There are about 2 million refugees or displaced persons in Iraq largely a result of the Sunni and Shiite conflict and defacto partition of Iraq as Sunnis move to Sunni areas and Shiites to shiite areas much like what happened in the Punjab during partition and the creation of Pakistan. Another 2 million are refugees in Syria and Jordan. In 2008 its 5 years since the US invasion of Iraq and there is an assessment of what has happened since. The war and the insurgency has led to 180,000 killed according to one estimate by Iraqi Ministry of Health. There were elections leading to a Shiite dominated government and regional autonomy for the Kurdish part, but after Sunnis from the old regime took up arms as insurgents the Americans largely failed to provide the security to ordinary Iraqis. Then after local militias of Sunnis and Shiites took over their areas security, it was largely provided by the militias in their areas and the whole tone of the conflict shifted to that between sectarian communities. Since 2007 the tribal leaders who supported the insurgents shifted their allegiance to the Americans, who essentially now ensure security and transition for an interim administration, while a defacto partition of Iraq has already ocurred and is being completed. The Americans will essentially have reversed the creation of Sunnis as a privileged minority, which happened under the British after the collapse of the Ottoman Empire turned the area over to the British, and the British crushed a Shiite uprising. Leading afterwards to the creation of an independent Iraq from territories put together from the British colonial period following the Ottoman collapse. Now the area reverts to what it was before either the Ottomans or the British to what it was when it was a Shiite region, without the borders such as Iran and Iraq and Shiite religious centers extended from Iran into Iraq, which may account for the strong religious feeling of Shiite communities regardless of these borders. What of the Sunni minority around and in provinces near Baghdad? These communities could only prosper with some kind of neighborly coexistence with the Shiite communities of the region, which is the best the U.S. can do for the region promote some kind of neighborly coexistence between the communties and exit gracefully. ...

Key points in Putin annexation speech are shown in the Washington Post. Putin presented an anti-western view that went over European history of colonialism in Africa and Asia. It presented a Russian nationalist view oof European powers and the US as trying to diminish Russia throughout history, that refers more to the British than for the country that emerged from British colonies in America with the idea that "all men are created equal." This was similar to a speech made at the beginning of the conflict in Ukraine that stated some of the same points. Putin referred also to the use of total bombing on Dresden, Hamburg and Cologne, by the US and Britain, and the nuclear bombs dropped on Hiroshima and Nagasaki by the US in 1945, the US action in the Vietnam war. Putin's view- "I emphasize that one of the reasons for the centuries old Russophobia, the undisguised malice of these western elites toward Russia is precisely that we did not allow ourselves to be robbed during the period of colonial conquests. We forced the Europeans to trade for mutual benefit." About this version of history of European colonial powers - it is not entirely true, because as Cambridge historian Brendan Simms points out in his  book-  Europe- the Struggle for Supremacy  from 1453 to the Present,  Russia is itself throughout this period one of these European powers. Russia was also one of the powers present in China before the Boxer Rebellion in 1900, and in 1901 when the concessions were drawn from China in that period. Of the military force of 19,000 that entered Beijing in 1900 and crushed the Boxer rebellion of local Chinese calling for ouster of foreigners from China, Britannica.com shows that most of the them came from Russian and Japan, with lesser numbers from Britain, France, the US and Austria Hungary.  After suppressing the Boxers the foreign powers including Russia, Japan, Britain, France, Germany, Austria-Hungary and also the US asked for reparations and concessions on Chinese ports. Tsingtao went to Germany, The British and Russians getting concessions in Tianjin. Only America stated under president Woodrow Wilson that the reparations were excessive. Wilson converted American reparations into funding for Beijing's first modern university Tsinghua University, where  many of China's leaders were educated. During the period 1901 to 1945 the US opposed British colonialism in India and China. The US opposition with its Pacific fleet was strong enough to prevent further division of China among the colonial powers. In the 1940's the US under Franklin Roosevelt and his representative in China General Jospeh Stilwell carried out the campaign against the Japanese invasion of China so that the national integrity of China could be preserved. Stilwell called for reforms of the corrupt Chiang Kai Shek Koumintang government which rejected Stilwell's advice. Leading to its gradual collapse to the Communists under Mao-tse-tung, as the popular support shifted. It is now known what exchanges took place between Franklin Roosevelt and British governments including Churchill and Clement Attlee, and it can be said that the US under FDR was always putting pressure on the British Empire to free India from colonial rule. In 1942 there is the letter from Gandhi at Wardha to Roosevelt asking for help just before the Quit India movement, and Roosevelt's response is clear in the way he told Churchill by 1943 that America would never go along with Britain's unfair and impoverishing rule of India after winning the war. Roosevelt did not need Churchill's "growling" response, he had already put the British as a junior and much diminished partner. American help was crucial in convincing the British to quit India, which is also why it happened so quickly after 1945.  During the Soviet occupation of Eastern Europe after defeating Germany in 1945, much of Eastern Europe came under Soviet and Russian domination. Poland was partitioned between Germany then called  Prussia, Austria and Russia, as colonial powers in 1772, followed by further partitions. The roots of the Ukraine crisis in some ways involve Poland and Polish history, as Lviv is only 70 kilometres from Poland. As the view on the Ukrainian side reflects this colonial history of Russia and of Germany in western parts of Ukraine. America under Abraham Lincoln fought a great war of Emancipation to live up to the document of the Declaration of Independence of 1776 that "all men are created equal." The United States of America did not look to colonial possessions for its wealth because of the abundant land in a new continent and the early developments of the Industrial Revolution. Of rail, steamship, of mechanized agriculture and industrial production, in the period after 1850 that made America unrivaled in its industrial strength right upto the 1950's, and  which continues to the present day.  The industrial development of of Japan and South Korea, then of China, and now in India would not be possible without the  hand extended out by America to nations in Asia,  a benevolent hand in creating a tide that lifts all boats. ...

Germany temporarily reintroduced border controls at the Austrian border on September 13, 2015, and supended rail service to Austria by Deutsche Bahn for 12 hours. About 40,000 migrants were expected to Germany on the weekend of September 12-13, making it hard for Germany to cope in such a short time. Economics Minister Sigmar Gabriel told newspaper Der Tagesspiegel "Europe's idleness in the migrant crisis is starting to push Germany close to its limits." This was also meant to send a message to Eastern European countries Poland, Czech Republic, Hungary, that have resisted cooperation in accepting refugees that the Schengen Agreement itself was at stake. The Schengen Agreement of 1985 is one of the key achievements for European unity by allowing free movement without passports within the 26 countries of the European Union. Germany's Interior Minister Thomas de Maiziere, described the move for border controls as a "signal to Europe that the German government will live up to its humanitarian responsibility, but the burden connected with the large number of refugees must be distributed in solidarity throughout Europe." A provision in the Schengen Agreement allows for border controls to be temporarily reintroduced in a emergency situation. ...

Germany is adjusting its requirements for residency permits and work permits for refugees. It will let asylum applicants take temporary jobs by 3 months after applying for asylum. Current law bans migrants from working through temp agencies for the first 4 years in Germany. The government will lower hurdles for job applicants who are refugees. Government policy of Angela Merkel's coaltion is- "people who have the right to protection and stay in Germany permanently should find employment rapidly and earn their living themselves." This is critical to the large effort to absorb about 1 million refugees in 2015, as it will meet the needs of companies and not cost the government additional outlays for social payments to refugees. The initial response from companies such as SAP, Thyssen Krupp, and smaller companies has been very positive, and shows why Germany is uniquely positioned of all EU countries to be able to take on this challenge on both humanitarian and mutually beneficial basis.

Bayer CEO, Marijn Dekkers, plans to divest its plastics business, called Material Science. The plastics division requires large investments with lower returns than can be made in health care or the agricultural crop science business. Crop Science generated earnings before interest and taxes of 1.81 billion euros in 2014, and Health Care helped by 5 new prescription drugs reported EBIT of 3.58 billion euros, compared to poor returns of 555 million euros on the polyurethane and polymers used for laptops to soccer balls in the Materials Science division. CEO Dekkers is a Dutch born executive who worked for 25 years in the U.S. Since taking over in 2010 he has brought a significant culture change to Bayer, by insisting on speed and agility from executives. Division heads with marketing backgrounds are preferred to science degrees, and the planning orientation of the company is being changed to one where the company executives are not afraid to take risks based on incomplete information. Dekkers prefers an IPO for the $10 billion plastics business to generate more cash and reduce the debt of 20 billion euros. He acquired the over the counter drug business of Merck for $14.2 billion, and has boosted drug sales with the introduction of Xarelto in partnership with J&J, eye treatment Eylea, cancer drugs Stivarga and Xofigo, pulmonary hypertension drug Adempas. Sales of these 5 drugs are expected to go up from 2.9 billion euros in 2014 to 4 billion euros in 2015, contributing significantly to Bayer's profits. Dekker's venture capitalist type focus on profit margins is showing results in share price performance- Bayer's share price has advanced 60% in 2015 mid-March price of 145.85 euros compared to the prior year month. In the small town of Leverkusen, Germany, where Bayer is located, there were initially fears that Dekkers was "too American" and too focussed on shareholder value to understand the need to respect tradition. Since then Germans have realized that Dekkers understands tradition and is only bringing necessary change- the transition to being a life sciences company makes sense to shareholders in Germany, for employee representatives on the supervisory board the guarantee of current level of 17,000 jobs in the plastics division for a few years shows his concern for job protection during the transition period. For Dekkers who left Holland in 1985, and has a U.S. passport with an American wife and kids who speak no Dutch or German, the important thing is to get the right balance- he says the system of 99-1 where 99% of the information had to be in before a decision could be made is making the change to 90-10 where only 90% of the information is now necessary to go ahead, even if he would like to see it at 80-20. The Guardian sends its reporters along with UN special envoy on poverty Australian Prof. Alston as he spends two weeks in the world's richest country looking at poverty in urban areas.  They look at some of the 55,000 homeless people in Los Angeles, homelessness exacerbated by the tech boom in California that has sent housing costs skyrocketing. LA saw homeless people increase by 25% in 2017. The safety net is not being reinforced as the Trump administration cuts many social safety net programs. Next they visit the Tenderloin district in San Francisco where homeless people can be found at St Boniface Church sleeping in the pews. As the Guardian points out the cuts to social programs disproportionately hurt people of color who make up 39% of the homeless in the U.S. This report looks at the incongruity between the tax cuts that are likely to hurt poor whites who supported the Trump administration, as well as hurt the social protections that are part of today's democracies across the western world. This is most evident when one looks at the European Union. They were put in there in Europe for a reason- fairness is good for all classes, and most of all it protects democracies. Authoritarian regimes arise out of social dislocation from wars, or from lack of social protections and ineptitude of elites. Which is why a Lincoln or a Theodore Roosevelt from the Republican party supported fairness and social protections as much as FDR and Truman from the Democratic Party. The view expressed in this report in the Guardian is that the U.S. may have moved in the wrong direction under the Reagan and Clinton administrations creating the "me first" culture that prevails in the U.S. today. ...

John Cochrane provides a no-nonsense assessment of what is happening in the euro-zone financial crisis. He says Americans should stop swallowing all that talk about "contagion" from Ireland. He puts it in plain language- there is no bailout of Ireland, this bailout is about bailing out of German and British banks that made risky loan to Irish banks and the Irish government. And he says that European governments if they choose to bailout German or British banks should do so frankly and openly and not by covering it up as a country bailout. If they did this he fears the governments and the German and British banks would face some serious questioning about their risky bets on Irish debt and the Irish property bubble. The German insistence that debt-holders would have to take a haircut, or losses on the face value of their bonds, has been diluted by the French inserting a provision that this would be after 2013 and on a case by case basis. Cochrane sees the vagueness of a case by case threat as the worst combination possible. He says this relies too much on the assessments of IMF and EU officials. The result would be for big financial institutions to bet on a bailout and to lobby these same officials hard. Cochrane's says the big culprit in the problem facing the euro-zone is short term debt. If Europeans won't let governments default, then they must insist on long-term financing of government debt. It is the short term debt of these countries that creates a crisis atmosphere. If investors become pessimistic about long-term debt, bond prices can go down temporarily without causing damage. The way a crisis happens is bad news develops, and governments having financed with short term debt need new money to pay off old debts. The way to handle this refinancing crisis is to have a large forced exchange of maturing short-term debt for long-term debt, and this is what occurs in "restructuring." And this kind of restructuring ocurred with the Brady plan that helped Latin American economies recover from a debt crisis in the late 1980's and early 1990's. This is the only viable solution, as it will be virtually impossible to bail out all euro-zone countries- Portugal, Spain, Italy and so on. For the US this is an eye opener to get its own financial house in order. US government debt is also tilted to short-term debt maturities, with the majority rolled over every year. and the Fed's quantitative easing will tilt this further to shorter term debt. And in the US, many states and local governments are in serious financial trouble....

Social unrest grows in Russia as oil falls to $36 a barrrel and Russian growth slows from 8% to the point where its entering arecession and layoffs and salary cuts are taking place at many companies. In the Siberian town of Barnaul large protests took place when the authorites cancelled subsidized public transportation tickets for 200,000 pensioners. The government has adraft law that requires companies to inform the government about impending layoffs and salary cuts. And there is agradual devaluation of the ruble so that there is less adverse reaction in the economy. THe ruble has lost 111% of its value since it reached its peak in August. The government has required restraint in covering the crisis and no mention of the word crisis or reference to social unrest as there is considerable fear in the government and public's mind from the previous crisis days when the ruble collapsed under President Yeltsin causing wwidespread poverty and social disruption and economic failures. Strikes by migrant workers in the Urals city of Yektarinburg. The governments approach is to provide some kind of ressure outlet and let things cool off by reversing actions like the decision to let pensioners use their discounted public transit tickets. As a result of the downturn 7500 firms have informed the government they intend to layoff people and 207,000 workers have had working hours reduced since October 2008. And the government is drawing up alist of significant enterprises needing a bailout....
