A small group of advisers and Macon including Nicholas Sarkozy of the Les Republicains voted to have new elections. Les Republicains governed France under presidents De Gaulle and some of De Gaulle administration members Pompidou, Giscard and Sarkozy. Sarkozy was seen as aloof and was succeeded by the Socialist party's Francois Hollande. At that point in 2017 at the end of Hollande's term the Socialists failed to take up working class families issues, and it marked the beginning of the National Rally of Jean and Marine Le Pen gaining worker support. Macron was a minister in the Hollande government who detected an opportunity in the loss of support for both Sarkozy's Les Republicains and Hollande's Socialists. He set up his own movement for renewal of France saying France needed newer people than the old administrations and got an infusion of support from young people. Yet Macron lacked a specific program to get back the voter support of working class families as he implemented policy on climate without addressing concerns of cost of living leading to yellow vest protests. He was reelected im a close election with a challenge from National Rally 58% to 42% in second round after having only 5% point margin over Le Pen in first round, with help from the left vote. Macron spent the first two years of second term fighting the unions and labor over pension reform, when his measures failed to pass the Assembly he used executive action. As a result support in small towns and other parts of France has shifted to National Rally, with the immigration issue adding to support and young people frustrated by Macron not tackling key issues of working class people decided to shift to the National Rally and to Melenchon left party, and to Socialist parties. As Macron is closely allied with Les Republicains ideology he is looking for away to rebuild the LR and his EN Marche as an alternative in 2027 presidential elections. ...

Spain's 7 LNG terminals, its renewable energy projects, its ties with the Middle East and North Africa, make it a potential exporter of energy in Europe. Spain is too dependent on tourism. The Pedro Sanchez government plans to use 140 billion euros from the European Unions's Next Generation Fund for the green conversion of its economy. This includes reviving the Midi Catalonia project, a gas link between Spain and France. This pipeline would have a capacity of 7.5 billion cubic meters of gas in its first stage, one seventh of the Nord Stream pipeline from Russia that was shut down by Germany.

The prime ministers of Italy, France and Spain push jointly for deposit insurance to cover European bank deposits, Europe wide banking supervision, and bailout funds to directly purchase sovereign debt of Italy and Spain without conditions. This takes place June 22-27, 2012, with the EU leaders increasing pressure on Germany for the first time in concerted fashion. Ms. Merkel and her coalition partners the Free Democrats see this as an effort at mutualizing debt. With a divided Congress the US will not be able to implement the minimum tax negotiated by the Biden administration with other countries. Now the global minimum tax is moving ahead. The OECD spelled out how the minimum tax implemented in the European Union, UK and South Korea will interact with the US tax system. Under the minimum tax system negotiated by Janet Yellen of the US nations agreed to adopt the 15% tax on their home country companies. France for example would require a French company to pay at least 15% on its operations in the UK, US, or anywhere else.

Meltzer says the northern European countries France, Germany, Netherlands, and others should form a new currency union, and leave the euro currency to Portugal, Ireland, Italy, Spain, and Greece (the PIIGS countries). This way Greece can devalue its currency to bridge the gap of 20% between wages in Greece and the productivity of workers in Greece. The new currency union would follow fiscally binding rules. After the adjustments in currency were made by Greece, Portugal, Italy and Spain, these countries could be admitted to the new currency union of the northern countries. This would be conditional on acceptance of financial discipline and enforceable sanctions by these countries. Meltzer says clever agreements designed to protect the bankers are not the solution, as they only shift the responsibility and the burden for wasteful and reckless behaviour to taxpayers. The CDU convention in Leipzig, Germany passed a compromise resolution that lays the ground for a EU country to voluntarily leave the euro zone and still maintain membership in the European Union. The resolution called for changes to the Lisbon Treaty to allow a euro zone member that is "unable or unwilling to permanently obey the rules connected to the common currency... to voluntarily... leave the euro zone without leaving the European Union." Merkel told delegates that Europe must change the EU treaty to allow for strong automatic sanctions for violations of the monetary union treaty. "We need to send a clear signal. We don't whine; we don't complain. We know instead that we have a job to do." On the issue of voluntary withdrawal from the eurozone, the earlier decision by Merkel and President Sarkozy of France- when prime minister Papandreou of Greece decided to put the issue of membership to a referendum- was to tell Greece that leaving the eurozone would mean leaving the European Union. This CDU resolution provides a basis for Greece to resolve its debt problems outside the euro currency, as experts suggest....

The Labour party's support for not withdrawing from the European Medicines Agency is the subject of an argument after Prime Minister's Questions in the British parliament. Labour leader Keir Starmer confronts prime minister Boris Johnson in parliament after Johnson reminds Labour that it had on repeated occasions called for the UK not to withdraw from the European Medicines Agency.  The UK vaccination drive is far ahead of the vaccination drive in European Union countries including France and Germany, because of British initiative in boldly betting money on vaccine supplies with pharmaceutical companies, and earlier approval by the UK health regulatory authority. Here is the comment in the House of Commons by Boris Johnson- "If we had listened to (Starmer), we would still be at the starting blocks because he wanted to stay in the European Medicines Agency and said so four times from that dispatch box." Starmer disputes the statement. The Times cites Hansard, the official record of the House of Commons. It records that Starmer questioned why Britain would want to withdraw from the Medicines Agency in Jan. 2017. In 2018 Labour party supported an Amendment to the Trade Bill that called for the UK to seek participation in the European Medicines Agency. Germany, Spain and France are hit hard by the second wave of the coronavirus and the lack of adequate vaccine supplies is causing grief in European Union. Peugeot plans to shut down its plant at Aulnay-sous-Bois near Paris in 2014. About 3000 jobs will be lost at the plant. In all Peugeot plans to cut 8500 jobs, about 8% of its workforce in France. Peugeot says the pace of losses is unsustainable, with Peugeot losing 200 million euros in cash each month, putting the entire enterprise in peril. This also raises more questions about France's competitiveness as 400,000 manufacturing jobs were lost in the last ten years according to government data. Peugeot is seeing declining sales because of slowing sales in southern Europe, a critical market for Peugeot. Overall capacity utilization for Peugeot dropped from 86% in 2011 to an average of 76% in the second half of 2012, with sharper declines in the small car segment on which the company has focussed. The Aulnay plant produced 300,000 cars 2007, by 2011 this came down to 135,000 cars. Peugeots strategy of making smaller economy style cars with higher French labor costs presents a challenge say analysts, and its slower move into Asian markets has not given it the advantage enjoyed by German manufacturer VW. In addition to the 3000 jobs lost at Aulnay, Peugeot plans to cut 1400 jobs at its Brittany plant in Rennes, and 3600 corporate jobs. To assure unions the company will build a new car at the Rennes plant in 2016, and could move 1500 jobs from Aulnay to another plant near Paris....

A statement by German Finance Minister Schauble that Germany would be able to accept inflation of between 2 and 3% showed the new flexibility of the German position after the election of Hollande in France. Schauble said on April 10, 2012, Germany would find inflation "in the corridor between 2 and 3%" acceptable. The ECB's target is 2%. Earlier the Bundesbank in statements to the German parliament indicated that higher inflation rate in Germany was acceptable if the overall eurozone rate remained near target. This would give other eurozone countries an opportunity to improve competitiveness. Schauble also indicated willingness to accept higher wages in Germany because of years of wage concessions by workers in Germany. France's major parties, unions and industry are in agreement on a plan for reducing wages to avoid layoffs. This gives the normal process of adjustments in free markets a chance to function to restore competitiveness and balance. It also addresses the concerns of workers in Germany who would benefit after a decade of wage concessions, and improve consumption in Germany, as demand for Germany's exports adjusts to a slowdown in the global economy....

It took 12 hours after Maduro's capture for Berlin to respond. Chancellor Merz of the CDU and Lars Klingbeil of the SPD Deputy Chancellor are in a coalition government, with the SPD taking a different and cautious view than the CDU. Both agree that the Maduro government was illegitimate and about human rights abuses.The final statement said the Maduro government was illegitimate and had human rights abuses, and welcomed the change. It also was cautious in its wording as it was concerned about implications for international law. No mention was made of drug trafficking to the European Union from Venezuela and its impact on European society as a concern, but this must be a concern that European leaders have. European leaders have failed to bring this up which can be mystifying for people outside Europe knowing the increasing damage drug trafficking is doing to European society, including France, Italy and Germany.

France goes to the polls on April 10. Marie Le Pen is shrinking Mr. Macron's lead in the polls. Most of the other candidates other than Mr. Melenchon show less than 10% support from voters including Valerie Pecresse of the Republicans who have failed to arouse much enthusiasm The Republicans and the Socialist party of Mr. Mitterand and Mr. Hollande were defeated in the last presidential election by Mr. Macron. Today the choice is between Le Pen with her inexperience and her policies skeptical of the European Union and Mr. Macron who is more experienced but lacking an effective social policy in addressing the social problems in France raised by the yellow vist protesters. Immigration is an issue in this campaign and Mr. Macron has taken a tougher stand on immigration and cultural issues following several terrorist incidents. There is a general lack of enthusiasm with 25% of the voters not expected to vote, many of them 25-34 years old. With 37% of the voters not decided which way they will vote and some votes cast even if the candidate selected was seen as having some drawbacks, the elections in France are a vivid contrast to the recent election in Germany with the Greens and Social Democrats ending the CDU's four terms leading the government under Merkel. At the seaside meeting Sarkozy met privately with Merkel. Merkel offered to take back the German demand for automatic penalties for nations failing debt guidelines. She insisted that bondholders should bear losses if a member nation of the EU defaults. The French president agreed to accept the German condition knowing that Germany was reluctant to support the bailout fund beyond 2013, and German public opinion was souring on the bailout. The European Central Bank president, Trichet, was furious that the two leaders were undercutting his efforts to create confidence in the euro. Trichet told Sarkozy, he must not understand how serious the situation was. Sarkozy told Trichet, "you must be talking to the bankers," "we are responsible to the citizens." Weeks of negotiating between the ECB and the Irish government followed, leading to the bailout of Ireland. The contagion effects on Portugal and Spain created more tensions for the euro. Merkel softened the German position and the EU leaders meeting in December 2010 moved in the direction of a closer union. Bondholders would still take losses but only if one of the EU member states were to become insolvent. And after months of discussion and debate the EU leaders realized that the only way forward for the European experiment was to build a closer financial union. European Union countries, Britain and the US face the risk of a resurgence of coronavirus through the Delta variant and other variants. The Delta variant detected in India is 40% to 80% more transmissible than the Alpha variant detected in the UK, with the Alpha variant 50% more transmissible than the original coronavirus that originated in Wuhan.    Virologists in Italy feel they are flying blind at this time because of the lack of genetic sequencing in Italy, Spain, France and across most European Union countries. The UK has done genetic sequencing on 27% of recent covid positive tests. The figure drops to 1% for Italy and is tiny for most of the EU countries including Spain and France. Without genetic sequencing it is hard to predict and take steps. Another problem in the EU is that the southern economies Spain, Portugal, Greece, Italy, Croatia are dependent on summer tourism for the economy. The UK economy can handle a delay to a full opening for 6 weeks without serious impact to the economy, says WSJ. Southern European economies can afford only short delays to full reopening. Croatia acted as a door to spread of coronavirus into central Europe when Germans and Austrians went to vacation spots in Croatia in summer 2020. This situation could be happening again in 2020 with British and other tourists visiting vacation areas in Portugal, and Germans visiting Greece and other summer tourism spots. Portugal's national health institute says the Delta variant represents 60% of new cases in the area around Lisbon based on early data. The government of Portugal is facing criticism for letting a Champions League soccer final to take place in Porto, Portugal between two English teams. Thousands of English fans watched the game at the stadium. Other problems are in relaxing of mask rules in France and Italy, last week in France and in the coming week in Italy. French nightclubs open July 9 without mask requirement. Germany is maintaining some social distancing measures and this includes mandating medical masks in closed public spaces and on public transport. Half of French, Italians, Germans are vaccinated and quarter fully vaccinated. Yet the gaps of unvaccinated people is large enough to cause serious concern of another wave. The relaxation of mask rules- the entire stadium in Budapest was packed for a recent game between Hungary and Italy for a soccer Euro 2021 game with no masks to be seen. Stadiums played a key role for the spread of the original coronavirus in Italy with a game in Bergamo, Italy, in the area near Milan. All this makes health officials concerned about the risks of still another wave of the coronavirus.   ...

A conflict is developing between Britain and the European Union over vaccine supplies as both sides try to get access to limited supplies. Britain and the US have moved ahead with their vaccination drives, causing alarm in Europe as Germany, France, member states of the EU lag behind. The problem comes from the delay in approving the vaccine by Astra Zeneca and Oxford University by the European Union. European Union prestige is at stake because its slower process of approving vaccine has led to a delay of 1 month in approving the Astra Zeneca vaccine. The Oxford vaccine is only now approved in Europe. Other problems have emerged. Astra Zeneca has announced that its vaccines made in Britain are now running short of supply and it can only provide 39 million doses to the EU instead of the 80 million originally arranged by EU. Soon after this announcement Pfizer said its factory in Puurs, Belgium, near Antwerp, is running into production issues. This would reduce supplies to the EU.  The EU has responded to this situation by saying it was being treated unfairly by Astra Zeneca. In response it has introduced new paperwork that would limit supply of Pfizer vaccines to Britain from the Belgian plant. Other countries are watching this situation with dismay as richer countries are fighting for the vaccine supplies. ...

Britain's prime minister David Cameron is having finance minister Osborne lead the negotiations with Germany and France on treaty changes for Britain to stay in the European Union, following his election promise to hold a referendum by 2017. The discussion about the prospects for changes show how difficult it will be for Britain to get the changes in the next 2 years. German chancellor Merkel supports Britain staying in the EU but only up to a point, and German public opinion does not show strong support for the kind of changes on immigration that Cameron is seeking. Support is also declining in countries like Poland because of the immigration issue. Merkel would like to see Britain in because of its open economy, free markets, and also because German contributions to the EU budget would increase significantly with the exit of Britain. Northern countries such as Sweden would also favor an effort to keep Britain inside the EU. On defence and foreign affairs EU without Britain would not carry the same weight and influence. Inside Britain Cameron faces problems with Euroskeptics inside the Conservative Party, and with the 13% popular vote that went to the UK Independence Party in the recent election. The uncertainty is not good for business and the economy of Britain, which is why Cameron is considering holding the referendum on the EU in 2016....

The context for this is the meeting of 26 leaders of European nations in Brussels on February 4, 2011. Germany is pushing for major changes in the way the European Union works so that economic integration is coupled with the political integration process. This is now thought to be the only way to make the EU work, and both Germany and France are pushing for this. Aspects of the economic coordination Socrates supports are pushing up the standard retirement age to 65, which Portugal has done. He is less supportive of de-linking wages to inflation. There he pointed to the 5% public sector pay cut to go into effect this year. Socrates says the challenge for Portugal is "not to be more competitive with lower salaries." He also provided statistics that show that " this is a modern country." Statistics on electronic government tenders, the ratio of computers to children, the percentage of energy from renewable sources. Italy's prime minister, Mario Monti, in an interview with Britain's Guardian newspaper, June 22, 2012, says the detailed blueprint for action will not come out of the meetings in Rome of European leaders at the end of June. But he added: "there will be some strong elements and a short road, I hope, short, a few months, to get from there to the overall project." Separately Christine Lagarde, head of the IMF, said after meeting European financial leaders in Luxembourg: "A determined and forceful move towards complete European monetary union should be reaffirmed in order to restore faith. At the moment, the viability of the European monetary system is questioned." Monti is a former senior EU official, and Christine Lagarde was France's finance minister under president Sarkozy. The difference now compared to meetings in 2010, is the changes in France, Italy, and Spain, and at the IMF, with new leaders Hollande in France, Monti in Italy, and Rajoy in Spain, and Lagarde at the IMF, and a new context in that the austerity policies by themselves are seen as failing to produce the desired results. A further change in the dynamic is the win by Social Democrats in regional elections in Germany and Hollande opening a dialogue with the German Social Democrats. The dialogue with Merkel has been enhanced by appointing seasoned EU officials in key positions in the Hollande administration in anticipation of a tighter fiscal union in the EU....

This Editorial Board editorial in the WSJ should be titled Ukraine Corruption and Ukrainian people's interests in good governance. The reason is that beyond ensuring that the $187 billion sent by the US is used without corruption and this editorial cites evidence that this is the case through many oversight authorites US and EU has set up- there is the larger interest of the people of Ukraine battered and fatigued by 4 years of war. Corruption becomes an accepted practice in many democracies. Nations such as India that were mired in corrupt practices in state governments are seeing major changes in the last decade with public funds dedicated to infrastructure going to build the new infrastructure India needs to modernize its economy. It is proving that this is possible in Asia, as is shown in Taiwan, South Korea, Japan, China and now India. There is every reason to believe Ukraine can achieve this good governance with sufficient efforts and this is the goal set by the European Union, by Germany, Britain and France, for Ukraine. ...

Macron took up the challenge of not enough attention being given to Le Pen's ties with Russia and her position of skepticism when it comes to the European Union and climate change. "You are dependent on the Russian government and you are dependent on Mr. Putin. When you speak to Russia, you are speaking to your banker." Le Pen says she had taken that loan from a Czech-Russian bank only because French banks refused to lend to her. "I'm absolutely and totally free woman." The candidates also clashed over Le Pen's proposal for banning Muslim women from wearing headscarves. Le Pen described the veil as "a uniform imposed by Islamists." Macron sad that such a plan would violate France's secular rules and would trigger "civil war" in a country that has the largest Muslim population in western Europe. The Fench colonoized parts of North Africa during the period after 1830, with French colonies in Algeria, Morocco and other parts of the region, leading to immigration from this part of the Arab world. After a series of terrorist incidents the French public lost patience with Islamist tendencies leading to a general swing to the right in French politics including Macron. Yet mainstream parties such as Macron's continue to support France's secular values. The traditional parties from the period before Macron such as the Le Republicains of the De Gaulle period in the sixties and the Socialists from the Mitterand period (1981-1995) both failed to win more than 5% of the vote in 2022 showing the many changes happening in France.  During the Macron period as president Yellow Vest protests brought up the issues of working families having a hard time making ends meet. Macron has responded to such protests with some aloofness but also with a tendency to organize town hall meetings to listen to people express their frustrations.  France has established a stronger welfare state than the US and Britain, and for this reason issues related to the dislocation of smaller towns because of the shift of manufacturing to China are part of the general trend that had affected both the US and western Europe, requiring a more unified response. This now takes shape with the renewal of manufacturing in the US and all the western European countries. Candidates with platforms such as Le Pen's to provide relief for the current surge in the cost of living could offer temporary band aid solutions but not address the root causes that require a renewal of French manufacturing and bringing good jobs home or closer to home. The will and aspiration to bring a next generation industrial revolution to France and Europe is the kind of solution that is needed, one that would revive towns and communities across France and across Europe. Much of the technological capabilities are there in Europe, needed is the will and aspiration.  ...

About 110,000 workers, or about 20% of the number of people retiring each year in France, will be able to retire at the age of 60 in 2013 under a new presidential decree. These are workers who started to work at the age of 18-19 and put in 41 years of contributions into the state run pension fund. The decree by French president Hollande leaves the Sarkozy reform of increasing the retirement age to 62 from 60 in place, but creates an exception for these workers, at a cost of 1 billion euros in 2013, and 3 billion euros in 2017. This could also be a way to get labor union support for public spending cuts to reduce the deficit which are expected.

Germany rebuilding the Bundeswehr and it's military offers a rebalancing of the military situation yet is not the long term solution to the Ukraine problem, NATO limiting it's role and the US limiting it's role in NATO offers a solution that preserves the long term interests of Western Europe(Germany, France, Italy, UK, Spain) and preserves world peace and dialogue. It also promotes integration of India and Russia into the world trade and world economy as it diversifies from the dominance of China in world trade and the world economy of the last 20 years of free trade that deindustrialized US and Europe. What this national security document does not say is that China's dominance in world trade and the errors of the US, Europe, Japan, Russia, India in world trading relationships and their economic approach that made this possible is the central issue and calls for diversification of supply channels in the world economy. This shifts the direction of the world in a peaceful direction where the US, Japan and Europe, India can compete in economic growth and trade with China on equal terms. ...

With some aspects of Marie Le Pen's programme possibly violating the French Constitution and some parts of the programme leading to France being forced to leave the European Union, what was not looked at carefully in the first round vote is now happening for the second round. The Le Pen draft law on "immigration, identity and citizenship," is seen by multiple analyses cited by The Guradian, as violating the principles of equality enshrined in the French Constitution. Constitutional experts say this would also violate European law and lead to a progressive or indirect exit from the European Union. Le Pen's proposal to lower the retirement age to 60 was coming under scathing scrutiny, with Jean Tirole, the 2014 Nobel prize winner in Economics saying it would cost 68 billion euros and "permanently impoverish the country." Countries such as Brazil that lowered the retirement age in this manner have found that it seriously affects public finances, leading to the deep economic crisis in Brazil following the commodity price collapse a few years ago. Macron has moved in the opposite direction to raise the retirement age gradually and now with a proposed national consensus, at the cost of losing some support, simply to shore up public finances. So that needed investments in infrastructure and climate change can be made. For this reason it may become evident to undecided voters that Le Pen's proposals have some serious flaws if implemented, weakening the French economy and yet not tackling the deeper problems of younger people.
