The U.S. under president Trump ends the 18 year long war with an agreement signed in Qatar between the U.S. and the Taliban. The Taliban are required to fight all forms of terrorism in Afghanistan as part of the agreement. In the first phase of the withdrawal of American troops, a third of the 12,000 American troops will be withdrawn with a similar reduction of NATO forces. This ends a costly war that cost about 1 trillion dollars and acted as a distraction from major problems in America such as aging infrastructure, and problems related to health, education and other services. President Trump was clear about his perception of America's role during a New Delhi news conference. America could not act in a police role for other states and regions, he said.

President Trump has secured support of Pakistan, Saudi Arabia, and India for the agreement to bring peace to the region.

In this report WSJ looks at US Treasury Secretary's warning to China about its role in the free world and its position in the international trading system and the obligations to human values that come with it. Janet Yellen is so well known as head of the Federal Reserve and as US Treasury Secretary that it is easy to forget her experience at Yale studying under James Tobin who supported meeting social goals, whom she calls a life long mentor. Tobin set the foundations for economic policy in the Kennedy administration in the early post war period, after working in the Franklin Roosevelt administration during the war. Social goals, business paying its fair share of taxes, building infrastructure, were all a part of the FDR and Kennedy-Johnson administration.  It is also easy to forget that Yellen set the foundations for economic policy under Clinton and then under Obama administration the period when social goals were not met, infrastructure was neglected, globalization meant shipping jobs and factories overseas to China, and lack of financial oversight over banks that led to the 2009 financial crisis. The contradiction made Yellen realize only late during the Obama administration how much of a diversion she had taken from the social goals of the FDR-Truman-Kennedy post war period.  As one of the architects of the economic policy underpinning the emergence of China's role as the factory of the world, that destroyed many working class communities in the US, Yellen is in the economic role that Merkel shares in world of political economy with her integration of the German economy with that of China. Today as she calls for a retreat to the values shared by her mentor James T, Tobin and of FDR and Truman as they responded to the Berlin Crisis in the aftermath of 1945, and the Korean War with large scale invasion of South Korea and the kind of refugee crisis that we see today in Ukraine, there is much room for reflection. Reflection on what was lost in the intervening years of the Bush-Clinton and Obama years that led to the situation that the free world faces with totalitarianism today.   ...

This France24 report looks at the question of whether the policies of four term German chancellor Angela Merkel emboldened Russia under president Putin to launch the invasion of Ukraine. FR24's interview with the vice president of the German Marshall Fund and head of its Berlin office, Thomas Kleine-Brockhoff, shows there are many reasons why Merkel's policies were serious errors that ignored caution from past experience and from other western leaders in the US and Eastern Europe. Kleine-Brockhoff says that "Europe did not go wrong, Germany and France did. France and Germany tend to speak for the rest of Europe. Bit these mis-assessments were made in Paris and Berlin, not elsewhere. Eastern Europe didn't go wrong. Northern Europe did'nt go wrong."  Kleine-Brockhoff says the war in Ukraine calls for an urgent re-assessment of the German and French policy towards Russia. "Not only is the post Cold-War order crumbling before our eyes, so are the strategies employed by Germany and France." Under particular scrutiny comes Merkel's policy, and policy supported by Steinmeier of the SPD, that took German dependence on Russian energy supplies from 36% during the annexation of Crimea to 55% in March 2022 with the invasion of Ukraine. Germany's conservative Die Welt has this to say- "What Germany and Europe have experienced over the last days is nothing short of the reversal of the Merkel policies of guaranteeing peace and freedom through treaties with despots," describing Merkel's policies as "an error." About France Kleine-Brockhoff says there were lofty ambitions under Sarkozy and Macron of European strategic autonomy, which did not correspond to reality, to fantasies of European armies when there was nothing but NATO. It is not dialogue with Putin and Russia that was a problem, says Laure Delcour, international relations expert at the Sorbonne Nouvelle in Paris. Some form of dialogue is necessary she says, but the dialogue has to have clear objectives. We must not confuse cause with consequence, she says. We know  that NATO enlargement had a big impact on Russia's perceptions, but the real problem is how Russia responded to enlargement. "In this case the problem is the consequence."  ...

By 2016 voters turned to a Republican, Mr. Trump, to help working class voters with a USA first policy, after decades of presidents from both parties Republican and Democrat failed to protect American interests in manufacturing, jobs and incomes.  US president Biden is continuing Trump's policies to protect working class Americans. And bringing new conviction that government not only has a positive role, but has an essential and vital role to play in protecting workers and households struggling to make ends meet. President Reagan had introduced such a deep skepticism of government, that it took so long for people to remember FDR and the role of government before the second world war and afterwards under the Truman administration.  What changed? The health care crisis exposed the weak areas in the governance and policy mindset in America. China had advanced mainly through strong government role of the Communist Party  in steering the economy and business to gain competitive advantage. The health crisis from the pandemic further devastated America's lower middle and working class following the banking and financial sector mismanagement by 2009. The pharmaceutical and health care sector similar to other sectors had shipped manufacturing overseas. In 2021 there is a deep sense that theories don't work, one has to act based on the needs and the situation the country is facing. The way competitor nations such as China are building new infrastructure, gaining manufacturing advantage, dominating key sectors and industries, and creating jobs, requires America to respond. In this situation posing the threat America faces as well as the social dislocation of decades of misguided policies, the US government is the only one capable and having the resources and capacity to respond.  ...

Sources cited in The Times say that in seeking the resignation of chancellor Javid British prime minister Boris Johnson wanted to avoid early on the situation that existed between prime minister Cameron and Chancellor Osborne of differences in policy. There were differences between Mr. Johnson and Mr. Javid on balancing the budget and the appointment of the Governor of the Bank of England. Mr. Johnson and adviser Cummings wanted looser fiscal rules to achieve the levelling-up agenda, infrastructure spending, than Mr. Javid.  A decision on HS2 was to come from the prime minister alone not the chancellor. At one point 10 Downing Street communicated directly with the chief secretary of the Treasury, Mr. Sonak, who is now the new chancellor. Mr. Sonak 39, was only recently a junior minister.  Critical for Mr. Boris Johnson and advisor Mr. Cummings is the agenda of infrastructure and leveling up the country. It became apparent that finance would be critical for policy and investments to achieve this. It was then decided to set policy at No. 10 Downing Street and be sure that this was carried out by the chancellor and all ministers as the new way of operating. Mr. Johnson sees an opportunity to make changes for the long term through a long period in office and wanted a tight knit team right from the beginning.   ...

And fight the battles, conduct the policy changes that have to be made to do this. Education of the public and making healthy choices available and affordable, are a big part of the challenge today. Individual states such as Iowa and West Virginia, Texas and Florida are already taking it up at the state level in a concerted effort.

India's new vaccine policy and how it will vaccinate fully with 2 doses India's entire population by December 2021 is  outlined in the federal government's affidavit to the Supreme Court. The vaccine supplies of about 1880 million doses will be supplied by 5 Indian pharmaceutical vaccine manufacturers. 1350 million doses will be supplied by the manufacturers between August and December with 500 million doses made available by July 31 to the government. The yen is at 134 to the dollar in June 2022 having dropped by 22% in 2022. The US Fed is increasing rates while the Bank of Japan is keeping its low interest rate policy. Japan's inflation is at 2.5% compared to 8.6% in April 2022 for the US. The last time the central bank intervened to buy dollar was in 1998 with severe yen overvaluation which is not the case now. The yen's weakening means the parts Japan imports from its supply chain in Asia now cost much more.

Another way of saying this is that the Fed sees the American economy fundamentally strong under the Biden administration as it strengthens protections for workers and families, corrects flaws in policies for rural America and in other areas, moves to attract foreign investment and gets US companies to invest in America. This makes the danger of inflation greater than a recession, so that a policy of aggressive action with interest rates is justified.

US president Biden says none of the unidentified objects at high altitudes of 40,000 feet were connected to the China spy balloon program. Reports now suggest one of the balloons may be American. The Northern Illinois Bottlecap Balloon Brigade says one of its balloons has gone missing and was last seen over the Yukon territory of Canada. Aviation Week reported about the missing balloon, which has been missing before. Biden has created an interagency taskforce to look at the policy issues surrounding the balloons and provide guidelines on how to respond in the future.

Marking the sixth straight month of declines the US consumer price index rose by 6.5% over a year earlier in Dec. 2023. This is down from 7.1% in November and 9.1% in June. The US central bank chairman Jay Powell is resolutely pursuing anti inflation policy. Trump tax cuts were seen as helping people in the 95th to 99th percentile for most of the gains by the Tax Policy Center, with little benefit to lower income households. Penn Wharton Model shows for the bottom 60% of the taxpayers the after tax benefit is only 1.5% with much larger gains for wealthy households if they are renewed in 2025. The total population of Norway of 5.5 million is less than the population of the Houston region. Should it exercise such an important role in the affairs of Europe much less of the world? It was under Stoltenberg's appointment in 2014 as head of NATO after losing an election in Norway, with Merkel and Obama's support, that gradually changed the perception of NATO as too close to Russia's borders so that by 2019 when Covid took place the situation deteriorated in Europe beyond recognition. Russia and China joined together and Russia invaded Ukraine in 2022 with Stoltenberg in a role in NATO that reflected more the British view of NATO than how DJT and other Republican leaders perceived NATO. As America turns this chapter of Bush-Clinton-Bush-Obama years of failed politics in which US lost control in its own backyard to drug trafficking gangs in Mexico and Venezuela, conducted wars in remote deserts and mountains in the Middle East, and lost its economic position to China, turned over NATO to  politicians who followed a British view of hostility to Russia that did not reflect the American view of working in cooperation with Russia, China and other major powers, this appointment of Stoltenberg a figure in the Norway establishment may be seen as another failure of the Merkel/Obama years. ...
