The new foreign minister Wang Yi, was China's ambassador to Japan 2004-2007. The new ambassador to the U.S. is Cui Tiankai, a diplomat who graduated from the Johns Hopkins School of Advanced International Studies in the U.S. Cui was ambassador to Japan 2007-2009. Managing the China-Japan and China-U.S. relationships is critical for China because China depends on U.S. and Japanese companies for investment and new technology, for continued economic progress. The relationship has been affected by the territorial disputes with Japan in the East China Sea. Germany as an advanced technology manufacturer and commodity exporters Australia, Canada, Argentina and Brazil depend on the Chinese market for exports, creating an interwoven economic dynamic that is likely to be the dominant factor in relations. This is also the perception of Li Keqiang who told a press conference in Beijing that the competition with the U.S. has been overemphasized, that he "does not believe conflicts between great powers are inevitable." Foreign affairs remains subordinate to domestic policy and priorities in China, as China tackles the problem of reorienting its economy to give an important place to the private sector and consumers. Itself not an easy task, as prime minister Keqiang pointed out at his first press conference: "Talking the talk is not as good as walking the walk." One of Keqiang's main allies in this effort is Robert Zoellick, former president of the World Bank, who helped put together with China's DRC, the report "China: 2030," outlining these priorities....

A remarkable change has happened in a matter of 100 days in Canada's stance on immigration and fentanyl flows. Trudeau now calling for eradication of fentanyl, his deputy prime minister saying Canada has more fentanyl deaths per capita than the US because of smaller population, and the need to wipe it out off the face of North America. The Canada Conservatives generally support DJT. The Trudeau Liberals have shifted policy to support DJT policies on immigration and fentanyl flows. In general Canada is making a pronounced shift towards support of the US position on immigration.  It is not just DJT policy as closing the border was part of the agreement agreed by Biden in 2024 with Republicans in Congress led by Lankford-Graham-McConnell which was not passed because it was too close to the election. One can only say the Covid pandemic, vaccination shortfalls, failures of supply chain distracted Biden from acting early and similar to DJT on the first phase of immigration action on illegal migrants committing offenses. The release of illegal migrants across the US is something that Democrats will years from now see as a major error in its policies. The Message to Congress by president James Polk on May 11, 1846 set forth the situation of the Texas Republic setup by settlers under Gen. Sam Houston in 1836 under military threat from Mexican forces. Polk set the task for its defense by the United States against Mexican military forces that were legacies of the Spanish colonial Empire in North America. Petrobras remains stuck in 2016 with a huge debt load of over $125 billion and a slump in oil prices. CEO Aldemir Bendine is a career government banker appointed by President Rousseff in 2015, as she faces impeachment proceedings for a corruption scandal involving Petrobras. His 11 months in office have been marked by disagreements with the board, with Bendine walking out from one meeting. Petrobras has changed chairmen twice in the 11 months. Bendine's goal of divesting assets worth $15 billion in 2016 may not be achievable say analysts, with other oil companies also divesting assets. As an outsider Bendine faces skepticism from insiders in the company. A oil strike went on for weeks before workers won a raise, resulting in lost production.

The initial information of 4 million records affected by the hacking into records at the Office of Personnel Management of the U.S. government is now shown as a serious underestimate. The agency now says 19.7 million who were given a background check, and an additional 1.8 million people are affected. The agency now says there were separate incidents of hacking with this incident separate from the other incident for 4.2 million records hacked, both perpetrated by the same hackers. The two hackings are reported to be from China. A security official at the department of Homleland Security, says the access to the personnel records was made through the use of the credentials of a contractor which were available to the hackers.

Krugman draws attention to the statement of the E.U. leaders put out in mid-July, 2011. This statement calls for strong deficit reductions "in all countries except those under a programme" to take place "by 2012 at the latest." He says this is a call for all of Europe to cut spending. Krugman points out that there is nothing to show that the European private sector will be ready to pick up the slack in the next 2 years. He sees a similiar situation playing out with the deep cuts proposed in the U.S. deficit reduction plans being discussed and the unwillingness of the private sector in the U.S. to invest when demand is weak and household debt is high.

The concentration of immigrants in east Oslo and other neighborhoods creates a more visible presence than actual numbers. About 11% of Norway's population of 4.9 million are immigrants. Of the 550,000 immigrants who came in between 1995 and 2010, half are white from Poland, Sweden, and other countries. But the Somalis, Eritreans, and other immigrants coming for asylum are from the poorest countries and find assimilation difficult. There is a consensus among Norwegians and in the political parties that immigration policies need to be revised.

A mid-July 2011 CBS poll on where Tea party supporters stand on raising the debt ceiling and on a balanced deficit reduction approach combining tax increases and spending cuts. This poll shows 66% of Tea Party supporters saying Republicans in Congress should compromise on their positions to reach an agreement to raise the debt ceiling. Only 31% said they should stick to their positions even if this meant not reaching an agreement. On a balanced approach 53% said it should be the path taken including tax increases and spending cuts for a solution to deficits, and 45% said only spending cuts was the right way. This shows a more flexible Tea Party than is presented in the media reports and strident statements of politicians.

Brooks describes the U.S. presidential campaigns of Republican Romney and Democrat Obama as very consequential but incredibly dull, an effort to get uninformed voters with a barrage of negative advertising. There is very little enthusiasm for either candidate in their parties and the only feeling motivating each party is that the other candidate and his policies would be a disaster. There is hardly any effort at intellectual innovation, bringing new ideas or thoughtful debate into the election campaign. With four months left before the presidential elections the situation appears likely to drag on in this way right into the final days, with each side running a well oiled media campaign around themes that cast the other side in a negative light.

In comments made to the editors of the New York Times, Mario Monti, the prime minister of Italy, says the European Union will endure because it was in the vital interests of Germany. Competitive devaluatations if a number of countries exited the eurozone would have an enormous harmful effect on Germany. Germany is an export dependent economy and sends two thirds of its exports to EU countries. In the unlikely event Greece leaves the eurozone, Monti says effective political policy responses can be expected to prevent this from affecting the rest of the eurozone. Monti is on a visit to the U.S. for talks with President Obama. He praised the effort by Greece's prime minister Papademos to meet the demands of international lenders in difficult conditions.

While Italy's budget deficit of 5.3% of GDP in 2009 is relatively healthy, its public debt as a percentage of GDP is rising and forecast to be 118%. The growth in tax revenues is negligible because Italy has seen only 0.54% annual average growth in GDP in the past decade, so its much harder to manage the debt. As the interest on debt exceeds the rate of growth, debt keeps rising all the time, say experts. This makes it harder for Italy to borrow in capital markets, a 9.5 billion bond offer in April 2010 drew onlly 9.78 billion euros in bids. The debt financing is helped by the Italian households having a high savings rate of 15%, and holding 25% of Italy's bonds.

American, Alaska Airlines, and Southwest Airlines are the only 3 airlines that never filed for bankruptcy. Analysts say that this has left it with a higher cost structure, and estimate that American's costs would be $600 million lower if it has the contracts Delta and Continental have. Delta Airlines merger with Northwest in 2008, and the planned merger of Continental and United, does not affect American Airlines management. CEO Arpey sees American as more nimble and trying to build something profitable, and sees being smaller than these newly merged competitors an advantage. American is focussed on markets around 5 major cities- Dallas, Chicago, Los Angeles, Miami and New York. In international travel it has One World partnerships with British Airways and Japan Airlines.

Instead of going through layers of executives before speaking to the CEO, quality chiefs at Toyota now speak directly with the CEO. Mr. St. Angelo who heads the Quality group at Toyota for the American region met directly recently with Mr Akio Toyoda. There are in all 6 Quality chiefs for six regions worldwide. Akio's questioning during a Congressional investigation appears to be a turning point and he is determined to shake things up. He choked up at the National Press Club in Washington while thanking employees and dealers for their support. George Papandreou's approach and demeanor has helped rather than hindered finding solutions to the debt crisis in Greece. He has emphasized keeping a modest profile and doing the things that matter most- getting straight down to what Greece needs to do to address its problems when talking to European leaders, putting economic experts like Stiglitz in his inner circle so that he is well aware of how others see Greece's problems, setting a role model for his ministers in cutting down on expensive spending habits. Taking out the BMW and driving a Prius may be just for appearance, but actions like these combined with quiet but decisive steps, are needed to set the right tone as Greece shifts to austerity measures and reduces state spending.

Residents around the old landfill refuse to it being used any longer because it breeds disease and a contaminated environment. Meanwhile a million tons of garbage is piling up on city streets. The new government has promised to build a new one but desperately needs to use the old one till the new one is setup. Libyans say the problem of administration is acute in Libya, because unlike in Egypt there is no effective civil service, and the country was simply run on the decisions of one man and not much moving without that. The whole structure of administration is going to have to be built from scratch.

There is deep distrust of the Japanese government on the safety of nuclear reactors and a sense that the regulatory system has failed. In the most recent development, Osaka's mayor Toru Hashimoto, is withholding local approval for starting up 2 nuclear reactors at the Ohi plant, near Osaka. The 2 reactors passed simulated stress tests and were expected to be up and running, but public mistrust of the tests led to Hashimoto holding back on approval. Hashimoto was able to do this because Osaka is the largest shareholder in Kansai Electric Power. Hashimoto says he not against nuclear power, but against the top down regulatory system which works closley with power plant companies to protect their interests, with very little transparency on decisions and methods.
