The Obama administration's Small Business Jobs Act of Sept 2010 set aside $30 billion to stimulate lending to small business. Only 7% of 7700 U.S. lenders have signed up for the program so far. The deadline to sign up to participate has been extended from March 31 to May 16, 2011, by the Treasury Department. Banks have been hesitant to sign up for various reasons: banks say they see a stigma to taking these loans, and need additional staff to handle the extra paperwork. Banks say there isn't enough demand for loans from small business, or that there is enough capital already to handle larger better collateralized borrowers with the others considered too risky anyway.

Efforts to bring the textbook industry under state control by selling the firm "Enlightenment," which had a 30% share of the market, to Putin ally Rotenberg. "Enlightenment" has now received further support as other competitor's textbooks were not given approval by the Ministry of Education and Science. Apparently Putin sees western ideas introduced in some textbooks as harmful to the development of Russia's youth. All schools will now be given state inspections, and where textbooks are not on the approved list the schools will see cutoff of state funds. Putin was chairman of the publisher "Enlightenment" when it was under state control, Rotenberg is the new chairman. During Soviet times "Enlightenment" as a state publisher controlled all textbook publication. The industry was opened up after 1990, resulting in a large number of new publishers. Now many small publishers are being pushed out as the industry is being consolidated under the state's private sector allies with an educational agenda being set by Mr. Putin....

He guides the negotiating team for the Democrats in the "fiscal cliff" negotiations with Republicans. Colleagues describe him as thorough and meticulous. He negotiated with Republicans in 2011, running into problems with Republicans and Speaker Boehner, who saw him as inflexible in the negotiations. Lew is a son of Polish immigrants living in Queens, New York, and participated actively in Democratic causes from his student days. This time the lead negotiator is Treasury Secretary Geithner. Lew was an aide to Democratic Speaker Tip O'Neill. In 1983 he helped O'Neill in negotiations for Social Security legislation when Reagan was president. In 1997 he helped negotiate an agreement with Republicans to balance the budget under president Clinton.

Demographic research by the Pew Hispanic Center shows that Hispanics are from many countries and have a diversity of opinions and attitudes. Two thirds voted for Obama, one third for McCain, 60% are native-born and 40% foreign born, 64% are of Mexican AMerican heritage, and the other 36% are from Cuba, Puerto Rico, Central America, and other places. They make up 15% of the USA population, and account for half of the country's population growth in the last decade.

Der Spiegel has this interview with Robert Habeck, Economy Minister of Germany, on how Germany will cope with a step by step cutoff of oil and gas supplies from Russia in winter 2022. Habeck says this is likely to happen. Der Spiegel ask Habeck questions about the various actions Habeck is taking to get Germany through this winter. This includes bringing back coal plants that were being phased out, plans for industry to pass on gas that it is not using, setting priorities for homes over industry where possible, providing aid to people with low incomes who cannot afford to heat their homes this winter. Habeck calls for greater efforts for conservation that can reduce gas consumption by 10% with simple steps such as shorter time in the shower,  setting the thermostat down by 1 or 2 degrees in winter, using air conditioning less often, cooking in a way that uses gas efficiently, increasing insulation in the home, better distribution of air in the home, and so on. How much time does Habeck spend in the shower- less than 5 minutes. He leaves home by 7 and gets back late at night after work. Does he think Germans have the grit and determination to meet the challenge Putin is posing of creating disaffectionmnin German society through first gas prices and then gas shortages this winter? The Trump administration released its framework for NAFTA negotiations. The framework is designed to reduce the U.S. trade deficit and promote "Buy America" provisions. It will challenge Mexico on labor and environmental matters, which is likely to win the support of Democrats. A mechanism for preventing countries from getting unfair advantage through currency manipulation is part of the framework, yet less of an issue with Mexico and Canada. It will also work to protect U.S. trade interests in an effort to appeal to workers who supported Trump in the 2016 election. Overall it does not deviate much from established U.S. trade policy, according to the WSJ. For this reason the new guidelines were welcomed by the Mexican and Canadian governments. Mexico and Canada also see this as an effort to modernize the agreement to reflect changes in technology and commerce since NAFTA was signed. Under fast track trade promotion authority the president's Trade Representative Mr. Lighthizer can start negotiations in 30 days. One of the matters up for change is the Chapter 19 dispute settlement mechanism which makes it easier for Canada and Mexico to avert trade sanctions. Mexico's economic prospects have improved as the NAFTA renegotiation avoids the sharp rhetoric of the election campaign. The Mexican peso which traded at 22 to the dollar in January 2017 following the U.S. election, is now trading in July 2017 at 18 to the dollar.   ...

The WSJ's Latour, Browne, Tejada and Wei interview Lou Jiwei, chief executive of the China Investment Corporation (CIC), China's sovereign wealth fund. He says it is too early to talk about eurobonds as the financial arrangements necessary have still to be put in place. CIC is reducing its exposure to Europe. CIC is interested in infrastructure investments and sees infrastructure investment as the way out of the economic crisis for the U.S. and Europe. He has the most confidence in investing in China. Other locations are in emerging markets Brazil, S. Africa, Latin America. CIC's target is to have 50% of the assets in long term investments in infrastructure investments, commodities, real estate and direct investment and private equity, etc. and the other half in public securities. But this will pose challenges and CIC has not reached this level. It is learning from ATP, the Danish pension fund, Calpers, TRS, and CPP, the Canada pension fund. The portfolio is mark to market which creates pressures to reduce short term volatilities....

Rich Kramer, CEO of Goodyear since April 2010, says the tiremaker's turnaround strategy was to focus on selling higher technology tires directly to customers at premium prices. About 75% of tires now sold sell at $130 and up. As recently as 2007, 40% of Goodyear's tires were low-end tires selling at retail stores for $60 each. Goodyear has shifted focus from selling to automakers to selling to customers at retail stores. The prior strategy was focussed on covering operating costs and achieving sales volume. Goodyear now sees itself as a consumer products company, in addition to being an auto supplier. Sales were 89.7 million tires in the first half of 2011. A small increase in sales of 2% from the prior period resulted in a 25% increase in revenue to $11 billion, and income of $143 million. Another reason for improvement in sales and profits is better labor relations. This was achieved by investing in new technology and plants, and putting $1 billion into the union health care fund for retired workers. The union agreed to a two tier wage system with more flexible work rules. The new technology introduced by Goodyear includes tires that reduce rolling resistance for commercial trucks and passenger vehicles. Goodyear is working on new technology to increase fuel efficiency. A $1.5 million grant from the Department of Energy funds research for tires with a miniaturized air pump that maintains air pressure. Other research involves tread design that improves fuel efficiency. ...
