Construction spending in manufacturing was $108 billion in 2022. Total manufacturing employment is at about 10% of the private sector. About 800,000 jobs were added in the private sector in the last 2 years. The total number is 13 million, according to the Bureau of Labor Statistics. The Biden administration has set new rules for restricting leading edge chip manufacturing in China. The policy is intended to prevent military use of advanced chip technologies by China, a policy adopted by Xi Jinping in China. US and China have differences on Taiwan and the Asia-Pacific region. Companies making chips will have to decide if they will invest in the US or China. Any leading edge manufacturing in China of chips over $100,000 or increasing manufacturing capacity by 5% will lead to restrictions being placed on these manufacturers for working with the US. This sends a clear message about US policy for leading edge chip technologies that the US seeks to protect from misuse by other countries.

Through his Infrastructure Plan Biden has created millions of well paying jobs and is repairing America's broken and neglected for decades infrastructure- roads, bridges, airports, and mass transit. Then there is the largest investment for climate change action in history, there is student debt relief for 5 million people, delivered free vaccines, cheaper insulin, and capped price pharmaceuticals. Biden says the health system is broken and hugely expensive and America still needs a health coverage for all single payer system. A lot remains to be done and this is just the beginning to fulfill the hopes and aspirations of the American people. No amount of dissimulation, distortion of facts can change that. The Biden plan for families includes paid maternity leave of 4 weeks. It was shortened from 12 weeks in the original $3.6 trillion Biden Families and Workers Plan. This paid leave also applies to caretakers of ill family members such as elderly parents. The lack of such paid leave for mothers or ill parents care meant the US lacked one of the basic necessities of a decent state. Adam Smith in his Wealth of Nations paid much attention to how capital, land and labour could be combined to invest in improved quality of life, and how to build a decent society. Smith wrote this book around the time of the Industrial Revolution in England in the late eighteenth century. Capitalism taken outside this context of benefiting society in the country that started the Industrial Revolution, leads to problems that now exist in the US, China and parts of Europe.

NYT's Thomas Edsall does a great service to America by pulling together different views on the causes of the alienation of the rural population in the US from the Democratic party. The situation in Wisconsin with Ron Johnson winning in that state on the back of resentment of the rural population is shown. It all started say experts with the the so called Third Way that turned out not to exist of Tony Blair in Britain and Bill Clinton in the US that quietly accepted the Reagan view of the world and moved the Democratic party in a different and unknown direction. Obama made things worse by embracing Tech and tech companies into the Democratic party, and ignored the concerns of rural and agricultural parts of the US. The Obama period continued the Clinton policies of letting China takeover America's position in manufacturing, and allowing the offshoring of much of American industry to China. By not closing the chapter of America's wars in Afghanistan and Iraq president Obama lost many critical years. Mr. Biden now has the extraordinary challenge of not meekly accepting what has happened knowing that it is not in the spirit of the party of FDR and Truman, that the Democratic party will stand or fall with the common man, that it will take some time to recover from these missteps, that it is in the interests of America and the American people, and for what America stands for in the world. It is all embodied in what Carl Sandburg once wrote- "The People, Yes!" ...

The vast majority of Americans support the president and understand that they like the president are human and have a bad day or night some days and nights, it is the future that Biden is shaping for which the nation looks to to 2030 just as the Nation did in 1932 and 1936 for FDR, in 1952 for Harry Truman, and again in 1960 for JFK. People should not forget that both the south and the north voted in large numbers for FDR, Truman and JFK, including Texas. In fact Texas was Truman's strongest state in 1948 giving him 66% of the vote to Dewey's 24%, carrying 246 of 254 counties in Texas. The question then was the post war economic future of the US and the free world, today of the post pandemic economic future of the US and of climate change, not about cultural issues, and on this issue as it was then the choice is clear for the American people. ...

When Whitmer in Michigan said "FIx the Damn Roads" that is exactly the kind of language people wanted to hear. Harris and Walz should do the same. They should take up Border Security in a big way face the issue head on. President Biden has already used executive action to cut migrant flow at the border. Keir Starmer studied the issue of immigration carefully and told the public he was different - he would tackle illegal immigration head-on. The $369 billion climate and tax package that is coming out of a deal arranged by Schumer in the US Senate could be a path breaking action. It would enable president Biden to get close to the climate goals he promised last year of cutting US carbon emissions by 50% by 2030 over 2005 levels to combat effects of climate change. The $369 billion package would get the US to reduce carbon emissions by 40% in 2030 over 2005 levels.  Severe effects of climate change with fires and floods in the US, Europe, and Asia have brought a new spotlight to the issues facing the world and the fact that something needs to be done quickly with the US leading the way. Senator Manchin a holdout because he comes from a coal mining state was a holdout. He was persuaded to join as the new legislation provides for support for transmission lines and other investment during a transition period so that it does not affect the economy in his state. The transition period is now accepted as Europe now looks at gas and coal as a temporary resource following the cutoff of Russian supplies and the US will be shipping more LNG to Europe during this period. The vote for this legislation is planned under reconciliation so that the vice president MS. Harris can cast the deciding vote for Democrats in a 50-50 split Senate. Republicans oppose the legislation. Manchin now says it will reduce inflation. Briefly it will give $7500 to every buyer of an electric vehicle EV, and $4000 for a used EV. It would give rebates for heat pumps that increase home energy efficiency. Billions of dollars would be spent for clean energy industries, and for solar, wind, geothermal, other renewable energy projects. Democrats want to get the legislation through the Senate quickly by next week, and so secret were Schumer's negotiations that most Democrats did not know about it. Coming on the heels of the $280 billion CHIPS and Science bill for $280 billion investment in US semiconductor industry, this will be a big win for president Biden and shows the persistence and patience of Mr. Biden is paying off.   ...

Michael Shear says president Biden is listening to his head about the US Border with Mexico- that he would close the US Border if the bipartisan bill is passed in the US Congress, the same day that he signs it to become law. The new bill agreed to in negotiations between Senator Graham and other Republican Senators and the White House ends current parole and asylum policy  that have led to chaos at the border. Shear who has covered presidents for 30 years shows that president Biden held the view that he was elected to provide a human face to the crisis at the border from international migration and close private prisons and poor treatment of children. He listened to both sides of his party during 2021 and 2022 after becoming increasingly aware that something was wrong and by Jan 2023 was convinced that tough action was needed at the border to deport Haitians and other people from central America smuggled northward with 13 flights a day to Haiti to deport illegal migrants.  He made his first major immigration speech at that time. The problem was that there was a major upheaval in Venezuela adding to the tide of illegal migrants as Venezuela sent millions to all countries in Latin America and north to the US, an international crisis playing out in Colombia and other neighbors for the last 10 years. When Lopez Obrador of Mexico closed his own migrant deportations Biden sent Blinken to Mexico with Homeland Security minister Mayorkas, and after discussions Obrador resumed the deportations. Trains going north in Mexico had conductors who were bribed to slow down to take on migrants. This was stopped and all trains going north were stopped at Eagle Pass in December 2023. Republican governors Abbott of Texas and DeSantis of Florida have sent busloads or flights of these migrants to New York and other cities in the US showing that the entire system of migrant handling was breaking down even as president Biden was convinced by his own advisers including Jake Sullivan that the border required tough action. The president increased planned legal migration to lower illegal migration from Nicaragua and rest of Latin America. By January 2024 Biden was convinced the only solution was closing the US Border immediately after the bipartisan solution. Lindsay Graham senior Republican Senator agreed with Biden with one problem- the Republicans in US House of Representatives did not think it right to work with president Biden to settle the problem.  ...

Biden will visit France for D-day and Italy for G-7 meetings in June, followed by a television debate in Atlanta. The concern about families struggling to make a living with high housing costs and grocery bills continues at the White House and president Biden says he is concerned telling one Congressman- "I care. I know people are hurting."  The Biden policies have worked for unemployment and for economic growth as the US is the only advanced economy in the world to return to pre-pandemic growth. Economic growth is now forecast at 1.7% for 2024 says WSJ, higher than the 1% forecast in January. Younger people in particular and newer voters who did not vote in 2020 are not informed about the economy and only see the difficulty making ends meet in living costs. Sentiment for nuclear power is changing in Germany. An important investigation by the Wall Street Journal looks at the 60 day sprint to find the origins of the Covid virus that killed about 6 million people worldwide, with excess deaths three times that. Did labs in the US and in China and scientists experiments cause this or did it happen naturally in the wilderness or in wild animal markets in China. Were other points of view excluded, asks the WSJ by NIC in it's 90 day sprint meeting with president Biden on August 24, 2021. WSJ Investigation says the FBI WMD scientist Banaan and scientists at the Defense Intelligence Council Hardham, Cutlip and Chretien were kept away from the president at a crucial final meeting of National Intelligence Council with Biden on the 90 day sprint to discover where this virus came from. Comparable is the  25 million people who died in the Black Death plague in Europe in 1348- Europe's population did not return to its pre-1348 level till the 16th century, says Britannica.  A scientist working at the FBI offices in Virginia Banaan was brought to main FBI offices for WMD to look into the origins of the virus in Feb. 2020. He and the FBI expected to be called in to see president Biden at a special meeting with Avril Haines, James Murphy of NIC. The FBI and Defense Intelligence Council scientists were not called in to see the president. Scientists on the DIC Council section on the Virus were not given a chance to share views or join the meeting by the Director DIC Scott Berrier who had his own theory on the virus, says WSJ. These scientists had done genomics research that showed a spike protein part of the virus that enable it to enter human cells was constructed in a lab, says WSJ. The WSJ investigation says the investigation sought by president Biden in a 90 day sprint was done with the National Intelligence Agency officials under Avril Haines, a State department official who joined the agency after the 90 day sprint, and James Murphy of the NIC who headed it's WMD section. WSJ report says the heads of Defense Intelligence Agency and NIC believed in what is called the zoonotics theory that the virus was of natural origins and simply transferred from animals to humans. A Lancet article in Feb 2020 by a group of scientists including Daczak of EcoHealth Alliance that supported coronavirus research at Wuhan had supported this theory in the interest of global cooperation to fight the virus but called any alternative explanations conspiracy theory, says WSJ, politicising something that should never be politicized.     ...

With a divided Congress the US will not be able to implement the minimum tax negotiated by the Biden administration with other countries. Now the global minimum tax is moving ahead. The OECD spelled out how the minimum tax implemented in the European Union, UK and South Korea will interact with the US tax system. Under the minimum tax system negotiated by Janet Yellen of the US nations agreed to adopt the 15% tax on their home country companies. France for example would require a French company to pay at least 15% on its operations in the UK, US, or anywhere else.

Boosting vaccine production for the Indo-Pacific region that includes Bangladesh, Indonesia, Malaysia, Thailand, Philippines, Vietnam with production done through Biological E in Hyderabad will be discussed at the meeting with Biden. Japan will fund the project, and Australia will handle the distribution. This will be part of a followup to a March 12 virtual meeting of Quad leaders. This effort to meet the vaccine supplies challenge for the Asian region covering south east Asia and its population of 600 million will be one of the major outcomes of Quad countries collaboration, making it a peacetime collaboration that supports development in the region without burdening the financial position of any country.  The other part of US- Indian collaboration and Quad collaboration centers on two related themes after healthcare and pandemic. The immediate challenge is to tackle the breakdown in the supply chain for semiconductors. The US and Europe can no longer depend entirely on a supply chain based in Taiwan. The narrowest part of the Taiwan Straits which separates Taiwan from the Chinese mainland is only 81 miles wide, which makes continued dependence on chip production on Taiwan an unreliable option and the need to build a new supply chain for Japan, EU and US. Plans will be made to address this in the talks. The Biden administration has already taken action with Intel Corp making a U turn and bringing chip manufacturing back home to the US with $50 billion investment planned. India and other Asian countries may form additional options for semiconductor manufacturing. The third part of the Quad effort will center on US and Japan ramping up infrastructure building capabilities with India to build infrastructure across Asian countries and in Africa that will be financed in a way that will not have some of the liabilities of the Chinese initiative called Belt and Road. Loans given by Chinese state banks and contracts including manpower from Chinese contractors are now seen as not meeting the needs of Asian and African countries. These loans most of the time cannot be repaid as in Zambia, and other parts of Africa, and in Pakistan, leading to interest accumulating on debt and making future infrastructure development extremely difficult. The use of manpower from China also means no learning curve for infrastructure is formed for local companies and infrastructure comes without new jobs jobs being created.  For most of the period 1900 -1950 the British built Asian and African infrastructure. During the period 1950 onwards the US assumed a major role, as did the Soviets. This changed after belligerent Reagan administration policies and wars in the Middle East sapped the funds that could have gone to infrastructure building that would improved living standards in Asia and Africa. Mr Biden wants to see this change and this is what he meant when he said at the UN General Assembly today- " we want relentless diplomacy to take the place of relentless wars." He means every word of this and the diplomacy is between allies and also adversaries, but mostly with allies such as Japan, the EU and India to build a better world. That he has to do this quickly Biden is aware of that, which is why he said "the next 10 years will determine our future."   ...

US president Biden's $2 trillion Families and Workers plan, for early childhood education, paid leave, healthcare and climate change investment, is coming up for a vote in Congress. Paid leave that also includes maternity leave and leave that would help women return to the workforce, has been added back to the bill. Community college aid was earlier removed from the package with resistance from private colleges that expect to lose tuition paying students, even though male students are falling dangerously behind in attending college without government support. The Biden administration is facing resistance from just a couple of Democratic Congressmen- about five led by a Congressman from New Jersey, and 2 Senators from Arizona and West Virginia- on community college government aid that helps young American men and women from the working class and on paid leave that helps women. Many Republicans have supported taking this action for renewal of America on serious issues that face the country, making it likely that these issues will only become more pressing in the next three years. Sometimes as is happening today some isolated or eccentric situations can block major legislation for the good of the country such as the makeup of a Congressional seat in New Jersey with large pockets of conservative Republicans who oppose spending, and conservative instincts of two Democratic senators from Arizona and West Virginia. This WSJ report looks at Biden's position that deterrence when filing tax returns will generate close to $400 billion and not $150 billion that the Congressional Budget Office says is its estimate. To accomplish this Biden plans to spend $80 billon in large investments to increase the resources of America's tax collecting agency. Much of this was never done and policies geared to where large corporations never paid their fair share of taxes. The first step was to prevent outshoring of headquarters to reduce taxes- and this was achieved in the first year of the Biden Administration with over 100 countries agreeing on a corporate minimium tax. In the same way president Biden now seeks to correct other flaws in the tax system so that much needed investments can be made by generating new revenue not just in infrastructure, but for renewal of America through renewal of support for women, children, and America's working classes. The Biden administration is proposing strict rules for the $7500 tax credit on new EV vehicles. Rules going into effect April 18 will restrict the credit only to certain models yet to be announced that fulfill strict criteria on sourcing of minerals in the US or friendly countries. The idea is to bring the supply chain for minerals critical for EV batteries back to the US and its partners, and shift it away from China that today controls that supply chain.
