This WSJ editorial is critical of the 2015 apology of Japanese prime minister Abe on the 70th annivesary of the end of World War II. It says the use of the word "owabi" as was done by previous premiers Murayama in 1995 and Koizumi in 2005 was important for its neighbors and the U.S., yet the apology falls short of a full acceptance of the message of that period. Mr Abe's reference to the fact that 80% of the people today were not alive when the war crimes took place does not make it any less important for Japan to face recent history in a responsible way, says the Journal. Mr. Abe's reference to the view that Japan acted in this way after western powers isolated it and that Japan's empire building helped overthrow western colonialism, says the editorial is a misrepresentation of the facts of history, because Japanese colonialism and ideas of racial superiority were spread throughout Asia. Abe's apology stands in contrast with the apology offered by Emperor Akihito which expressed "deep remorse"...

US House Republicans are pursuing cuts in spending of as much as 50% in many programs that are considered essential, such as a 50% cut in foreign aid at a time of global food insecurity, deep cuts in the FBI's counter intelligence budget, deep cuts in healthcare services and housing to low income Americans following the pandemic and high inflation, and other cuts to services benefiting workers and families. Democrats in Congress and president Biden oppose such cuts and hope to eliminate the deficit with cuts that do not place an unfair burden- taxes on the wealthiest with over $100 million and on stock buybacks would generate about $2 trillion to cover the whole deficit which is in the range of $1.4 trillion in 2023 moving to $2 trillion a year. Much of the Republican plan is being shaped by Mr. Trump's former Budget Director, Russell Vought, says this report in the NYT. Mr. Vought calls it an attack on the bureaucracy and woke spending. Ashton Verdery, a professor of sociology at Penn State University, says his simulations shows a severe impact for the nuclear family in China by 2050. By 2050 living parents and in laws will outnumber  children for middle aged men and women, he says in the WSJ. Verdery says policy planners have not anticipated or prepared for this unexpected even counterintuitive situation in China. This is a result of the one child policy and women's unwillingness today to have more children, prioritizing careers over children, which will not only impact the number of retired people supported by younger people, but also the family itself.  Because of the surfeit of baby boys during the one child policy this research shows that by 2050 18% of China's men in their 60's will have no living descendents, compared to about 9% today. This impact of defamilizing in China, can have an impact on the risk propensities of people, leading to risk aversion and impact the guanxi networks that propelled business during the 2000-2015 period when the family peaked. He calls it a kin crash between now and 2050 compared to the kin explosion that happened after 1980.   ...

American singer Linda Ronstadt looks back to her roots in the Rio Sonora region of Mexico in this AARP excerpt about her years growing up in that region before her father moved to Tucson, Arizona. Her album Canciones de mi Padre, is the best selling non English music album in the US of all time. Her book is called- Feels Like Home- Song for the Sonoran Borderlands. It looks at the emotional and physical links between the US southwest and Mexico and the hold that this region has on the popular imagination. A stretch of desert she calls her foothold to the world. Today millions of Mexican Americans share this heritage and this kind of genetic memory. When the Spanish landed in the 1500's there was no border. The land and its physical aspects have not changed through waves of immigration- this story in the AARP magazine shows the agaves in the backdrop of the Huachuca mountains. What is the oldest man alive like. Bob Weighton was presented with his certificate by the Guinness World Records this week. He lives in a assisted living home and is self isolating. Here is someone who has been through the 1918-20 Spanish flu pandemic that took millions of lives all over the world. What is he like? He was a professor of Marine Engineering at the City University of London till he retired at age 65 in 1973. Weighton says he is very pleased he was able to live so long and make so many friends. He has had serious medical operations but nothing he has experienced is like the coronavirus and self-isolation. He calls it "bizarre." But his advice is that there is nothing you can do about this so you might as well do what you can and  never mind about what you can't. He has 3 children, 10 grandchildren and 25 great grand children. He and wife Agnes traveled and worked around the world then settled back in the UK. She and his wife Agnes who passed away in 1993 volunteered in retirement as marraige counselors and helped youth groups in Alton.  ...

Experts say solar energy costs are going down by 30-40% every time the deployment of solar energy doubles in a country. The Modi administration plans to triple solar energy production in the next 5 years. This investment in solar energy should drive down costs from the $35 per megawatt hour in 2020. Experts say that costs are going down at a rate that was never expected.  For India the courage in making these investments in solar energy since 2010 and accelerated in 2016, are path breaking. This could be a world changing event for India as cost of energy can bring up living standards throughout the country. This is a tourist site with quarter million visitors and a famous battleship from WW II that is on a site on low lying Eagles island which faces rising oceans and inundation. 7000% rise in flooding since 1961, flooded half the year. It sits 28 miles upstream from Cape Fear River's confluence with the Atlantic Ocean. The climate solution uses $4.1 million in state and federal funds to remove the parking lot and fill it to create and extended shore line with marshy land and 100 trees plus vegetation that would return the spot to nature and adapt so that over 15 years the waters would be handled by the new design. It looks at nature as an asset, water as an asset and how to live with it as it rises, and as such offers clues on adaptive behaviours for climate change. ...

Special Counsel Miller who conducted the long investigation into the president's conduct during the election campaign protests that the 4 page report of Attorney General Barr does not reflect the findings of the investigation. Mueller wrote to Barr in a letter that "The summary letter the Department and released to the public in the afternoon of March 24 did not fully capture the context, nature and substance of this Office's work and conclusions." Because Barr's summary in 4 pages was meant to preclude Congress from arriving at its own conclusions Mr. Mueller's comments are significant. The House of Representatives is questioning the conduct of Mr.Barr. Mr. Mueller says in his letter that "There is now public confusion about critical aspects of the results of our investigation. This threatens to undermine a central purpose for which the Department appointed the Special Counsel: to assure full public confidence in the outcome of the investigations." Mr. Barr calls the letter "snitty." Congress plans to subpoena Mr. Barr as he has turned down appearing before the House of Representatives, leading to a subpoena and a showdown with Congress.     ...

Senior Republicans Wicker and McConnell both push for the putting pieces of the defense puzzle in place so that American can offer leadership to the world in the 21st century. Biden has put pieces of the puzzle on the economic front, these are the pieces in defense and security. On D-Day 80 senior Republican leader Mitch McConnell cautions against the lethargy of so called left parties and the isolationist tendencies of so called right parties. He says America should put preparedness first, that the better part of valor is to build credible defenses before they are necessary so that American leadership is not doubted further as it has been before. He commends the plan put forward by Roger Wicker in the US Congress Senate Armed Services Committee. The plan calls for raising defense spending to about 5% from 2.9% now over 5-7 years, with $55 billion more in 2025. Wicker says the military has a backlog of $180 billion just for maintenance. For the Navy 357 new ships by 2035, for the Air Force 340 additional fighters. This in light of China's additions and in light of the Russian economy being put into a position for a long term conflict with NATO over Ukraine.  ...

The dangers of crypto currency have not gone away says Eswar Prasad of Cornell University. Crypto currency companies have simply joined the bandwagon for acceptance using the two political parties into the 2024 elections, he says. He calls this a cynical bid by political parties for Silicon Valley cash and young voters. If anything he says the risks are greater today. Sam Bankman and FTX scandal are just the tip of the iceberg of these risks.  Prasad says not to be fooled. China, India and Japanese governments have kept crypto at a distance because of the dangers inherent in a currency that cannot have the backing of the central bank. Prasad says that crypto itself still has dangers of speculation, financial engineering and outright fraud. These dangers can then spillover into traditional banking and financial markets. The information technology that crypto has used is already being used in traditional banking so that this is no longer something that is characteristic of crypto just something that it has been using. This is a scant regulated market and crypto companies like tech companies in social media that threatens education and democracy through misinformation want to keep it that way.   ...

This is one of the major advances of modern civilization and which differentiated Europe and the US from Asian countries. India has gone one step ahead to destroy centuries of malnutrition for children and families backed a plan that provides free and subsidized grain, vegetables to every household of 1.2 billion people. The starvation and malnutrition are seen in India as a stigma that Europeans and Americans had about India an how they looked down upon India for sanitation and malnutrition. These are twin enemies in India and China for a reason both because of health of children and seen as a ticket to oppression by foreigners who ruled parts of India and China for centuries. One of the most remarkable achievements in school lunches that changed the face of Madras State (Tamilnadu) is the free lunch program for children in teh 1950's and 1960's under Tamil chief minister Kamaraj. ...

Germany stands out as an outlier in the percentage of cars imported into the US and not made in the USA- for VW this is 80% and for Mercedes 63%. Only Hyundai falls into this category with 65 percent and it announced a $21 billion plan for investment in the US including a $6.5 billion steel plant in Louisiana. All other foreign companies import about half or less of their sales into the US. VW and Mercedes could follow Hyundai in making the shift to making in the US. Honda makes 65% of its cars and Ford 80% in the USA. Peter Navarro, senior Trade adviser to DJT says-"foreign trade cheaters" countries  such as Germany and Japan, South Korea have turned America's manufacturing sector into a "lower wage assembly operation for foreign parts." Democrats are now the upper class country club sort they were not during the FDR period with all the Silicon Valley and elite schools wanting to be a part of it, leaving the uncouth less literate to the formerly country club Republicans.  Maher cites Seth Moulton, a Massachusetts Democrat who says he has two little girls and is worried about transgender in sports, and yet was afraid to say it. That cost Democrats the election, said Moulton. On of these problems with the younger generation is that they have been indoctrinated into believing the worst, and this is true he says more about elite university graduates educated in factories that show America with emphasis on it's flaws. Maher says he gets critical messages just for talking to people who have different views. He dislikes this failure to reach out and talk to everybody- he calls this using a special term "people who hate me for who I won't hate." Maher says Democrats are giving him too much material these days. He calls himself an old fashioned liberals which is what some conservatives are today.     ...

The elections in France with pro-EU Macron winning with a large majority, the increasing support for Angela Merkel in Germany, the drubbing for the Five Star Movement in Italy, all point to increasing confidence in the EU, and willingness to let Britain sort its mess out while the EU focusses on more pressing issues. Adler calls the first day of talks on Brexit a Mad Hatters Tea Party, showing how Britain is seen in the EU as having a huge complicated mess to sort out. British politicians are seen from the outside as having ruffled up the electorate on migration, the European Court of Justice and other issues, just to make their own points and for their own ends, not necessarily having the best interests of Britain in mind.

President Macron takes up a difficult part of his promised changes in the election campaign- an effort to rewrite the rules and consolidate disparate pension plans in France. It comes at a difficult time and requires considerable courage as yellow vest protests against inequality had led to Macron holding townhall meetings in France to hear public opinion, after what appeared as a presidency that had lost touch with ordinary people. Macron has revised his plan to allow a retirement age of 62, yet the plan calls for combining many disparate plans with different rules into a streamlined national plan. Most affected are transport workers, lawyers and other professions that have generous benefits, with early retirement, leading to more strikes. Not taking action means the pension plans would become insolvent in the near future.

The solitary side of Obama's nature, which leads to an insular presidency, without the frequent contact with other political leaders and the public. Kornblut calls it the schmooze deficit. One Democratic leader says Obama is daisdainful of things that make people feel connected to him. In numerous interviews lawmakers from both parties complained of arms-length treatment. Earlier reports also show a leader who does not go outside his close inner circle to understand what is happening in the country. Obama is not known for making social encounters outside the ones scheduled or to make spontaneous calls. Some of this solitary nature comes across in this autobiography, "Dreams From My Father." In that memoir Obama writes that if the talk began to wander, or cross the border into familiarity, he would soon find reason to excuse himself. And that he had grown too comfortable in his solitude, the safest place he knew.

The Gallois Report commissioned by the new government in France to restore France's manufacturing competitiveness. Louis Gallois is the former head of aerospace firm EADS. It calls for a 30 billion euro cut in payroll taxes to help French companies compete in global markets. Gallois proposes 22 main measures to "stop the slide and support the economy." He called this a "competitiveness shock." Gallois points to France's 70 billion euro trade deficit in contrast to booming German exports. The cost to the economy was 2 million French jobs over 3 decades, says the report. Unemployment today is around 10%. Measures suggested include the payroll tax cuts of 1.5% of GDP for salaries upto 4900 euros a month, and employee representatives to sit on board of directors of French companies similiar to Germany.

China raised one year lending rates to 5.85% from 5.58% to slow bank lending in China. Rates on deposits at Chinese banks are at 2.25%. The central bank let the yuan rise by 2.1% against the dollar in July 2005. This reflects a careful management of inflation and calls for further appreciation of the renminbi.
