That experiment failed badly and the adviser was fired with much recrimination, Johnson being discredited, and administrative failures. Project 2025 would shut down the Education Ministry and the Homeland Security Ministry, for even more upheaval of the civil service. Not to mention the proposal to reverse the founding of the central bank the Federal Reserve in 1909 under Woodrow Wilson that stabilized the economy after banking panics. Michael Sekeres of the University of Miami- stay away from sugar, alcohol and tobacco products and take in more fruits, vegetables and whole grains, ancient grains and exercise regularly. The magnitude of what this would achieve on a a national scale when food habits have gone downhill for decades is what is also at stake. It would do what nothing else could do for the nation's health on a massive scale which is why it is the right thing to put much of our focus on, to create a culture that put much importance on the quality and kinds of food, on artificial vs natural, on food grown in good environments, on local vs shipped long distances, on processing vs not processing, all the time thinking of one's own health and what it will do for the quality of life we live. Just a fraction of the savings in medical care would pay for education and parks, green areas in neighborhoods, public health services, high levels of sanitation, leading to better well being that leads to more productive and intelligent citizens. German born Joerg Reinhardt, the new chairman of Novartis, is overseeing the plan to revitalize and strengthen its R&D operations. Reinhardt who has a doctorate in pharmaceutical sciences, spent 30 years working for Novartis and its predecessor company Sandoz, before leaving for Bayer in 2010 and returning to Novartis. He is leading the effort by setting up a board subcommittee setup to oversee the research and development effort. The new subcommittee's task is to review the R&D strategy and organization. The subcommittee will advise the board on scientific trends and activities critical to R&D success. Novartis has increased R&D budget to 5.6% in 2013, which will remain at that level in 2014. The pharmaceutical industry by contrast decreased spending by 2.2% in 2013 compared to the high point in 2011, according to PriceWaterhouseCoopers. Research activities will be concentrated in 4 cities- Shanghai, Basel, Boston and La Jolla, California, to take advantage of infrastructure already in place in these places. A review of Novartis's portfolio of business begun in 2013 will be completed in 2014. Reinhardt says acquisitions of upto $5 billion could be made to build scale for promising smaller units. Two Slovenians were in the lead for the Tour de France as new talent has emerged. Roglic was leading as he entered the last two stages of the cycling event. He represented a Dutch team Jumbo Visma which failed to make it after Roglic simply failed to find his true form in the stage before the last stage. What was astonishing to see on French television was the gradual collapse of Roglic's lead during the climb and Pogacar building a comfortable lead of about 2 minutes at the end of the stage before the last. Roglic seemed exhausted shocked and ruffled at the end and Pogacar appeared to be calm and assured as he finished the race. Before the stage the sports director of the Dutch Jumbo- Visma team had strong disagreement and altercation with the organizers when a routine check of Roglic's bike was made to see if it was within regulations. He was cited for poor behaviour and barred from further attendance of the remaining stages which could have affected the team's overall composure. ...

With the rushed approach adopted by the Trump administration not enough consideration was given to winning support in the House from 25 conservatives in the Freedom Caucus. Without their support the bill cannot be passed in the House of Representatives. The fight also includes one over what are essential health benefits including whether  maternity care would be included. As a result some moderate Republicans are also expressing opposition on the grounds that less people will be covered and fewer benefits will be provided under the Republican House plan called AHCA. President Trump has not involved himself in the details, and the bill comes very early in the first 100 days, leading to the perception that health care has become a partisan conflict without really grappling with the problems of high cost of health care and creating a solution that all can support. Democrats are seen as having made the same error early in Obama administration's first term. President Trump sees this as a much needed win with a drop in his approval ratings, making this even less of an effort to come out with a good plan.  ...

The executive order also lifts a moratorium on the sale of coalmining leases on federal lands. Another factor is the long term trend towards cleaner energy, with large energy producers such as American Electric Power and other companies planning for the long term which is likely to be in the direction of cleaner energy. David Wessel points to some problems with the Paul Ryan budget proposal. Ryan's plan does not balance the budget till after 2030, and Congress would have to raise the debt ceiling each year till then. The changes to Medicare Ryan proposes would limit how much the government spends, but the savings from this do not come for a decade, as people expected to retire in the next 10 years will still have Medicare. Ryan's proposal shows how deep the cuts will have to be if deficit reduction is done without raising taxes. Pete Domenici and Alice Rivlin who developed a deficit reduction plan, said they were disappointed that the Ryan plan "fails to address the need for new revenue," which they consider crucial for truly tackling deficit reduction. The Obama budget failed to offer a comprehensive deficit reduction plan, leading to openness for new ideas. The health care delivery system in the U.S. needs to be efficient and costs need to come down. Ryan's proposal gives no idea where the efficiencies will come from. Would they come from competition between private insurers? How will escalating healthcare costs be controlled. Another consideration is that even with its problems Medicare is less costly to administer than private insurance. Everything depends on seniors shopping vigorously for the best premiums because risks and costs are borne by seniors, with the idea that this will somehow control escalating medical costs....

Advice from David Walker on the role of a chairman of a large bank and good bank governance. This is part of a 184 page report prepared for UK bank governance practices following the financial crisis. David Walker is now the new chairman of Barclays and considered an excellent choice with the experience and wisdom to correct the problems facing the financial industry. He calls for putting corporate governance at the centre of things in the current environment- this applies to banks in Europe and the U.S.- in the following passage from the report which deserves careful reading: "The need now is to bring corporate governance issues closer to centre stage. Better financial regulation has much to accomplish, but cannot alone satisfactorily assure performance of the major banks at the heart of the free market economy. These entities must also be better governed... The behavioural changes that may be needed are unlikely to be fostered by regulatory fiat, which in any event risks provoking unintended consequences. Behavioural improvement is more likely to be achieved through clearer identification of best practice and more effective but, in most areas, non-statutory routes to implementation so that boards and their major owners feel "ownership" of good corporate governance." Walker calls the role of the chairman paramount in doing this, requiring "exceptional leadership skills and the ability to get confidently and competently to grips with major strategic issues." It is flawed in 3 respects- it makes no mention of Europe, the details of the agreement are not clear to voters, and the "No" vote is framed in terms of the "Oxi" or "No" vote of 1940 in Greece to Mussolini for annexation of Greece. No sane minded person can confirm that this has anything to do with the annexation of Greece by foreign powers. It had one additional flaw- the government and Tsipras simply went ahead and campaigned for a "No" without talking to its European partners. Landon Thomas Jr shows how the difficult dynamic and confrontation between the eurozone negotiator Dijsselbloem and the Greece negotiator led to the collapse of talks on June 25, 2015, playing right into the paranoia of an inexperienced Greece administration about the EU's intentions. This exceptional report by Chulov in the Guardian shows the changes in the war in Iraq and Syria in 2015-2016 since the downing of a Russian jet by Turkey in late 2015. It says that the Syrian government's future was uncertain in late 2015 with Turkish support for rebel forces in the north. During this period Russia curtailed trade and tourism relations with Turkey, and improved relations with the Kurds. Russia intervened in northern Syria directly to prevent a collapse of Syrian government forces in the north. Kurdish forces were already controlling large parts of the Syrian territory adjoining Turkey, and Turkey was concerned about the support to Kurds within Turkey from Kurds in Syria and a historical movement for  Kurdish independence. In April 2016 Russia made a move to win Turkish support by saying it would support the territorial integrity of Syria, so that no support would be given to the Kurds. As the U.S. consistently supported the Kurds in the fight against ISIS, Turkey under prime minister Erdogan changed its policy of support for rebel forces in Syria to focus on what it perceived as the threat fom Kudish control of the region at its Syrian borders. Rebel forces were told to focus not on the Syrian government forces but on ISIS, leading to withdrawal of support in Aleppo. What remains now of the war in Syria and Iraq is Iranian influence in Iraq, the Russian influence from support of the Syrian government in Damascus, and for the first time U.S. ground forces in the north with 900 troops supported by artillery on the side of the Kurds. The next stage in the war to take ISIS controlled Raqqa is being negotiated between Russia, Turkey and the U.S., according to this report.  ...

Labor in the U.S. stood firm in its opposition to bills in Congress granting fast track trade authority and promoting the TPP trade agreement. The bill failed to clear the House of Representatives as labor unions lobbied hard against the legislation. For the first time public sector unions of teachers, firefighters, and other service workers actively worked with industrial labor unions. This is a result of a realization in labor unions that the decline of communities with the closing of plants reduces the demand for public sector workers, and reduces the revenues of cities leading to cuts in services for firefighters, teachers. The low wages in manufacturing with globalization, also reduces the support of factory workers for higher wages for teachers, firefighters and other public sector workers. Also adding to support for workers is the realization that the investment in infrastructure is now a higher priority, as experts say most of the gains in trade are already behind us. A general feeling that the decline in U.S. manufacturing is not good for the country, the difficulty of competing with countries which do not enforce rules for fair practice and treatment of workers, and a general sense that the lowering of wages in manufacturing is both hurting the middle class and increasing inequality, also have created support in the media....
