Formerly called Ceylon, this nation and India share a long tradition of democratic processes and free press since independence for almost 7 decades. These are the only 6 nations with British influence that have preserved democratic processes and mutiparty systems, including a vibrant free press, gradually established during the period of British rule- the U.S., Canada, Australia, New Zealand, India, and Ceylon or Sri Lanka as it is now called. These institutions were transferred to 2 nations during a short period of American rule- Japan and Germany. Western Europe, and Eastern European countries since the fall of the Berlin Wall have joined this core group of countries. All these countries have a common bond and interest in building and strengthening democratic institutions and shared prosperity in a larger global neighborhood. Other countries in the British Commonwealth have struggled to develop multiparty systems and free press such as Malaysia, Ghana and Kenya, or had periods of military rule as Nigeria. Indonesia and South Korea have emerged from periods of military rule and are developing effective democratic processes to join what is now a large community of nations with a common interest in democratic process, truly functioning democracy, respect for the opposition, and freedom of people to express their views to participate in the working of government....

House Budget Committee chairman Paul Ryan said in remarks at a breakfast hosted by the Wall Street Journal- he would submit a budget plan that would balance the budget in 10 years by cutting government spending and without raising tax revenues. This comes before the House vote to suspend the debt ceiling till May 18, 2013, giving more time for deficit negotiations. Ryan said: "Hopefully, people can come together to agree on getting a down payment on the debt crisis."

Benedict Carey provides this fascinating account of one woman's experience in the U.S. Army's mission in Afghanistan. Lieutenant Courtney Wilson served in Kandahar in 2010 and experienced many of the stresses women face to a larger degree than men integrating into what is for the dominant part a male focussed culture. This is increasingly important as women now form about 15% of the force in Afghanistan and Iraq, and are likely to be an even larger part in the future tech driven force. With fewer women in the force Wilson had less opportunity to interact with women, and like other women in the army she felt the emotional bonding that men have with other men in the army is something they lack. Like women in male professions, and men at the margins of the dominant culture in other fields, women feel a higher level of psychic stress.

The Obama administration delays a decision on the Keystone pipeline till after the 2012 election. State Department officials say they will extend their review of the 1700 mile Keystone pipeline so that Nebraka's objections about the pipeline route affecting drinking water from the Ogallala Aquifier - which provides drinking water to Nebraskans- can be addressed. Kerri Ann Jones, of the Bureau of Oceans and International Environmental and Scientific Affairs, says choosing a new route inside Nebraska will mean a new environmental assessment is required, taking an additional 15 months. In addition to environmental concerns, the Obama administration is concerned about how approval would affect enthusiasm for Obama's re-election in 2012 among environmentally conscious voters. TransCanada officials point out that of the 14 routes considered in the review by the State Department, one route entirely bypasses the Sandhills region and the Ogallala Aquifier, and six routes reduce the pipeline mileage crossing Nebraska....

Ehud Olmert is fighting corruption charges, Shimon Peres is 86, and Ehud Barak has a low political popularity rating.About 60% of Israelis support his performance as defense minister but only 3% say they would vote for him, with his Independence faction of the Labor party expected to win only 1-2 seats, according to polls in Israel. Barak, 70, was a member of the Israel Defense Forces for 35 years, and for many years a leader in the Labor party. In 2009 he formed a partnership with premier Netanyahu and joined the cabinet as defense minister, having similiar views on the Iranian nuclear threat. Barak has held positions as head of the defense forces, defense minister and prime minister. Experienced observers see the move to withdraw from the elections as a tactical one, considering the low poll ratings, so that he could join a future government.
