With his dwindling popularity and failure to support the socialist parties alliance Macron has made the party En Marche his own creation, a failed project. Macron started out in the Socialist Party in Amiens, France, was a minister in the Socialist government of Francois Hollande 2012-2017. Socialist voters twice voted for Macron in 2017 and 2022 elections to keep the Le Pen National Rally out. After the last election 2022 Macron faced union protests on pension age changes and on issues related to fairness for workers as he failed to take cost of living action and protect workers. He now faces a divided parliament and becomes a lame duck president till the next presidential election in 2027. He called the party he created during the last year of socialist Hollande's term as president initially En Marche, later En Marche El Republique and Renaissance, initially tapping into support for reviving France with younger people in political life. Yet he failed to live up to this instead put himself at odds with working class people and families and the problems they face across rural and urban areas of France. He has run out of support after the yellow vest protests, union protests, and protests over the pension age during his first and second terms. By calling the socialist parties of which he was a member in derogatory terms Macron increased his isolation and created a situation in which the RN of Le Pen is vying to be the leading party in the National Assembly. Only by making large investments in the French economy of $140 billion that the Socialist parties alliance proposes can France's economy and infrastructure be revived, not by the programs of either the RN or En Marche which make no effort to increase investment in the French infrastructure and economic strength. A modest tax on the top 1-4% of the wealthy finances this investment of $140 billion which RN, En Marche and Macron seek to avoid calling this program in derogatory terms to protect a tiny minority of the affluent who in the right way would want to contribute a fair share to the growth and revival of France. ...

Former South Korean president Lee Myung-bak becomes the fourth person indicted in the Samsung scandal. The case shows close connections between family run business companies and the government in South Korea. The case brings up the involvement of Mr. Lee in the pardoning of the Samsung chairman who was convicted of tax evasion. In this case Samsung made payment in  legal fees of $6 million to an auto parts company DAS Corp. A South Korean court resolved a dispute about the owner of DAS ruling that he was the auto parts company's actual owner. Lee was president from 2008 to 2013. His successor Park Geun-Hye was sentenced to 25 years for corruption that involved Samsung and Hyundai Motor, as reported in the Wall Street Journal. 

In recent years and with the election of president Moon Jae-in South Korean public sentiment has turned against the involvement of business, particularly Samsung, in the nation's politics.

This BBC report gives the reasons for the success of the Leave campaign getting 51% of the vote- the votes of older voters particularly in the south, southwest, Midlands and the north east with 78% of people over 65 voting and 54% of 25-34 year olds voting in the 2015 general election. Three of five voters over 65 wanted to Leave, and voters over 55 favored leaving the EU. Other important factors was the voter discontent, the failure of the message on the economy of the Remain campaign, the 350 million British pounds that the Leave campaign said Britain would have extra to spend on the NHS every week as this was what Britain could free up by leaving the EU was the best remembered number in the campaign.  Another important factor is the failure of Labor Party supporters to come out to support the Remain campaign in large enough numbers for an effort led by Conservative party leader Cameron.

The team of 5 engineers decided they would produce the first Vande Bharat train in 18 months- Project 18. The Indian Express talks to the team of original engineers who were on Project 18.  They are all part of Chennai Integral Coach Factory, setup with Swiss collaboration in 1955. By 2019 the first train was operational at speeds of 180 km per hour, semi-high speed and setting the transition to high speed trains developed entirely within India. Sudanshu Mani, General Manager of ICF, headed this effort and set the target of 18 months. He says China used to import all its trains and one day just decided to make its own- he asked himself the same question, why don't we make our own? Mani was in Berlin for 3 years on an earlier collaboration for train technology in the 1980's. By the 1990's this technology was 20 years old he says. That's how long it took to get anything done in those days, by the time it got started the technology would be obsolete. By 2018 just 2 years before retirement Sudanshu set up the Project 18 team convinced that this was the only way to get it done- to beat the odds. Devi Prasad Dash heads electrical engineering. Srinivas heads mechanical engineering. Pradhan is Chief Design Engineer. They did everything from scratch. There are 5000 others who worked on the project. Dash says it was like T20 cricket, just that they decided to do it in 18 overs. Ever wonder why the train is all white and with blue stripe? Subranshu who was chief mechanical engineer at the time says they tried other colors. Manish Pradhan says they decided on white after one thought that Indian trains are never white because we had that belief that anything white would get dirty faster. That is when we decided to make it all white and it will not look dirty, he says. Sudanshu Mani says he would close his eyes and he would see always the old Indian trains that one would see from the 1960's from Ahmedabad to Rameswaram, and onto Colombo after the ferry. At that time Colombo had Canadian coaches and locomotives under a Canadian aid plan from Talaimannar to Colombo which were like American trains, looked miles into the future.The same thing must have happened to Chinese engineers because Chinese premier Chou-en-lai visited the ICF in Chennai in the 1950's and wrote that Chinese engineers could learn about the new Swiss technologies from ICF Chennai. That is when the Swiss were building their own trains with European technology of that time. China and India, and Japan had no idea about the high speed trains that were in the future. This is how technology advances. This is how people build better lives and how the aspirations and hopes of younger generations become a reality. Somewhere in the dim light of the past there is a Chinese engineer with the undaunted courage, concentration and determination to "Just Do It," and before that a Japanese engineer, and before that a Swiss engineer designing a train for the Swiss Alps, a Canadian or American engineer designing newer trains for the Prairies all the way to British Columbia and California. As Dr Harsh Vardhan, India's representative and Health Minister, takes on responsibilities as the Chairman of the Executive Board of the World Health Organization this can be said about this critical juncture.The WHO is going through soul searching and a reevaluation of how it has implemented the vision of its founders during the closing years of a world torn apart  by war in 1945, and actual founding in 1946.  At the UN conference in San Francisco in 1945, Dr. Szeming Sze of China, Dr. Geraldo da Paula Souza of Brazil and Karl Ewang of Norway, were keen to set up an international organization for cooperation on health. The Indian representative was Arcot Ramaswamy Mudaliar, a member of Winston Churchill's War Cabinet, who chaired the committee on economic and social problems. He was the president of the Economic and Social Council which called for an international health conference in Feb. 1946. It was at that conference on 19 June 1946 that the World Health Conference came into being. A native of Madras he then returned to Mysore as chief minister. The vision at the time for international cooperation on problems such as smallpox which killed 2 million people each year were quite different from the fast moving epidemics with international travel in 2020. Today 4.4 billion passengers traveled by air in 2018, according to International Travel Association, 100 times compared to less than 40 million in 1950, and about 10 times the 400 million when Nixon's visit opened up China in 1972. The world we live in is different and the World Health Organization needs to be redesigned for the 21st century. The entire process of how the WHO operates has to be rethought. Immediate steps include- 1. The appointment by Executive Board should be reinstated as this is more representative of the world population and the major centres of advanced public health, including the major countries. Throughout its life the WHO made appointments through the Executive Board not by election. The election in 2019 by 200 countries was actually not representative of the world population as it gave India, Brazil and other early founders at the 1945-46 conferences only 1 vote each with population of 1.2 billion and 210 million, the same as tiny countries Barbados population 385,000 and Laos 7 million. 2. Reassessment of the entire process in which nations are requested to give permission of teams from major countries in Europe, North America and Asia, major population centres, so that the 6-7 week delay between the U.S. request to China for a special team to go to Wuhan on January 6, 2020 and the permission granted Feb 16, a costly delay of 7 weeks which added millions of cases and hundreds of thousands of deaths. In a super fast moving pandemic with international sports stadiums and 4 billion air passengers spreading it like wild fire around the world, there is little room for error, every day counts. Never should this happen again, as Dr. Sze Szeming China's representative said once in 1945 we must learn from mistakes, as mistakes were made in the years before World War II that were costly for China, India, North and South America, Other Asia, Africa, large population centres. 3. As was the effort then in 1946 and the early years, the effort to keep the staffing positions of leadership in the World Health Organization should be kept far from politics. Very experienced and capable people are needed from major countries with long records of public health experience and committed to the huge task, as was the vision of the founders.     ...

The European Commission has proposed a 9 month limit for vaccination validity for travel to and within the EU. If approved by EU ministers non EU travelers and travelers within the EU will be required to show they had booster shots once original vaccination status is more than 9 months old. 

The current practice of countries being added and dropped from red lists will be dropped and instead of 27 countries in the EU having a confusing set of their own restrictions, a uniform set of rules will apply for the whole of the European Union. Six months are set for waning immunity from the vaccinations and three months were added to give countries more time to prepare their booster shot vaccine campaigns.

Tokyo Olympics will be held starting July 23, but no spectators at all. In March decision to keep out foreign spectators was made. Japan declared a new state of emergency for coronavirus after rising infections from new variants which will continue till the end of the games to August 22. This means no local spectators. The 3.5 million tickets sold for people inside Japan will now remain unused. 

Japan was slow with its vaccination drive which makes it even more difficult to sustain the initial idea to allow stadiums and arenas fill with half capacity. Opinion polls show the Japanese public skeptical about the value of the games during the pandemic, and concerned that the Olympics will lead to spread of the more transmissible new variant.

Yuriko Koike is elected the first woman governor of Tokyo, in a three way race, winning by over a million votes. She was Minister of Defense in the first government of prime minister Abe in 2007 which lasted only a short time. She was a news anchor before being elected to parliament in 1992 and supporting conservative causes. As a student she studied overseas learning Arabic at the American University of Cairo, and getting a degree in sociology at the University of Cairo. At 64 she is relatively young compared to a LDP candidate who was 76. The previous two governors resigned from office in financial scandals. Her immediate task is preparing for the Tokyo Olympics in 2020 and keeping the costs down for Tokyo residents.

Farmers are switching from paddy rice cultivation to apples in areas an hour from Srinagar in Kashmir. Farmers using traditional varieties of apples are also changing by planting high yielding varieties of apples imported from Europe, and doubling yield, profits. New varieties are also less susceptible to damage from hailstorms. By providing farm machines, tractors, sprayers, juice preservation plants, the government hopes to change the economic future of Kashmir. This sector has potential as a major employment generator, with 71% of India's apple production in Kashmir. In the last 3 years alone the sector has grown 50% from 6000 crore to 9000 crore rupees. Because apples are far more profitable than paddy rice cultivation it also enhances incomes in the state, with the additional benefit of generating many man days of work in orchards- one hectare creating 400 man days. President Xi Jinping's Made in China 2025 plan has spurred startups in electric car technologies, and raises concern about overcapacity. Electric cars is one of 10 sectors in the Made in China 2025 plan to promote global competitiveness for Chinese companies and domestic dominance. China Construction Bank and National Development and Reform Commission announced a $47 billion plan. Direct government subsidies of $15 billion over last 5 years have also increased the number of startups.

All automakers in China are required to produce electric cars. The electric cars sold in China at 777,000 make up half of the electric cars sold in the world. 

Local governments in places such as Anhui province have invested in electric car companies. One such company Singulato in Tongling, Anhui, is profiled here, with its first electric car expected by the end of the year priced at $43,000.

A CNN story on Senate investigators looking into a meeting between Anthony Scaramucci, a member of Trump's transition team, and an executive of a Russian investment fund, is retracted. Three CNN employees resigned, including Harris its investigations editor, as the story could not be reliably verified. The errors in reporting are a result of intense pressure to come up with new breaking news stories, as CNN competes with other news providers such as the Washington Post and the New York Times. Paul Farhi cites other errors at CNN. CNN.com shows the work of the CNN investigative team of about 30 thirty journalists. It has come up with other stories on Russia and the U.S. election of 2016 which have been verified. Farhi points out that the stories have led to record ratings and profits for CNN. On of the journalists who resigned was Eric Lichtblau, a veteran reporter who worked earlier for the New York Times.

Sweden's king Gustaf says the coronavirus policy of voluntary action has failed. Sweden now has 350,000 cases and deaths at 7800. This is more than all other Nordic countries combined and one of the highest rates per 100,000 of the population. Most are elderly who never had time to say goodbye. The makes Sweden a target of worldwide criticism for neglecting older people who never got a chance to say goodbye and died in chaotic conditions. It puts into spotlight the values of Swedish society of self centredness. Sweden, Netherlands and some Northern European countries also opposed the large stimulus planned by Merkel and Macron for the EU. showing lack of sensitivity for the plight of poorer countries in Europe such as Greece Portugal, Spain and Eastern Europe that were already hit by the eurozone financial crisis. The king said 2020 "was a terrible year" for Sweden. Now that the second wave has hit Germany hard, Sweden has acted to close schools, limit gatherings for Christmas and is following the restrictions practiced in the rest of Europe. To get some sense of how hard the second wave is hitting countries Germany recorded  952 deaths a day December 16, close to one third of that in the U.S. on Dec 15. ...

Improving business conditions and lower unemployment are helping president Macron of France recover from a drop in popularity following the yellow vest protests. Macron tackled the crisis by changing his style of governance from top down to a listener style with regular town hall meetings and meetings with people who were critical of his government. Recent poll from Elabe shows 33% approve of the French leader compared to 23% in December 2018 at the height of the yellow vest protests. The yellow vest protests were from people who felt left out at the lower end of the wage scale who were protesting increasing inequality. Macron also offered minimum wage earners billions of dollars and shelved his economic agenda till he had a better grasp of the French public's opinions. The recovery in the economy means Macron has more flexibility in taking up priority items in the national agenda. The French pension system is fragmented with about 43 different plans, with some plans for transport workers offering generous retirement by age 52. The system is also likely to go into deficit of 10 billion euros in 2022. Brazil has run into major economic crisis from generous pension plans taking up a major part of the budget. Macron wants to increase the number of years people work before they collect pensions, not just increase the retirement age of 62. Most major European countries are at 65 years retirement age, the U.S. is at 66 years. Transport workers paralysed the nation's transport system including subways and bus systems recently to keep their generous benefits. Macron sees himself as promoting a national agenda similar to India for GST, and other countries tackling shortfall in pension systems by increasing the retirement age, even though in the short run people who benefit from the old system oppose it. By addressing grievances at the lower wage levels and tackling glaring issues in the way benefits such as pensions are distributed Macron can win enough support to offset the opposition of entrenched groups. Lawyers will see their pension contributions double for lower benefits and are opposing the pensions overhaul. For decades workers in different groups or sectors took to the streets in protest making any changes even if well thought out and in the national interest hard to make in France. By taking on entrenched groups tactically and first letting the groups express their sentiment before announcing top down changes, and by being an empathetic listener, Macron is showing that he has learned a lot from the past year without losing his sense of what is best for France. It just maybe that in the short run there is an offset gaining some support from neutral groups and losing support of entrenched groups. Yet in the long run when the dust settles there is more overall support particularly through empathetic listening and carefully planned flexible approach to making changes that improve the economy and reduce unemployment. ...

Did a major U.S. chip maker Advance Micro Devices give away advanced computer chip technology in deals that saved the company as it faced a downturn in business. In Jun 2019 the U.S. Commerce Department issued an order that bars several Chinese companies from getting American technology. In the meantime Chinese versions of AMD chips are rolling off production lines in China, according to this report in the WSJ. It shows that AMD's partner in China, a military contractor, already used those chips to build what could be the world's fastest supercomputer. The AMD deals gave China access to state  of the art x86 chips made only by AMD and Intel Corp. Here the WSJ says AMD's CEO in October 2014 Lis Su, faced AMD's financial difficulties when she joined, with lack of cash, large debt, and declining revenues. Some analysts predicting bankruptcy protection. The deal for China's company Sugon to manufacture the x86 chips included $293 million in licensing fees, and $371 million for selling an 85% stake in its two factories in China and Malaysia to China Integrated Circuit Industry Investment Fund Co, a state backed financier. The U.S defense Department tried but failed to get AMD to submit the deals to Cfius, the committee on foreign investment in the U.S. that has people from Treasury, Defense, Commerce, Justice and Energy. The Treasury Department ruled in AMD's favor in the closing months of the Obama administration. Defense Department officials say the deals were structured to sidestep U.S. regulations through two interlinked joint ventures. The first venture focusses on R&D and production controlled by AMD, the second on design and sale controlled by AMD's Chinese partner. The second company venture enables China to show that the resulting product was developed locally in China. In another development Sugon publicly announced that it was using the AMD x86 chip to advance China's chip technology advancement just as it had done for high speed trains. Making indigenous an imported technology, designing it at home, absorbing it, and then innovating to make China a leader. By mid 2017 this information reached General Spalding at the Trump White House. Lawmakers wanted to give Cfius committee new powers. By August 2018 Defense department submitted the Sugon deal for review a second time. After the Defense Department's deputy undersecretary for Research and Engineering criticized the whole deal publicly in front of industry executives, Commerce Department stepped in and on June 21 it asked for the unwinding of the deal with Sugon,  imposing new export restrictions to limit access to U.S. technologies. For AMD the cash infusion from China enabled it to get back from near bankruptcy. China gained x86 technology in its bid to make the fastest supercomputer, the U.S. faced with another loss in technological edge, and AMD shares jumped 80% to $30 per share recently. Berlin based China studies center MERICS experts say China's weak spot is domestic consumption, as it is too reliant on export demand. These experts say overseas demand from Europe and US has held up in recent months, but where would China pick up manufacturing production when this demand slows down? Stimulus is seen as risky by experts and contradictory to efforts by the Chinese government to reduce debt based financial risks, with the debt built up in hypergrowth of two decades since 2000. Much of this hypergrowth itself has resulted in trade tensions with US and today puts China in what MERICS calls this "tricky situation." This situation resulted from growth since 2000 that was was unleashed from local governments in China with failure to control it from the central government in Beijing to reduce its impact on deindustrialization of towns and communities in the US and Europe. A lesson that China's planners may be looking at as they look to the future for more balance and quality of life,  and dignity of life for rural, town and city communities across China. Politburo CCP's standing committee has put forward the idea of a "dual circulation economy" to reduce dependence on foreign demand, and balance it with growing domestic demand, yet experts at Berlin base MERICS say this has not happened. A report from the Atlantic Council says without domestic demand picking up the pace of China's growth, China would have difficulty growing beyond 3% annually by 2025.  ...

Deborah Liljegren, a 49 year old accountant working for an advertising firm, was laid off during the coronavirus first wave. She now works as a warehouse worker in 12 hour shifts at a warehouse near Lake Geneva in Illinois. She gets up at 4.50 am for a 30 mile drive to the Kenosha, Wisconsin, located warehouse, a 1 million square feet Amazon warehouse facility. She is by herself most of the day in a 10 foot long area where she takes hundreds of items an hour from containers and puts them in tall shelves on a robotic run container production line. During the lunch break she eats a 30 minute lunch of a sandwich and cup of Cheetos inside her Focus car in the parking lot. This is the only time she gets to herself. At 12.00 pm she starts a new shift till 6 pm. At 2.45 she gets a 15 minute break.  Liljegren says it is a totally different experience going from a white collar to a blue collar job. On a typical day she may sort 2000 items. The pay is $15 an hour. She decided to take the job  because it looked like it would take a long time for another job to be available. Liljegren is one of the millions of workers whose lives have changed after the coronavirus. While a small section of society of professionals continue to work from home and do not feel the economic effects of the pandemic, much larger parts of the people of each country are vulnerable to the impact of the first and second waves of the coronavirus. With the second wave comes more economic uncertainty, loss of jobs as some businesses close, and others layoff employees.  Government budgets are strained in November 2020 to provide the kind of stimulus provided in March 2020, leaving businesses of all sizes vulnerable.   ...

Britain's parliament voted 358 in favor and 234 against to back prime minister Boris Johnson in his effort to get Britain to leave the European Union by January 31, 2020. Negotiation will not be extended beyond 2020. With a comfortable 80 seat majority and many lawmakers newly elected in parliament in favor of Brexit the process appeared easy compared to the problems faced by Theresa May who lacked a majority. In October Mr. Johnson negotiated a deal with the EU which stated how Britain plans to leave the EU. This covered citizens' rights, a financial settlement to leave, and an arrangement to avoid a physical border in Ireland. With another vote in parliament and passage in the House of Lords the process now appears certain to be completed before January end 2020. To get Brexit done Mr. Johnson sought blue collar support in the north of England and the Midlands, a region neglected by Labour and the old Conservatives. Too much of the focus had remained on London. This strategy worked after neglect of working class districts by Labour under Blair and Brown. Mr. Johnson's approach was to commit the Conservatives to new infrastructure spending, spending on schools and the NHS, just as Mr. Trump had done in the U.S. to permanently change the Republican party. This combined with an appeal to patriotism and the idea of Britain drew strong support across England in the election. ...

The U.S. perception that the shadows from the period of non-alignment in the Nehru era still linger in Indian policy, a sort of ambivalence that has denied India's true potential as an alliance partner for the free world. A perception in the U.S. that has not seen the true potential of the largest population in the world of 1.5 billion people in India and Bangladesh has also colored perception of the relationship. This population is now at a point at which a broad based development is not only possible (sab ka vikas sab ke sath) but also moving at an accelerated pace. With a combination of cumulatively increasing inputs of technology, capital, land and educated labor force this is now at the potential of becoming a very doable world changing event by 2035- a $20 trillion economy by doubling every 5 years based on renewable energy and dedicated to health, education and development. What makes this a world changing event is the opportunity to meet the aspirations of about 2 billion people in India, Bangladesh, Indonesia and surrounding nations, offering new hope for Africa and Latin America. For this the U.S. commitment cannot have any traces of ambivalence, and the Indian commitment cannot have any traces of ambivalence. India needs one more change in its perceptions - to realize that for the first time in its history that this is within its reach. ...

This piece in the Economist magazine points out why people in Portugal, Spain and Italy resent the remarks of Dutch finance minister, Jeroen Dijsselbloem, current head of the Eurogroup council of finance ministers, In an intervew with Germany daily Frankfurter Allgemeine Zeitung, he said he was proud of the solidarity shown by northern European countries with the southern ones, but solidarity he said means obligations- " I cannot spend all my money on schnapps and women, and then ask for your support."  It also points out that Dijsselbloem's Labor Party lost three fourths of its seats in the recent Dutch elections and so is an unrepresentative presence in the Eurogroup. By supporting austerity policies in a coalition with a centre right party the Labor Party lost most of its seats. Dijsselbloem did this in the EU with strict rules for Italy for injecting money to recapitalize its banks and increase growth that have hurt Italy, and earned the resentment of Mr. Renzi, says the Economist magazine.He may even be replaced by an official from Spain or another southern European country, says the magazine. In any case it does little for EU unity at a sensitive time, and was a serious mistake. The Return on Equity (ROE) at China's state owned companies has dropped by half since 2007, according to this analysis in the Asia Nikkei. Swollen capital and asset levels as a result of China's response to the global financial crisis of 2008. A 4 trillion yuan stimulus package was introduced with policy initiatives to have state owned companies to make large investments in China and overseas using credit provided by the government. Recent policy moves under president Jinping have expanded the role of the state in the Chinese economy. President Xi sees the state backed companies as critical to building socialism with Chinese characteristics and critical for the Belt and Road Initiative. In a October 2016 speech he called them "essential forces with strategic importance" for the major programs including Belt and Road Initiative. Leaders of these companies are  told that "their number one role is to work for the Communist Party of China." One example of this drop in return on equity ROE is Petrochina and parent CNPC. During a period of oil prices above $100 a barrel Petrochina made investments in buying assets in oil and gas fields. Some of these assets including over $2 billion in Peruvian oil fields from Petrobras may never pay off. As a result ROE dropped to 1.9% compared to about 6-10% for western oil companies. ...
