Kansans come out at a town hall meeting in rural Palco, Kansas, setup by Senator Moran, to say they have serious problems with the healthcare bill in a Republican Congress. Kaplan of the NYT says few Republicans in Congress have setup town hall meetings to hear the views of people in their constituency because of the strong criticism from older Americans hurt by the bill's provisions. Rural Kansas is affected by the bill. Senator Moran says of the bill that he is from rural Kansas and wants to hear what people think. Senator Moran is one of the few Republican Senators who have come out against the bill. Kansans are realizing that policy matters after the experience with actions taken by Governor Brownback to cut taxes and spending. Now Kansans are also realizing that there is a cost to being ideologically driven in coming up with solutions whether from the right or the left of the spectrum. Senator Moran after all is in the mainstream and led the 2014 effort to give Republicans control of Congress. It is also the state of Dwight Eisenhower, whose hometown was Abilene, Kansas, known for being moderate on issues, a descendent of down to earth Pennsylvania Dutch families, and for saying- "a people that values its privileges above its principles soon loses both." Here Moran does exactly that, listening to how the Republican healthcare bill affects rural Kansas, without getting muddled up with the politics on the issue. ...

NYT's Catie Edmonson covers Speaker Mike Johnson as he meets other Republicans and organizations supporting Ukraine such as American Coalition for Ukraine, European leaders including Polish leaders, that show he is looking at different approaches to bringing up the supplemental bill for Ukraine and Israel in 2 weeks.  Options include doing two separate bills for aid to Ukraine and Israel to avoid the problem of Democrat far left voting against Israel aid and Republican far right voting against aid to Ukraine. The bill would require a two thirds majority because of House rules and some members of the Freedom Caucus opposing it. It would require a bipartisan effort. Speaker Mike Johnson has the advantage of coming in without any preconceived views, is philosophically similar to other younger ardent Republicans, as he is relatively new in Congress, and his style is such that nothing is personal. Three homes built in Boston to show the potential of passive home construction that are designed with solar panels, heat pumps, wood construction, and modern technology design that minimizes loss of heat in winter and reduces temperature increases in the summer. The cost of the electricity bill for each of these three homes is nearly zero. Passive home construction cost is about 15% more or in this case $1.4 million for homes that would otherwise cost $1.2 million in the Boston area. The design and technological aspects can be incorporated in lower cost affordable housing and 40% of passive construction is planned in that field.

  US's womens socceer's Carli Lloyd, who led the US women's soccer team many times in her career, was honest and blunt on FOX television coverage of the 4-1 loss to Belgium in World Cup Soccer 2026. The host country failed to make it into the quarter finals after so much advertising on television, way too much not even good for the players. There is so much money on television ads and promotions that it must hurt the players and the game. Messi, Neymar, Vinicius Jr., Pulisic, and some Mexican players, were all put up as players who could do anything on television. In the end none of them did well, Messi almost in tears after Argentina was behind 2-0 for most of the 90 minutes against Egypt, only miraculously surviving. Brazil is out going down to Paraguay. Christiano Ronaldo, the first billionaire in soccer, was a little kid from a struggling family in Madeira, Portugal, and he too went out after failing to score on several passes, with Portugal's loss to Spain. All this may be a good thing and a learning lesson for the sport. For all those who love the sport and think things have gone overboard with television advertising,  with excessive brand sponsorship on television, making entertainment stars who knows to what purpose, but losing the best of the game of soccer in the process. And these are Carli Lloyd's comments (Carli who after 318 appearances and bringing so much joy to young girls for the sport worldwide has a net worth of $2 million compared to the now billionaires and others on the way to billions, or hundreds of millions, television stars of the sport who could not get their game right in World Cup Soccer 2026.) WSJ Editorial Board on the closure of Hormuz and US efforts to strike Iranian coastal missile sites to open it after Iran's IRGC rejected the terms of the Memorandum to open Hormuz. What purpose did the Memorandum serve? DJT let JD Vance come up with a negotiated settlement -accepting efforts of Pakistan, Turkey and Qatar  to mediate a way out to open Hormuz- to make some concessions such as ending Iran sanctions, and opening oil markets to Iranian oil exports, ending the naval blockade, putting nuclear weapons development for negotiations during the 90 day period after the ceasefire.  The IRGC military inside Iran accepted it under pressure from the elected president Pezeshkian and Turkey, Pakistan. Yet its approach has been to accept one day and the following day issue statements contradicting this the next day. Some of the clauses were kept deliberately vague on the insistence of IRGC or worded in a way that IRGC could point to their interpretation and reject efforts for a ceasefire  and opening Hormuz. In the light of this experience 2 conclusions were reached by the US- the IRGC makes decisions for Iran not the elected president Pezeshkian and IRGC does not want to open Hormuz except by charging tolls as away to finance its missile operations. In this kind of a situation how does the US respond effectively without getting into a land conflict that distracts US from its domestic goals of building a strong economy, cost of living action, and rebuilding US infrastructure? This Editorial says Schumer's effort to block defense bills does not serve the national interest. Schumer's point to exercise caution to focus on domestic goals of rebuilding the US economy serves the Nation well, yet continuously blocking the president to gain in the midterms is not a good strategy. Lyrarc points out that the best way is for the US to continue the naval blockade if Iran won't allow Hormuz to be opened to all ships without tolls. And step two would be to find enough alternative sources of oil to make up for the 20 million barrels from Hormuz. Some of this could come from reducing use of oil and gas which China has done by importing less oil from 12.5 million barrels a day to 8.5 million barrels a day, effectively doing without the 4 million barrels a day it got from Hormuz. By doing this the US can avoid the effort to open Hormuz through alternative sources of oil supplies,  avoid being drawn into a prolonged conflict it does not need. Achieving its objectives on nuclear and Hormuz in a different way exercizing patience and using wisdom alongside strength. That course means the US would work with the European Union, UK, China, India, oil companies and other oil producing regions to forgo Hormuz oil as Lyrarc has proposed as the most effective answer to threats about Hormuz, and continuing the naval blockade.  ...

This report in the WSJ points to president Biden's speech to a joint session of the US Congress that providing two years of free community college would "change the dynamic" for education in America taking the first step to correct a dangerous drop in college enrollment for young men in America and ensuring working class families have access to college education. The last thirty years of skewed wealth distribution, loss of manufacturing in America, have created alarming distortions in  the access to college education for working class families. Mrs. Biden is a fervent advocate for community college access in today's America, as a community college teacher for 30 years. Biden's $45.5 billion 5 year plan would waive tution for 2 years of public community college. States would have to opt-in to participate, and federal government would provide 100% funding in the first year, decreasing contribution by 5% each subsequent year, with states picking up rest of the cost. It is quite shocking that this is being dropped from the Biden $3.6 trillion Families and Workers Plan that is now being whittled down to $2 trillion. Not because it is not badly needed for American economic competitiveness, and helping workers and families. But because following narrow parochial interests the National Association of Independent Colleges and Universities opposes it. And because the US Congress is evenly split between Democrats and Republicans 50-50 in the Senate. The Association of Independent Colleges sees a shift to community colleges and a sharp drop in its enrollment. Community colleges saw a dangerous drop in enrollment of 12% to 4.5 million students in 2020 from the spring of 2019, according to National Student Research Center. Never was a program more badly needed, as American men are alarmingly falling behind in enrollment. Here are some responses to the failure to take even the first steps to broaden college access so that America can return to economic competitiveness. "What kind of world do we want to live in?" Martha Kanter, College Promise. "That's kind of a devil's choice, isn't it? The whole system has to work from infant care all the way through." Senator Tina Smith, Democrat of Minnesota. This is because child care and children's education will be funded yet a struggling generation of college students will be left out. US Chamber of Commerce opposes a $45 billion program that is critical to American competitiveness with China and other countries. US Congress drops a program that at $45 billion is only about 2% of the $2 trillion package and which is critical to economic competitiveness. Former Republican Governor Bill Haslam of Tennessee supports community college access as a pillar of economic development and it passed the supermajority in 2014. Mike Krause, Republican former director of the state higher education commission says- "I have been surprised by the lack of enthusiasm for what is really a massive workforce development concept that also provides a path to the middle class. You'd think that would hold some appeal for Republicans and Democrats." The lack of clarity and concentration, lack of unity of purpose to get all vaccinated,  is visible in America's vaccination drive. That same lack of clarity and concentration, lack of unity of purpose, is visible in America's faltering efforts at correcting serious and alarming problems for access to college and American competitiveness in the world. The Agnipath scheme for Indian Army, Navy and Air Force is explained here in The Indian Express. The scheme is for 45,000 to 50,000 people between about 18 and 21 years to be hired each year. These trainees will be kept for 4 years, and only 25% of those in training will be selected to continue for another 15 years. The recruits will receive between Rs 30,000 and 40,000 a month. 30% of this will be retained for benefits trainees will receive.  The idea behind it is to lower the average of soldiers in the armed services from 32 years to 26 years to reflect India's youthful population and to help those returning to the job market to find jobs in business or as entrepreneurs starting new business with government help. The experience gained in the armed services is seen as also becoming attractive to businesses that are hiring good disciplined employees. The circulation of people joining the services also makes the army a leaner force of about 1.3 million and keeps the cost of pensions at reasonable levels. With India's rapid growth in coming years the trainees leaving after 4 years will have better job opportunities and can contribute to the economic development of the country in many ways. Upon leaving the armed services the trainees will get about Rs. 1.2 million as a package to make a new start in the economy. If there was a death then Rs 1 crore would be given by the government. The government will offer skill certificates and bridge courses so that the quality of trainees remains high and this would provide a skilled workforce for the economy during a period of high growth. A modern armed services like that of India constantly being filled with next generation technology should be able to offer these new recruits the skills and training in advanced electronics, computers, and other technical fields with field training to supplement courses, and the motivation to excel, that would be valuable to many companies. This is the idea behind Agnipath. It is also a tested path as the US armed services also provides this kind of training and many people who have joined and left the US armed services have performed at high levels in American companies in technical and managerial positions. Another feature is "All India All Class" which will make it open to all caste, all region, all religion, and free up the armed services from the current situation of regiments having a caste and region bias. This is a constructive and well thought through aspect of the plan. ...

Internal Bank of England data showing Britain inside European Union 6-8% higher GDP and 75 billion pounds of higher exports of goods in 2025. This is the only objective assessment one can accept in judging what would be best for British workers and their families.  Also lost on the 2014 -2016 period that led to referendum on Brexit in 2016 just three years later is that it came after the 2009-2011 period for recovery from the financial crisis, the first entry of Conservatives and sharp austerity cuts in public spending by 2012, and the period of Covid that followed just 3 years after 2016 in 2019. The process of improving productivity and increasing competitiveness that could have happened, is a cost Britain suffered from Brexit becoming topic No.1, skewing priorities from reindustrializing to debate on a non priority item Brexit- with a lost decade as a result in addition to the 8% of GDP and 75 billion pounds that could add to these numbers. In this way UK lost about 10% of its GDP and 100 billion pounds of exports that without the that  additional public investment  did not happen from 2009 financial crisis, from Brexit divisiveness, followed by Covid. The result is 1.5% growth in GDP in UK compared to closer to 3% in the US. The lower growth alone can mean additional losses in exports in 2025 than are seen in numbers, and additional losses in GDP. This is the economic weakness  that hangs over Britain as it tries out a new leader in 2026. Only a bold action plan under a bold leader can reverse this decline. As shown elsewhere on these pages in Lyrarc, this is why a new leader needs to articulate a bold and well thought out plan to execute with the support of the British people. Andy Burnham has the potential to make this happen starting in 2026 over the next 5-7 years. He has to build on the work he did in the Greater Manchester region, and like Modi in India applying the lessons learned in his home state of Gujarat, step by step, year by year, build the industrial and economic capacity of Britain by 2035. It is not a feat for the timid, struggles will abound, yet it can be done with one step following the previous step in a continuous stride. In fact Burnham can now work with India to add about 1% of GDP because of the close trading relationship and centuries long synergies with India to get closer to 3% growth in GDP per year. At that point public spending and investment would rise to propel further growth. It is in the interest of every sector in Britain to pull together, the same in India, to lift these two main countries of the Commonwealth by the bootstraps. ...

Iranian response to Memorandum of Understanding shows reality of 2 factions in Iran, the IRGC military faction, and the elected president Pezeshkian plus Turkey /Pakistan/Egypt and Qatar as the second faction. With IRGC military rejecting the Memorandum on opening Hormuz and discontinuing nuclear weapons programs. This was true at the time Vance conducted negotiations and the Memorandum appears to have been accepted by IRGC only under great pressure from Turkey, Pakistan, Egypt, and Qatar, and the faction under Iranian elected president Pezeshkian. Where IRGC thinking could have been to give  agreement to the Memorandum that they had no intention of keeping, as its policy on nuclear weapons remains unchanged, and its goal is to use Hormuz for leverage and extend its control of Hormuz channel. The cost of sanctions and not being able to export oil, the effect on its economy, on cost of living with rampant inflation, may be of little concern to the people who run the IRGC military who suppressed all dissent and protests in 2026. Protests across different parts of society to the deteriorating economy. How could the US respond? The US used the time of the ceasefire to create a new status quo by using open navigation of the seas as the principle behind opening and protecting the Omani side of the Hormuz for oil shipment. This is a principle accepted by all countries. There is a backup plan of the US, China, India, Japan and other countries and this is to prepare rapidly to do without Hormuz so that the economies of these nations are not affected. The US also supported efforts by Saudis and Kuwait, UAE, to increase oil exports through channels outside of Hormuz, UAE's decision to increase oil supplies and lower prices by leaving OPEC, and US creating alternative supplies for India through Venezuela. Most important is China's decision that it no longer needs the 5 million barrels of oil from Hormuz for its economy to operate using alternative supplies and increasing efficient use of its oil resources. The world is also building up oil supplies and inventories so that Iran cannot threaten a cutoff from Hormuz because all nations have made other arrangements. Attacks by Iran on oil shipping on the Omani side protected by the US breaking the principle of open navigation of the seas, can then be considered Iran disrupting an open seas navigation route which it no longer is allowed to do under international law. This is something the world public opinion would support. The NYT has been critical of the DJT action in Iran, the WSJ and other media had joined in criticism. The situation in July 2026 is that the criticism of the US by NYT and other media, and from Europe and other countries in Asia will now be muted, because the US has tried all the options and is now finding ways to be able to bypass Hormuz altogether, and a backup plan or strategy to minimize the impact on oil prices. So that oil price of $70 may be kept at level around 10-20% higher not much more as Iran's military IRGC continues to disrupt the Hormuz supplies.  ...

Interview with Bill Gates on the Gates foundation's educational activities and his thoughts on the budget cuts in education. The Gates Foundation launches an effort to improve education in selected school districts- Memphis, Tennessee, Hillsborough, Florida, Pittsburgh, and a charter consortium in California. The foundation has awarded $290 million for this effort to improve teacher effectiveness and set up new personnel systems. The idea is to raise the average level of quality in these schools through teacher effectiveness using a system designed by the foundation. Gates sees the need for more targeted investment in schools and close cooperation with teachers, principals, superintendents and administrative people. For this reason he sees the current budget atmosphere as counterproductive, as it will cut spending on education and act as a distraction from the hard work that needs to get done. On education spending Gates points out that one has to be careful as a society not to neglect the young as one uses resources to support the elderly. He points out that the only way to get this whole thing to work is for some increases in taxes and putting a lid on increases in medical costs, so that education in America does not get shortchanged. Recent polls show preference for some increase in taxes when it comes to supporting education spending....

Microsft acquires Skype for $8.5 billion. EBay bought Skype in 2005 for about $3.1 billion, then took a charge of $1.4 billion for the acquisition in 2007, after failing to make a fit for it in EBay. Only 18 months ago EBay sold a 70% stake in Skype to a group of investors led by private equity firm Silver Lake Partners. That deal valued Skype at $2.75 billion. This suggests that Microsoft's Steve Ballmer is paying a steep price for Skype. This is especially true because Skype has failed to bring in many paying customers. Losses were $7 million last year. Skype has 170 million users but most of the calls are made free between computers. Increasingly its use is as an app on smartphones so that users do not have to pay higher fees to wireless carriers for calls. How Microsoft integrates Skype into its own products and how it makes the acquisition work is a challenge for Microsoft. Because of Microsoft's purchase, EBay will end up making $1.4 billion profit on Skype. Skype is based in Luxembourg, and Microsoft will use cash it holds overseas for the acquisition, money that could not be repatriated to the U.S. without paying taxes of more than 30%....

Limiting it to physical harm defeats the purpose of the legislation as the WSJ did an extensive investigative report series documenting the harm to mental health and mental health is what needs protecting.   ...

The federal government spends $93.8 billion on SNAP during the last fiscal year. It gives food to about 41.7 million people each month. The average monthly benefit, per person is $187.54.

Over a decade the SNAP is being cut by $230 billion as the program for money to buy groceries is being changed to require able bodied people to work, and also shifts costs to states. This is part of the new Tax Cuts bill that is being passed in Congress in May 2025.
