Details of the $825 billion stimulus plan. Renewable energy producers win an extension of production tax credits now convertible into cash for companies whose losses leave them unable to use the credits. Transportation infrastructure green projects did not do so well, with $32 billion for transportation projects and only $10 billion for mass transit projects.The Natural Resources Defense Council had compiled a list of more than 80 environmentally friendly infrastructure and transportation projects worth about $405 billion. Only a small number of these projects made it. What is in the stimulus to create jobs and stimulate capital investment? Businesses get bonus depreciation, which speeds up depreciation deductions for companies that invest in plant and equipment. The stimulus doubles the amount small businesses can immediately write off for capital investments and purchasing new eqipment, and gives incentives for businesses to invest in renewable energy. States get help with $90 billion going to increase the federal share of Medicaid payments, and an additional $79 billion to help states avoid cutbacks in education and other services. And there is a "Make Work Pay" tax credit for $500 per worer and $1000 per couple. Experts say the effects of the stimulus will be felt in the latter part of 2009 and into 2010. Which is one reason the view of economists that there would be a second half recovery does not reflect conditions on the ground. Goldman has revised its view to 2010 and even that may be optimistic. One example of what has happened in the stimulus in this respect is that the earlier optimistic view of largeinvestments in science and technology, broadband networks, and transportation projects for fast rail and transit have all been trimmed down. Part of the reason may be that the bill for the nation's banking system revival may be larger than realized as an additional amount of $15-20 billion is being negotiated for Bank of America and more money will go to Citigroup. $6 billion is shown for highspeed internet access for rural and underserved areas. Science facilities get $10 billion. Repair of public infrastructure (read roads and bridges) gets $31 billion. School modernization gets $21 billion. And modernization of health information technology systems gets $20 billion which its hoped will provide equivalent or higher returns to pay for some of the universal health care costs, and preventative care gets $4 billion. There is a tax credit for R&D work on energy innovations and renewable energy production of $20 billion, and $32 billion for a "smart electricity grid." These are the proactive parts of the stimulus that create something new and make improvements. They add up to $144 billion. So much money goes to shore up the existing services and supplement incomes, and to relieve stresses on the banking system, and other ways to shore up the system, that the proactive expenditures are only a small fraction or 17% of the $825 billion stimulus. And all the time the federal deficit and debt increases with these huge outlays just to shore up the system. The Heritage Foundation Data Analysis Director Mr. Beach told Congressmen at a discussion chaired by Congressman Cantor (R), on January 16, 2009, that the federal debt would reach 92% of the nation's GDP in 2009 from 58 billion or 70% in 2008, with the $825 billion for stimulus. WSJ says Congress will not support lower drug prices by about 50% in Canada to permit drug imports from Canada. Yet in today's America will Congress stand in the way when both Democrats and Republicans support drug imports or anyway to get lower prices and reduce the most costly part of the cost of living in the US. WSJ editorial opinion says this policy of higher drug prices by a factor of 2 or more makes American people healthier. This is clearly wrong. President Biden has said over and over that "I don't get it." It makes American people less healthier by large enough margins and America less strong, and the time is passed when there was any doubt about the great damage this is doing to the health of the American people. The time is passed when the will of the American people was not resolute enough to find a healthier life for the American people.

Elise Stefanik is the youngest person elected to the US Congress. She was elected for the 21st District of New York in 2014. Her background is working for her father's firm Premium Plywood Products, attending Albany Academy for high school, and Harvard University- its Institute for Politics for undergraduate degree. She was impressed by Ted Sorenson, assistant to John Kennedy, in his lectures at that Institute and went on to participate in several campaigns after being assistant in domestic policy for George W. Bush. She helped Paul Ryan in his vice presidential campaign in 2012 with Mitt Romney.  And joined the Trump maga group later by 2019 similar to JD Vance and other younger Republicans.

In 2021 she was made chair of the Republican conference- replacing Liz Cheney. Reelected in 2024 by a large margin from 21st District of upstate New York.

During a time of cost of living issues for most families and workers, cost of living action by the government is needed to maintain access to grocery store food and supplies.

13% of the US people live in a food desert, low income areas where there is limited access to grocery stores. Many of these people are Latinos in low income occupations. When companies in grocery stores business merge stores close hurting the local population. This is one piece of the cost of living stress faced by ordinary workers and families in 2024 where the government needs to take preventive action to ensure access to food supplies for communities.

Dr Chris Williams, joint chair of the Royal College of General Practitioners Scotland, says: “Generally preventable conditions such as these are indicative of Scotland having the lowest life expectancy in the UK, while other environmental factors such as a colder climate may contribute to these outcomes, as well.

“As a society, more needs to be done to protect individuals on low incomes from products that have low nutritional value or that are likely to lead to malnutrition if relied upon instead of healthier alternatives.”

Similar problems exist in parts of the US and other parts of Europe with a general decline in health, and rising cases of malnutrition or poor nutrition, bad choices, use of packaged food, in the population.

The Bible and Bhagavad Gita have admonitions about this. Wisdom is knowing that we lack the understanding and knowledge of the universe, that there is something else we call Spirit that guides the world and what is called the Imperishable Brahman that is within us and pervades all.

Ted Cruz, US Senator from Texas makes a pitch for $1000 accounts for every newborn American child set up by the American government to which parents and relatives can contribute $5000 a year, invested in accounts based on S&P 500 index growth, which would create enough money by the age of 18 to create citizens with a share of the wealth in society. It would create $170,000 by the age of 18 for each child 18 years from now when invested at a historical average of 7% in mutual funds that are based on the S&P 500. It would give them a sense of participation in society that the current system fails to do when it puts most of the advantages on one side which is higher educated and with higher income parents vs the other side of less educated and lower income parents with additional burdens from social ills.

On one hand Chinese environmental officials are aware of the pollution problems in Beijing and Shanghai and other cities. Levels of nitrogen dioxide in Beijing exceed the WHO clean air guidelines by 78%. On the other hand the newly emerging middle class is seeking car ownership, and the local government officials need growth in the car industry to show good GNP and GDP growth numbers on which their performance is judged. Beijing and Shanghai and Anhui province local governments are part owners of some auto companies. About 416,000 people are employed in the Shanghai area auto industry alone and the auto industry in Shanghai pays about 900 millon dollars in taxes, according to government figures. At seven cars per 1000 population car sales are just beginning to take off. And with China's population its clearly not going to be possible to have the same level of ownership as in the US. The same is true for India. This would increase by many times the current demand for crude oil and increase emissions to the point of creating a disaster. And even today because of lax enforcement, and older models on the road, about 40% of vehicles in Beijing have no pollution controls and the other 60% have varying degrees of pollution controls. Experts say changes to the subsidized oil price policy, refineries that produce cleaner gasoline, policies to build more mass transit which has lagged behind in China as car sales took off (and probably more GNP impact from car plants than mass transit which act as inducement for local officials), and stricter fuel efficiency and auto emissions standards are needed....

The former editor of Britain's Daily Telegraph says that there is no coherent political strategy in Afghanistan, and that Obama's support for troop "surge" in Afghanistan is more a gesture to the generals than a convicing path to success. He says the 30,000 troop surge makes headlnes but shrinks small in the vast mountainous terrain of Afghanistan. The Pakistani people are increasingly more so than 2001 and 2006, hostile to Americans in the region. And hard core security forces in Pakistan also are against increases in US troops. And because of the Karzai regime's failure the Taliban have real if limited support. And Britain he says is turning irrevocably against the war.

A new EU law on transport biofuels would require that biofuels companies prove that their biofuel production and use reduces greenhouse emissions by at least 35% compared with production and use of traditional fossil fuel. That means rapeseed oil based biofuels pass with 37% emissions cut and corn based ethanol which only does 22% fails. No US corn based ethanol would be imported into the EU and it shows that in these policies the EU is way ahead of the USA. 67,000 factories closed down in China in the first half of this year. Things got a lot worse in the importing countries of the US and western Europe after October 2008 so the closedowns will have accelerated. This will have asignificant impact on the export sector and foreign investment that has propelled the economy so far. It will also create unemployment, and if back wages are not paid local governments may have to step in or there will be unrest among the laid off workers. Much of the rural migrant workers who came to the coastal provinces might now have to go back to their villages in fact reversing some of the urbanization tht has happened.
