Canadian steel and lumber industries get government aid, as talks to end US tariffs are halted over an ad on Reagan misrepresenting him on tariffs by Ontario state.  Canada's steel and lumber industries will get the aid in the form of railway costs cut in half with rail subsidies, and tariffs on US steel imports into Canada to reduce domestic steel costs for other industries. Stellantis shifts car production for a new Jeep from suburban Toronto to Illinois, GM cut a shift at a pickup plant and closed a electric van plant in Ontario. Not all imports to the US from Canada face tariffs. Other products enter the US from Canada under a free trade agreement USMCA that went into effect July 1 2020. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon. Even Biden had shown flexibility on the economy to support cost of living measures that are in conflict with climate change action. In DJT's second term climate change action has taken a back seat to cost of living concerns when a large majority of people are living paycheck to paycheck. ...

Fed's Jay Powell says about his interest rate increases of five percentage points at consecutive meetings since March 2022- "We've seen the beginnings of disinflation without any real costs in the labor market. That is really a good thing." Greg Ip of the WSJ looks at the 9 year period of most growth cycles in the US economy since 1980 and says a soft landing could be followed by growth till about 2030. Business investment led to 2.4% growth in the second quarter 2023. More investment is in the pipeline under the Biden economic plan. As inflation is going down to about 3% from 9% at its peak in 2022 the US is set for economic growth that would help it grow in a way that would enable America to meet the challenges of today in climate change, worker incomes and the cost of living, and in need to rebuild the nation's infrastructure in the way it was done in the years after 1945 under Truman and Eisenhower.

A win-win for Toyota with more room for hybrid sales and the Biden administration showing it is listening to Americans worrying about the cost of living, by making change to EV's more realistic. New Biden EPA rules that allow for slower acceptance of EV's in the early years till 2030 and accelerate in 2031 and 2032 to reach climate goals  create more room for hybrids . This vindicates Toyota Motor's strategy to put emphasis on hybrids in the transition to all EV's. Toyota has a significant presence in the hybrid market which has picked up in 2024 as the lack of charging station infrastrucure and cost of EV's limit growth till cost comes down and EV charging infrastructure is put in place. Ironically Akio Toyoda planned the transition to a new CEO in the belief that he had not changed Toyota's strategy fast enough to match competitors in development of new EV's when sales of EV's boomed in prior years before this years slowdown. The Biden administration coming around to the view that climate goals could be reached by accelerating in the latter part of the years to 2032 when new technologies cut cost and investments in charging infrastructure made it realistic. Its a win-win for all as it also meets Biden base support labor and auto union concerns about jobs with a too quick transition, and shows the Nation that Democrats are listening to voter concerns about cost of living. ...

Sandstorms from Inner Mongolia and areas north of Beijing have covered the capital in an orange haze in March 2021. This has shown the importance of tackling climate change and ensuring that grasslands and vegetation are protected in Northern China and surrounding countries. Experts say this is not the only problem, much depends on how the overuse of ground water for industrial, mining and other purposes is tackled.

US economic growth was 2.4% in the second quarter of 2023. Even though the Fed increased rates at 10 consecutive meetings by 5% since March 2022 to tackle inflation the US economy appears strong. Large investments in the trillions of dollars in US manufacturing and infrastructure, tackling climate change is what is different this time compared to the past 2 decades when bad decisions were made with twin wars in the Arab and Muslim world, and the supply chain was transferred to China, investments were neglected in infrastructure, education and health in public goods, and capital markets allocated money with decreasing advantage to the economy. President Biden was in a unique position after the pandemic to take stock of all these mistakes and move the nation forward in positive directions in a decisive way in scale as well as in spirit and determination. That he has done so is more proof of the resilience of America.

Indian Finance Minister Sitharaman gives the following remarks in parliament on the White Paper presented to the 18th Lok Sabha in January 2024, describing the dire condition of the Indian economy by 2013 with mismanagement and "big ticket" corruption. India's Finance Minister Sitharaman describes the situation in three key areas by 2013 that left the economy of India in a fragile state, with projects stalled, development delayed, and capital investment not taking place. She gives as 3 main points of focus- the state of affairs at Defense Ministry, at the Environment Ministry, and for Energy supplies. At the outset she says PM Modi had suggested the need for such White Paper by 2015 so that future generations would know what had happened in India that failed the country at a time when China had already joined the community of developed nations. The issues go back to the coal scandal when coal auctions had to be cancelled by the Supreme Court for irregularities, the misuse of state owned banks leading to a large increase in non performing loans, and the mismanaged Commonwealth Games under government before 2014.  Sitharaman told parliament this had the effect of national security being compromised, Environment as a Ministry becoming a bottleneck, and the leadership failing the country. In the military there was a critical shortage of ammunition and equipment. She cites the Defense Minister at the time having the attitude that independent India has had a policy for many years not to develop the border areas, as an undeveloped border was better than a developed border. She also says Ministry stated that 92% of the Defense Budget was used up and major acquisitions have to wait for the military. Following this Sitharaman cited the scandals of that period and leakages of funds that weakend the country and failed its people. She compared capital expenditures today of 6.22 lakh crores in 2024 thre times the number in 2013 of 2.53 crores. HAL now makes Tejas jets and helicopters in Made in India production. At the Environment Ministry the delays that were 86 days reached a high of 316 days by 2013 for approval of development projects, with 355 projects pending, the nation brought to a standstill with the effects of the coal supplies to thermal power plants being wholly inadequate and Coal India in poor shape. The 2023 State of the Union Speech offered another opportunity and Biden seized it talking about Medicare, Social Security, infrastructure and bipartisan work with Senators in Congress for 2 climate laws and the Inflation Reduction Act, cutting pharmaceutical costs in the face of corporate opposition and lobbying in Congress. So feisty was that speech that one has to go back to president Kennedy's first Inaugural in 1961 to see that kind of direct call to all those looking for the nation's future in the face of seemingly intractable challenges of the new Cold War, and of the lack of imagination, candor about problems and lack of action. The State of the Union in 2024 offers that kind of opportunity again and there is little doubt that president Biden will seize it to appeal to his countrymen again. ...

Effects of the two storms in Florida and North Carolina reduced job growth in October. Overall the unemployment rate was steady at 4.1%. Job growth and the unemployment come from 2 different surveys one from households for the unemployment rate and one from employers by the Labor Department for job growth.  The hurricanes and weather events meant people were still being paid but could not get to jobs during the month of October, the estimate of this number was 512,000 in 2024. In 2016 and 2018 with hurricanes this number was about 250,000 in each year. 512,000 in 2024 is double the size from 8 years earlier in 2016, it shows that this could reach double this or 1 million jobs affected if another 4 years are lost pretending that climate change is "a scam" or that it was not serious, doing nothing and reversing direction. On average over 20 years the loss of jobs from hurricanes is about 69,000, excluding 2016 and 2018 it would be about 45,000. This shows that there are effects that are growing from climate change on jobs at an accelerated pace, another economic warning sign for the need for climate change action. ...

Potash a potassium based fertilizer mined from the earth is environmentally friendly unlike nitrogen and phosporous based fertilizers. When Belarus and Russia which make 40% of world supply of potash could not supply the world market because of the war in Ukraine, Canadian producers which make 30% of potash stepped in to increase market share. Two Canadian producers will increase production to meet demand after a 28% increase in the price of potash. Potash has the added advantage of being good for the environment and for climate change action. The use of potash needs to double to meet climate change action goals. Nutrien, the world's largest producer of potash in Saskatchewan, Canada will increase production by 2026 from 15 million tons to 18 million tons a year. BHP has a new plant coming up in Saskatchewan in 2026 for 4.35 million metric tons of potash.

The plans for 20 liquefied natural gas projects are being launched or sped up in the EU which would give about 83% of the natural gas imported by the EU from Russia in 2021. LNG produces half of the carbon dioxide emissions of coal and Europe sees it as a transitional fuel. The EU plans a 14% reduction in greenhouse gas emissions by 2030 compared to 2020, and a lot of this will come from a massive expansion of wind and solar energy, and using energy more efficiently.

Doubling down on LNG means the EU will find itself into many long term commitments to LNG that would hurt the effort to meet climate change action goals say experts.

The speed with which GST revenues grow in India will determine the pace of industrial development, infrastructure building, and exports growth in India. It is the main source of government revenues and plays a role similar to what land sales played in China's rapid development over two decades.  States that generate the maximum GST reflect the industrial and commercial activity of the state in the overall context of India's growth. This is why Maharashtra with the commercial capital Mumbai plays an important role with Gujarat and its commercial capital Ahmedabad. Both states formed the industrial core of the country under the British Empire as one state called Bombay state. Maharashtra today makes up 15% of the country's GST revenue with Gujarat coming in close to Karnataka at third. Maharashtra at 2.7 lakh crores for 2022-2023, Gujarat at 1.1 lakh crores and Karnataka at 1.2 lakh crores. Karnataka has the IT capital of India in Bangalore now called Bengaluru. The compound annual growth rate of Maharashtra is 12.3% for the five years to 2022-2023 and for Gujarat 11.8%, Karnataka 11.7%. During the last year Maharashtra GST grew at 24%. National compound annual growth rate for GST tax collections is 11.3%. These states all have state and federal governments aligned for maximum effort in infrastructure and logistics development through allocation of capital, land, human resources, and other inputs. Tamilnadu comes next with 11% growth with the state capital of Madras or Chennai. These were the main commercial centres under the British. Bangalore emerged after independence in 1947 as the center for IT industries. To repeat the kind of development acceleration seen one after another in Japan, South Korea and China, and learning from their experience particularly the climate change and pollution negative aspects of the Chinese experience, India needs the accelerated growth at these rates for GST to finance growth in investments. It also needs to increase the quality of these investments by paying attention to negatives such as pollution and climate change through government regulation of activities that create these negative aspects.  ...

After the U.S. withdrawal from the Paris Climate Change Agreement, China and the European Union sought to fill the leadership on this issue. Yet the reality now looks to be different. China decreased coal consumption between 2014-2016. Now China is ramping up coal generation as it needs to provide stimulus to a slowing economy as trade relations with the U.S. worsening.  In 2017 the trend reversed with state backed loans to help economic growth and surge in provincial permits.  China is now moving forward with plans to add coal fired power equal to almost the total U.S. capacity, according to Coalswarm, which tracks power plants worldwide for coal use. This would push coal fired production to above the cap of 1,100 gigawatts China has set and its current cap. Its current production is already about half of the world's total coal fired generation and quadruple that of the U.S. In 2017 China made up one fourth of total CO2 productions.  Canada is missing its emissions targets and is not likely to meet 2020 targets say experts. In the EU members reliant on coal power energy oppose EU parliament efforts to end subsidies to the most polluting plants by 2025, seeking delay of one decade. At the climate change talks in Katowice, Poland, these changes are facing opposition. As a sign of how the situation is changing since the 2015 Paris Accords, the protests in France by yellow vest protestors started in opposition to a carbon tax intended to meet France's climate change targets. That tax increase is being withdrawn by president Macron. Families struggling financially had a different perception of the increase in the fuel tax and even young people who support meeting emissions reduction joined the protests, as reported in the New York Times and The Times. Oil producing UAE, Saudi Arabia and other oil producing countries are seen as watering down the final agreement in their own interests ignoring the impact of climate change fires and drought, floods in 2023. The COP28 conference in Dubai, United Arab Emirates, is unusual in that it is taking place in a country that is a big producer of fossil fuels and has no immediate interest in cutting use of fossil fuels.

A nuclear plant in a war zone with repeated shelling? This is taken up in this debate video of 44 minutes in FR24 which you can click on. The world has not seen this since the start of nuclear energy from plants in the 1950's. Calder Hall the first UK nuclear power station and the first in western Europe started in 1956. Eisenhower opened the first US nuclear power station Shippingport on the Ohio river in Pennsylvania, 50 kilometres from Pittsburgh in 1958 as part of the Atoms for Peace Program. The US built 54 nuclear plants that are operating today in 2022 generating 50% of the renewable energy in use today in the US. The question is what does the unthinkable conducted by the Russians and Ukrainians, by weaponizing a nuclear plant do to public perception of the safety of the Atoms for Peace Program initiated by president Eisenhower in 1954? What does this damaging of public safety perceptions after Fukushima do to the Atoms for Peace type of programs in China India, and European Union that are part of the emissions cutting programs in the world? These are serious questions at a time when climate change is not simply a word but means floods, fires, drought, and declining food production all over the world from Spain to Pakistan, from Germany to China. China and India are affected. China has 53 nuclear plants in 2021 with 50 GW and plans to double this by 2030. India has 22 nuclear plants  with 8 GW in 2021 and plans to triple this to 22 GW by 2030. How will climate change be tackled with public safety perceptions affected with another nuclear accident like that in Fukushima arising from shelling of the Zaporizhzhia nuclear plant. As the president of the UN Security Council Zhang Jun of China clearly stated at the UN SC meeting last week that China opposed use of the Zaporizhzhia nuclear plant by Russia (or Ukraine) in any way that could lead to damaging nuclear safety leading to an unintended accident. China only gets about 5% of its energy from nuclear, India about 3%, and this will need to increase multiple times to tackle climate change. France gets 70% of its energy from nuclear, the US 20%, by comparison. Nuclear energy safety and clear rules to prevent weaponizing of nuclear plant zones is essential and a solution like that developed for the food grain shipments from Odessa through Black Sea to the Mediterranean has to be arranged quickly. ...

Democrats voice their opinions on president Biden's run for president in 2024. Most Democrats say they back Mr. Biden and Mr. Biden has pushed through a program that is already changing America and preparing it for a better future. Yet a bias against age remains though both candidates are divided by a mere 3 years with Mr. Biden following a healthier health routine and nutrition than Mr. Trump according to reports. It is still a year before the 2024 election season and Mr. Biden is now taking his case to the American people on the question of democracy, the values and principles that have to be upheld and which are being challenged. Major changes are taking place for new infrastructure, for climate change that never happened before and president Biden and his team are taking this before the American people.
