The US now leads a new 12 nation economic alliance meant to advance the 4 pillars of digital economy, supply chain renewal, defense, and transparency plus good governance. The alliance includes partners Japan, South Korea, with Australia, India and Indonesia and other ASEAN nations. On his first trip to Asia president Biden said at the launch announcement of the US led Indo-Pacific Economic Framework for Prosperity in Tokyo- "The future of the 21st Century economy is going to largely be written in the Indo-Pacific- in our region. In terms of population the countries involved may exceed 2 billion people with the largest GDP in the world. With other links such as the US EU Trade and Technology Council the group encompasses most of the industrialized world. Combined with Latin America this would reach about 3 billion people. On the occasion of the start of the Indo-Pacific Framework economic alliance setting a path to a new supply chain for the US and European Union, this account of how Mohandas Gandhi was treated as one of their own by the workers of Europe serves as a reminder from the past. The only foundation that is sound in principle and deserves our support for the new supply chain that is to be forged for EU, US and India and the countries of Latin America, Asia and Africa, is one that will support American and European workers and families as well as workers and families of the partners in the Free World such as India and other countries.  The Davies family were Quakers and Socialists, who owned a textile mill in Darwen, Lancashire. In 1931 when Mohandas Gandhi visited England for a Round Table Conference to discuss self-rule he was invited by the Davies family to Darwen. The enthusiasm of the workers in Lancashire for Gandhi can be seen in this report in the BBC about that visit. Gandhi's sympathy for the workers and the common feeling of support can be seen from this account of the visit by Darwen's local historian Mr. Heys. Gustan Green was 10 years old in 1931 when she met Gandhi. She said "My father said I want you to see Gandhi, then in the future you can say that you witnessed that brave man. I stood by this door into the works that was my first sighting of Gandhi. He looked down at me, stroked my hair, grinned and walked away. He never said a single word." Gandhi's sympathies were with the workers. Gandhi said "They treated me as one of their own. I shall never forget that." ...

This report in the WSJ  shows that president Xi is pulling back from his signature economic policy to reduce wide gaps in wealth and opportunities in China. In 2021 this was a policy that Xi pushed to reduce inequalities that have built up over decades of hypergrowth. One tenth of the population owns 68% of the wealth in China creating an highly unequal society. Concerned about the future of the Communist party as disparities kept widening and 40% of the population was left behind, Xi early on in his first and second terms made tackling corruption and inequality part of his policy.  Yet the way China's economy is structured, its dependence on the construction industry for growth, and on local governments for investment, it is easier to tackle infrastructure projects than address widening gaps in society. Xi's efforts have led to slowdown in growth to 5% or less. With the US and Europe moving to shorter supply chains and moving supply chains to less integration with China, slowing growth to less than 4-5% presents a major challenge for China. Leading to a pull back from the Common Prosperity policies that Xi initiated and which are part of Communist party policy in its early period after 1949. A major problem for China says WSJ is that social security contributions revenue is 6.5% of GDP compared to 9% for advanced countries in the OECD, the Organization for Economic Cooperation and Development. Personal income taxes are 1.2% of GDP compared to 10% in UK and US. This prevents the better funding of programs for maintaining a better safety net and social support for the less well off in society. The pandemic followed by Ukraine war have added new urgency to the acceleration of the effort to build new supply chains, leading to new manufacturing innovation and manufacturing leadership in the US and European Union, and in countries such as Japan, India, and other parts of Asia. This too has made the goals of reducing inequalities and addressing the wide disparities in Chinese society more difficult with sharply slowing growth in China. This was also the experience of Japan and South Korea with decades of fast growth followed by sharp slowdown with unanticipated problems. ...

The deep deterioration in U.S. China relations as the U.S. sees itself in a disadvantage in trade with China and the Trump administration imposes tariffs, calls for changing existing supply chains and trade to safeguard U.S. interests. The lack of transparency from China about the coronavirus and the underreporting that led to the U.S. and Europe not taking the threat seriously enough or taking defensive steps is also seen as a part of the deeper problem as the U.S. and Europe bear the brunt of the coronavirus in terms of deaths and cases.  This presents a deeper problem than the trade issue by itself as the U.S. had a trade issue with Japan which was later resolved. The way the Trump administration sees itself as the only protector of U.S. interests in trade, security and international cooperation creates a new level of tensions. China after American and European offshoring of supply chain and manufacturing over three decades is going through a rapid reversal. People to people contacts are also falling off a precipice as it were, showing how badly structured efforts by business focused on profit and not people to people fail miserably, hurting the long term prospect of peaceful cooperation. Foreign Investment that was $100 billion in the first quarter of 2022 is now $20 billion. Tourism down by about 80%. At Zhangjiajie National Park goes from half a million foreign tourists to 50,000 last year. It is typical of this staggering change.  People are not going from America and Europe to China unless they have to. It shows the complete failure of a purely business relationship such as offshoring manufacturing when it hurts workers and families in America and Europe, who turn against it leading to a free fall in relations. American and European business and the governments allied with it failed in this sense to build a world of better interpersonal relations between Asia and the western world. China's experience with industrialization and modernization begun in 1990 is now a cautionary tale for other regions such as India and the Middle East that are planning their own modernization. Much of it happened less from a people to people relationship than from an effort by US business to seize the opening of China after Mao's revolution to offshore American manufacturing as if realizing a new opportunity without understanding its long term consequences for the American people. European business followed American business in this offshoring. It damaged the basic structure of the American and EU peoples based on locally based supply chains and manufacturing at home needed for strong healthy communities, leading to this situation today. The rancor and deeply seated discontent all across America and Europe from communities losing factories and the jobs and wealth coming from it from offshoring by business interests has created this situation.  ...

PM Modi asks India's youth to help bring about an end to the leakage of public funds that end up illegally in private hands when these funds are desperately needed to build roads, bridges, housing, logistics centers for exports, airports and ports on a scale similar to the United States and EU nations. Only by doing this and focussing every penny for building infrastructure and international trade under Made in India can India meet the aspirations of 1.2 billion people and set the pace for the 0.5 billion people in other parts of south and south east Asia including neighboring Indonesia- 1.7 billion people. The US and European Union would be grateful that this happens as it secures the future also of the US and the EU nations through a new manufacturing supply chain. With this effort India would integrate efforts for renewable energy and combating climate change with the US, European Union, and the nations of Latin America and Africa on a new scale that is needed. Jobs come with infrastructure and Made in India manufacturing, it is the foundations that have to be put in just as for a house being built. In the interests of a stable government and for rapid development in the state on an unprecedented scale the position of Chief Minister was given to a smaller party with 51 members in the Assembly of Maharashtra. The BJP party the larger party in the new coalition has 106 members in the State Assembly. Mr. Eknath Shinde was sworn in as Chief minister and Mr. Fadnavis of the BJP was made Deputy chief minister based on the understanding of leaders in the federal government in New Delhi on the best way to move Maharashtra forward as a leader in economic and infrastructure development in India. Maharashtra and the capital city of Bombay once the commercial capital of British India has a difficult history of post independence politics. With Nehru's Congress party giving way to George Fernandes trade unionism after 1967 and after 1986 a movement led by Bal Thackeray that sought to give local Marathi youth jobs preference in Mumbai. Lacking the capital, technology and the industrial expertise for development on an American scale, much of this political arrangement has failed to meet the growing aspirations of the young people of Maharashtra and of India. These reasons motivated the federal government to put more emphasis on the "karya karta" or "good worker" principle itself than on the position of chief minister. Much of the rapid development will take place under the leadership of the most competent IAS Indian civil service officers selected for the largest infrastructure projects and the leaders of Indian industry, making the old conception of chief minister redundant. The focus shifts to who can get things done to meet aspirations for Maharashtra 2030 and how it will compare with Uttar Pradesh 2030, or Tamilnadu 2030. How will Metro rail, Bullet trains and Semiconductor Parks, Logistics networks and Exports in the new supply chain the US and EU is setting up in Asia, how will all this look in the 3 states in 2030? This will become clear in 2023 as development accelerates to what India needs. ...

About 600 million people in India are in the 18-35 age group- a clear case of rising aspirations society is happening in India at the very time that the US and European Union are looking at India for the future with shared values of representative democracy, open societies, and building a new supply chain in Asia. This BBC report looks at the state of Kerala where migration is leaving parts of the state only with elderly people. About 10% of the $100 billion in remittances each year from Indians overseas come to the state of Kerala. Life span is about 75 years in Kerala exceeding the national life span of 69 years. However this is looking at it backwards as India remains a vibrantly young country even with the advances in longevity where much of India is close to age 70 years in longevity and advances in medical care and health are taking place at a rapid pace. At the Nordic-India Summit held in Copenhagen in May 2022, the five Nordic prime ministers and prime minister Modi agreed to intensify cooperation on digitalisation, renewable energy, maritime industries and the circular economy. Denmark is helping India with ports and logistics. Apple gets 19% of its sales in China with a manufacturing base that includes 1 million people employed in one Chinese city. In an effort to promote Make in China China is giving Huawei more room to compete with Apple. Huawei is bringing out a new 5G phone as an alternative and has banned use of Aplle iphones in government agencies. This means about 56 million people will have to turn to locally made products. China presents this move as an effort to protect data and cybersecurity. Yet Apple has a share price increase of 46% this year even in an environment in which US and China are restricting the export of key technologies (by US) or critical materials for electric cars (by China). Apple's responses to this have been slow preferring to keep its supply chain the way it is in a strategy based on the short run, with some minor shift to India and Vietnam.

Russia has 600 billion dollars in reserves and with oil prices above $100, with the Ukraine conflict lifting oil prices for Russian oil exports, there is little that the US and Europe have done to prepare for this situation. The Merkel years were essentially wasted in building a trade based relationship on cheap Russian gas supplies, and the wasted resources under Bush and Obama in two wars in Iraq and Afghanistan only distracted the US from the major issues relating to China and Europe that it now faces. 

The need is for a new overall structure to be built- for social structure supporting all aspects of infrastructure, and stronger supply chains with local manufacturing. And international structures that include India and other nations of Asia and Latin America, Africa, that would be a framework for the future- a broader framework for peaceful relations.

Questions raised in this Hindustan Times report about whether India's participation in the Shanghai Cooperation Organization makes sense now after the pandemic and the new arrangement in global affairs. New supply chains and trade alliances formed after the pandemic are likely to be very different after the pandemic and formed with dominant consideration of each nation's economic interests including manufacturing in the home country.  India joined the SCO to forge ties with the central Asian countries. But this no longer makes sense as India's manufacturing ties with individual nations such as Britain, Japan, Taiwan and the U.S., European Union may make more sense and build on "Made in India" initiatives than older thinking and approaches. Britain after Brexit, Japan and Taiwan after a realignment of trade relations, are keen on expanding business and trade, investment ties with India. India has many opportunities to pursue for mutual economic benefit with these countries. Germany, France and other EU countries, the U.S. are also keen on expanding trade and investment with India to boost their economies after the pandemic. This is a crucial juncture for India to plan for the next 10 years for a changing world in which India becomes a dominant story in manufacturing. Australia's participation in the RCEP may also not be long term under the prevailing climate of trade relations with China. Australia India trade can be expanded with new efforts.  ...

China follows Japan in the proportion of its elderly population at a similar juncture in its development. A paper from Japan's Research Institute of Economy, Trade and Industry pointed out that the proportion of child and elderly populations in China as of 2020 was similar to Japan's in 1990. China reached that inflection point faster with fertility rate falling from 2.74 to 1.28 in a 4 decade period, while Japan's fell from 1.75 to 1.29. That paper also shows India's proportion of child and elderly population in 2020 was similar to China's in 1980 when its economic boom took off. The overconcentration of supply chain in China is now being addressed by business in US and Europe after the pandemic showed its weakness. Prime minister Modi says this overconcentration has hurt even and balanced development worldwide.

The title is misplaced- does India have an edge with development in Uttar Pradesh after many administrations since Jawaharlal Nehru's time in his home city of Allahabad. Can water and electricity, Jal Jeevan and Swacch Bharat (Clean India) make a difference in India's largest state. Is development for all impartially given, funds impartially allocated indifference shown to caste and religious lines for delivery of services by the state and federal governments? India and China were at about the same place in 1990 as both countries opened up- can India close the gap. Can Indians stretch the imagination to set stretch goals like China has done. Most of the Indians who fail to stretch the imagination fail to remember that Beijing was mostly filled with bicycles for transport during 1990. China remained undaunted in 1990, she persevered against all the odds. So must India. In the US and European Union competition with China it looks to India for restructuring the supply chain. Is Uttar Pradesh a good place for domestic and foreign investment? Water and electricity goals are being achieved in Uttar Pradesh. Fundamental to development is the rule of law, as this sets the basis for development. Adequate infrastructure, a clean India, is what creates a good climate for investment from outside the state and from other countries such as Japan, the US and Germany. Uttar Pradesh now has the potential to lead the way.    ...

India is storing as much oil as it can at today's low oil prices of about $20-$30 per barrel in May 2020. With India asking the U.S. to store oil from U.S. shale producers at its strategic petroleum reserve storage facilities in the U.S. Already its existing storage facilities of 5.3 million tonnes (39 million barrels) are full, and the storage capacity will be more than doubled with an additional 6.5 million tonnes (48 million barrels) to be built quickly. About 8.5 million tonnes (62 million barrrels)  are in ships on oceans around the world. Demand is only 20% during the lockdown but is expected to reach levels of 2019 by June 2020. Only about 20% of oil consumption comes from existing storage.   That Indian oil capacity is 39 million barrels of storage shows how little was done over succeeding administrations without national aspirations for a growing country with hundreds of million of young people, when the oil storage capacity today of 39 million barrels compares with over 500 million barrels for Japan and for China. A huge Indian government aid package of $280 billion for the economy can be offset by gains in other areas such as low oil price oil storage, and gains in supply chain manufacturing, increasing the size of the domestic market for local manufacturers with incentives and loans, and new rules for stressing local manufacturing for a self-reliant economy. ...

The European Union's trade relations with China, and the trade and industry relationship between Germany and China built during the Merkel years is a part of the overall trade setup of the Free World that is likely to be questioned by Habeck, Baerbock of the Greens and chancellor Scholz after Mr. Biden's launch of the IPEF economic alliance for Asia. During her period in office Merkel also built the German trade relationship with Russia leading to Germany being dependent on Russia for 51% of its oil and natural gas supplies. The German dependence on Russia for energy is now being reversed by the efforts of Economy Minister Habeck of the Greens party in the Scholz coalition. The supply chain renewal and redesign by president Biden is likely to be followed by Germany and France and the EU. Deep in the jungles of Indonesian Borneo one finds Bayan Resources coal complex. In 2025 Indonesia is the world's largest coal producer. Bayan Resources was founded by Low Tuck Kwong a Indonesian businessman who started out with his father's construction business in Singapore and switched to start his own business in mining in Indonesia in 1972. Bayan is now one of the largest coal producers in Indonesia and ships the coal to India, Vietnam and Philippines which depend on coal for electricity and modernization.  Coal demand will actually increase instead of decrease from 8 billion metric tons in 2013 to 9 billion metric tons in 2027. India and Vietnam are taking on the role of manufacturing that once belonged to China in the supply chain. The combined population of India, Indonesia, Vietnam and Philippines is about 2 billion people with a huge need for 100% electrification of rail and transport, and for homes and industry. India is accelerating it's renewable energy production, yet coal will be needed in the interim transition to renewable energy. Coal production is about 1 billion metric tons in 2024. About 20% of coal is imported from Indonesia and Australia. India depends on coal for 75% of electricity needs says Anil Kumar Jha former head of Coal India Limited. He predicts coal to increase to 1.3 million metric tons produced in India by 2031.   ...

Mr. Pascal Soriot of Astra Zeneca says his company has signed agreements for production of 2 billion doses of the coronavirus vaccine being developed by Oxford University. He says manufacturing is starting now because "we want it to be as fast as possible." One of the deals is with Serum Institute of India, the other is with Bill Gates of the Bill and Melinda Gates Foundation for $750 million for CEPI and GAVI organizations which he supports. Mr. Soriot says the licensing agreement with Serum Institute is to supply one billion doses for low and middle income countries, with 400 million doses ready by end of 2020. He says Astra Zeneca is building supply chains across the world and so far has secured manufacturing capacity for 2 billion doses of the vaccine. Mr Soriot tells BBC that manufacturing vaccines on this scale is not an easy thing to do. He says that Astra Zeneca will not make a profit in production of these Oxford University developed vaccines. The U.S. has secured 300 million doses of the Oxford vaccine, and the UK 100 million doses.   ...

The changes taking place in Saudi Arabia under Prince Mohamad Bin Salman are the subject of this article from Prof. Mohsin Khan of Jindal Global University. The effects are easy to see for Upward Mobility, Diversity, the economy, the relations with the EU and the US and other countries, the shift away from oil to renewables, women's participation in the workplace, and education in science and technology. During the last 50 years the wars in the Middle East have wasted resources in unimaginable ways, human and in trillions of dollars that could have improved the quality of life and ease of living of people. The result is that like Britain in the nineteenth century the US in the 21st shows no interest in Afghanistan or regions of South Asia which have scattered its resources. The shift now is to the seas and the region that covers the west coast of Africa through the Indian Ocean to the Pacific past Indonesia to Japan and the Hawaiian islands, the western coast of the US- called the Indo-Pacific. With the US, India, Australia, and Japan committed to freedom of navigation and international law in the region. It is all about investment, new supply chains, trade and growth, science and technology. And the UAE, Saudi now fit in within this larger framework, along with the European Union, and other countries in this region. ...

A new state government in Bihar state, India, takes shape with Nitish Kumar as Chief Minister and 2 Deputy CM's from the BJP party. Bihar is the second largest state in India after Uttar Pradesh, with Maharashtra the third, West Bengal fourth making up the top four by population each with over 100 million people. Rajasthan, Madhya Pradesh, and Gujarat make up the top 7 states each of these three with about 75 million population. Rapid economic development depends on state governments working with the federal government on investment, technologies and effective governance. Gujarat and Maharashtra form an industrial core for India with investment increasing in Uttar Pradesh and Madhya Pradesh which forms the rural interior in the Ganges plains. In contrast to China where industrial development is state driven led by the CCP in a centralized form embedded in the complete authority of the central government, India has to achieve this through the democratic process based on delivery of infrastructure projects and standards of living. Much of this depends on the combined effort of federal and state governments ,with seven of these eight states having this coordinated effort in 2024, at a time when foreign investment in the economy is increasing rapidly to diversify global supply chains. This provides an opportunity for India to change from a developing economy to an advanced industrial economy in stages by 2030 and 2040. ...

New rules for foreign direct investment in India will allow foreign multibrand retailers to own upto 51% of joint ventures in India. Rules set earlier allowed foreign retailers like Wal-Mart to only setup wholesale joint ventures. The move by the Indian government lets Wal-Mart, Carrefour, Metro Group and other retailers open supermarkets. The rules were also changed to allow 100% ownership for single brand retailers such as Nike stores. Prior rules limited single brand retailers to 51% ownership. This is a major step because of the growth in the Indian retail market, and the small portion of the overall market that is occupied by large retail chains with well developed supply chain management. Technopak Advisors Pvt. Ltd, a consulting firm in New Delhi, estimates that the Indian retail market has sales of about $470 billion a year, with only about 5% of this or $27 billion in modern organized retail operations. In the five year period 2012-2016 sales are expected to grow to $675 billion, with $85 billion coming from organized retail. Companies with operations in India that are expected to expand operations include Bharti Wal-Mart, Tesco which has a agreement with Tata Group's Star Bazaar stores, Germany's Metro Group AG. according to these numbers, even with competition from the organized large stores, smaller stores will still occupy 88% compared to 95% of the retail space in 2016. And the growth in the overall market means that the smaller mom and pop type stores will still have growth from $443 billion today to $590 billion in 2016. A government backed study by ICRIER shows that smaller stores lose about 23% of sales in the first year, but recover quickly in following years because of growth in the overall market. The introduction of modern supply chain management, modern refrigeration methods, and large investments by leading global retailers is likely to change the way food and other products are stored and marketed, a revolutionary change for India where these methods and investments lag far behind the developed world.
