The Independent Panel Report on the Flint, Michigan, contaminated water crisis says the Department of Environmental Quality in the state "failed in its fundamental responsibility" to enforce drinking water safety regulations. It also says the Governor Mr. Snyder should have acted when the senior staff memebers at the governor's office asked him to do so.The EPA is faulted for prolonging the crisis by delays in enforcing drinking water standards. The problem began with the emergency manager appointed by the governor acting to make cost cutting moves for a city in financial trouble. Morello of the WP describes the situation in Afghanistan with about 10,000 U.S. troops remaining in the country and the Taliban refusing to continue negotiations started earlier. About one in five migrants to Europe are from Afghanistan as more educated people leave the country for better lives overseas. The Taliban is tapping into the discontent in the country with the large number of unemployed following the U.S. withdrawal. Morello says the poverty rate has increased to 49% by 2016.

Following the boom years under the Lula administration Brazil is experiencing a second year of over 3% decline in GDP. The judge who is taking action against corruption in Petrobras and in the ruling Worker's Party, Sergio Moro, is popular in Brazil. The Worker's Party under former president Lula helped bring more people into a rising middle class, yet their were weaknesses in the boom years of the Lula administration of the Worker's Party- in lack of infrastructure, poor public services, a weak educational system, overdependence on commodities for growth, overextended public finances, and corruption. Emotions are running high in Brazil with one television commentator, Ricardo Boechat, saying he does not remember a situation like this even during the dictatorship years. The Lula and Rousseff supporters at political rallies say the judge and investigators are working to stage a "golpe" or takeover in government for conservative opposition parties....

Dana Milbank of the WP says the views of some Democrats on Trump as a good Republican nominee based on the notion that he has high negative perception with voters is fraught with dangers for U.S. democracy. Milbank points out that this ignores what is good for the country. Having Trump as the nominee of one of the two main parties would create a divisive atmosphere and is not good for the country, says Milbank. In comparing Trump with Cruz, he says Trump is likely to follow his instincts to operate outside the U.S. constitutional system. Cruz as a person believes in the U.S. constitution and would never endorse violence or action against minorities. Cruz has not done enough to come across as a likable person with his persistent focus on conservative or Reagan values to the exclusion of everything else. This is changing in mid-April 2016 following a CNN interview with the Cruz family, a MSNBC town hall answering questions from undecided voters, and NYT coverage of Cruz at a Brooklyn bakery, that shows a different human face that people have never seen about Cruz. Cruz's self-deprecating humor in a NYT article where he talks about voters not liking "a hectoring scold," is part of this needed change that could have happened earlier in the campaign. Dan Balz of the WP points out the effect of the bruising campaign with Bernie Sanders on Hillary Clinton's negative perceptions by April 2016- with the references to her fund raising speeches on Wall Street and on other issues. The NBC/WSJ poll in April 2016 shows her with minus 40 negative ratings among men, mimus 72 among white men, among women minus 9 points and minus 25 points among white women. A charm offensive is under way following the New York primary led by Mr. Manafort to show the Republican National Committee (RNC) Trump is just "playing a part" and has another demeanor. Wiley points out that Trump would appeal to traditionally Democratic states in the midwest that have working class Reagan Democrats. This follows a parallel effort by Trump presenting an election narrative to draw voters by saying that the system is rigged, first banking, then trade, now the way delegates are chosen, to increase voter support at a time when voters have genuine concerns. Yet the fact that Trump won 90% of the delegates with 60% of the vote in New York, provides proof that it is not, says Vince Preibus, RNC chairman. Others point to the splintered vote in the early primaries as disproportionately benefitting Trump, as well as the media coverage for sensational statements, and jingoistic talk about China, Mexico and Muslims.

People from Denmark are known for fluency in English, and are some of the best non-native speakers of the English language. About 38 percent of courses at Danish universities are in English. Yet debate is shifting to the inflluence of immigrants in society as "pizza-Dansk" or "pizza-Danish" is spoken by Middle East immigrants at pizzerias. One Danish member of parliament from the DF Party is suggesting the government prevent the spread of "pizza-Dansk" and help preserve the Danish language spoken by 6 million people in the country. It is reflection of the anti-immigrant mood in Sweden, Denmark and other European countries, where parliamentary elections have given parties opposed to immigration a larger number of seats.
