The Independence Hall Philadelphia, speech by Joe Biden was in retrospect a turning point in America from the chaotic politics of the last 5 years, following a decades long fracturing of the social fabric of America. That fracturing had many causes, all of which have been identified by president Biden and leaders in Congress such as Mr. Schumer and Senators Coon, Hickenlooper, and others, who are working nonstop on legislation and funding of America's new priorities. These are priorities of protecting working class families, building their savings, supporting education and healthcare for working class families, building back better America's crumbling infrastructure, tackling climate change, financing renewable energy, rebuilding America as a manufacturing leader for the world. It is because of this effort that candidates who support this effort prevailed in Pennsylvania, Nevada, and Arizona for Democrats to retain the Senate and be competitive in the House of Representatives. Only complacency led to unexpected losses in New York state for the House of Representatives leading to loss of the House by a small margin. The Nixon Mao meeting of 1972 now seems a very long time ago. Little is mentioned here in this WSJ report on what was happening inside China in 1972. The Great Proletarian Cultural Revolution had severely divided the Communist Party. This was followed by the Lin Piao episode in which the defense minister clashed with Mao leading to a complete loss of confidence in the stability of the leadership. China sought the meeting and Chou-en-lai, premier and Mao's minister for foreign relations, was eager to seek a new relationship with the US. The period 1960-1970 had pushed China back 10-20 years in its effort to develop an industrial economy.  The event is presented as one in which the two countries were meeting at the same level after the Korean War, which was not the case. This report says it was the $3 trillion in US and foreign investment that helped an economy the size of India in 1972 to emerge into what it is today, much larger than India. This report goes on to cite Foreign Affairs and other authors who write that Mr. Kissinger and Mr Nixon saw this as a self-promotional event in contrast to the situation Chou-en-lai, the Chinese premier faced during that difficult time in China's history. ...

US president Biden's multi-trillion dollar spending plans for infrastructure, climate change plans, education and healthcare, are based on a changing perception about the effectiveness of the public sector spending initiatives. The Reagan period idea that the public sector is not as efficient as the private sector that lingered through the Clinton, Bush and Obama, Trump administrations is no longer accepted. After the pandemic another perception is taking root that when it comes to health infrastructure the government has a leading and indispensable role to play. Gone are the doubts about this that hung like a cloud over the nation's plans for infrastructure in health, education and supply channels. Following the global competition with China a new factor is also playing its part. The need for government to play an active role in trade, in protecting technological resources, and in supporting US technological firms in competition with other countries. There is a new perception that the government should be determined to play this role. President Biden's style and years of effort leading to the presidency are similar to another Democrat - US president Harry Truman who took the US and the world through the last years of World War II, the Berlin Crisis and rebuilding war torn Europe through the Marshall Plan, and the Korean War. By doing so Truman built the security and economic structure that was the foundation of the Free World. Prsident Biden faces a similar opportunity says Mr. Zoellick in the WSJ. Mr. Biden is already engaged in a similar task as large as that facing Harry Truman as he sets a new direction for America. To build a new supply chain for the US and Europe, to advance the technological and scientific leadership of the US, Europe, Japan, South Korea and India, and to build a new security alliance in Asia and Europe, and strengthen Latin America. Mr. Truman was not deterred by the 1946 midterm elections with Republican majorities and used his experience as a Missouri Congressman to work with Republicans of like minded thinking to strengthen American leadership in the world. Italy is paying a heavy price for the delay in implementing a complete lockdown and other measures. The first delay was on Day 6 and Day 12 after the first coronavirus infection on Feb. 20, when the regional authorites in Milan region kept bars and cafes open and reopened Milan Cathedral to tourists as reported here in the NYT. This was happening even as the pandemic was surging in a case of ample denial. Then again on the 18th day after the detection of the first case on March 8, the lockdown announced was leaked leading to people leaving Milan and other towns for the south and other parts of Italy. This lockdown of March 8 was not specific enough and lacked details so that it was not properly implemented immediately. The final lockdown of the entire country came as the situation worsened on March 10. As a result the virus continued to spread leaving hospitals and health personnel overburdened and the country in severe crisis. The Veneto region fared better than the Lombardy region because of strict quarantines, higher rate of testing and contact tracing to enforce isolation of clusters. Exxon's Darren Woods was shown in WSJ yesterday battling it out with Rockefeller foundation family interests as they fervently opposed his aggressive push for fossil fuel supplies. This WSJ report looks at another side of Darren Woods as he breaks up a potential merger between Hess and Chevron that would give Chevron access to the Stabroek oil block off Guyana's coast for about 1.2 million barrels a day. There is a shrinking pool of investment for fossil fuels during the energy transition away from fossil fuels. There is also a period of 5-10 years that the world economies have to weather through by accessing US+ oil supplies to support easing household spiralling energy costs when Russian oil supplies are no longer accessible. This is leading to a higher value being placed on existing oil blocks such as the Stabroek oil block near the coast of Guyana that Exxon and Hess have developed. Crucial work was done by Hess engineers for the find when Exxon had given up. WSJ looks at the fight between CEO's Wirth of Chevron and Hess of Hess Oil against Darren Woods of Exxon that is shaking up Houston and the banking+ legal advisors involved in the potential merger of Hess and Chevron that Woods has succeeded in ending. ...

Another clear warning from Britain under Boris Johnson the failures from that time could still affect the US if it copies Johnson. Krugman looks at Project 2025 that has received the backing of the former president. He points to one aspect of this blueprint for a Trump second term, how civil service would be overhauled to remove civil servants not meeting the requirements put forth by the new administration. He says this takes America backwards. Till 1883 when president James Garfield set up an independent civil service in the US people employed by the government were routinely chosen from the winning party leading to flaws and much instability, weak administration. In Britain this type of effort of Project 2025 was tried under Boris Johnson by using an adviser who wanted to blow up parts of the British civil service for not cooperating. That experiment failed badly and the adviser was fired with much recrimination, Johnson being discredited, and administrative failures. Project 2025 would shut down the Education Ministry and the Homeland Security Ministry, for even more upheaval of the civil service. Not to mention the proposal to reverse the founding of the central bank the Federal Reserve in 1909 under Woodrow Wilson that stabilized the economy after banking panics. These are clear dangers. ...

Around the time of the 2009 financial crisis and aftermath when vacant homes on streets in many cities were being bulldozed and when there was more housing than people needed the seeds were being planted for today's shortage of homes. There was less interest from builders, there were restrictions on mortgages and higher down payments, capital was harder to get for builders, adding up to fewer homes being built. US demand was for 1.6 million units of housing, the supply was about 1.1 million over the next decade after 2009 leading to the buildup of a shortage of 5 million home supply. Covid changed some patters of housing behaviour. More people work from home with remote work. Then by 2022 mortgage rates were up making housing less affordable just when owners of apartments raised rents by 20-30 percent. In Kalamazoo up by 40%. ...

The advice to reduce cancer risk is not surprisingly the same from D. Michael Sekeres of the University of Miami- stay away from sugar, alcohol and tobacco products and take in more fruits, vegetables and whole grains, ancient grains and exercise regularly. The magnitude of what this would achieve on a a national scale when food habits have gone downhill for decades is what is also at stake. It would do what nothing else could do for the nation's health on a massive scale which is why it is the right thing to put much of our focus on, to create a culture that put much importance on the quality and kinds of food, on artificial vs natural, on food grown in good environments, on local vs shipped long distances, on processing vs not processing, all the time thinking of one's own health and what it will do for the quality of life we live. Just a fraction of the savings in medical care would pay for education and parks, green areas in neighborhoods, public health services, high levels of sanitation, leading to better well being that leads to more productive and intelligent citizens. It would lower the levels of multiple diseases and create a healthy society. ...

German born Joerg Reinhardt, the new chairman of Novartis, is overseeing the plan to revitalize and strengthen its R&D operations. Reinhardt who has a doctorate in pharmaceutical sciences, spent 30 years working for Novartis and its predecessor company Sandoz, before leaving for Bayer in 2010 and returning to Novartis. He is leading the effort by setting up a board subcommittee setup to oversee the research and development effort. The new subcommittee's task is to review the R&D strategy and organization. The subcommittee will advise the board on scientific trends and activities critical to R&D success. Novartis has increased R&D budget to 5.6% in 2013, which will remain at that level in 2014. The pharmaceutical industry by contrast decreased spending by 2.2% in 2013 compared to the high point in 2011, according to PriceWaterhouseCoopers. Research activities will be concentrated in 4 cities- Shanghai, Basel, Boston and La Jolla, California, to take advantage of infrastructure already in place in these places. A review of Novartis's portfolio of business begun in 2013 will be completed in 2014. Reinhardt says acquisitions of upto $5 billion could be made to build scale for promising smaller units. The review also includes Novartis's one third stake in Roche built up since 2001, and conversations Reinhardt is having with Roche's new chairman Christopher Franz....

Two Slovenians were in the lead for the Tour de France as new talent has emerged. Roglic was leading as he entered the last two stages of the cycling event. He represented a Dutch team Jumbo Visma which failed to make it after Roglic simply failed to find his true form in the stage before the last stage. What was astonishing to see on French television was the gradual collapse of Roglic's lead during the climb and Pogacar building a comfortable lead of about 2 minutes at the end of the stage before the last. Roglic seemed exhausted shocked and ruffled at the end and Pogacar appeared to be calm and assured as he finished the race. Before the stage the sports director of the Dutch Jumbo- Visma team had strong disagreement and altercation with the organizers when a routine check of Roglic's bike was made to see if it was within regulations. He was cited for poor behaviour and barred from further attendance of the remaining stages which could have affected the team's overall composure. ...

With the rushed approach adopted by the Trump administration not enough consideration was given to winning support in the House from 25 conservatives in the Freedom Caucus. Without their support the bill cannot be passed in the House of Representatives. The fight also includes one over what are essential health benefits including whether  maternity care would be included. As a result some moderate Republicans are also expressing opposition on the grounds that less people will be covered and fewer benefits will be provided under the Republican House plan called AHCA. President Trump has not involved himself in the details, and the bill comes very early in the first 100 days, leading to the perception that health care has become a partisan conflict without really grappling with the problems of high cost of health care and creating a solution that all can support. Democrats are seen as having made the same error early in Obama administration's first term. President Trump sees this as a much needed win with a drop in his approval ratings, making this even less of an effort to come out with a good plan.  ...

U.S. president Trump signs an executive order on March 28, 2017, reversing the American commitment to the Paris climate change agreement. The executive order also lifts a moratorium on the sale of coalmining leases on federal lands. The Obama administration 2015 clean power plan was designed to restrict greenhouse gas emissions from power plants. It was blocked by courts in 2016. Trump says he is reversing president Obama's war on coal. Earlier he approved the Keystone pipeline for bringing oil from oil sands in Canada to the U.S.. Under the Paris agreement the U.S. agreed to cut greenhouse gas emissions 26-28% by 2025 from 2005 levels. Market changes including the availability of cheap natural gas from technology advances fracking and hydraulic fracturing is leading a shift away from coal, apart from Obama administration regulations. Another factor is the long term trend towards cleaner energy, with large energy producers such as American Electric Power and other companies planning for the long term which is likely to be in the direction of cleaner energy. Stephen Bannon the controversial adviser to president Trump is removed from the National Security Council cabinet level principals committee at the insistence of the National Security Adviser to president Trump, Lt. Gen. H.R. McMaster. In addition the chairman of the Joint CHiefs of Staff and the director of national intelligence, were added back to the principals committee of NSC, and the earlier decision to have them as occasional participants was seen as a serious mistake, with Mr. Trump having wanting to change this much earlier. Karl Rove was a senior adviser to president Bush, but like other advisers was not put on the National Security Council. The reversal of the Bannon appointment brings the NSC to its normal membership.This report in the NYT refers to the large role played by Mr. Bannon in the early days with Bannon pushing for the first travel ban that was struck down in the courts, and for the ultimatum in negotiations with the Freedom Caucus that worsened relations with Republicans in Congress. For years Deutsche Bank chased profitability but the results are dismal. Recently 18,000 jobs were slashed and the bank is now accepting the inevitable shrinking. It all started with with chasing profitability in the U.S. as an investment bank leading to deep losses during the 2009 financial crisis. While German and Swedish teachers as shown in this weeks stories from Europe show struggle to make ends meet on low salaries, jobs in banking have continued to pay even when their are steep losses as at Deutsche Bank. This report argues about who is responsible for high severance pay at banks investors, shareholders, supervisory boards or regulators. Ultimately it is about what choices a society makes, and about the importance it gives to education compared to other occupations, and to good governance across the board without exceptions. David Wessel points to some problems with the Paul Ryan budget proposal. Ryan's plan does not balance the budget till after 2030, and Congress would have to raise the debt ceiling each year till then. The changes to Medicare Ryan proposes would limit how much the government spends, but the savings from this do not come for a decade, as people expected to retire in the next 10 years will still have Medicare. Ryan's proposal shows how deep the cuts will have to be if deficit reduction is done without raising taxes. Pete Domenici and Alice Rivlin who developed a deficit reduction plan, said they were disappointed that the Ryan plan "fails to address the need for new revenue," which they consider crucial for truly tackling deficit reduction. The Obama budget failed to offer a comprehensive deficit reduction plan, leading to openness for new ideas. The health care delivery system in the U.S. needs to be efficient and costs need to come down. Ryan's proposal gives no idea where the efficiencies will come from. Would they come from competition between private insurers? How will escalating healthcare costs be controlled. Another consideration is that even with its problems Medicare is less costly to administer than private insurance. Everything depends on seniors shopping vigorously for the best premiums because risks and costs are borne by seniors, with the idea that this will somehow control escalating medical costs....

Advice from David Walker on the role of a chairman of a large bank and good bank governance. This is part of a 184 page report prepared for UK bank governance practices following the financial crisis. David Walker is now the new chairman of Barclays and considered an excellent choice with the experience and wisdom to correct the problems facing the financial industry. He calls for putting corporate governance at the centre of things in the current environment- this applies to banks in Europe and the U.S.- in the following passage from the report which deserves careful reading: "The need now is to bring corporate governance issues closer to centre stage. Better financial regulation has much to accomplish, but cannot alone satisfactorily assure performance of the major banks at the heart of the free market economy. These entities must also be better governed... The behavioural changes that may be needed are unlikely to be fostered by regulatory fiat, which in any event risks provoking unintended consequences. Behavioural improvement is more likely to be achieved through clearer identification of best practice and more effective but, in most areas, non-statutory routes to implementation so that boards and their major owners feel "ownership" of good corporate governance." Walker calls the role of the chairman paramount in doing this, requiring "exceptional leadership skills and the ability to get confidently and competently to grips with major strategic issues." Jim Yardley points out the controversial nature of the referendum in Greece on July 5, 2015. It is flawed in 3 respects- it makes no mention of Europe, the details of the agreement are not clear to voters, and the "No" vote is framed in terms of the "Oxi" or "No" vote of 1940 in Greece to Mussolini for annexation of Greece. No sane minded person can confirm that this has anything to do with the annexation of Greece by foreign powers. It had one additional flaw- the government and Tsipras simply went ahead and campaigned for a "No" without talking to its European partners. Landon Thomas Jr shows how the difficult dynamic and confrontation between the eurozone negotiator Dijsselbloem and the Greece negotiator led to the collapse of talks on June 25, 2015, playing right into the paranoia of an inexperienced Greece administration about the EU's intentions. Only over a week later July 7, 2015 the new Britain trained Greece negotiator Tsakalotos from St Pauls School and Oxford was able to change the very tone of negotiations leading to the Third Bailout Program. ...

Former prime minister Nawaz Sharif faces a trial on corruption charges in Pakistan in 2018, just prior to new elections. The military and the judiciary both support the trial which involves payments for 4 upscale neighborhood London apartments owned by Sharif. 

Mr. Sharif's party leads in polls with about 36% support, higher than the next leading party Tehreek which has 24% support and is led by Imran Khan a former cricketer. The Pakistan People's Party of the Bhutto family comes in third. The result of this could be a weaker coalition government. The Supreme Court has banned Sharif for life from holding political office. Pakistan has seen governments toppled and military rule for half of its 70 years since independence. The rivalry with India and the role of the military has affected political institutions and democracy in Pakistan making peace with India difficult to achieve for any elected government.
