BP makes a final settlement with the states and the U.S. government for the Gulf oil spill. Of the $18.7 billion settlement in July 2015, the Clean Air Water Act penalty is $5.5 billion, the Natural Resource Damages are $7.3 billion, the 400 local government claims are $1 billion, the economic claims to 5 states are $4.9 billion, according to BP. Most of the money goes to the states of Louisiana, Mississippi, Alabama, Texas, Florida, for environmental improvement and economic development. Louisiana gets $6.8 billion. The settlement comes after court rulings went against BP. BP chairman Carl-Henric Svanberg, says it provides -" A path to closure for BP and the Gulf. It resolves the last remaining legal exposures, provides clarity on costs." BP shares were up 5.1%, and Fitch Ratings say this strengthens its ratings. For BP this adds $10 billion in cost to $44 billion already incurred for legal and cleanup costs.

Judge Carl Barbier's ruling on Jan. 14, 2015 against BP which increases its exposure to a maximum penalty of $13.7 billion under the Clean Air Act. Judge Barbier's decision was that BP was liable for 3.19 million barrels of crude that spilled into the Gulf of Mexico in the 2010 Deepwater Horizon rig disaster. Judge Barbier's ruling said that BP acted recklessly in the events leading to the rig explosion an oil spill, giving the company exposure to the maximum penalty of $4300 per barrel. BP asked for a smaller penalty of $3000 per barrel.

Russian president, Vladimir Putin, tells academics and journalists at an event called the Valdai Discussion Club, he had reservations about expanding the state sector by approving the deal for Rosneft to acquire TNK-BP assets. His motivation for doing this was the endless shareholder conflict between the Russian partners and BP. Putin says he warned British prime minister Tony Blair that a 50%-50% ownership venture would not work as nobody was in control, and described this as so bad that "sometimes they were fighting each other with their bare hands." The injection of private ownership into Rosneft with the 20% stake for BP would provide stability for the company and was the bright side to this. Foreign academics and journalists participate in three days of discussions with Russian academics and journalists in this event. Putin has no new vision for this third term beyond consolidating and protecting the achievements of the last decade. BP reports a deal with the Plaintiffs Steering Committee in March 2012 to settle the lawsuit over the 2010 oil spill in the Gulf of Mexico by paying an estimated $7.8 billion. BP will pay the settlement from the money remaining in the $20 billion escrow account setup for this purpose. This includes $2.3 billion for losses suffered by the Gulf seafood industry. The rest of the money will go for economic claims and medical claims. Money will be provided for next 21 years for health related claims, and $105 million will go to healthcare in Gulf areas.

Much discontent is there to see as in the UK with cost of living, governance, time wasted on Brexit, India with lingering effects of the pandemic on rural voters, caste based voting. In India protest vote of lower caste Dalit voters in Uttar Pradesh and Maharashtra, even with government support in forms of universal healthcare, food for poor households during pandemic extended, cooking gas, housing support, clean tap water, direct bank account deposit to accounts of poor and farmers. Yet in the states in the south and east in Orissa and Andhra Pradesh, and generally in the south the BJP vote count increased so that losses in the north were made up leaving the percentage of vote for India for Modi's BJP party at 37 percent in 2024 instead of 38% in 2019, losing the absolute majority 240 seats of 543 yet having campaigned heavily for partners who added seats 294 of 543. In the UK Keir Starmer may see some vote preference for Labor erode yet the Conservative record is in shambles even conservative experts will say, as in India where the opposition parties offer no prospects for the future and little track record for making India the second or third largest economy in the world which the BJP has set and shown to have achieved over 10 years by taking India to No. 5 in the world economies. ...

Andhra Pradesh on India's southeast coastline with 25 parliament seats and Bihar in India's north and east with 40 parliament seats and long history of being part of the BJP led National Democratic Alliance are now key to a five year term for prime minister Modi in India. Modi's BJP party won 240 seats out of 543 in parliament.  Chandrababu Naidu of Telegu Desam Party won 135 seats in the state Assembly election in Andhra Pradesh (NDA), all but 18 seats. It wins 22 of 25 seats in India's parliament (NDA). It also shows the wide swings in Indian elections that no party is safe. Telgu Desam Party (NDA)  won on the platform of a double engine government at state and federal levels to create jobs and modernize its rural agricultural economy. In the last 2019 election the Opposition YSRCP party won almost all the seats in the state assembly and in 2024 lost almost all the seats. In 1995 Telegu Desam Party joined Atal Bihari Vajpayee's BJP to form a government and during elections that followed for Vajpayee's 5 year term (1999-2004) he was part of the NDA. He has served three terms as chief minister of Andhra Pradesh, two terms before Telengana was formed and one term after Telengana split off from Andhra Pradesh. Andhra Pradesh is centered around the Vizag region on India's south eastern coastline and the cities of Vijayawada and Guntur with a 1000 kilometer coastline on Bay of Bengal. ...

In hearings before Congress in the USA, the leaders of Chevron, Shell and ExxonMobil said that they would not drill the well the way BP did (Tillerson-ExxonMobil), that the standards that should have been implemented were not in place (Watson-Chevron), and that its not a well that they would have drilled in that mechanical setup (Odum-Shell). On one issue all the companies came under criticism. All 5 oil major oil companies presented virtually the same plans to government regulators and the Congressional committee on their response plans for a major spill. As the oil spill has dragged on unresolved there is increasing frustration with BP's response and the other oil company leaders are moving away from presenting a common front in this crisis, which they had done upto now.

The handling of the oil spill by the Obama administration threatens to permanently affect the image of the Obama administration. There may be a spillover effect from BP's ineptness that draws in Obama's and Interior Secretary Ken Salazar's handling of the crisis. The Obama administration relied too much on BP to bring an end to the crisis. And it has not articulated aclear policy for regulation of technologically sophisticated industries like investment banking, deepwater oil drilling and other industries of this type where alot can go wrong. Tough inspections are needed in these industries and strict regulation for the proper operation of capitalism. Financial regulatory reform bills in Congress also have suffered from being whittled down so that strict regulation is far from being a reality to avoid future crises.
