How the Frankdurt Auto Show was a kind of watershed for the European auto industry, where the German carmakers decided to commit resources and move technology in the direction of reducing emissions and improving mileage, with cleaner diesel engines, reduced emissions from gasoline engines and all round improvements in technology that was environment friendly. Mercedes and BMW appear fully committed to meeting new EU goals for emisssions of 120 grams per kilometer for 2012. Russian shadow fleet and about 80% of Russian oil now sanctioned after US sanctions on Rosneft and Lukoil- Feb 2026. This is putting more oil onto a fleeet of vessels operating under Comoros, Sierra Leone and third nation flags, or even two flags, which the Americans and Europeans are tracking and diverting. Russia seeks to put this oil on an alternative tanker fleet it owns and which is insured by Russia, that goes from the Baltic and Black seas to the Mediterranean to refineries in Turkey, India and China. What thsi does is increases risks for Russia in shipping and for the Euroepans and Americans when ships fly Russian flags with military convoy. The overall effect of cutting Russian oil exports in addition to India committing to buy American oil and Venezuelan oil instead of Russian oil in its trade agreement with US, is that Russian economy may be in risky territory. Inflation is higher than official 6 percent at 16% interest rates, and this increases the risk. Budget needs within Russia may not be met as this continues. It is in Russia's interest now to conclude a peace agreement with Ukraine, now that the US has moved away from NATO/Europe to peaceful cooperation with Russia and competition with China. ...

Poland says its President Lech Kaczynski, is not hit as hard as other countries in Eastern Europe, by which he may be referring to Hungary, and may achieve 2% growth in 2009, if things do not worsen considerably. The prime minister of Hungary had warned of a new Iron Curtain coming down over Europe, as a result of the economic downturn. Unemployment is rising, but nowhere near the high double digits of the 1990's, and exports are still holding up, and Polish banking sector is relatively healthy not having made the risky investments.

The symbolism of the Ramstein Air Force Base is unique as US Defense Secretary Austin says this months meeting of Blinken and Austin at Ramstein with their European counterparts will be followed by monthly meetings. Lloyd Austin sees this as a monthly group on Ukraine self-defense. Ramstein Air Force base is the headquarters of the US Air Force in Europe, and of NATO Allied Air Command. For the first time the invasion of a free people and country in the middle of Europe is being taken seriously in Europe and the US.  In Germany Annalena Baerbock and Robert Habeck of the Greens have joined with Mr. Lindner of the Free Democrats to express the same views in the coalition government with the Social Democrats, making it clear that the German people are with the Americans and European leaders gathered at Ramstein base. The earlier symbolism of Merkel and Steinmeier and a German position of a bystander in the changes happening in the world in China and in Europe are now seen as having emboldened the Russian invasion of Ukraine. To make a dent in carbon emissions governments in Europe and North America need to support the use of low carbon solar panels in solar facilities installed there. This would enhance solar energy panel production in the US and Europe, India, other countries. Experts say the use of solar panels made using electricity from coal use in China creates more emissions in China while reducing emissions in the West. The result is that global emissions remain the same as if no solar panels were installed.  The global solar panel production is mostly concentrated in China because of the lower cost of electricity from coal used in production of panels- a critical factor in the lower prices of Chinese made solar panels. This allowed China to gain a monopoly in production of  world's polysilicon, an essential component in solar panel production, that consumes large amounts of electricity in the manufacturing process.  This use of coal generates twice the amount of carbon emissions in China than the solar panels made in Europe, say experts. As a result the governments and companies in Europe, US and India are shifting to local manufacturing of solar panels. ...

Curiosity had a lot to do with the Renaissance in Europe, the Voyages of Discovery from 1500 to 1800, with the Discoveries in Science in Europe since the 16th century, and the Industrial Revolution in Europe.  Curiosity sets out a new way of thinking. This helped Europe to surpass Asia after the Renaissance. The Voyages of Discovery were motivated by an effort to fill gaps in knowledge about the world beyond one's shores in the Atlantic, and other oceans. Most of the reporting on Ukraine follows the war. Questions are asked how will this conflict end? This report in Der Spiegel is one of the rare reports that looks at the Ukrainian economy with images and reporting from the ground that answer that question. If the Ukrainian economy is surviving in 2023 then Ukraine will continue long after a peace settlement is reached. It shows for instance that supermarket shelves are well stocked. It shows energy from half a million generators keeps the lights on and companies working in Ukraine. The steel industry is mostly destroyed yet the software industry continues to grow. Unemployment is 30% even after hundreds of thousands of younger Ukrainians are at the war front. Of about $62 billion promised by US and European countries about $31 billion has actually been transferred to Ukraine. The IMF has created an exception for aid to Ukraine with offices in Kviv and Brussels. All defense needs are covered from the Ukraine budget. Before the invasion in Feb 2021 defense took up 9% of the budget, now it takes up 42% of the budget. Another 16% for public security. For social benefits 16%, and another 26% for other expenditures. By having an economy that is functioning and life even in light from generators and solar energy, with supermarkets well stocked and providing office space for workers, with aid mechanisms working. Ukraine has already emerged as part of Europe, tried, tested and come through adversity of the worst sort. It is supposed to join the European Union, yet Der Spiegel says it is already tightly integrated into the EU. Its power grid was integrated with the EU power grid before the war, and nuclear power was sent to the EU from Ukraine before Russian attacks on the nuclear plant. Then transmission lines brought energy to Ukraine from the EU. The EU takes in 80% of Ukraine agricultural exports compared to 20% before the war. Even at the risk of lower prices and hurting farmers in Poland, the Polish government has allowed large imports of agricultural products into Poland. The close links with countries of the EU that share a border with Russia have increased. The problems now are that Ukraine after this war will have severe shortage of manpower. Already with the fall of the Soviet Union Ukraine lost about 8 million people and population was 44 million before the war. About 8 million people moved to Ukraine in the one year following Russian invasion. Of this 1.5 million stayed in Poland, the rest went on to other countries in the EU or returned. The countries such as Germany, Finland, Czech Republic have labor shortages of their own and encourage refugees to stay. Rebuilding is estimated to cost $131 billion. Yet as is evident in Poland after most of the damage from the second world war in Poland it was rebuilt using modern technology. Ukraine survives, its life goes on, is the message from Der Spiegel. In this way the war's outcome is already evident. Much of it comes from the European Union having sensed that attacks made with impunity would endanger all of the European countries when made by any dominant power. This is also what Cambridge historian Brendan Simms has shown about European history for the past 500 years in History of Europe- The struggle for Supremacy 1452 to the present. No one country says Simms was able to act with impunity and pose athreat to its neighbors as all other countries in Europe rallied to prevent this. This war is no exception.   ...

A sign of the changing policies in Europe as it reflects on too loose immigration policies that leave locals left out to bring in foreigners, France's Macron plans to establish a system of quotas for immigrant workers. A singular complaint in France's rural areas and in East Germany is that the locals feel left out as the governments focus on accomodating immigrants. Europe's post war immigrant policy was designed for Europeans and integration along the ideals of post-war Europe so policies will revert to these original principles. In doing this there is also the strategy of blocking further losses to right wing parties of parties that have called themselves centre right or centre left but inadvertently drifted away from original principles guiding postwar European reconstruction and shifted towards a tech elitist view of the world.

The failures in Argentina's management of the economy recurring decade after decade for the last 50 years and with an historical trend, relate to the breakdown in the political process in the country, the failure of society to come to grips with the problems as one community with common interests when fighting inflation as we see in most nations including in the US, Europe and modernizing nations of Asia. As well as countries such as Brazil that have overcome their issues with inflation since the 1970's. The lack of industrialization in Argentina and Chile leaves the countries vulnerable to commodity exports. A bad harvest year can ruin the economy as no rainy day fund exists as was done in Russia after economic crises. Borrowing from the IMF leads to a cycle of repeat crises followed by IMF borrowings, austerity budgets such as Milei's when budgets can be corruption free, disciplined and efficient to begin with for a startand kept that way by the whole of society acting together under responsible political leaders. Asian nations learned from Europe and drafted their economic path, Latin America which is largely populated by emigrants from Europe has failed to do this. The differences are stark. Much of Asia experienced war and strife since the 1930's and the suffering created a dire need for good leadership and programs for modernization and infrastructure by all of society pulling together. In Latin America the failures of political parties across the spectrum has led to drugs entering the economic framework, leading to failed states in other ways, and large parts of Latin America are now affected by this problem. The results are that this affects the people of Europe and the US with illegal flows, a problem unprecedented in the history of the US since 1787.  ...

Russia seeks better relations with US but wants to end the war in Ukraine on its own terms. Congress supports Ukraine, as DJT looks for ways to improve relations with Russia as a nuclear superpower, and find ways to bring both sides closer to end the war without success. Following the Alaska meetings a few signs of progress but not enough to reach a settlement of the war as Russia seeks to keep territory in the east and Ukraine looks for security guarantees that Russia has not yet agreed to. Germany under Merz ramps up its defense forces as the US seeks to avoid involvement in a conflict in northern Europe.

Anton Troianovski reports for NYT from Geneva on the talks between Russian foreign minister Sergei Ryabkov and US Deputy Secretary of State Wendy Sherman on the Russian proposals for redrawing of the boundaries between Russia and Eastern Europe. Russia has insisted talks take place without the Europeans. The Russian view is that the current borders with strong US presence in Eastern Europe- in Poland, the Baltics, Ukraine, and other parts of Eastern Europe were a result of the new borders being thrust on a weakened Russia after the collapse of the Soviet Union.  The US insists it will not do anything without working with its European allies, but is willing to look for some areas of common ground. European Union and Germany see the new Eastern Europe formed as a result of the self determination of countries in the region, and their right to choose their future. Ukraine was historically close to Russia. After the collapse of the Soviet Union Ukraine had developed two identities with eastern parts of the country closer to Russia reflecting earlier close ties and the western parts of Ukraine closer to Poland such as cities Lviv and Kiev reflecting the mood in Poland and Baltics for an independent Ukraine. Lviv is only 70 kilometres from the Polish border and shows traces of the Austro-Hugarian central European heritage. Kiev is about 300 miles from the Polish border in north central Europe. Elections led to governments alternating between close ties to Russia and distant ties to Russia with the two recent governments opposed to Russian interference in its affairs. President Putin responded with invasion of Crimea and forming an autonomous region in eastern Ukraine. In the latest move Putin seeks to reset the borders in a way that is favorable to Russia.   ...

China's sharp slowdown in growth to below 4% is likely to reduce inflation in the US, Europe and the rest of the world. This means less demand for oil and gas, other commodities, that China absorbed for the higher growth, in a degree that was disproportionate when compared to the needs of the rest of Asia, Latin America, Africa, the US and Europe. The inflation in other parts of the world with inflation now exceeding 10% in Britain, is driven by the war in Ukraine cutting off supplies of Russian oil, and by supply chain issues. Lower demand for fossil fuels in China could compensate for the loss of Russian oil supplies by adding that much oil and gas to oil markets. Supply chain issues are being resolved though this may take some time. And a new supply chain is being built that replaces the old one that was too stretched out all over the world without emphasis on making at home in the US and Europe, India and other countries. US shale oil companies have not invested in increasing production and this could change adding to oil and gas supplies. Moderating inflation and a winding down of the war in Ukraine could help the economies of the US, Europe, India and other countries. ...

President Biden's style and years of effort leading to the presidency are similar to another Democrat - US president Harry Truman who took the US and the world through the last years of World War II, the Berlin Crisis and rebuilding war torn Europe through the Marshall Plan, and the Korean War. By doing so Truman built the security and economic structure that was the foundation of the Free World. Prsident Biden faces a similar opportunity says Mr. Zoellick in the WSJ. Mr. Biden is already engaged in a similar task as large as that facing Harry Truman as he sets a new direction for America. To build a new supply chain for the US and Europe, to advance the technological and scientific leadership of the US, Europe, Japan, South Korea and India, and to build a new security alliance in Asia and Europe, and strengthen Latin America. Mr. Truman was not deterred by the 1946 midterm elections with Republican majorities and used his experience as a Missouri Congressman to work with Republicans of like minded thinking to strengthen American leadership in the world. Mr. Biden is not deterred by Mr. Trump's challenge and shifts in voter sentiment as he set his focus on what matters most for America in the decades ahead from climate change to economic leadership. ...

The failure of Merkel's and Macron's policies in Europe. The policies contained a contradiction says this WSJ report- doing little to address concerns of Russia over NATO expansion and yet opting to build better economic relations with Russia. Merkel and Macron failed to tackle the main issue of NATO expansion. Did NATO need to expand continuously and what could be done so that Eastern European countries could join the EU but not NATO as a defense alliance. Without some new framework on this issue that was determined between US, Russia and Germany, France, for post 1990 peaceful relations the relationship with Russia based purely on trade has collapsed.  

This WSJ report also brings up the issue of the US and Europe not having it both ways - continually expanding NATO in the interests of the smaller nations in Eastern Europe and yet hoping to build a better relationship with Russia.
