Many individual Britishers hold accounts in Icelandic banks that went bust and some being propped up by the Icelandic government like the Kaupthing bank and other banks like Icesave. The Britishers individual accounts are worth billions of dollars and the British government has guaranteed that individual British account holders will be compensated fully. To recover some of this money the British government had to seize the assets of British branches of Icelandic banks. How it did this is interesting. Britain used a 2001 antiterrorism law to freeze the British assets of Kaupthing bank. Alistair Darling defended this by saying that Iceland had indicated that it had no intention of paying the British account holders. So now the British Treasury Department's home page lists Iceland as a terrorist state after N. Korea, Sudan, and Al Quaeda. Under European regulations Iceland is obligated to pay 20,000 euros to each individual account holder in Icesave, but that amount would require paying $5 billion at the new collapsed exchange rate or 60% of Iceland's GDP. Iceland's economy has collapsed and interest rate is 18%, krona down 44%. Its foreign minister says the British decision puts Iceland back 30 to 40 years when it was a poor isolated country. No guarantees have been made by the British government to British local governments, universities including Oxford and Cambridge, and charities, that have billions of dollars in Icesave acccounts and this money is lost. ...

Nikos Voutsis, Greece's interior minister, says Greece lacks the money to make debt repayments of 1.6 billion euros to the IMF in June 2015. A proposal by the Left Platform, a faction within Syriza party led by energy minister Lafazanis, which has support of 30 of the 149 Syriza representatives in the Greek parliament, calls for not making debt repayments and looking for an alternate plan. It was defeated by the central committee of the Syriza party on May 24, 2015, with the vote 95 to 75 showing intense opposition within Syriza. Instead Syriza voted for a proposal to call for mutually beneficial negotiations and a deal that would preserve its core goals- a low target for the primary budget surplus, avoid more cuts to pensions, and restructuring Greece's debt to include an investment plan for economic recovery. Both sides in the negotiations, the EU/IMF and Syriza government in Greece, reached an impasse as the negotiating tactics of finance minister Varoufakis led to German finance minister Schauble also taking a tougher stance, saying he could not rule out Greece defaulting on its debt. ...

About a 60% turnout of voters in Kashmir with 80% of the state's districts reporting, is higher than in the last election which had a turnout of 44% in 2002. This shows declining support for militants in Kashmir. The two parties with the largest seats in the 87 member legislative assembly are the National Conference Party with 28 seats, and the People's Democratic Party with 18 seats projected to reach 21 seats. The National Conference Party is expected to form a coalition with the Congresss Party which heads the ruling coalition for the federal government in New Delhi.

Harold Meyerson looks into the causes of the decline of white working class Americans by 2015. A whole section of society that was helped by the work of FDR is being undone by a combination of forces, from the decline in working class wages and jobs through globalized business, social structures unravelling, and support structures weakening. Meyerson refers to the Deaton-Case Princeton study on increasing death rates for this group. The white working class is much smaller now than in 1940 when he says 82% of Americans over 25 had only an high school education, down to 29% in 2007. The result is that it has less power to affect policies, yet is close to one third of Americans. Economic recovery, the American dream, all remain hobbled without efforts to tackle this problem. Trump's effort to appeal to this class, Meyerson points out, is similiar to the National Front's effort in France, making the political dialogue even more divisive by targeting immigrants.

A Report by the Institute of Contemporary Development is titled "Twenty-first Century Russia: An Image of the Desired Future." President Medvedev serves as chairman of its board of trustees. Thoug it does not have direct influence on Russian policy it still is part of the debate going on in Russia about which direction to take in the future. Ted Cruz has put together a strong organization for the Iowa caucuses. This report by Martin and Flegenheimer of the NYT describes the approach taken by the Cruz campaign- with a organizational head for each of Iowa's 99 counties, captains in 1537 of 1681 precincts, and 10,000 volunteers. Cruz campaign has carefully selected voters who vote consistently and who are likely to respond to one of a list of appeals based on research in behavioural psychology, points which precinct captains and volunteers use to make notes for talking to voters. Turnout is expected to be 121,000 to 140,000, and the Cruz campaign says it is prepared if the count is much higher with new caucus participants. Voter turnout is an important aspect of their campaign, saying their organizational effort with about 15,000 calls made each day from Iowa Cruz offices, is striving to improve performance by 2.5 to 5 percentage points and deal with a "swell" in voters by identifying additional voters. The Trump campaign is based more on campaigning generally to voter sentiment, drawing large numbers to rallies appealing to the white working class, voters who are less committed and less likely to vote- counting on a swell in new voters some who sign up as Republicans at the voting location....
