President Biden is setting up a New Deal style American Climate Corps that is a green jobs training program. It will employ 20,000 young people who will build trails, plant trees, help instal solar panels, and do conservation work, and help prevent wildfires. It is modeled on the Civilian Conservation Corps setup by president Franklin Delano Roosevelt as part of the New Deal. The Corps program will work with federal agencies and 10 states that have already setup similar programs-California, Washington, Maine, Utah, Colorado and Michigan, Arizona and North Carolina.

This analysis in The Guardian says prime minister Sunak's strategy in Britain to water down net zero goals and gasoline car phase out deadlines is not likely to prove popular with voters. Mr. Sunak is looking for ways to revive Conservative fortunes after 13 years in power and Labor under Keir Starmer 15-20 percentage points ahead in polls for much of the year. It also comes as Liz Truss is gaining some support inside the Conservative party, leaving Conservatives divided after Boris Johnson's departure.

The California State University system ranks high in creating social mobility in the US. Of the top 10 universities in the social mobility rankings 7 are in the Cal State System. About one third of the 460,000 students in the Cal State system are first in their family to attend college and half represent underrepresented communities. Half of all students receive Pell Grants. Italy which imported 40% of its gas supplies from Russia has shifted rapidly to Algeria as a source of its gas replacing its own supplies from Russia and even sending supplies north to Austria. Algeria, Africa and other gas producing countries Azerbaijan and Turkey are winners in the closing of the Nordstream pipelines to the EU from Russia. Algeria is making the largest contribution to EU gas supplies. Low Russian gas prices for a decade kept Algerian gas in the ground. Algeria is expected to send 100 billion cubic meters of gas to the European Union making up 65% of the 160 billion cubic meters the EU imported from Russia. Much of this gas is produced by the Italian gas company Eni and Sonatrach, Algeria's oil and gas company. Pipelines from Azerbaijan and Turkey deliver gas from that region to the EU. Azerbaijan plans to double its gas production.

Spain's prime minister agrees to use of Catalan, Galician and Basque languages in parliament in return for support of JxCat pro Catalan party to form a future government. Spain's parliament voted 178 in favor and 169 against for use of these languages. About 9 million people in the region around Barcelona speak Catalan, 2 million in Galicia in the northwest speak Galician, and three quarter million speak Basque in the north. These languages were banned since the Spanish Civil War and the dictatorship of General Franco. Pedro Sanchez's government is also seeking approval of these languages as official in the EU joining 24 official languages. For Spain this marks the beginning of a new period in which the Partido Popular whose leader Mr. Feijoo is from Galicia as was a former prime minister Mariano Rajoy from PP, and the governing Socialist Party, both approve the making of these languages official.

China's total public debt was 95% of GDP in 2022, Japan's was 62% in 1991. It's population aging faster than Japan's with population declining in 2022, Japan's declining in 2008 twenty years after its bubble burst. China's per capita income at $12,850 in 2022, compared to Japan's at $29,000 in 1991. China is facing more difficult headwinds than Japan in many ways. There is also higher tension in trade relations with US and EU limiting export growth. There is also the policy stance of the Communist Party that sees rural areas left behind with about 35% people in rural areas and Xi is slowing growth to reduce disparities and housing construction led speculative growth. In Japan urbanization was 77% in 1991, compared to 65% in China today.

Scientists at Haifa, Kyoto, and at WWA the World Weather Attribution Group say climate change is a cause of the sudden floods in Libya which swept parts of Derna into the sea. It rarely rains in September in the Mediterranean and it is warming 20% faster than other oceans changing weather patterns. Sea surface temperatures near the coast of Libya was 81.5 degree Fahrenheit exceeding the 78.8 degrees when storm systems develop. Kyoto scientists say the two dams that burst had seen sediment accumulate over time reducing the capacity to retain flood waters, and setting loose a torrent of mud when the dams failed. Wars and lack of upkeep of the dams combined with climate change created the flood damage in Libya.

Country Garden is turning into a worse problem than Evergrande. Both housing developer companies are in serious financial problems in China affecting the larger economy. Consider that Country Garden has $286 billion in liabilities and $7 billion in first half losses for 2023. Two years earlier Evergrande went into insolvency over extravagant projects and spending. Country Garden's problems come from a shift away from housing in the country a retreat by investors and buyers. Yet 25% of the economy and the savings of ordinary Chinese are tied up in housing. Local government finances are also strained adding to the debt burden. In the boom years housing created hyper growth, now it is in reverse acting as a drag on the economy.
