China shifts its policy to allow 3 children per family after it sees the percentage of people in the population over 60 rising. This WSJ report show that the policy shift is being followed by changes in policies related to education with more equitable educational resources and reduced expenditures for education for families. Policies that were seen as making families hesitant to have more children.  Changes of the Mao era policy of one child, one family, are very recent. Not till 2013 has this policy changed, since its implementation after the Communist Party took over mainland China in 1949. In 2013 the government allowed families to have 2 children if one of the parents was an only child, and two years later in 2015 the policy was changed to allow 2 children per family. Only half of Chinese couples are willing to have 2 children, according to a study by the state backed All China Women's Federation. A once in a decade census shows 12 million babies born in China in 2020. In 2016 there were 17.9 million births. China's leaders noticed a change in the census for people over 60 as a percentage of the population, which was growing much faster than imagined from 13.3% in 2010 to 18.7% in 2020.  The perception of experts and Chinese couples in their thirties shows that the policy is seen as not enough to convince young couples to have another child. Typical is the situation of one parent cited in this report, a Beijing father of two. He says the policy has changed but it does not mean that he would have another child. He says it takes a lot of money and energy to take care of another child. It also affects the standard of living and education of the two children as he has already moved to a new 2 bedroom apartment to be near top schools in the Chinese capital. Another facet of this development is women in China postponing children to pursue their careers. Government policy is now to raise the retirement age with fewer people of working age to support the senior population. The percentage of the population of working age 15 to 59 years dropped from 70% in 2010 to 63% in 2020. Fewer people for working at Chinese factories and manufacturing. China's retirement age is now 60 for men and 50 for women, giving the government room to do this by bringing it up to western levels that are much higher in the US and Europe.   ...

The emergence of the Greens Party in Germany as a party that could govern at the federal level. In Baden-Wurttemburg, a western state with many large companies, the Greens emphasized foresight and pragmatism to win the election. Analysis by ARD broadcster suggests 145,000 voters from CDU migrated to the Greens after corruption scandals led to resignation of CDU members in the Bundestag. One of the problems The Greens face is the relative youth of leaders at the federal level. Robert Habeck is 51 years and Annalena Baerbock is 40 years.  For Angela Merkel who retires in the autumn, and the CDU with its new leader Armin Laschet, the results are a bit of a shock. The CDU gained about 24 to 28% of the vote in 2 state elections. The SPD socialist party was at about 16%. So that the 2 parties that governed Germany since 1950 are combined now at about 40%-42% of the vote.  New coalitions will be formed in the future that include The Greens as a major political party. SDP's Scolz clearly welcomed this idea saying that it is now possible to form a government without the CDU. For Germany the coronavirus years 2020-2021 mark the beginning of a new period that may no longer include the CDU or Merkel in government. Popular fatigue with the Christian Democrats and search for new alternatives for Germany now make a new Greens led coalition a distinct possibility. ...

The Democratic Party's progressive wing and Mr. Biden support the effort by president Trump for $2000 checks to go to American families as direct payment instead of the paltry $600 approved by McConnell in the Senate and Pelosi in the House. The delay in providing relief has hurt Americans working in retail and restaurants, hotels, and travel, tourism, sectors hard hit by the pandemic lockdowns. To make up for the delay and because the pandemic after the second wave looks to be not just for 2020 but for at least the first half of 2021 $2000 is essential for American  families to support themselves. Food insecurity unknown to Americans for most of the twentieth century has returned in ways that are unimaginable. The same is true for southern Europe as pictures of Barcelona in DW,com show. It is high time both the European Commission and the U.S. Congress get their act together. Partisan press is one thing, and debate is the oxygen of society in a democracy, and making ends meet on a day to day basis is another thing.  Working from home remotely one half of society the professionals may not see the other half, yet they are there as the pictures from Barcelona of people collecting metal and other scrap  on streets for sale to buy food in the El Raval neighborhood show, and the pictures of Americans in long lines at food banks show.  ...

Mines sending trainloads of northern white sand are now sitting  idle in Wisconsin , hurting jobs and local revenues to finance budgets of local government. Mines have closed in Wisconsin for this sand that is blasted into silica and used for shale oil production. This has cost jobs in a rural area near the Mississippi river which borders Wisconsin, Minnesota, Iowa and Illinois. Even though these areas do not produce any oil and gas. Companies supplying trucks, lubricants and drilling tools are also affected all the way into Youngstown, Ohio, which provides pipe to the oil fracking areas in West Texas. Frackers blast a mix of sand, water and chemicals into fossil fuel bearing rocky areas. Sand called northern white was considered very good for crush strength to prevent plugs and there is a lot of it beneath western Wisconsin topsoil. Once used by glassmakers and cranberry this became a useful source of supplies from 2015 onwards. Demand surged till 2018 when new supplies were found in West Texas which would reduce costs of transportation. Wages in these mining jobs were about $8 higher than other jobs for people with less education. After 2011 financial crisis and the loss of manufacturing jobs to China this provided a new source of higher paying jobs for less educated workers and paid for local government to provide services including in one town a new swimming pool for the recreation complex. This has proved to be temporary with many mines closing in 2019 and in 2020 after the pandemic. ...

The Indian prime minister talks in his radio program Mann Ki Baat (Talking our Mind) about Indian athletes at the Tokyo Olympics and overcoming any hesitancy for vaccines. He remembers athletes from the Olympics past- Milkha Singh India's fastest runner, who worked hard and emerged from the partition bloodshed as a survivor in 1947 to compete in the Rome Olympics in 1960. Milkha Singh was the first Indian male athlete to reach the finals of the Olympics when he barely missed the bronze medal by 0.1 seconds in the 400 metres race. He remembered for this years Tokyo Olympics hockey player Neha Goel, race walker Priyanka Goswami, javelin thrower Shivpal Singh, archers Deepika Kumari, Pravin Jadhav, badminton player Chirag Shetty. Pravin Jadhav is a laborer's son from Satara district in Maharashtra who is competing in archery. The prime minister talked about two people from Betul district, Madhya Pradesh, with vaccine fears from spread of disinformation. He pointed out that over 300 million people have been vaccinated and this includes his own 100 year old mother. He urged India to trust science and scientists. Sometimes, he said, people get a mild fever, that lasts only a few days. "Avoiding the vaccine can be very dangerous, you are not only putting yourself at risk but also  your family and the entire village." Polls before the election show the SPD Social Demcorats, Greens and the Die Linke combined have a small majority of votes in German elections. Die Linke is the left party from the days of the party that ruled the GDR German Democratic Republic or East Germany under communist rule. In Berlin, Bremen, and the east German state of Thuringia the Social Democrats SPD, Greens and De Linke have formed coalition governments. With the emergence of right wing AfD in East Germany, the De Linke has emerged as an alternative to the established parties and the AfD in eastern Germany. Federal governments are difficult to form with the De Linke because of historical opposition to NATO. This may change as two younger leaders are now leading the party and in other policies there is similarity between the democratic socialist views of De Linke, SPD and the environmental policies of the Greens. FDP policy has generally not favored policies that favor working class, infrastructure investment, childcare and other issues important to voters in this election. This leaves the De Linke as a more likely alternative for a Greens SPD coalition partner if it can change to be flexible about its views on NATO. Today policies of president Biden in the US are also friendly to workers and families. This makes such a coalition possible if the socialist parties of the De Linke change to get things done instead of staying on the fringes of government. ...

This article in the Economist magazine says the initial criteria for the euro currency were fudged to let southern European countries with weak finances into the euro region. The result was that Italy, Spain and Portugal were allowed in, followed later by Greece. This was a critical design defect for the euro currency. It says French president Mitterand accepted German unification and German president Kohl gave up the Deutsche Mark in exchange for the Euro, under the 1992 Maastricht Treaty that set up the euro currency. The other flaw was the lack of a bail out mechanism if governments needed help, the ECB not designed to tackle this, and the central banks of each country not capable of tackling this on their own. With the lack of devaluation option to address inflation, and drop in competitiveness of some countries, the mechanisms to address economic problems were not put in place- it says because political union was seen as happening earlier but never happened. The French are seen as more interested in pursuing closer economic integration, with Germany not as keen until budget discipline is established first. Germany also looks at immigration as a critical area in which agreement has to be reached. As a result the euro currency is likely to continue with some of its current problems, yet with improvements in many areas such as budget discipline and lessons learned from the eurozone crisis in Greece, Ireland, Spain and Portugal.   ...

Martin Caparros describes the deadlock in Spain with no two parties on the right Ciudadanos and Partido Popular, and on the left, Podemos and the Socialist party, able to have enough seats i parliament to form a government. An agreement between Ciudadanos and Partido Popular of prime minister Mariano Rajoy, has brought the 2 parties close to 170, 6 short of a majority in the 350 member parliament. New elections will have to be held for the third time in December 2016 as a result of this impasse. The two main parties in Spain the Partido Popular and the Socialist party, alternated in forming a government during the period since the restoration of democrati government after Franco's dictatorship. Following the deep recession in Spain since 2012 two new parties have been formed Podemos on the left, and Ciudadanos a centre right party. Both parties are critical of corruption, and the cuts in spending for education and healthcare following the financial crisis in Spain and bailouts by the European Union. Caparros describes the cynicism that voters express about not just the two main parties, but also for Podemos and Ciudadanos, as voters voice their rejection of politicians and parties on the left and the right. A similiar process is taking place in other countries, in Britain most recently with Brexit and the departure of prime minister Cameron. In the U.S. with the Sanders and Trump movements, and the Beppe Grillo movement in Italy.  ...

General Electric has become an example of how not to run a a business. Once  a leader in American business it is now a shadow of its former self, and withered in many of its markets, with a slumping share price. This report in the WSJ shows how the involvement in banking and capital markets was the first error at GE that hit the company's share price hard during the global recession of 2009. Other decisions and a hard driving culture led to more mistakes leading to the current situation. By 2008 GE Capital brought 38% of GE's revenue, for a company that was a leader in infrastructure a huge misstep, and the start of the decline. In terms of company culture and management a more thoughful management style, a willingness of management to have self-criticism and different views represented are better for companies. A hard driving culture can hurt companies over time- here the example Jack Welch CEO, and Jeff Bornstein as CFO are given for this hard driving culture. Renault-Nissan is a recent example of CEO running into issues with the company's culture and profile developed under a larger than life personality. There is a lot to be said in favor of a gentler disposition, a healthy lifestyle, and a thoughtful style, in the management ranks of companies at all levels which produce better results. The former Chief Election Commissioner of India, Mr. S.Y Quraishi, looks at the 2019 Nigerian elections. Nigeria has about 47% of the population of West Africa. Muslims and Christians are almost equal in numbers and there are 300 ethnic groups. About 82.3 million voters were registered to vote. Quraishi sees the 41% registered voters to be disproportionate to the total population. In India about 62% of the total population is registered to vote. The Independent National Election Commission (INEC) chairman, Mr. Mahmood Yakubu, says security, fake news, hate  speech, and expenditure control are the top issues. Postponement, delays and chaos at polling stations contributed to a historic low turnout, 35.6% compared to 44% in 2015. Police presence was discreet and needed for the elections. A coalition of 70 civic organizations monitored the elections and contributed to its credibility. In Lagos there were 1.1 million valid votes. India has strong interest in Nigeria's democracy. Over 135 Indian companies have operations in Nigeria, including  State Bank of India, Bharti Airtel, Tata, Bajaj, Birla, Kirloskar, Mahindra. The election commissions of the two countries have met yet there is need for more engagement. About 50,000 Indians live in Nigeria. By continuing the process established by the two earlier elections including a peaceful transition from Mr. Goodfellow to Mr. Buhari, Nigeria is strengthening the democratic process. In continuing the fight against corruption, building infrastructure, the difficult process of modernization and development is taking place even with difficult economic conditions. ...

Labour party leader Corbyn reflects on his years as leader, the 2019 election, his effort to get Britain to spend more money to fix social wrongs made worse through austerity programs of the last decade. He tells BBC's Laura Kuenssberg, that he was denounced in the election for advocating spending more money  than Britain could afford. He sees himself and Labor vindicated in its proposals for spending vast sums, to invest in the state, as this is what the Tories are now doing under Johnson. He sees Britain as ill-prepared for the coronavirus pandemic after ten years of austerity. The result of the Labour party election will be announced on April 4, a contest between Sir Keir Starmer, Rebecca Long Bailey, and Lisa Nandy. Mr. Corbyn is resigning after Labour's defeat in the 2019 election. He says the divisions over Brexit which led to a vote at Labour's conference to negotiate a new deal with EU and put it to another referendum, clearly did not win the election. Reflecting he says he did his best with an expanded level of membership for Labour party, and shifting the party to an interventionist economic policy that was anti-austerity investment led economy. He made his share of mistakes says Corbyn, as he was just human. And urged new Labour party leaders to spend time listening to people in all parts of the country, and recognize the strengths and good in the people.  ...

Turkey's currency Lira dropped to 7.2 to the dollar on August 13, 2018, taking the drop in the currency in 2018 to about 70%. About 90% of Turkey's debt with foreign lenders is denominated in foreign currencies. Turkey is highly dependent on money from overseas to finance growth and credit. 

The risks increase with higher interest rates in the U.S. and the falling value in the Lira which makes it harder to pay off debt. Turkey faces loss of confidence from foreign investors as its relations with the U.S. deteriorate in a tariff war with the U.S. increasing the focus on factors long ignored by American and European investors such as its high dependence on dollar denominated loans.

Analysts say the problems in Turley are unlikely to be systemic for all emerging markets because Turkey's problems are unique with questions about the management of the economy and the authoritarian rule of president Erdogan.

India's Supreme Court rules on Aadhaar, India's biometric identification program, saying privacy is a fundamental right. Aadhar was started in 2009 as a way to help the poorest citizens and prevent leakage of fuel and food subsidies, and to fight corruption. Using biometric technology the government of prime minister Modi has extended the program as a way to build a database of digital fingerprints, iris scans of most of India's 1.2 billion people as part of a way to extend this into a national id card system for driver licenses, bank accounts, travel on Indian railways, making financial transactions. The government contends that privacy is not a fundamental right in a poor country where most citizens suffer from corruption and leakage of services and subsidies, given that basic safeguards against abuse are introduced. The Court's decision says privacy rights should be taken into account against surveillance by the state and for protection of data, and that it was part of the intrinsic rights of citizens to life and liberty. ...

China Merchant Port Holdings takes a 70% stake in the Hambantota Port project, in an agreement with Sri Lanka Ports Authority. It will handle the commercial operations of the port under a 99 year lease. This is part of the plan to convert the $6 billion Sri Lanka owes to China into equity. Hambantota port has losses of $300 million since 2011. China plans to invest $600 million to develop the port. The port project is a $1.12 billion lease to China. Sri Lanka's ports minister says the port will not be a military base for any country and will operate under Sri Lankan law. China is making the investment as part of its One Belt, One Road Initiative, which has aroused concern in Japan, India and Australia.

He says about 150 Labour MP's would reject a Brexit deal that is lacking a confirmatory second referendum on Brexit. He also said Labour risks losing Remain voters tempted to vote for the Liberal Democrats or Change UK. Starmier said it is time to call time on the cross party talks in a few days.
