that it remain perpetually a developing country when it does not find a way to overcome this situation. Most of Asia, Japan, South Korea, China has found a way out, and it is a sign of character in a country and its administration that real implementation takes place to transform a developing country into a modern country organizing and combining the inputs of land, capital, technology and human resources. Just one example is the Pradhan Mantri Awas Yojana to build housing in India's cities to promote quality of living. In the last 7 years Puri writes in the Indian Express that 11.2 million houses were sanctioned, 4.9 million built and the rest to be built by March 2022. Compared to 1.2 million in the prior 10 years. To do this investment jumped by about 10 times. In the US infrastructure was neglected in the last 2 decades. In India urban infrastructure was delayed by never ending delays and leakages of funds. Across a range of projects from Metro urban transport to rail, bridges and road, infrastructure was slow and wobbly in India for most of the decades since 1947. The Smart Cities Mission is being financed with an investment planned of Rupees 2 trillion or over $200 billion to change the urban landscape with people centred priorities. As Puri writes silently, non performers are being weeded out, loopholes plugged, targets set, in scrutiny and monitoring of projects all the way to the prime minister in a way that has never happened before. There is relentless focus on monitoring the missions, problems to overcome, targets and dates of completion. Bringing to life a new national character and spirit for India during the pandemic. ...
