Coronavirus will add $2.5 billion to the cost of the Tokyo Olympics mostly for rebooking facilities, and paying additional wages for staff, as well as virus testing and cost for preventing spread of the virus. As is typical of these games going back to the disaster in spending at the Montreal Olympics that took the city years to recover, costs can double or more than double earlier estimates. Someone has to bear the extra costs and the national government will take on $1 billion of these extra costs.  The official budget estimate was $12.6 billion. An estimate from Japan Board of Audit in 2019 came up with figure of $20 billion. The pandemic would bring this closer to $22.5 billion or close to double. This cost to the Japanese taxpayer is leading one third of people to sour on the games saying they should be canceled in mid-Nov. Figures from Kiel Institute for World Economy show that European Union aid to Ukraine is nearly double that of the US- $187 billion for EU to $98 billion for US aid. The American Enterprise Institute conservative think tank also confirms EU aid is significantly higher. The German government has taken notice of hate speech on social media and social bots. The Justice Ministry convened a task force on hate speech on internet. Justice Minister Heiko Maas promised legal action against social media like facebook and twitter if it violated laws of libel and inciting to violence. Chancellor Merkel is bringing in a data science expert Professor Simon Hegelich of the Technical University of Berlin for consultations in Dec. 2016. Only AfD of the main parties, with its anti-immigration stance, has not come out in favor of not using social bots or paid trolls in the 2017 elections. Hegelich in talk with DW.com says it is hard to legislate on this because the whole phenomenon has not been fully understood. Article 5 of the Constitution provides for free speech. Hegelich also says the state of technology moves faster than legislation, and being international sites like facebook, twitter and others pose additional issues. He does not say laws cannot be helpful but that its not clear how best to do this. Thomas Jarzombek is a CDU member of parliament and digital media expert. He says social bots are more likely controlled by foreign countries, and fake news sites are more of a domestic problem. Making this worse is the incentive for unemployed journalists to do blogging of the crude and aggressive type to make more money. Jarzombek sees the need for the press to do more in its role for the democratic process to function properly, by functioning in the role of "enlightenment" and "awareness."  Jenna Behrends, a law student and CDU local politician for Berlin-Mitte, says it is necessary for good bots to be used to fight bad bots, in an article in Der Spiegel. Major mainstream media would then have to launch social bots themselves to fulfill their role of providing the public with correct and fair information free of excessive bias and distortion of the bad bots. One example of this is shown explicitly here of German chancellor Merkel's picture with the words " Guilty of betraying the people," with links to "Drain the swamp," and "Brexit." A more complex question is one of how to let people vent out frustration about the mainstream media itself being biased in favor of the established views and not doing enough or giving enough space to reflect alternative views, so that these can be debated without inflammatory language and deliberate distortion. A whole range of tools and modifications of behaviour may be necessary ahead of next years elections in France and Germany, now that the phenomenon is better understood following a vote in the Anglo-Saxon countries.   ...

Ford's plans to cut product capacity in Europe by closing the car plant in Genk, Belgium, and indications for shutting down a plant in the UK. After the plant closures Ford will operate at 85% of capacity by 2015 instead of 71%, according to a Barclays analyst. The action taken by Ford takes place as pretax losses for 2012 mount to $1.3 billion, acccording to Morgan Stanley.

Yahoo data for 500 million users was stolen in a hacking attack in 2014, Yahoo disclosed to the media. Experts are troubled by the fact that a Yahoo attack by a state sponsored actor in 2014 was only disclosed 2 years later. Even Verizon which plans to buy Yahoo says it did not know about this hacking attack that compromised 500 million user records, passwords and security questions. Verizon says it came to know about it September 20th about 2 days ago, and has limited idea about its impact. Yahoo says it came to know about this in summer 2016, when stolen data appeared in underground forums for sale. Yahoo upon further investigation discovered the large state sponsored attack in 2014.

This BBC report gives the reasons for the success of the Leave campaign getting 51% of the vote- the votes of older voters particularly in the south, southwest, Midlands and the north east with 78% of people over 65 voting and 54% of 25-34 year olds voting in the 2015 general election. Three of five voters over 65 wanted to Leave, and voters over 55 favored leaving the EU. Other important factors was the voter discontent, the failure of the message on the economy of the Remain campaign, the 350 million British pounds that the Leave campaign said Britain would have extra to spend on the NHS every week as this was what Britain could free up by leaving the EU was the best remembered number in the campaign.  Another important factor is the failure of Labor Party supporters to come out to support the Remain campaign in large enough numbers for an effort led by Conservative party leader Cameron.

The Russian position for a ceasefire in Ukraine and peace talks is set forth by president Putin. "Our principled position is that state of Ukraine must be neutral, non aligned and free of nuclear weapons." Putin wants Ukraine to give up Donetsk, Luhansk, Kherson and Zaporizhzhia regions, Russian speaking regions in the east of Ukraine. Capitals of Kherson and Zaporizhzhia regions and some of the territory is controlled by Ukraine today. It means that Russia could accept a ceasefire under the present lines of control. It also means Ukraine would not be part of NATO, though it could be part of the European Union, as a peace settlement. All western sanctions on Russia would have to be lifted. Throughout the decade of this war Russia has maintained close connections to the Russian speaking eastern part of Ukraine with historically close ties to Russia and as Ukraine public opinion shifted to the EU Russia began its efforts to bring these regions under its control even when German-Russian relations were better during Merkel years. Russia has the support of China and Brazil in its position. At some point if a settlement is reached one possibility is that the line of actual control or LAC would be put in place. It happened in the Korean War, when the demilitarized zone was setup and in other conflicts on the Indian border with China and Pakistan, in Cyprus between Greece and Turkey. For it to happen Russia will have to dispel fears in the EU and the US that Russia will continue the conflict at some later stage till all its objectives are achieved. This requires removing the perception that Putin is set on achieving all his objectives to reopen the war at some later stage. Mr. Putin hinted at this by saying "today we are making a concrete real peace proposal," and adding that Russia was not ''talking about freezing the conflict, but its final resolution." In this situation it is the western doubt about Putin's intentions that is another barrier to a settlement on European security, with continued destruction in Ukraine when the war has entered a stalemate where both sides have exhausted their resources and have little to gain by prolonging this conflict. ...

Speaking in Santiago, Chile, Philadelphia Fed president Charles Plosser, pointed to the limits and hazards of excessive use of monetary policy by the US Fed. The Fed, Plosser said, cannot reverse the sharp decline in house prices when the economy has significantly overinvested in housing. The Journal editorial states that though its never been stated as such, the Fed's current easy money policy is intended to reflate the housing and job markets. Plosser said the excessive faith and reliance on monetary policy can undermine the recovery by "distorting price signals and thus resource allocations, adding to instablity."

China Merchant Port Holdings takes a 70% stake in the Hambantota Port project, in an agreement with Sri Lanka Ports Authority. It will handle the commercial operations of the port under a 99 year lease. This is part of the plan to convert the $6 billion Sri Lanka owes to China into equity. Hambantota port has losses of $300 million since 2011. China plans to invest $600 million to develop the port. The port project is a $1.12 billion lease to China. Sri Lanka's ports minister says the port will not be a military base for any country and will operate under Sri Lankan law. China is making the investment as part of its One Belt, One Road Initiative, which has aroused concern in Japan, India and Australia.

Use of Huawei's equipment for 5G technology upgrade of India's telecom networks is seen as less of a cybersecurity threat in India and attractive in terms of its lower prices and technological advancement. U.S. efforts to prevent the use of Huawei's 5G networks equipment because of cyber security threat are hitting a roadblock in India where the cost of the upgrade to 5G is a major advantage with the Chinese telecom equipment maker Huawei.

Germany is considering letting Huawei supply telecom equipment after its cybersecurity agency report showed Huawei could not siphon off sensitive data for use by the Chinese government. Data rates for 4G networks have been slashed in India by 90% with the introduction of the Jio network. Hundreds of millions of customers make India a large enough market for new 5G technologies to be attractive for China's Huawei, making it harder for the U.S. to block Huawei in other countries.

With profits of $11-12 billion at GM and Ford Motor in 2022 and $11 billion at Stellantis for the first half of the year there is sentiment among union workers that workers wages should be raised. Ford Motor says profits go into huge investments in the electric car industry transformation. Wages suffered from the collapse of the auto industry in the 2009 period and have only gradually recovered since, falling to $16 per hour as an entry point wage going up to $32 an hour. Unions are looking for wage increases of up to 40%. A 25% wage increase was negotiated recently for an electric car plant run by GM and its partner.

The new Ford Focus being unveiled at the Detroit Auto Show in 2009, is a new kind of car for Ford. This is a new kind of effort, a new discipline that Ford CEO Mullaly has advocated from the beginning. Making one car for all markets worldwide. Early on Mullaly told Ford's chairman Bill Ford that Boeing did not have a 737 for Europe and a 737 for the US and a 737 for Asia, why was Ford building a Focus for Europe and a Focus for the USA. In fact before Mullaly the Focus for the USA was a stripped down version of the European Focus and did not make much of an impression. The new Focus will have 80% common parts and 75% of parts from the same suppliers worldwide, so that a Focus made in Germany and the USA will share the same parts as a Focus made in Russia and a Focus made in China. And all of these plants will go into production at about the same time with the new Focus. To accomplish this transformation of Ford for "One Ford" worldwide, which is also on every business card carried by Ford managers, Mullaly appointed Derrick Kuzak as head of global manufacturing. And the strategy was announced in mid-2008 with the start of retooling of truck factories in Mexico, Kentucky and Michigan, to make small cars designed in Europe for global markets. The task of coming up with one design for a global car was given to Martin Smith, a British designer based in Cologne, Germany. Smith says tastes are converging worldwide with the internet use, and customers are more unified than one would think, and whats emerging is a new kind of global cool if one looks for it. This is what happened when Focus protypes were shown to consumer panels in Europe, the USA and Asia, with a good impression created in all 3 markets. Aligning the US and European tastes was easier, China was a bit harder and the yellow leather interior popular in Shanghai had to be crossed out. Another challenge that had to be met in adisciplined manner was the varying safety rules and emissions around the world. For example European designers liked to have the windshield further forward, and Ford's global small car chief had to tell his engineers to move it back to meet US crumple zone standards. Similiar challenges had to be met in purchasing by global purchasing chief, Tony Brown, with a massive coordination effort needed to be done globally. And plastic trim from Michigan has to fit perfectly with sheet metal stamped in Michigan, and Ford used a virtual manufacturing system that allows the car to be built in cyberspace, and the bugs taken out at that early virtual build stage. The entire change is part of a metamorphosis at Ford, a change of culture and mastering a new discipline in coordinated effort worldwide for "One Ford." One year ago the Wayne Truck plant here in Detroit made the Navigator and the Expedition large vehicles.. With a $550 million investment this plant will make the Ford Focus a year from now. ...

Visiting the new presidential libraries is an excellent way to understand the history of America, American democracy at work, to grasp civic responsibilities, and to have a day's outing overlooking amazing landscapes. This NYT report shows the new JFK Library overlooking Boston harbor. The first Library and Museum of Franklin Roosevelt in Hyde Park opened in 1951 and shows that period of the Depression and the recovery under FDR, the Second World War. A visit to the JFK Library is an opportunity to see a temporary War exhibit with JFK's own experience in the war in the Navy. A Boston Harbor walk is also part of the experience on a 43 mile greenway on city's waterfront. Eisenhower's in Abilene Kansas and the Reagan Library are also shown in this report. New Exhibit at Eisenhower's library and museum shows connections between the suffragette movement of the 1950's and Ike's election in 1952. It also shows an exhibit on the Cold War. These issues are relevant today as is the exhibit in the FDR Museum on the New Deal- on Freedom from Want, Freedom from Fear. Libraries and museums of 13 presidents are open today. The Indian government reports the benchmark wholesale price index for April 2012 was at 7.23%, up from 6.89% in March. The wholesale price index measures bulk sales between corporations and is considered a better measure than the old consumer price index, which lacks representative data from all regions. The wholesale price index does not include services, which make up half of the economic output. A new CPI has been introduced, but more data has to be gathered for it to become a dependable measure of inflation. Steinhauser, Walker and Stevis provide an exceptionally good account of the events leading to the March 25, 2013 EU 10 billion euro bailout of Cyprus, with the closing of one bank and the downsizing of another bank. The Cyprus government of president Anastasiades bluffed and lost. That Anastasiades and the Cyprus government would do this in serious negotiations with the finance ministers of Netherlands, Germany, France, the EU, ECB and the IMF at the headquarters in Brussels, in negotiations that ran to midnight on Sunday March 24, 2013, is simply astounding. Charles Dallara representing European bankers tried to do this with German chancellor Merkel at EU headquarters in Brussels during negotiations on Oct. 27, 2011, on an earlier confrontation over bondholder haircuts, bluffed to the last minute and lost. The way Cyprus handled the negotiations surpassed that. Right down to the last hours the Cyprus president waffled- backtracking on earlier agreement to close Cyprus Popular Bank. Calls were made by German finance minister Schauble to Merkel and by French finance minister Muscovici to French president Hollande to give a joint Franco-German response. Finally Anastasiades was told to pack up and leave on Sunday, March 24. The Cyprus government was not defending small depositors as its earlier plan was to tax all deposits at the two largest Cypriot banks 6.875%. Merkel saw this as an error as this would hurt small savers. The final agreement shut down Cyprus Popular Bank but protected insured deposits under 100,000 euros. Another disturbing sign for the ECB and the EU was Cyprus allowing several hundred million dollars to be wired out of the country even though banks were closed and an offical freeze on ouflows existed. A serious mistake in negotiations was when Cyprus finance minister kept EU finance ministers, the IMF and the ECB officials in the dark by not returning calls for 16 hours on Thursday March 25, 2013, while he tried to negotiate a deal in Moscow with Russia's Putin. This destroyed Cyprus's credibility leading to the ECB's warning to cut off liquidity to Cypriot banks which would put the banks into instant bankruptcy. By Friday morning, March 22, 2013, Merkel was angrily briefing her CDU party lawmakers on the negotiations, telling them the Cyprus government and Anastasiades did not get it, that the whole Cyprus model of outsized offshore banking sector- catering mainly to Russian investors - had collapsed. Cyprus unlike any other member of the EU was trying to face down Europe. Negotiations with Greece had been tough and street protests everpresent, yet negotiations went on in a responsible manner and in good faith, something missing here....
