For the first time in decades the U.S. trade deficit with China is falling significantly. China's exports to the U.S. dropped 12.5% to $296 billion in 2019 from $323 billion in 2018, according to Chinese customs data. Actually China's trade surplus with the U.S would have fallen even more had not the U.S. exports to China declined by 21%. With the Phase 1 trade deal negotiated recently U.S. exports to China will increase significantly, while 25% tariff on $250 billion in Chinese goods still in place limits China's exports. This means in 2021 and 2022 and years ahead China's surplus should shrink much faster achieving one of the principal goals of Mr. Trump and his trade negotiator Mr. Lighthizer. Mr. Lighthizer was chosen by Mr. Trump for having accomplished a similar goal decades back in the eighties with Japan's surplus. Even though China has not stated this in writing, American officials have said China will increase purchases of American goods and services by at least $200 billion over the next 2 years from 2017 levels. China and the U.S. have essentially agreed that the two economies so tightly intertwined works to the detriment of the U.S. with the Chinese surplus creating tensions. China will now have the European Union as the largest trading partner followed by south east Asian countries, and other regions. China decided that its priority is technological development and was unwilling to meet U.S. demands to reduce its efforts for technological competition and access to western technologies. Instead opting for shifting it economy away from dependence on exports to the U.S. in a gradual way. The other demand of the U.S. for stopping state subsidies is also a concession China is not willing to make as it sees it as an economic feature of its business model that is working and a competitive advantage.  This leaves the U.S. with a limited win so that trade and resulting jobs can be brought into favoring the U.S. a key Trump goal, and not a win in the technological competition with China which will continue. ...

In a historic visit Chinese president Xi Jinping visits Mamallapuram (Mahabalipuram). Chinese Buddhist scholar and monk Xuanzang spent time in India, arriving in 627 AD to look for Buddhist manuscripts in Nalanda and other places, returning to China in 643 AD, where he translated these manuscripts deepening China's knowledge of Buddhism. Bodhidharma the son of a Pallava king in southern India left for China in 527 AD bringing Buddhism to China. The Pallava dynasty ruling in southern India at this time had trade, religion and cultural connections with  Fujian province in China. Chinese president Xi was a governor of Fujian province and has a strong interest in history and culture. This follows a visit by Xi to Ahmedabad with its Gujarati culture, and prime minister Modi's visit to Wuhan, China in 2018 to bring the two leaders together in personal relationships. India and China are also increasing cultural contacts and tourist visitors with easy visa arrangements. The idea is that currently a huge gulf in understanding exists between India and China, which contradicts the historically close relationship with the spread of Buddhism from India to China, Japan, and South east Asia. Chris Buckley of the NYT looks at selected speeches of president Xi of China to military officers during the first 5 years 2012 to 2017 but fails to look at the China Xi Jinping faced in these years. It was a period of change in China when it was not clear which direction China would take after the messy experiment with free markets under a socialist state controlled system led by the CCP. That period from 1990 onwards led to hypergrowth in China that modernized China yet shifted American and European manufacturing to China alienating working class communities in the western countries. It hurt China also through widespread contamination of air and water, and widespread corruption and decline of the CCP. The Bo Xilai demagogic effort to subvert the system from inside happened by 2012 endangering the system itself from the inside while it responded to the pressures created by the experiment with free market from corruption, regional inequality, and other problems. ...

China's new foreign policy team under the Jinping-Keqiang administration. Foreign minister Yang Jiechi, becomes state councilor, and senior official on the team. The new foreign minister Wang Yi, was China's ambassador to Japan 2004-2007. The new ambassador to the U.S. is Cui Tiankai, a diplomat who graduated from the Johns Hopkins School of Advanced International Studies in the U.S. Cui was ambassador to Japan 2007-2009. Managing the China-Japan and China-U.S. relationships is critical for China because China depends on U.S. and Japanese companies for investment and new technology, for continued economic progress. The relationship has been affected by the territorial disputes with Japan in the East China Sea. Germany as an advanced technology manufacturer and commodity exporters Australia, Canada, Argentina and Brazil depend on the Chinese market for exports, creating an interwoven economic dynamic that is likely to be the dominant factor in relations. This is also the perception of Li Keqiang who told a press conference in Beijing that the competition with the U.S. has been overemphasized, that he "does not believe conflicts between great powers are inevitable." Foreign affairs remains subordinate to domestic policy and priorities in China, as China tackles the problem of reorienting its economy to give an important place to the private sector and consumers. Itself not an easy task, as prime minister Keqiang pointed out at his first press conference: "Talking the talk is not as good as walking the walk." This story in WSJ says China may have a lead in electric car battery sales in 2024 and beyond. China is investing heavily in battery plants and EV plants in Europe and the US. This would help China meet the restrictions on import of electric vehicles from China by the Biden administration. CATL increased its market share in Europe from 10% to 24%. Sales of EV vehicles in China went up by 37% in the first 9 months of 2023, and China is the top exporter of electric vehicles. CATL's electric battery sales in Europe doubled compared to 60% for LG. And in excluding China sales CATL has caught up with LG both having 28% of the market.

China sees a principal peacemaker role for Ukraine peace settlement with its economic benefits in US/EU trade as foreign policy. NYT's David Sanger reports from the G-7 meetings in Italy in June 2024. He says the G7 sentiment is changing about China in the last few months of 2024 compared to 2023. In 2023 China was seen as a nation that had more in common with the US than Russia considering historical differences between the two nations. As the US veered round to the view China's indirect economic support and its technology was helping Russia in escalating attacks on Kharkiv and the border regions of Ukraine, Europeans were skeptical. No longer, the Europeans now see China's relationship with Russia in the same way. Another change observed is that China is not pursuing a peace settlement participation to end the war by not joining a Swiss effort. Instead says Sanger China is seen as wanting to wait so that at some future date it would be the principal actor in bringing all parties to a peace settlement for Ukraine. With Ukraine facing escalating attacks in the Kharkiv region the mood has changed and China is now seen differently from just a year back. China has banned coal imports from Australia in response to Australian request for an investigation into the origins of the coronavirus and criticism of China's handling of Hong Kong protests. 

China imports about a quarter of its coal imports from Australia. Yet this has impacted China because of a rebound in the economy and a very cold winter in 2020. This means there is a shortage of electricity in some parts of China. 

China imports 80% of its iron ore, with 60% coming from Australia and prices of iron ore have almost doubled in the past year. Last year China imported over 1 billion tons of iron ore.

Central Huijin, part of China's sovereign wealth fund, China Investment Corporation, bought shares of China's four major banks in October 2011 to prevent steep price declines. China's bank stocks have lost about a third of their value in 2011. The four major banks- China Construction Bank, Agricultural Bank of China, Bank of China, and the Industrial and Commercial Bank of China- control two-thirds of the banking industry in China. In China's interlocking system of relationships between the state, the banks and the state controlled industrial companies, Central Huijin owns 35.4% of Industrial and Commercial Bank, 67.6% of Bank of China, and similiar stakes in the other 2 banks. It was created in 2003 to bail out China's banks after bad loan losses, and was transferred to China Investment Corporation in 2007. As part of the 2007 move bonds were issued by CIC to compensate the central bank. This means the banks pay dividends to CIC so that it can make payments on the bonds. Today the 4 major banks pay half of their earnings in dividends to CIC. CIC chief Lou Jiwei, says Central Huijin needs 300 million renminbi a day, or $47 million to pay interest on the bonds to the central bank. The 4 major banks are also under pressure from China's regulators to increase their capital reserves, because of large bad loans to local governments after the global financial crisis of 2008....

EV makers in US offer about $5000 in discounts to replace $7500 lost in government EV tax credits. The hurdle for electric vehicles is the lack of charging infrastructure and the cost of home chargers, in addition to the limited range in miles. The big jump in inflation centered not just on groceries in 2019-2024, there was a 34% increase in the cost of new cars and 50% increase for used cars, and a jump in maintenance costs. Reducing affordability for young people and making car ownership costlier. This turned into a cost of living crisis with groceries up 31%, that affected people's enthusiasm for climate change action when China was building one coal plant a week (adding 95 GW in 2024)- underlying the need to provide immediate relief to American working families and elderly through tax cuts, benefits and shifting tax dollars from climate change action to working families in the next 4 years. This is the approach taken under the DJT One Big Beautiful Act of 2025. Basically what the DJT side of the story is on emissions- US has only 12% of global greenhouse gas emissions, cut this by half to 6% and assuming the EU which has 6% of gas emissions also cuts by half to 3%, the saving just 9%  while the 82% of emitters China, India, Russia and Brazil etc not making the cuts needed the impact on climate change is not significant. German president Scholz visits Japan with 6 members of his cabinet. He will hold the inaugural session of intergovernmental consultations the two countries plan to hold every year. Japan is keen to understand the German position on relations with China. The real dangers of the skewing in the direction of Capital of rewards is creating a class that is not sensitive to the lives of ordinary people resulting in fracturing of society. Something like that happened in 1600-1800 in India and China leading to the disintegration of society and becoming overcome by foreign European powers which had more dynamic societies from the bottom up that led to discoveries in science leading to the industrial revolution. One detects something like this happening by accident by poor governance and bad decisions for wars (Bush-Clinton-Bush-Obama), and the same administrations pushed by bad advice from economists to ship the productive manufacturing resources of the Nation to China. If not reversed it would lead to the kind of decline Asia witnessed after 1600- hitting all classes of society and destroying the economic structures as foreign powers get the upper hand. The surrendering of research labs and higher education in advanced science fields to foreigners at US and European universities poses similar risks as fractured society with Capital dominant and unaware of the risks. Such societies have less perception of such risk than a bottom up built social, economic and political framework with large numbers of aspiring local citizens seeking these positions in science and technology in the Nation. ...

China has over the last 10 years expanded its investments and trade with Latin America to match that with its earlier investment in Africa. China's trade and investment structures in Latin America are designed differently to correct for earlier mistakes in Africa where investments turned into a debt trap for African nations. This time China invested slowly in Latin America and created better terms for loan repayment. A look at the public debt to China as percentage of GDP shows for Brazil $30 billion is less than 1% of GDP of $2.174 trillion (World Bank). After the outcry on public debt to China of Pakistan and some African nations China has a different strategy and Brazil has a different strategy slowing borrowing and focusing loans on infrastructure projects with good returns on investment. Brazil total debt to China since 2005 is $30 billion with loan borrowings slowing down (China's strategy) in the last decade, and carefully arranged by Brazil. Contrast this with $26 billion owed by Pakistan to China on GDP of Pakistan of 338 billion in 2023- 7.7 percentage points. Restrictive policies went into effect for IBM, Cisco, Microsoft, Qualcomm, to reduce their influence in China's core tech industries. China sees this as an effort to promote in Jinping's words local "high quality content with positive voices for a healthy, positive culture that is a force for good.," according to Xinhua news service. Over 50% of respondents in the 2012 Gallup poll view Japan as the U.S.'s most important partner in Asia, compared to 39% for China. The shift in how Americans view China is pronounced in the last 3 years. In 2010 the two countries were tied 44%-44%. In 2011 China was 39% to Japan's 31%. In 2011 India, S. Korea and Australia were added to the poll as partners. Among "opinion leaders" such as business executives, government officials, academics and journalists, China gets 54% to Japan's 40%. The poll is conducted by Gallup for the Ministry of Foreign Affairs of Japan since the 1960's. The analysis shows that respondents picked China for economic reasons not for political reasons. A survey of the general population shows 84% view Japan as a dependable ally, up 2% froom 2011, with similiar trend for opinion leaders.

The Biden administration has set new rules for restricting leading edge chip manufacturing in China. The policy is intended to prevent military use of advanced chip technologies by China, a policy adopted by Xi Jinping in China. US and China have differences on Taiwan and the Asia-Pacific region. Companies making chips will have to decide if they will invest in the US or China. Any leading edge manufacturing in China of chips over $100,000 or increasing manufacturing capacity by 5% will lead to restrictions being placed on these manufacturers for working with the US. This sends a clear message about US policy for leading edge chip technologies that the US seeks to protect from misuse by other countries.

The number of countries visa free entry is the wrong way to give passport rankings as learning from other countries and cultures, learning about their scientific advances and manner of thinking is key to the huge changes that happened in Asia- in first Japan by 1900, South Korea and Taiwan, Singapore, Hong Kong, by 1960's, China by 1990's and India by 2010- as the people of these countries interacted with Europe and the US. Interaction with Europe and the US is key for Asian nations.  This happened even earlier as Americans by 1880's interacted with Europe through ship voyages across the Atlantic in 7 days. This brought knowledge of scientific advances and ways of thinking from Europe to the US accelerating pace of industrialization in the agricultural economy in the US in the 19th century.  In 2025 the visa free access for US and EU to some of the advanced Asian nations, Japan and China is key to bringing back knowledge of scientific and other advances to the US and EU.  India and China should be compared. At Munich and other German EU airports China has the kind of visa free and fast track entry that does not exist either for the US or India. The writer experienced this on a recent visit in 2025 with a US passport denied entry to the fast track lane reserved for Chinese, Japanese, Korean and other travelers. India's bureaucracy, and US's lethargy, and the sheer lack of serious effort comparable to China and Japan in getting fast easy access to EU is to blame , particularly for the travelers who are most likely to gain from such interactions, the educated middle class and business people of India and the US. One could go so far as to say that one of the keys to China's advances is its ties to Germany and Hamburg and entry ports in Netherlands to the EU. EU is the source of technologies and of scientific knowledge freely available to China 1990-2025. For this to happen advanced logistics and ship- port building had to take place. India must do the same and much faster than anything that happened before 2025 at a pace as fast as China's if it is to reach it's potential in the world economy alongside the US and EU. ...
