The title is a misnomer as there is no clash as such with the US when countries are developing their own safer supply chains as the US is doing and working with its European allies on this. In fact the competition is with Taiwan, in an effort to correct a mistaken decision for the US under the pressure of laissez faire advocates in the US to not let the federal government support American chip makers that over two decades has created this huge gap with Taiwan. Laissez faire means to leave alone, which came at the wrong time when competing nations including Taiwan and South Korea were supporting their chipmakers aggressively and covertly and presenting their costs as something the US could not compete with. This NYT report says there is scandal fatigue among Republicans and a sense about Mr. Trump that his time has passed. Much of the political gains made by Mr. Trump in 2017 were a result of the failures of president Bush within the Republican party wasting national resources on 2 remote wars while infrastructure was neglected, and the neglect of manufacturing communities in the US with jobs outsourced to China that presidents Bush and Obama failed to stop. With president Biden ending these wars period. And with Mr. Biden getting the legislation passed to put workers and families, American manufacturing, American infrastructure to the top of the agenda, the focus has shifted to China and Russia two countries that gained during the largely failed Clinton, Bush and Obama presidencies. The Ukraine war and China's belligerence over Taiwan remain an ever present risk. President Biden has articulated American resolve in this situation in a way that matches another president Harry Truman when he addressed the Soviet expansion in Berlin, then Greece, then across Eastern Europe, not seeking conflict yet not shirking responsibility for the free world. It is this new context in which the sordid affairs of a political outsider are presented to the ordinary American struggling to make a living during a cost of living crisis in 2023. ...

The Supreme Court of the US lets stand the ruling of lower courts and the National Labor Relations Board that says unions can organize and represent workers on the docks in container terminal at South Charleston. The Charleston terminal is in right-to-work state South Carolina. It is the fourth largest container terminal on the East Coast after NY NJ Terminal, Port of Savannah Terminal, and Port of Virginia. A new terminal is being built at Savannah on 395 acres to handle addition 2 million containers per year. Savannah, Georgia is another right-to-work state. Georgia Ports Authority now says it is talking to the ILA and the decision for union labor will not affect its plans for expansion. The Biden administration has supported cost of living action through increase in workers wages and helping workers organize through unions after a long period when labor was not able to push for a fair wage and the relationships between labor and employers were excessively drifting against workers. Rail strikes were settled with an agreement, auto strikes were settled with Biden on the picket lines in Detroit for the United Auto workers. International Longshoremans Association labor efforts at NLRB are part of this story of Biden and the changing face of labor in the US.   ...

Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. California gets 75% of its oil from imports and one third of imports from refineries dependent on Hormuz Straits. 20% of jet fuel comes from South Korean refineries, and 25% of gasoline from South Korean, Indian and Taiwanese refineries. This means things can get very tight if the war continues in the Middle East. This could happen as South Korean, Indian and Taiwanese refineries become low in their own stocks and export much less. California has not benefitted from the shale revolution in the Permian basin as pipelines do not exist for transporting that oil. Shipping oil on tanker ships from Texas to California costs more than shipping oil to California from Asian refineries. Over 20 years California lost 50% of its oil refining capacity by creating conditions averse to the oil industry, instead of adopting a two pronged approach of shifting to renewable energy with some flexibility for fossil fuels hat was adopted by the federal Biden administration, also run by Democrats. As a result Chevron which was California based for 144 years shifted its headquarters to Houston,Texas. There are no signs Governor Newsom, a Democrat is reversing his position to show more flexibility on fossil fuels during a transition phase to renewable energy.  ...

G-7 nations reach agreement for a global minimum tax of 15% a floor for taxes that the Biden administration finds acceptable. This agreement was reached at a meeting of the Treasury chiefs of the 7 G-7 countries in London on June 5, 2021. The G-7 countries are Canada, France, Germany, Italy, Japan, UK, and US. Next agreement from Russia, China, India and Brazil in the G-20 nations would establish new ground rules for the major economies. The G-20 meeting is in Venice July 9-10. The OECD is steering the international efforts to achieve that goal. For the agreement to be effective a number of small nations that use tax rates of below 15% to attract business have to be part of the new rules. One of these countries is Ireland with a tax rate of 12.5%. For the Biden administration in the US the goal is a significant one as president Biden seeks business to pay its fair share so that long neglected priorities for education, healthcare, infrastructure, post pandemic improvements can be met. France and other nations in the EU face similar needs in the post pandemic environment. By setting a floor the Biden administration is both creating a new cultural concept of fairness in taxation and making it possible to finance the $2 trillion spending programs for these priorities of president Biden. Behind this are important facts that have left the large tech businesses paying little or no tax depriving governments of the very revenues that are needed for infrastructure and services for a modern well run state. The Biden administration seeks to include the tech businesses as well as all businesses in the new tax rules so that a uniform idea of fair taxation applies across the whole economy for the first time in two decades. In this way it makes up for the missed opportunities in the OBC administrations of Obama, Bush, Clinton that have led to loss of faith in the state and institutions in the US. A similar situation prevails in the UK,  France and Germany where previous administrations failed to address this important issue of fair taxation and financing infrastructure and priorities in health, education, and critical needs of the people.   ...

It is well known that rail has a smaller carbon footprint than automobile travel. The why is Amtrak suffering neglect for so long in the US when it is well funded in Europe, Japan, China and India? It is because of deliberate neglect by many administrations and by the US Congress through lack of funding for new trains, new technological investment, and investing in its infrastructure. President Biden is changing all this with investment of about $66 billion. He used the Acela fast train service for decades from Washington DC to Wilmington. WSJ shows how a new Amtrak is emerging with many new routes, new stations,  and none of the delays that freight railroads imposed on Amtrak for decades. Amtrak is now fighting the freight railroads in court and has the support of the Biden administration.

Claire Cain Miller of NYT looks at how Americans feel about the economy. It is shaped mainly by the cost of living crisis. Over half of Americans feel housing is unaffordable. And most Americans see prices as way too high at retail stores, for food and clothing, and do not see that president Biden has helped increase their wages through his support for the labor movement. Another aspect of this is that even though Biden has brought changes in wages and reduced inflation to 2-3% from 10%, the American people are feeling the effects of three decades of neglect of infrastructure, public services, and manufacturing under prevailing free market economic theory; that caused the disruption in living standards with the 2009 financial crisis, and the shift of manufacturing to China that devastated whole communities.

John Fetterman Democrat of Pennsylvania has maintained a friendship with Katie Britt, Republican freshman from Alabama, and even turned up in Congress to show Britt's son around the House and Senate buildings. It shows how some senators in the US Congress are taking stances independent of their parties different factions and staying true to their authentic selves about what they see as right. For example Fetterman and Britt are introducing legislation requiring children to be 13 years of age to use social media platforms. Texas Senator Cornyn and other Republicans are at ease talking to John Fetterman. It is the kind of bipartisanship that is emerging in 2024 in the US. Fetterman says he is behind president Biden and is campaigning in 7 states calling Biden "a decent, good guy," and a tough guy.

Sperling shows how Biden's economic plan rescued America and set the stage for America becoming the leader in the G7 economies. Gene Sperling is adviser to president Biden, coordinator of the America Rescue Plan, and had 8 years as adviser in 2000 and 2011 after the financial crisis to previous presidents. Here he says the arguments made that the trillion dollars investment spending Biden and a bipartisan group of senators have supported with legislation in Congress were causing inflation have proved not to be true. Inflation caused by bottlenecks in the supply chain, the pandemic shifts, and the Ukraine war, has come down to 3.4% in Dec 2023. By investing in the US economy, in US manufacturing and US jobs, the US under Biden now has the best economy of the 7 advanced economies with higher growth and unemployment below 4% for 24 straight months, lower inflation apples to apples. Sperling says there were 4 lessons learned during his work with the White House. The first to avoid harm to workers whose lives get scarred by loss of jobs. This happened in 1982 and again in 2008 after the financial crisis. Unemployment took 6 years to recover after 2008. And he says the unemployment rate was 15% for younger workers. For the first time economists like Sperling and Treasury Secretary Yellen have grasped what workers feel and have gone through. Sperling cites the devastation to people's lives - the mental health, the divorce, the loss of earnings and depression. The new policy after 2020 resulted in the fastest drop in longterm unemployment ever with black and hispanic unemployment reaching record lows by 2023. A first ever national eviction prevention policy led to 20% less evictions than prepandemic. Second Sperling says 650,000 jobs were lost by state and local governments in the three years after 2008 financial crisis. State and local budget cuts and mass layoffs seriously hit the economy. This time in after 2020 1.2 million jobs were added with the money in the Rescue Plan and lost jobs recovered in one third the time it took in 2008. Third state and local governments need to deal with the harm coming from the downturn and after 2008 the cupboard was empty. Whereas after 2008 only 154 cities and counties got help to tackle commericial blight, effects on communities, foreclosure and long term joblessness in 2020 Biden was able to send direct funding to all 20,000 local governments and 15,000 school districts. This helped tackle learning loss, crime, and address mental health needs. What a difference it made. Lastly one needed to anticipate something unexpected to happen that flattened projections of recovery. In 2011 3.7% growth projected was flattened when Sperling was senior adviser, and this was flattened by Fukushima nuclear disaster, Arab Spring spike in oil prices, and debt default negotiations. This time there was cushion in the plan so that when covid variants and unexpected Ukraine war happened the rescue could withstand and deliver with resilience. Growth was 3.4% average for the first 3 years of Biden's term and unemployment went down from 8% to 4% for 24 months. Coming from someone who had seen mistakes happen and corrected them, who had served three presidents and the last Biden ,this is a story of how Sperling, Yellen, with the help of Powell at the Federal Reserve, and the bipartisan support put together by a US president in Congress , one who has served the country in the Senate more than any other recent Senator and led the nation with courage, patience and determination. ...

Officials of 130 countries met virtually to agree on a global minimum tax rate. A minimum tax rate of 15% would be paid by corporations in each of the countries in which they operate so that tax avoidance is prevented. The Group of 20 major economies including India and China also agreed to this change in taxation to ensure that all companies pay their fair share of taxes. It is also part of the Biden plan for tax revenue generation to fund the infrastructure and human needs in health, education and public services that were neglected for so long. US president Biden says- "This will level the playing field and also make America more competitive. And it will allow us to devote the additional revenue we raise to make generational investments, which are necessary to keep America's competitive edge razor sharp in today's global economy." This tax change was needed to prevent companies shopping for low tax locations such as Ireland. This kind of locating in low tax rate locations worked badly for the major G-20 economies for decades as it prevented the generation of revenues needed for essential services and infrastructure investments. Tax changes include Biden's plan to increase the corporate tax rate to 28% from 21%, and raise the minimum tax on US based companies foreign profits to 21% from 10.5%.  ...
