American women outperformed at the Rio Olympic Summer Games by winning 27 gold medals compared to 18 for the American men. A big part of why this was possible is that women have equal access to sports gained with the education amendment Title IX in 1972. One of every two American girls participate in sports in high school. More women watched the Summer Olympics in Rio than men. Seeing American women do so well acts a role model for young girls watching and thinking "I can do that."  Thirty years ago this was not the case. A lot has changed since then. This is especially true for black women in the games with African American athletes, Simone Biles in gymnastics, Simone Manuel in swimming, Ashleigh Johnson in water polo. With the success comes an effort to try new sports to break more barriers.

They come back recharged and renewed on Thursday, with Wednesday as the day to break up the work week in two. This has increased productivity at these companies. This is also a useful idea for older employees who work part time and work past usual retirement ages of 60 or 65 years as longevity increases in many countries. This enables retaining the vast experience of older workers in the workplace and promoting the health of older workers by keeping them active. As Japan, the U.S. and Europe and even China become aging societies this is becoming ever more important.  For worker on five day weeks this offers creative ideas to have a four and half day week giving workers a morning off or an afternoon off to recharge with sports or recreation activity or exercize, then coming back to work recharged in the afternoon. Other variations can also be used which promote productivity and employee satisfaction to get more of the most valuable work done more effectively and with enthusiasm, pushing less important work and time wasting out of the way. Employees generally would take charge of their work day and come up with creative and efficient ways of organizing their mini work weeks. ...

Some of the concern about the economy comes from the economic damage done by the coronavirus. The longer the shutdowns continue the more the damage. About 17 million have filed claims for unemployment benefits. The WSJ consensus of 57 economists is that 14.4 million jobs will be lost in coming months, and the unemployment rate will rise to a record 13% in June, from a 50 year low of 3.5% in February. The earliest the economy could go back to the level in February 2020 is 27 months says the WSJ economist survey. The brighter side of this comes in two aspects of this pandemic recovery curve. By flattening the curve and strict testing, contact tracing and isolation till the vaccine is developed about half the jobs lost can be recovered by the end of summer, says Moody's Analytics. The vaccine a year from now or in 9 months by November 2020 would allow the economy to recover faster. A more optimistic view comes from Daiwa Capital Markets which predicts many of people laid off will be recalled quickly allowing the labor market to recover in 6 months by September or October 2020. Only finance and real estate might take longer but most of the industries where the vast majority of jobs are could be back on their feet. The credible evidence supporting this perspective of a rebound comes from Colorado and Washington which require large employers to specify whether layoffs are temporary or permanent, 70% this year are temporary. Compare this to the prior 2009 recession where this figure was less than 1%- as reported by WSJ. The big push in this direction will be the $2 trillion that the Trump administration and U.S. Congress have committed to this task. Even more so is the determination of president Trump to protect American workers at all costs, that every job counts, and that businesses without exception to get the money have to show that workers are retained. The very success of the aid is being judged by how quickly people are back to work. Now for a look at where the situation is today- Oxford Economics, a UK based forecasting and consulting firm, projects 27.9 million jobs lost with industries other than those ordered to close making up 8 to 10 million of that number. It projects April's report will will capture late March layoffs. It will show cuts to 3.4 million business services workers, including lawyers, software groups, architects and consultants, advertising professionals, in addition to 1.5 million non-essential healthcare workers, 100,000 information workers. One conclusion of this report is that the virus does not discriminate across business groups and business service workers are also affected. Many companies that were hiring will cancel that move and many will cut hours worked. Many of these business services are not a priority. Hospitals are affected too, as they cut elective surgical procedures and routine care that are major revenue sources. Some are now charging for telemedicine visits to maintain some revenue stream. State and local governments employ 20 million workers. As tax receipts decline these local governments will face choices of cutting payrolls and services without enough federal government relief. In a way laying off workers and having them take unemployment benefits shifts that burden to the federal government so that services for overtime to police and paramedics, retention and deployment of nurses in schools.    ...

Those who dislike the unconventional but well meaning style of the US president and his occasional poor choice of words, find every opportunity for criticism even ignoring facts and common sense. Under Chavez and Maduro the Venezuelan economy was simply mismanaged to the point of being destroyed and an affluent country reduced to poverty and inflation so bad that one third or 9 milllion people left for neighboring countries. For what you get for the money Bayern got key players for under $120 million to beat Lyon. Manchester city spent $600 million by contrast to put together its team. For Bayern its home grown talent comes from Thomas Muller and Alaba. Lewandowski and Goretzka were signed up. The best talent comes from youngsters Serge Gnabry of France and Alphonso Davies of Canada, for a combined $21 million. PSG also has broken the bank in signings but it has cooled down since and is calmer now. It signed Mbappe for $160 million, a critical piece of the plan for PSG. PSG coach Tuchel brought back Chuopo Moting for free and he was the hero for the win over Atalanta in the closing minutes. Simply an act of faith in his players by Tuchel from old times when Tuchel coached the youth leagues, which he loved doing.  Bayern chairman Rummenigge says "we'll try to save money." He has hung on to power through one protest after another, yet has failed to bring together people with a plan to improve the living standards of the French people from all sectors and parts of society, including the lower income groups and rural parts of the country. France has become more fractured politically than ever under Macron, with the result that no one or two parties can form a viable government with enough support in parliament. Macron started out as Minister for the Economy under Socialist president Hollande, but never really supported the Socialist party, preferring to branch out on his own seizing a political opportunity to call all other parties part of the old system with a hastily put together Movement of his own. It has managed to win and hold power for nearly a decade for lack of better alternatives, yet today it is clear that this Movement did not have the power that comes from a genuine effort for the improvement of the lives of the people of France from all parts of society and all income groups, and both urban and rural parts of France. It is a missed opportunity for France and a failure of a president who failed to grasp the needs of France and of the French people. It has pitted different sectors and ideas, rural and urban, parts from neglected industrial development and thriving regions, against each other instead of pulling together the country into a coherent whole for improving the lives of the people. Tactical moves replaced a larger sense of strategy and purpose, and personal power replacing the interest of the nation as a whole for all parts of the country. ...

Saudis have 5 million barrel a day pipeline to bypass Hormuz waterway and UAE 1.5 million barrel a day pipeline to bypass Hormuz waterway, so that 6.5 million barrels a day could be added to meet Asian oil demand, in addition to convoys escorted by US warships  in Hormuz waterway to meet demand from China, India and Japan. This would mean China is itself dependent on American seapower to maintain it's oil supplies, a third of which come through the Hormuz waterway and keep important sealanes of navigation open. China, India, Japan, and other World are critical for the world economy manufacturing sector and comprise 3.5  billion or about half of the world's population. In addition Latin America and Africa are dependent on oil supplies and prices.  New pipelines, renewable energy, will become more important in the years ahead, and figure more in planner's minds after this Hormuz episode. ...

Now comes the hard part says Seib, when it goes to the Senate- House conservatives are not going to be happy when they find major changes they dislike. This exceptional report by Ian Talley in the WSJ cites trade and currency expert William Cline about the prospect of a worsening trade deficit under the Trump administration. With an improving economy, says Cline, the dollar had already surged about 8% beyond its fair market value during the last 2 years under president Obama as the economy improved. After Trump's election it surged another 3%. This makes it likely that the trade deficit could approach 4% of GDP with the stronger dollar. More protectionist policy to support U.S. industry, worsening trade deficits, more trade friction could be expected in these conditions. He does point out that markets may be overestimating what will be spent on infrastructure, and how much interest rates will go up which support a stronger dollar. Yet the fact remains that under an administration that is keen on promoting U.S. exports a dynamic is underway that makes U.S. exports actually less competitive in international markets.

Nigel Farage is making a comeback in European Union elections in Britain. He led the Independence party and has formed a new Brexit Party to contest the elections. He says the Brexit supporters were deserted in the way the Conservative Party bungled Britain's leaving the European Union. As a result of loss of support for Theresa May with the mess created by repeated failures to pass Brexit deals in parliament, some polls show the Brexit Party surging to 34% of the vote inEuropean elections. The Conservative Party at 11%, and the Labour Party at 21%. The Liberal Democrats at 13%. The Conservative party fragments, and the Labour Party loses supporters to the Greens and Liberal Democrats. Another change is that some of the pro-Brexit supporters of the Labour Party in the middle and the north of the country may shift their vote to the Brexit party. The Conservative party's losses of support are a result of the failure of Theresa May to hold her party together. In the case of the Labour party even though it had 40%  of the vote in the last British election, it is faced with the fact that it has an odd mix of supporters. In the north and the middle of the country its working class support comes partly from Pro-Brexit supporters, and in the cities and London the support is from more liberal, better educated people. This puts both the main parties in the situation which they never thought they would be in.  Mr. Farage says its OK for Britain to leave the European Union without a deal. Prime Minister May has taken great pains to forge a deal, even a cross party deal with Labour if necessary. This has alienated the most fervent Brexit supporters in the Conservative Party who favor a no-deal Brexit. Much of this comes from caution that a no-deal Brexit would hurt Britain's economy and lower growth. A large majority in parliament believes a no deal Brexit would be disastrous for Britain. Nigel Farage does not have to deal with such distant matters as economic growth, the British pound and GDP.       ...

Trump's nominee is likely to be confirmed quickly by the Senate as Republicans have 53 members in the Senate from a total of 100 members. Democrats want the nomination to be done after a president is elected in January 2021.

This article from the John Hopkins University experts in Chinese investment in Africa say the charges that China was setting up debt levels for African countries beyond sustainability levels set by IMF are not founded except in a few instances. Only in Congo, Zambia and Djibouti does China account for over half of public debt, says the report. This comes as criticism is mounting about African countries being burdened with debt from Chinese financing of projects and loans.

In 17 countries identified as vulnerable including Ethiopia and Cameroon, China was the largest creditor but yet more than half of the debt was held by western banks and other lenders. In Mozambique it was Credit Suisse bank. In other words China is not preying intentionally to put countries into financial distress from debt buildup.

The French under Macron commit to build a new aircraft carrier to come into service in 2038. This will be nuclear powered like the Charles De Gaulle, France's current aircraft carrier. U.S. carriers are also nuclear powered to reduce port stops for fuel. 

French and U.S. ships use American suppliers for some of the flight systems on carriers so that French aircraft and American aircraft can operate off of each others ships. For France it preserves "strategic autonomy" a policy France has pursued since Mr. De Gaulle. It also means tighter U.S. French cooperation with France being America's key ally in Europe. France has plans to increase defense spending by 4.5% and spends over 2% of GDP on defense like the U.S. 

India, Britain, China and Russia are the only other countries with aircraft carriers.

Social and economic changes in American society have come down to an alarming statistic. There are three young women for every two young men in American colleges. At Tulane the freshman class has two thirds women students. At liberal arts colleges the class is usually 60% women. As noted in this report by Susan Dominus in NYT there is a devaluing of college education because men have choices that are higher paying, conservatives have not emphasized college education, and "male drift" is a serious problem leading to male enrolment declining. And once in college men are dropping out at afaster rate. All this adds up to a serious problem in America, one that the Biden administration has to take seriously as it looks at rebuilding not just the economy, but also the education system that supports the US economy in the world.
