Chancellor Merkel of Germany proposed bilateral or trilateral deals between smaller groups of countries as a temporary solution till some agreement can be reached on immigration. She said "The European Council will not yet provide an overall solution to the migration problem." Hungary, Poland, Slovakia, Czech Republic which have opposed a quota system for asylum seekers did not attend.  Austria, Denmark, and Italy with the new government openly opposing immigration, attended the summit. Merkel said  a "lot of goodwill" was created, and leaders agreed that borders need to be better protected to prevent people from entering illegally, and reducing immigration at its source points in Africa. The migration problem has persisted as an issue long after the huge surge in immigration in 2015 has diminished to a trickle, and after chancellor Merkel has accomodated critics with new policies strictly limiting new immigration. New governments in Denmark, Austria and Italy, and the government in Hungary under Viktor Orban, have kept the issue alive by running on anti-immigration platforms. The European summit in 2018 was used by Merkel to reduce disagreement on this issue by allowing different countries to express their views and working in smaller groups for mutual benefit. It also reduces tension inside her CDP-CSU coalition after Bavaria based CSU decided to run in 2018 state elections on a platform calling for securing borders. ...

US president Biden authorizes $350 million in immediate military assistance to Ukraine. Western leaders now believe that NATO countries are at risk if they do not help stop the invasion, as it now appears that Russia seeks to restore a sphere of influence across Eastern Europe that existed under the Soviet Union. In 1956 Soviet tanks entered Budapest, Hungary. A situation reminiscent of that in Hungary is now taking place in Ukraine in 2022. Earlier the Russian view of Ukraine neutrality was accepted by western leaders- the situation has changed during the last week, as it is now perceived that Russia seeks to change the situation in Eastern Europe. This completely alters western Europe's and America's view of the situation in Ukraine. All this has happened in a matter of days, and in a few weeks. On the Russian side the invasion is not popular with street protests in Moscow and people on the street skeptical about the invasion and its objectives. The view is beginning to emerge that this invasion only breaks the fraternal ties between the Belarus, Ukrainian and Russian peoples that have existed for centuries. In this sense the politics and governments of the present are not relevant as much as the shared history. Ironically it is this shared history that Mr. Putin seemed to want to assert. Yet it ignored the fact that Ukraine also has a shared history with Poland and the Baltic countries and the desire for a different system of government is common to all the people's of the world. Sri Lanka, Bangladesh, Indonesia and India; UK and Scotland or Ireland; Sweden, Norway and Denmark, Canada, Britain and the US; Hungary, Austria and Germany; all have a shared history yet the people in each country at different periods of history have made their own choices and decided what they would do as independent countries.  ...

Henry Kissinger's first book is on the Napoleonic Wars and how the Austrian chancellor Metternich negotiated a peace that after 1815 kept a fragile peace in Europe till the war in 1914. Sometimes it is said that Kissinger as NSA and Secretary of State to US president Richard Nixon modeled his role from that of Metternich who with Kissinger shared a German background. This was based on realism and was based on offsetting the tyranny of Napoleon in Europe with a balance of power between Britain and Austria-Hungary.

Poland's Finance minister Rostowski, says that Poland will join a trading band pegged to the euro called the exchange rate mechanism 2, for the zloty by the middle of 2009. This should help support the zloty in this difficult period giving the backing of the ECB to its currency. The zloty has lost 35% of its value in the past year. Poland, he said, will keep its deficit below the 3% level of GDP, and will rely more on monetary policy to fight the recession. Rostowski is visiting European capitals to give the message that Poland is different from some other Eastern European countries like Hungary, and it has more trading links to the west. Poland expects to have some growth of 2% in 2009.

After that the US could follow. Mr. Manchin is a Democrat whose vote is needed for Congress to pass the legislation. Currently the tax is set at 10.5% after legislation passed by president Trump.

Much of the funding for HEIRS - for Health, Education, Infrastructure, Retirees and Society- has to come from better collection of taxes, so that everyone pays their fair portion of taxes which tech companies are not doing in the last decade.

DW.com shows amazing pictures of European leaders in a really informal setting Starmer, Meloni  and Macron standing keenly listening around them as Merz and Zelensky are in conversation on a sofa bench, EU's Leyen on a sofa nearby, with many other European leaders, all trying to catch the conversation. One can see this by clicking on original article. This article in Zeit Online tries to provide the facts behind Merkel's decision made in a period of 24-48 hours to let refugees marching towards Austria from Keleti station in Budapest, Hungary, September 5, 2015, to enter Germany. Other reports pointed out that too little time was given to make the decision and that it was purely done on humanitarian terms. And made during that short window of time, in which a decision had to be made to turn away the refugees going on foot for hundreds of miles or to turn them away. Given Germany's earlier history the choice was a difficult one but erred on the side of being humanitarian. Though Merkel's selfie with a refugee at a hostel on Sept 10, would seem to suggest otherwise, Merkel has said her decision was made with so little time and little opportunity to understand all the ramifications of this. It was not an open invitation to refugees to come to Germany.
