Thirty minutes after trading started at the Shanghai Stock Exchange on Jan. 6, 2016, circuit breaker mechanisms were triggered following a decline of 7%. This followed a similiar circuit breaker trigerring on Jan. 4, 2016. This time investor anxiety was over a devaluation of the renminbi by the government. This triggered a drop of 3.5% in Germany's DAX index and 2.2% in the S&P 500 index. Faulty communication and confusing signals to markets by the central bank PBOC, and securities regulator CSRC, also played a part in increasing investor anxiety. Similiar problems were seen in summer 2015.

For 2 decades now Estonia has followed the principles of Milton Friedman in freeing up its economy to be completely open. Now the economic downturn has to lead to a shft in policy. The infusion of $3.4 billion euros from the EU from 2007 to 2013 as cohesion funds to even out disparities between rich and poor countries in EU should help and some business people say Estonia could emulate Luxembourg or Swizerland by looking for its own niche say in high end technologies and knowledge intensive production and in design.

Following the record fundraising by U.S. president Obama in the 2012 presidential election, outspending Romney at a critical point in the campaigning in Ohio, Republicans and right wing groups are making their own effort to raise fundraising levels. The spending goals set by David and Charles Koch at the winter retreat in Palm Springs is $889 million to be raised from Koch and 300 other donors. Hillary Clinton's Super PAC plans to raise $300 million. The Republican total spending in the 2012 presidential election was $657 million. Koch's 2012 organized donor effort spent $400 million for the 2012 elections.

Russia's largest trading partner is China with $51.8 billion imports from China and $35.7 billion in exports. Netherlands is the largest destination for Russian exports with $76.8 billion, with Germany second at $35.6 billion, Italy third at $32.4 billion. Russian imports from Germany are $38.3 billion, followed by Japan at $15.7 billion, and the U.S. at $15.3 billion. Another problem complicating sales of pickup trucks and larger suv's is that as prices of this type of used vehicle have dropped precipitiously these owners are out of equity and find it harder to come in for trade-in and purchase of new vehicles. Reading for pleasure leisure reading in US at 29% and 23% for women and men in 2004 drops to 18% and 14%. Lyrarc's Movement for Global Literacy seeks to revive the practice of reading step by step including reading in English in the modern world, for improved functioning as citizens of the modern world, and enhancing the practice of reading for curiosity in different fields to expand one's horizons and that of society at large. The decline of reading is about 40% studies done by the University of Florida and the University College of London show, much larger than anyone thought possible over 2 decades in which the Nation has lost some of its dynamism. More shocking is that only 2% of 240,000 Americans followed in this study over 2003 to 2023, a mere 5000 parents out of 240,000 read to children every day. Equally shocking is that half of all Americans about 46% do not read at all and most have parents not in the habit of reading. Bad as 150 second attention span sounds  as average for Americans in 2004 UC Irvine professor Gloria Mark says this is now a mere 47 seconds. This is what social media and interactions with google, internet have done to America. The major loss is in the happiness that leisure reading and reading for fun gives us, the deep loss  for our mental well being that reduces stress and anxiety makes us feel better, says Sonke of the University of Florida study. ...

India's Foreign Secretary, Vikram Misri, provides briefings on the Indian response of May 7th in the early hours of the morning to the terrorist attacks on tourists in Kashmir with efforts to target tourism and destroy the Kashmir economy.

Indian missile attacks were launched on specific terrorist camps inside Pakistan and Pakistan occupied Kashmir. It is purely a response to terrorism and efforts to derail the modernization of the largest population economy in Asia of 1.4 billion people. Indian response was kept limited to terrorist targets and avoided Pakistan military.

The National Front party of Jean-Marie Le Pen received over 20% of the vote in the first round of the presidential election in France. Socialist candidate Hollande received 27% and Sarkozy 25%, with about 80% of the votes counted. Jean-Marie Le Pen campaigned on the economy and fears of economic decline, as well as in favor of French national identity. She called for France to leave the EU.

The IMF's own stress test of U.S. banks shows that the banks would need $76 billion to create the capital cushion needed. In particular regional and smaller banks have an exposure to commercial real estate loans. In an adverse scenario these banks would have to raise $8 to $13 billion. The IMF review pointed to the issue of coordinating action for the bank regulation, with the Fed, FDIC and state regulators needing to coordinate action. The CFTC and the SEC need to coordinate for regulating futures markets. The IMF's Christopher Towe says Congress failed to provide clear regulatory authority and left the system with overlapping authority.

Italy and Spain get Germany's chancellor Merkel to agree to direct recapitalization of eurozone banks by the European rescue fund instead of the government having to ask for rescue funds as happened for the $125 billion aid request from Spain. The condition is that a European banking regulator with wide powers to regulate eurozone banks has to be setup first. This means Spain will have to provide the initial funds to recapitalize its banks but can reduce the stress this places on its debt by letting the banks get aid directly from the European rescue fund later this year. This is one of the short term measures needed to restore market confidence. Italy pushed hard for the rescue fund to be allowed to buy Italian or Spanish bonds in the private markets to reduce the high yields on Spanish and Italian government bonds, which reached 7% for 10 year Spanish bonds in June 2012. Merkel agreed to this with fewer strings attached. These are the immediate short term measures which were very important for Spain and Italy. Through marathon 14 hour discussions described by Monti as "hard and tense," the Italian and Spanish governments stood firm on these short term measures, and at one point indicated their willingness to let the talks collapse if Germany did not agree. France's president Hollande stood by Italy and Spain in the negotiations. Other long term fixes such as a European authority for country fiscal policy review and a detailed road map were left for future meetings in October 2012....

The White House gives details of a new Trade Agreement with Indonesia. There will be zero tariffs on exports to Indonesia of US goods. Indonesia will have lower tariffs of 19% on most products, and higher duties of 40% on goods that are sent through Indonesia to evade tariffs such as from China. Indonesia will place no restrictions on export of rare earth minerals. Indonesia will remove non tariff barriers by action to accept U.S. safety regulations for automobiles, medical devices and pharmaceuticals, and remove preshipment inspections for US agricultural products.

Its significance is that Indonesia is a producer of rare earth minerals giving US full access. Indonesia has a large population of 250 million and this opens up markets for US farmers. It means US energy products and pharmaceuticals, and aircraft makers have access to this market. Because of far flung islands Indonesia will need more Boeing aircraft as it modernizes.

In Pennsylvania the winner of the primary gets only 14 delegates. 54 delegates are not pledged to any candidate. The deadline was Feb 16, and a few Trump supporters got on the ballot for delegate in some Congressional districts without any support from the Trump organization in a lone effort. Pennsylvania has a very well organized Republican Party, which is described as preferring pragmatic candidates and has a top down leadership structure. Senator Rubio of Florida has three supporters on the ballot in each of 18 congressional districts. Even on the first ballot at the Republican convention these 54 candidates can support the presidential candidate they choose. This has not been well understood even in the media, with the Economist and other news outlets describing Pennsylvania incorrectly as a winner take all contest for a sweep by Donald Trump of northeastern U.S. states delegates.
