NATO's new guiding document and security concept now includes China for the first time as a shared security challenge. In the past there were concerns about China yet Germany and France continued economic engagement with China as before. The clearly worded statement by Xi Jinping and Putin expressing strong disapproval of a world in which the US and the EU play a prominent leadership role, made just before Russia launched its attack on Ukraine, has changed the sentiment in Europe. It is now becoming clear to Germany that the world has changed.Under Merkel Germany expanded trade ties with Russia on energy and with China as a major trading partner. The first steps are now being taken to decouple the trading relationship with China and restructure Germany's trade away from China towards other parts of the world including India, Vietnam and other Asian countries. Mr Scholz pointed to this needed shift during the Trade Fair in Hannover. As part of this shift NATO now sees cooperation with Indo-Pacific partners Australia, Japan, and South Korea and India essential for meeting the challenge of Russia today and of China over the long term. The NATO document says about China that "its stated ambitions and coercive policies, challenge our interests, security and values." Here are some of the ways the world has changed today. There are new administrations and newly elected leaders in the US, Japan, South Korea, and Germany. The new administrations are led by leaders in Japan and South Korea that are keen on working hand in hand with the US to meet the challenge from China. In the US president Biden seems determined to build up America's strength to meet any challenges China can pose. In Germany the administration is run by the SPD socialists with the Greens and the Free Democrats coalition. The Greens led by Robert Habeck and Annalena Baerbock have taken a strong position to face up to Russia's invasion in Ukraine, and Mr. Scholz is following step by step and has distanced himself from old SPD and CDU policies of  Angela Merkel of close commercial ties with Russia and China.  Indian prime minster Modi was a close partner at the G7 conference in Munich, Germany. Sinn Fein is very different today from what it was decades earlier as the political wing of the Irish Republican party. When Ireland became independent Britain retained a third of the country as part of the UK as Northern Ireland. Sinn Fein's goal was to reunify the country.  It is popular today along the border and in regions struggling with poverty, including rural areas. As a left of centre party it is unique in Europe as both the main parties are right of center. Housing is an issue for Sinn Fein because it is the first to call for government to play a role in building new housing to tackle a severe housing shortage. With social policies that include government involvement to support social programs, Sinn Fein is likely to be the largest party winning 25% of the votes, with Fiana Fail the current party getting 24%,  and Fine Gael 20%. Yet rival parties are not likely to form a coalition with Sinn Fein. It also shows how much has changed when Irish reunification is now on the agenda with a referendum in 5 years proposed by Sinn Fein, as an accepted feature of the political landscape with Britain leaving the European Union. Under Mary Lou Macdonald who is from Dublin, replacing Gerry Adams, the image of the party is very different today, compared to the violence tinged past of the links to the Irish Republican Army. Most supporters today have few memories of that period, growing up in the period after peace was established in Ireland between different factions.  The exit of Britain from the European Union has provided momentum to the idea of reunification of Ireland from all sides for the first time. The links to the EU are popular in all parts of Ireland and Northern Ireland. The links to the economic crisis of 2009 and free markets have tainted the record of Fiana Fail, long the dominant party.  In Northern Ireland Mr. McGuiness is succeeded by Michelle O'Neill, who was just 21 when the peace deal was signed. In Ireland Mary Lou McDonald entered politics after the peace deal and has a Dublin accent.  The new generation looks at the EU as a natural partner, distancing itself from England. It also thinks and acts differently than Sinn Fein of the past. In just the way Scottish independence has found its way as an accepted idea in Scotland, Irish unification is seen as a positive idea with its association with the European Union, ...

Brazil held the Olympics and the World Soccer Cup, building new stadiums and living off the boom in oil and metals prices under previous governments. Today not only is there a lack of funding for infrastructure, healthcare, education and transportation.   This is now leading to lack of investment in healthcare services in a shocking way. The first full blown epidemic of yellow fever is hitting Brazil's cities of Rio de Janeiro and Sao Paulo. Officials fear that it will spread in an area that has 23 million people if it hits the slums where A.aegyoti mosquitoes are to be found in swarms. Rio and Sao Paulo are trying to tackle it by vaccinating 23 million people. Yellow fever kills about 3-8% of people affected. The economic crisis with lack of funds, and the political crisis that has affected Brazil with corruption scandals has led to a delayed response, according to experts at UCLA infectious disease center.  The disease is traced to loggers and monkeys in the Amazon region which usually remains contained in that region. SInce 2016 the lack of a strong official response has led to the crisis where monkeys carry it a mile a day all the way south to the Rio and Sao Paulo region. A effective government response would have included the use of media to educate people on the need for vaccination for all except newborns and pregnant mothers. Instead social media Facebook and You Tube spread the idea that the vaccination was dangerous, anti vaccine persons who normally got no audience trashed the vaccine. So that today public health authorites have to deal with this problem. The vaccination is highly effective and invented in the 1930's, was not started till November 2016, even though the spread southward from the Amazon region started in 2016. In fact says Dr Marquez, an expert at the University of Pittsburgh, only one in 100,000 gets a reaction and one in a million dies. He says compared to this 6% of 30 million people in the region affected could lose their lives, or  2 million deaths. ...

Millions of people who are first time users for whom affordability is an issue in countries from Nigeria, Ivory Coast to India, Indonesia, are connecting to the internet. This time not with smartphones made by Samsung or cheaper Chinese smartphones made by Xiaomi or Huawei, but by using a new smart feature phone that cuts down the price such as the Jio phone by Reliance Jio in India. This costs only about $25 compared to $100 to about $300 for lower cost smartphones These phones provide basic features, some apps, messaging, internet access at low cost. About 3.4 billion people without the money to buy costlier smartphones are turning to this just like people did 20 years ago with lowcost Nokia basic phones until smartphones appeared. Monthly cost for mobile data access to internet is $2.50 a month for all the mobile data he needs or Rs. 1750. Batteries last for days in countries where electricity is unreliable. A fruit vendor in New Delhi makes $80 a month or  Rs 5600. A Jio phone fo him costs Rs 1400 compared to paying Rs 7000 or $100 for a Chinese smartphone. Reliance partnered with Hong Kong's KaiOS Technologies Inc. which makes the most widely used operating system powering smart feature phones. Jio sold 60 million Jio phones and 370 million such smart feature basic phones are forecast to be sold in 3 years by 2022. Reliance Jio is being imitated by others. Orange SA of France has launched an inexpensive smart feature phone bundled with inexpensive mobile data plans in Ivory Coast, Burkina Fso and Cameroon and plans to put this in other former French colonies in Africa and Arab countries. WizPhone plans to introduce a $7 phone in Indonesia. KaiOS is working with Brazilian manufacturers to roll out cheap phones there.  In advanced countries Nokia is offering revamped versions of its candy bar shaped phones with added web access to enthusiasts. These cost $100. A whole new group of people who could not afford a smart phone are now being connected after Jio's pioneering effort in India. ...

Light in our galaxy The Milky Way travels at a speed of 300,000 kilometres a second so that light from the moon reaches us in less than 2 seconds. There are other distances we cannot even comprehend such as it taking thousands years for light to travel from distant stars in the Milky Way to earth. Giles Sparrow tells us there are 200 billion stars, think of that for a moment!  Sparrow says 61 Cygni is an obscure star in the constellation of a swan. Astronomers with today's telescopes, itself something recent, have figured out the distance. Why are stars not shifting their positions as the earth moves around the sun? The reason is that stars are so far away we can only imagine these distances, or maybe not even able to imagine. ...

Nossiter of the NYT describes the growing popularity of Nicolas Sarkozy in France as he tries to regain the presidency. Sarkozy's book, which has placed the importance of preserving France's identity as the main question in the upcoming general election, has climbed to the top of a popular best seller list. With weakness on the right in local elections, Mayor Juppe of Bordeaux and Francois Hollande appearing content with the status quo, Sarkozy hopes to gain the support of voters dissatisfied with the way France is tackling terrorism and its sense of identity as a predominantly Catholic and Christian country. France's political scene which makes it harder for outsiders to break into politics is likely to help Sarkozy, says Nossiter. The other factor is the campaigning style of Sarkozy and projection of strong leadership- which may be more attuned to the present voter sentiment shaken by terrorism than it was in the last election when he was seen as arrogant and self-centred. Sarkozy also lost the last election because of the economy, something that has not improved under Hollande, more likely because the economy takes many years to change to a pattern of growth following a crisis and beyond the control of any particular party. ...

Greg Ip of the WSj points out that Britain is in a weaker position to tackle Brexit than it was when Boris Johnson called for supporting the Yes vote to Leave the EU three years ago in the referendum. Business investment is lower than France, Germany and even Italy. And today protectionism, nationalism, hostility to globalization mean that its not so easy to increase exports by signing free trade agreements with other nations. Even a treaty with a friendly Trump administration  is not certain as Mr. Trump favors looking at how he can get the best deal and reverse any advantages of other trading nations, Britain being no exception. A trade agreement with the U.S. could mean the U.S. barring Britain from signing one with China as a condition of Mr. Trump. Greg Ip also points out that it was precisely joining the EU that helped Britain catch up with German and French standards of living after a period of low growth, inflation, and balance of payments crises in the 1970's. Joining the European Economic Community was as prime minister Heath stated would " enable us to be more efficient and more competitive in gaining more markets not only in Europe but in the rest of the world."   ...

Working mothers in the UK and other parts of Europe did better than working moms in the US when it comes to not dropping out of the workplace. Many mothers in the US dropped out as schools closed and businesses closed. In northern and western Europe fewer women left the workforce during the pandemic. In this sense the European policies to protect jobs by paying workers to furlough did better to help mothers keep a foot in employment even as they did home schooling.

Traditional approaches of paying unemployment benefits for longer used in the US did not keep women attached to work, which would allow them to recover more quickly. Much can be learned in the US from this. The proportion of women working actually rose between 2020 and 2019 in Germany, Netherlands and Norway as the government subsidized wages instead of paying unemployment benefits for longer periods.

The US spends astonishingly only $500 per toddler, about 4% of what advanced countries in Europe spend.The Biden plan is to change that. On the floor of the US Congress Senate minority leader McConnell protests against what he calls extravagant spending by the US in the Biden plan for families and workers.

In our selection of reports in world media we show the effect on women during the pandemic taking on childcare responsibilities with schools closed because of coronavirus. The impact has been a catastrophe for women leading to increase in mental health problems as culture and other reasons lead to women taking on 60-70% of child care and household chores. Women with careers are not able to join the workforce because of childcare shortages, losing income and feeling overburdened.

The check to the U.S. government and four other countries of $3 billion by Goldman Sachs is the largest fine ever paid. It ends a yearlong investigation first reported in the WSJ on 1MDB Malaysian fund. It will cost Goldman $5 billion in financial penalties for its dealings with the Malaysian fund 1MDB. The fund was intended for the development of Malaysia and improving the economy for the benefit of the people but ending up being used for other purposes. Prosecutors said it had become a source of funds for government officials, investment bankers. In New York federal court a Goldman subsidiary pleaded guilty to conspiring to violate bribery laws.

An expert on corporate enforcement at Duke University says the agreement with the government is lacking in that the potential fine could have been as high as $5 billion, and lacks monitoring to ensure compliance in the future.

This editorial in the WSJ points to the manner in which Donald Trump has handled Ukraine, Crimea and Russia. By saying that he might accept Russia's takeover of Crimea, and his failure to study the situation, makes it appear that he does not really understand the situation in the Ukraine with the Russian intervention in the eastern part of the country. This makes it look like the Republican nominee has not acted in a way that every candidate from the Republican party since Eisenhower has- to protect America's interests and that of its allies in Europe.  Ironically making the same mistake that president Obama has in not acting when America's interests are challenged, with Hillary Clinton and Democratic leaders who are close allies such as Leon Panetta, promising to take strong action where and as needed, in the tradition of president Harry Truman.

As the related article in The Washington Post points out the narrative inside India relates more to the the sense that terrorism has been a persistent problem for India and the public's sense that action was needed. Most of the issues in South Asia relate to development, roads, dams, bridges, airports and housing that need to be built, healthcare, sanitation and education on a massive scale. This is an area where India can show the way forward for South Asia, and be the real test for Mr. Modi after the many projects that he has initiated in India in the first term. It is only ordinary Indians, Pakistanis, Bangladeshis, Sri Lankans, and other people in South Asia that are paying the price for neglect of development and infrastructure as China, South Korea and other nations have forged ahead. A focus on development is the right sphere for competition both for Mr. Modi and for people in the region.

There is a 40% drop in migrant flows through Mexico from Guatemala to the U.S. This follows action by Mexican authorites at its border with Guatemala after Mexico signed an agreement with the U.S. to control flow of migrants from Guatemala.

A recent poll by the Reforma newspaper shows 55% of Mexicans are in favor of deporting illegal immigrants, and most agree they are a burden on Mexico.  Mr. Lopez Obrador reversed an earlier policy of allowing transit of migrants from Guatemala to avoid new tariffs by president Trump on Mexican goods. Since then relations have improved between the U.S. and Mexico, and Mexico also agreed to labor protections and higher wages to protect its status as a regional hub for North America for auto production. 

The result of the deploying of the new National Guard set up by Mexico at the border with Guatemala is to dissuade migrants from making the journey.

Coronavirus cases on a daily basis exceed 70,000 in one day in Brazil with 26,000 in Sao Paulo alone. Brazil's cases now exceed 2.5 million, the worst hit after the U.S. followed by India. President Bolsonaro has failed to provide leadership in the pandemic, himself contracting the virus and not following social distancing, mask covering till recently.

President Macron of France gains in popularity with over 50% satisfied with his performance after his hard fought gains in getting the 390 billion euros nonrepayable common debt funds for the European Recovery Fund for hard hit pandemic countries. Macron was able to get the full support of Merkel of Germany to get this approved after Dutch premier Rutte's effort to stall the aid effort in weeks of long negotiations. It is a show of European solidarity and brings Europe together, giving much needed aid to Spain and Italy.

China's C919 built by Comac is China's versionof the Boeing 737 and Airbus A320 planes. China will need 6000 such jets by 2041 as passenger air travel doubles from today's levels. Air travel has recovered in China to prepandemic levels.Comac was formed out of the military as a company to make civilian aircraft with subsidies larger than estimated $70 billion. The first flight of the C919 took place from Beijing to Shanghai this week. It has a range of 3500 miles and seats 192 passengers.

Online protections were provided to tech companies by Section 230 of the Communications and Decency Act of 1996. The U.S. Justice Department is coming up with a proposal to remove some of that legal protection from lawsuits.The U.S. Congress passed the law  because of a court decision in 1995 against online provide Prodigy that held that online content providers could be held liable for defamatory online content generated by a third party. The U.S. president and the Justice Department are in favor of amending this by executive order and through legislation.

The minority government of prime minister Pedro Sanchez could be toppled on Feb. 13, 2019 as parliament votes on the national budget. Sanchez needs the votes of Catalan legislators in Congress to pass the budget vote. Failure to win support could lead to a fall of this minority government and fresh elections, continuing the political uncertainty in Spain.
