Just don't retaliate and negotiations would work things out. Bessent said some countries say they would work with China. I have this to say to Spain about China, he said, it is like someone with brooms and a bucket of water, it keeps on going, production never stops, that is the Chinese model. What Bessent is saying is that the Chinese model is to keep doing what they have always done non stop with no intention to change- build capacity, overcapacity, and ship production overseas to saturate markets with production and destroy industrial base of other countries- from computers to solar panels to electric cars. China is also looking at it's very recent history just the last 15 years as proof of its superiority in cost and quality and efficiency in production as evidence that US and EU is in decline. Forgetting that this was possible with US assistance and desire to lift the Chinese people out of centuries of poverty. For the 19th and 20th century Britain, the US and Europe were leaders in cost, quality and efficiency. US , India and the EU are coming back using their ingenuity, creativity and talented workers and engineers. ...

As Keith Bradsher of the NYT points out in this report too much may be made of the tariffs of 25% imposed by president Trump on steel imports. The effect Bradsher says on China is trivial because China imports make up a fraction of 1% or 0.1% of China's production, and only 2% of American steel imports. Most of China's aluminium is made into products such as auto parts and solar panel frames, and little of it is imported as raw metal. On the day the tariffs were announced, China's top economic official Liu He met with economic officials of the Trump administration and China's reaction was cautious and reflected the fact mentioned b.y Trump about its huge trade surplus with the U.S. of $375 billion in 2017. China's officials stated "that its dialogue with the U.S. was very useful, constructive, and helpful."  China's principal goals are first to preserve its broader trading relationship with the U.S. which gives it th $375 billion trade surplus for 2017 and creates millions of jobs in China, and to preserve its ability to invest in the U.S.  This has given China access to American technology and manufacturing expertise that would be difficult to develop independently. The Trump administration is meanwhile working with senior members of Congress to come up with new rules for tighter scrutiny of Chinese investments in the U.S. as a new phase of competition in technology takes place between China and the U.S.  ...

The simple fact that other countries are subsidizing heavily the early period for building a new industry, as Taiwan has done in semiconductors, China in solar panels, and European governments in other industries, had serious industrial implications that were ignored for too long. US president Biden is following the same approach to bring back American leadership in manufacturing of semiconductors - supporting and nurturing American manufacturing. The unavoidable fact is that tens of billions of dollars are needed in risky bets on semiconductor manufacturing that is feasible only with the help and cooperation of governments. The choice is do this or lose leadership in one sector after another autos, semiconductors, renewable energy, and so on. What many fail to understand is that loss of this leadership leads inevitably to dependence, and loss of national sovereignty or economic security in some form or other. The path to leadership comes through gaining a storehouse of knowledge and technologies which makes it harder for new entrants including ones such as the US who have ceded this position of leadership completely as in semiconductors manufacturing. ...

Intel has fallen behind in 10 nanometer chips and will need a few years says Kessler.  Kessler says Chinese threat to invade Taiwan which has made the US and the EU take a firmer stand on Ukraine poses a danger to TSMC which has 5 fabs or factories in just 1 science Park- Hsinchu Science Park. This poses a question is it safe to concentrate about 92% of the world's semiconductor production in one place Taiwan so close to the mainland of China? And knowing sit tight taking no action? Google's last chairman Eric Schmidt asks this question in the WSJ and calls for a new investments in the US to manufacture advanced semiconductors and other semiconductors for everyday use so that the US national security is protected. Even the $50 billion that is in Congressional legislation has yet to be approved by the US Congress, says Schmidt, showing that US Congress is not moving quickly to address this problem. South Korea and Taiwan including TSMC need to be told to make a large part of the semiconductors in the US and other locations such as India to diversify production. 92% of world semiconductors made in Taiwan that could be taken out with a few missiles, is no way to diversify manufacturing, when manufacturing can be done in India or other parts of the world with lower costs and with needed engineering manpower. ...

The higher US tariffs ranging from 41% to 345% on Vietnam, Malaysia, Thailand, and Cambodia will make it difficult for China to use these countries for factories that then dump highly subsidized product  (solar panels, other product) in US markets, at prices that are below production cost. India and the US are nearing a trade deal that gives India a chance to become a major manufacturing center for fair trade supplying the US. India will plan a partnership with US in which US goals and manufacturing are supported while at the same time making some parts at cost competitive with China.

Eminent climate ecologist Nicholas Stern says India's commitment by 2070 demonstrates real leadership from Mr. Modi of India.The Guardian says India's commitment to net zero emissions by 2070 is realistic considering that it is decades away from its peak in economic growth and energy consumption compared to US or even China. Energy consumption is expected to grow faster than any other country in the next few years. India's population is also expected to pass that of China as the largest in the world. The Guardian says climate experts who did the modeling have said this was the most realistic scenario for India - to achieve net zero emissions by 2070. This also means India's peak energy emissions will be reached by 2030. Eminent climate ecologist Nicholas Stern says - "This was a very significant moment for the summit. This action might mean India's annual natural greenhouse gas emissions could peak by 2030. This demonstrates real leadership from a country whose emissions per capita are about one third of the global average."  Also significant is Mr. Modi's pledge to deliver on 5 commitments 1. 50% of India's power to be generated by renewable energy by 2030. 2. Increase of 500 gigawatts of renewable energy including solar by 2030. 3. Reducing carbon emissions by 1 billion tons by 2030. 4. Reduce carbon intensity of the economy by 45% by 2030. This relates to how efficiently energy is used to generate 1 unit of economic GDP. With 1.3 billion people India is the third largest emitter of carbon dioxide- at about 3 billion tons- after the US and China. In growth terms this means India is going to grow very differently from the way China did in 2000-2020 with its many highly polluting industrial plants. The head of the US Renewable Energy Agency Mr.Birol says in a BBC intervew that the cement and steel plants alone of China have more emissions than the whole of the European Union's total emissions. Much of this comes from old plants and old technologies with surplus production of steel from what is now a bygone era of excess, inefficiency and chaotic growth. India plans to bring climate change emissions and energy efficiency through renewables into its Gat Shakti master plan for the country's economic.development. ...

Prime minister Modi's 5 commitments to get closer to net zero by 2030 will require making ambitious efforts starting from 2021. Modi cited Indian Railways as an example to be followed by the rest of industry and transportation, and homes, for the conversion to clean energy. Indian Railways, he told the COP26 conference, had set ambitious goals to achieve net zero emissions by 2030, cutting carbon emissions by 60 million tons from the 1 billion tons reduction of carbon emission Modi promised by 2030. The ambitious 2030 target of 500 gigawatts of renewable energy, mostly solar using new technologies, is another promise.  This Bloomberg report looks at India's energy mix today which is 44% coal, 25% oil, 6% natural gas, for a total of 75% fossil fuels, and the promise of 50% fossil, 50% renewable and other non fossil fuels hydroelectric, nuclear, that Modi made at COP26 Glasgow. Just as US and Europe, Japan, China have huge challenges ahead to make a massive transformation in record time, India faces the equal need to think clearly and embrace new technologies with speed and scale, and make the investments early for transformation. A 1000 mile windswept coastline and 300 days of sunshine make the southern African nation of Namibia an attractive location for green hydrogen projects. Green hydrogen is produced using wind and solar energy. There is a 50 fold increase in green hydrogen projects in just the last 12 months globally. The costly technology needs many projects to get to lower costs through technological advances. Germany is doing a pilot project in Luderitz, Namibia. Luderitz will need a deep water project to ship the fuel out.   Renewable wind and solar energy is used to distil the hydrogen atoms in water, as opposed to the currently used method to maky hydrogen from fossil fuels, known as gray hydrogen, or blue hydrogen if the emissions from fossil fuels are captured. Namibia is chosen as its natural advantages could bring the costs down faster. Other locations being adopted are Morocco, Australia, and Chile. The two sites in Namibia had bids from Africa's Sasol, Australia's Fortescu, Germany's Enertrag and Hyphen Hydrogen.  Hyphen Hydrogen won the bid for the two sites. It says the $9.4 billion project is targeting 300,000 metric tons of green hydrogen production a year from 5 gigawatts of renewable energy generation capacity by 2030. "Now all of a sudden the desert has become valuable," says Namibia's finance minister Mr. Shiimi. Additional asset for Namibia is that it ranks highest after Cape Verde in Africa for transparency, creating ease of doing business. It is ranked 57 in Transparency International rank of transparency for countries in 2020. China is 78, India 86 in rank. Namibia is putting up $45 million for the feasibility study on the project with the sesert scrub land an hour from Luderitz, once a diamond mining town on a rocky Atlantic coastline in 1900. Two sites are located in the area each 675 square miles. South Africa is severely short of energy supplies and a pipeline is being considered to take the Namibian hydrogen to South Africa. The African region is expanding in renewable energy. Lake Turkana Wind Power Project in Kenya provides 17% of installed electricity capacity in Kenya with 365 wind turbines.     ...

India's leading energy official, Anil Swarup, the Coal Secretary, says India has to depend on what is available, with slow progress on nuclear power there is not much else. As India increases its growth rate to 7-8% India will increasingly be dependent on coal. The Modi government plans to double coal production. About 300 million people in India have no access to electricity. The country faces energy shortages in other areas. Even with a push for renewable solar and wind energy, coal is expected to provide 60% of energy needs in India in 2030. One government model shows solar and wind increasing from 6% to 18% by 2030. India points to per capita emissions which are 1.7 for India, 6.2 for China, and 17.6 for the U.S., according to the Carbon Dioxide Information Analysis Center.

Leakage of state funds is serious. Just think how many hospitals and schools, how many solar panel farms or wind farms can be built with $4.5 billion that is reported as the money laundered in the 1MDB leakage of state infrastructure funds? Here it is reported that Goldman Sachs settles for its involvement in the 1MDB with $2.5 billion in cash and guarantee recovery of $1.4 billion in proceeds from assets lost by the Malaysia state infrastructure fund. This is what the WSJ says on July 24, 2020, Ben Otto and Chester Tay- "Goldman Sachs was the main banker for the Malaysian fund 1 Malaysia Development Bhd. or 1MDB. The bank raised billions of dolars for the fund which was allegedly stolen by people working for the fund, government officials and two senior Goldman bankers." It also says Goldman raised $6.5 billion for the 1MDB through bond sales in 2012 and 2013, much of which was stolen by a Malaysian government advisor. And that Goldman received $600 million in fees which would be about 10%. Many of the countries in Asia and Africa have a colonial past in which little or no investment was made for centuries in heath, education and infrastructure. This makes it all the more appalling and heartbreaking. Goldman bankers were also involved in advising China during the hyper growth years which are leading today to little or no growth and concentration in property sector, with appalling devastation of the climate in China over a compressed period of 10-15 years 1995-2010,  leading to fires, floods, drought in China and worldwide, including in Africa and Asia. Was this good advice or self-serving for investment banks as this was accompanied by shift of manufacturing to China leading to decay of communities throughout America and and now a reversal after the pandemic all compressed so as to wreak havoc first one way and then the other way leading to a world more prone to conflict and war. Was this good advice or a cautionary tale for both America, for African and Asian countries and for China most of all a country that has a colonial past and treated with respect by Americans. Two Americans come to mind  Theodore Roosevelt who helped establish the now famous Tsinghua University in Beijing in 1911, and Joe Stilwell who led the Allied operations in China against the Japanese. Were Roosevelt, Stilwell sincere friends of China and Asian countries or the Goldman bankers is a question that just comes up. ...

It took Panasonic 6 years to get its Wuxi factory near Shanghai, China, to near net zero carbon dioxide emissions. It was tough say company executives. Panasonic has a job on its hands. It would take 37 such efforts to neutralize the 2.2 million metric tons of greenhouse gas emissions of the company's operations. When suppliers are included this is only 2% of the 110 million metric tons associated with Panasonic. To get an idea of how much this is- it is the same as  half of Spain's annual emissions, and five times that of Apple Inc. Zeroing out emissions would take till 2030, or beyond, depending on how much pressure there is from customers, investors and government. It is this pressure from all sources that is making the 100 largest corporate emitters to take notice and take action on climate change. For the largest electorate in the world India is relying entirely on electronic voting machines. It is massive - 970 million voters over several phases in different regions taking place in May 2024. The Election Commission is monitoring the election and India's Supreme Court gives it's ruling to protect the democratic process. It is unlike anything in the world. It all started in 1945 with the negotiations begun by Labour's Attlee government - the most successful British government of the 20th century, Clement Attlee's government created the Bank of England and the NHS, and brought freedom to India and started decolonization in European empires. A new Constitution was written by 1947 with the guidance of Gandhiji (Mohandas Gandhi) who led the struggle for Hind Swaraj in 1905. The democratic process was established with elections that elected Nehru, a series of coaltiion governments and since 2014 a government focused on Vikshit Bharat, modernization similar to Japan and China that is taking place in India. Already 250 million people have been lifted out of poverty. And free food rations have ended hunger in India, Swacch Bharat has made sanitation modern and available everywhere, water and gas connections are now down to the last household to fulfill Gandhi's dream of reaching the last person in the line. Solar and renewable energy are being undertaken, along with fast modern transportation and cost effective digital connections. A target is set for 2047 for Vikshit Bharat. ...

A hydropower dam in the Stiegler Gorge in Tanzania is being built at a cost of $4 billion. With an output of 2.1 gigawatts it will double Tanzania's electricity production. More electricity should result in less felling of trees to burn for charcoal to do cooking. According to UNDP only 10% in rural areas have electricity in Tanzania. At a practical level this means a child cannot have a light bulb at night to create the light in which to read. Darkness descends on villages in rural areas with bita and fragments of light - solar and lamps. German aid for the project was debated in parliament because of the work on the Rufiji river and disruption for the Selous Game Reserve used by tourists. The area for work to be done is 1000 square kilometres and the Game Reserve is covering 50,000 square kilometres so that efforts can be made to meet electricity goals and maintain the Reserve in its new form. President Magufuli is moving forward with the project with Tanzania's pressing needs for electricity. In recent years, Brazil, China and India have also placed these concerns as a priority in developing their hydropower resources. This also reduces the need to burn coal because of its effects on health.   ...

"Made in China 2025" has caused consternation and alarm in Washington about China's effort to dominate key industries of the future with state subsidies. This report in WSJ shows the European response to China's effort. A survey by the EU Chamber of Commerce in China shows 58% of companies have not been able to participate in Made In China initiatives. There is concern that global supply chains are not being utilized in robotics, aerospace, and electric vehicles, three areas under China's program.  62% of companies say they didn't know whether this was leading to increased discrimination against foreign companies.

In Venezuela the bad turn for the oil rich economy was when Chavez's successor Maduro ignorant of the problems it would create decided to give oil at almost no cost to all Venezuelans. In India the leading opposition party offered $1 lakh rupees to every woman in the state of Uttar Pradesh. India's federal government under Modi has given free food to about 800 million people and renewed the pledge this year because of the pandemic's devastating the rural economy- about 60% of India is still rural. This is essential for India to advance to build a broad based growth model for India similar to China 1990-2010 and Japan 1890-1915 and 1950-1970 during the transformation of their economies, similar also to the US under FDR/Truman/Eisenhower/Kennedy 1940-1965.  Clean environments Swacch Bharat was essential for basic sanitation and toilets to reduce health risks, cooking gas to shift rural women from firewood and health risks, direct deposit bank accounts for 300 million rural households essential to eliminate leakages, solar energy is planned to cut energy cost  This has brought and will bring the level of income and consumption power of the lower and middle classes to create a 500 million strong consumer base for industry. It is a carefully planned effort based on the success in states such as Gujarat, and looking at the way this was done in China and the US for learning lessons. It is not a reckless effort to win votes such as the offer of 1 lakh rupees to every woman in Uttar Pradesh state with no plan for industrialization and modernization of the Indian economy to make it the third largest ahead of the EU by 2035. Dhume is right to point this out and it is apparent to any outsider who looks at Sab Ka Vikas Sab Ke Saath- prosperity for all, including all parts of society irrespective of caste and religion.  ...

Indian Finance Minister Sitharaman gives the following remarks in parliament on the White Paper presented to the 18th Lok Sabha in January 2024, describing the dire condition of the Indian economy by 2013 with mismanagement and "big ticket" corruption. India's Finance Minister Sitharaman describes the situation in three key areas by 2013 that left the economy of India in a fragile state, with projects stalled, development delayed, and capital investment not taking place. She gives as 3 main points of focus- the state of affairs at Defense Ministry, at the Environment Ministry, and for Energy supplies. At the outset she says PM Modi had suggested the need for such White Paper by 2015 so that future generations would know what had happened in India that failed the country at a time when China had already joined the community of developed nations. The issues go back to the coal scandal when coal auctions had to be cancelled by the Supreme Court for irregularities, the misuse of state owned banks leading to a large increase in non performing loans, and the mismanaged Commonwealth Games under government before 2014.  Sitharaman told parliament this had the effect of national security being compromised, Environment as a Ministry becoming a bottleneck, and the leadership failing the country. In the military there was a critical shortage of ammunition and equipment. She cites the Defense Minister at the time having the attitude that independent India has had a policy for many years not to develop the border areas, as an undeveloped border was better than a developed border. She also says Ministry stated that 92% of the Defense Budget was used up and major acquisitions have to wait for the military. Following this Sitharaman cited the scandals of that period and leakages of funds that weakend the country and failed its people. She compared capital expenditures today of 6.22 lakh crores in 2024 thre times the number in 2013 of 2.53 crores. HAL now makes Tejas jets and helicopters in Made in India production. At the Environment Ministry the delays that were 86 days reached a high of 316 days by 2013 for approval of development projects, with 355 projects pending, the nation brought to a standstill with the effects of the coal supplies to thermal power plants being wholly inadequate and Coal India in poor shape.
