A meeting in Washington DC is seen as risky after the Zelensky meeting with DJT took an unexpected turn, and the idea of meeting in Beijing gives more opportunity for getting an organized result and show China's standing in the world of nations. This happens after XI met Putin in Beijing on Victory Day celebrations for World War II where Russian and Chinese losses were far larger than European or US losses. China's huge losses in the millions have not received much attention in the US or Europe. This is also true for losses by the Philippines, Indonesia and India from decisions made during wartime by colonial powers and the Imperial Japanese Army. A meeting of Xi and DJT in Beijing from China's point of view may also show China is ready to work with the US in trade and the economy where it has huge interests in a stable transition to where Chinese industry does not overproduce what it cannot sell and seeks a diversified market shifting away from concentration in the US. Both Xi and DJT are playing to a domestic and international audience to show they are wise leaders willing to engage and at the same time protecting their national interests. This report in WSJ looks at the impact of the 2018 Trump tariffs retained by president Biden as the US seeks to reduce its overdependence on Chinese imports and bring back American manufacturing. This followed misguided policies of previous administrations since Clinton that weakened American manufacturing strengths. Have the US tariffs on Chinese goods worked? The WSJ graph with information from US Census Bureau shows that imports from China in 2022 going down to the levels in 2007 of about 16-17% as a share of US imports, down from a high of 21% before the Trump tariffs halted a rapidly rising curve. Imports from Germany, South Korea and Japan in 2022 were down slightly hovering around 4.5%. Imports increased from Canada and Mexico, the US's traditional partners in North America, around 13.5% as a share of US imports for each country. Also increasing were imports from Vietnam. Some of the imports from Vietnam are Chinese products shipped through Vietnam to evade tariffs, and it is not clear whether the figures from Vietnam have been adjusted for this. President Biden is looking at different scenarios in an effort to tackle inflation. One supported by Janet Yellen, an economist at US Treasury is for the US to relax some of the China tariffs. Most economists in previous administrations including Yellen failed to understand what surrendering American manufacturing to China on the scale and speed that happened would do to communities across America that depended on factory jobs. The devastation of these communities has led to increased divisions in America, weakened American manufacturing, and led to outflow of technologies vital for national security and national well being.  Republican senators, US Trade Representative Katherine Tai and National Security Advisor Jake Sullivan are opposed to any relaxation of tariffs. Studies show the removal of the tariffs would have only a small impact on the consumer price inflation index reducing inflation by 0.26%. Lifting some tariffs on school supplies and summer bicycles as proposed by the US Chamber of Commerce would have little or no impact on the consumer price index for inflation. This is because the inflation is triggered by oil and gas price increases stemming from the Russian policies and invasion of Ukraine. This has also aggravated food and grocery costs  through blocking of agricultural imports from Ukraine. An additional factor was the increased demand after the pandemic easing in 2022, but that demand is already easing in July with glut in inventories at Walmart and Target, and excess warehouse capacity at Amazon. It would also send the wrong signal to China that the tariffs imposed by president Trump after a Section 301 trade investigation and based on improper loss of technologies to China are not being taken seriously by the US, says Republican Senator Hagerty of Tennessee. The Labor advisory committee to the US Trade Representative Katherine Tai also opposes any such move after the serious damage done to US workers and to US national well being and security. This happened under the Clinton, Bush and Obama administrations with failed trade policies that ceded manufacturing to China. ...

The new Rapid Response Force with a spearhead of 5000 troops deployable in 48 hours is intended to counter Russia's new aggressive position in Eastern Europe. Command centers will be established in the Baltic states Lithuania, Estonia, Lativia, and in Poland. Romania, Bulgaria. Leadership will rotate for this force between Spain in 2016, Britain in 2017, followed by Italy, France and Poland. Germany currently leads a temporary version of the new force. It is designed to give each nation time to prepare for further action. Within weeks an additional 25,000 troops could be deployed alongside the 5000 troops. U.S. Air Force Gen. Philip Breedlove, is NATO's top military commander. He says the U.S. will have officers in each of the 6 command centers, and in larger bases located in Poland and Romania. The U.S. will provide support for surveillance, intelligence, logistics and airlifts. Retiring Defense Secretary Hagel had called for the Rapid Deployment Force to be ready for action in the Middle East or in Eastern Europe....

Russia's leading business paper Vedemosti summed up the situation on Dec. 17, 2014, in its editorial- "This is a very dangerous situation; we are separated from a fully fledged run on the banks by just a few days..If the currency market is not reassured right now, the banking system will require large external support." Warning signs were evident at a banking conference in Moscow in October 2014 when the Economy minister, the central bank head Nabiullina, and the head of the largest bank Sberbank, German Gref, expressed skepticism about the economic policies and the risks involved. Not until Dec. 17, was a decisive response evident and the risks of a collapsing ruble openly addressed with economic actions by the Putin administration. A collapsing ruble would have repercussions on the global financial markets and slowing global economy, increasing potential geopolitical risk, and adding to risk of contagion for other emerging markets, which was reflected in the nervousness of global financial markets on Dec 15-16, 2014....

Europe ten years ago invested heavily in gas fired electricity plants thinking that natural gas will be plentiful in the future. Now with global demand rising with the emergence of China and Russia. and Western Europe's own reserves, such as Norway's depleting, Europe is in a bind. Alexei Miller told shareholders: "The Natural Gas Market is now a seller's market." Western Europe's share of global gas consumption rose to 17.4 % in 2004 from 14.9% ten years ago. Now countries like Italy and Germany are scrambling to secure supplies and build long term relationships with Gazprom while Poland and other Eastern European countries are facing uncertainty about reliability of Russian gas supplies. Italian oil company Eni is negotiating a long term relationship to cooperate with Gazprom to recover gas from the Russian North and to supply the Italian market. Eni's CEO Paolo Scaroni addressing an industry conference in Amsterdam in June 2006, provided estimates that by 2012 Europe will need 220 billion cubic metres or nearly 2 and half times Italy's annual consumption. Scaroni said: "Where are we going to find all that gas?" Like other countries in Europe Scaroni does not see Gazprom as the whole answer, but sees few other ways to solve supply problems. Italy will invest in liquefied natural gas to have flexibility of sourcing. In the end though Scaroni is relying on Gazprom and says : "This gives them a responsibility to the Italian market .. and it strengthens our relationship."...

The collapse of the will of people around Yanukovych, including a deputy interior minister, as fighting units moved with weapons taken from an armory in Lviv towards Kiev, may have been the decisive event that decided the fate of the Yakunovych government. The deputy interior minister then negotiated with a protest leader Levus realizing that other than the front line of police the rest of the police were ready to abandon the fight. Levus then negotiated a safe corridor for the police to withdraw. As the Polish diplomat Sikorski came out to the square he found to his complete astonishment the police simply disappearing from the Square in Kiev. Hours earlier he had warned protesters that a crackdown was coming and they would all be wiped out, according to a report in the WSJ by Benoit, Norman and Fidler, 2/22/2014, so that they should accept a deal which would set a date for new elections but not lead to the immediate resignation of Yakunovych. That deal it also appears came after a Putin call to Yakunovych and not simply from diplomatic pressures, and it is probable that Putin had realized earlier than the diplomats that most of the police were not going to fight. Bringing in the army would have had dangerous consequences for relations between Germany and Russia in particular- as German public and chancellor Merkel felt strongly about the situation in Ukraine- and relations with the European Union and the U.S. Putin, Yakunovych, and even the EU diplomats may have missed the depth of feeling in Ukraine and the organization of the protest movement. Germany and chancellor Merkel, with her determination to make things come out right in Europe after a flawed history, gave hope to the protest movement. ...

Ruchir Sharma, chief global strategist at Morgan Stanley, says Poland has achieved a remarkable transformation over 25 years with steady growth of 4% year after year. The bright spot is manufacturing. For emerging nations the average percentage of GDP from manufacturing exports is 22%. Poland is at 33 percent of GDP for manufacturing exports. Countries dependent on commodity exports such as Argentina, Brazil, Russia, lack this steady growth from a manufacturing base and are less likely to cross the line of $15,000 of GDP per person that qualifies for it to be called an "advanced economy" for the IMF. South Korea, the Czech Republic and Poland are some of the countries that have benefited from manufacturing exports. Poland's wages are one third of that in Germany and its currency is cheap, giving it an advantage as an export hub for German companies. Germany is the main destination for exports and the German automobile industry uses the Czech Republic and Poland as export hubs. Poland's and Czech Republic's geographical location near Germany with a highly educated population makes it attractive for German companies. Poland has gone from $2300 per capita GDP to about $13,000 in 25 years according to the IMF, and is likely to be the next country to make it to advanced economy status by 2020, says Sharma. It is important not to run up debt, to manage finances carefully, and to maintain steady growth not growth in spurts interrupted by declines, and have a manufacturing base, says Sharma.  ...

Italy's political scene is fragmented with two far right parties one the League under Matteo Salvini with a base in the north and the other called Brothers of Italy, under Giorgia Meloni with a base in the south. In Italian politics of the last decade popularity of a party lasts on the right or the left remains for 3-4 years before fading. In sequence after the fading away of Berluconi's party, voters swung to the socialist party, then the party of Beppe Grillo a comedian called Five Star Movement, followed by the League and Salvini on the far right, and now Brothers of Italy. At no time is any such party having at the height of its popularity having more than 20-25% support. Brothers of Italy under Meloni is the newcomer with 23% support mostly in the south, Rome, Palermo, Sardinia.    Brothers of Italy is different from Salvini's party as Meloni is staunchly pro-EU and supports Italy taking a strong stand on Ukraine. The withdrawal of Salvini from the national unity government led by Mr. Draghi, former head of the European Central Bank, and formed during the pandemic, led to its collapse last week. Meloni benefited by being the main party in the opposition during that time, so that it is not clear that if she forms a government after the September election whether Italy will still have a stable government. The difference between Salvini's League with connections to Russia and Meloni's EU positions means far right politics is itself fragmented and the socialist parties are within a point of the Brothers of Italy. Mr. Berluconi's Forza remains a fringe player with 8%. With 200 million euros of EU assistance Italy decided to form a government under Mr. Draghi in a kind of national unity government during the pandemic so that these funds could be managed effectively, and to tackle pandemic related problems. Some of Meloni's appeal may come from broadening her appeal by policies that support nurseries and mothers, the family, and from her working class background in Rome at a time when the pandemic has created serious economic problems for families. Like France Italy is divided with Meloni playing the kind of role Le Pen has in France of being for working class yet facing competition for working class votes from the socialist parties that are close rivals for support. The Five Star and League parties in northern Italy have their own local support base. ...

A nuclear plant in a war zone with repeated shelling? This is taken up in this debate video of 44 minutes in FR24 which you can click on. The world has not seen this since the start of nuclear energy from plants in the 1950's. Calder Hall the first UK nuclear power station and the first in western Europe started in 1956. Eisenhower opened the first US nuclear power station Shippingport on the Ohio river in Pennsylvania, 50 kilometres from Pittsburgh in 1958 as part of the Atoms for Peace Program. The US built 54 nuclear plants that are operating today in 2022 generating 50% of the renewable energy in use today in the US. The question is what does the unthinkable conducted by the Russians and Ukrainians, by weaponizing a nuclear plant do to public perception of the safety of the Atoms for Peace Program initiated by president Eisenhower in 1954? What does this damaging of public safety perceptions after Fukushima do to the Atoms for Peace type of programs in China India, and European Union that are part of the emissions cutting programs in the world? These are serious questions at a time when climate change is not simply a word but means floods, fires, drought, and declining food production all over the world from Spain to Pakistan, from Germany to China. China and India are affected. China has 53 nuclear plants in 2021 with 50 GW and plans to double this by 2030. India has 22 nuclear plants  with 8 GW in 2021 and plans to triple this to 22 GW by 2030. How will climate change be tackled with public safety perceptions affected with another nuclear accident like that in Fukushima arising from shelling of the Zaporizhzhia nuclear plant. As the president of the UN Security Council Zhang Jun of China clearly stated at the UN SC meeting last week that China opposed use of the Zaporizhzhia nuclear plant by Russia (or Ukraine) in any way that could lead to damaging nuclear safety leading to an unintended accident. China only gets about 5% of its energy from nuclear, India about 3%, and this will need to increase multiple times to tackle climate change. France gets 70% of its energy from nuclear, the US 20%, by comparison. Nuclear energy safety and clear rules to prevent weaponizing of nuclear plant zones is essential and a solution like that developed for the food grain shipments from Odessa through Black Sea to the Mediterranean has to be arranged quickly. ...

Trust bank is rescued with a $530 million injection by Russia's central bank in Dec. 2014. The bank was taken over by the Deposit Insurance Agency which guaranteed the deposits of customers. As Russia raises interests by 17%, the ruble stabilizes with a 5% gain on Dec. 22, 2014. Alexei Kudrin, former finance minister and the architect of Russia's improved finances during Putin's previous terms in office, told a news conference that Russia now faces a full fledged economic crisis that will be painful in 2015. He expects a drop of 40% in imports, inflation at 12 to 15%, and decline in living standards. He also said Russia's credit rating could fall to junk status making it difficult to obtain financing. Kudrin was critical of the way the Russian government handled the crisis, saying action was slow and the government did not act as one team. He called for improved relations with western partners- "For a way out of the crisis, it is of high importance to regulate relations with our foreign partners- first of all with Europe, the U.S. and other partners."...

Anne Applebaum of the WP describes the effect of a Dutch referendum on a 2014 European Union trade and cooperation treaty with Ukraine which taps into Dutch anti-immigrant sentiment of right wing parties and anti-corruption sentiment of left wing parties. It passed with a two thirds majority and 32 % of people voting. Applebaum says the centre right government in the Netherlands has not commented on the referendum which is "consultative." She says officials in the Dutch government told her they did not want to become the focus of anti-government sentiment in the media, because of the small majority in parliament.

The Russian currency, the rouble crashed to 0.8 cents to the US dollar from 1.3 cents. It has now bounced back to 1.2 cents. Peter Coy of the NYT says this is the result of Russian oil and gas exports to Europe and other parts of the world which continued after sanctions for the invasion of Ukraine. The increase in oil prices from the war actually increased Russian oil revenues by a third. Another reason is the steps taken by the Russian government to ask for payment for energy supplies in roubles.

Inflation is at 6.4% for August, according to the Economy Ministry. The Russian central bank has resisted lowering rates because of the inflation target of 6%.
