The U.S. attorney's office in Manhattan filed charges against Swiss bank Wegelin for helping Americans hide $1.2 billion in secret accounts at the bank. Even after UBS was being prosecuted for similiar charges, Wegelin, the oldest bank in Switzerland, is said in the indictment to have pursued the UBS clients to open accounts with Wegelin. Clients were told that Wegelin based in St. Gallen, Switzerland had no overseas business and was less susceptible to legal enforcement. UBS admitted to conspiring to engage in fradulent activity in 2009 and paid a $780 million fine.

William Daley, the head of Washington lobbying for JPMorgan Chase, is appointed Chief of Staff to President Obama. He also serves on the board of directors of Boeing and Abbott Labs, companies which a strong interest in Washington lobbying. William Daley is with Chase since 2004, and was hired primarily to strengthen Chase's Chicago connections. In the past he has served as the main liasion with the White House. In 2007 he joined the bank's senior leadership as head of its new Office of Corporate Social Responsibility, which oversees the company's global lobbying efforts.

In a decline in living standards for 9 months since March 2016, the longest stretch since 1975, UK household disposable income declined again in 2017. UK household's disposable income fell 1.4% on the quarter in the first 3 months of 2017, according to the Office of National Statistics. This decline for the third quarter in succession comes from weak wage growth, rising prices, and higher taxes. This also shows that Brexit has certainly not helped the British economy, and provides further evidence that it is hurting the British economy. With increasing uncertainty after the parliamentary elections, a weak government, serious questions about Brexit, further weakening of the annualized growth of 0.9% at this point is not ruled out by experts. One evidence about Brexit's impact- the steep decline in the value of the British pound since the June 23, 2016 Brexit referendum has accelerated inflation in May to 2.9%, significantly surpassing any slight growth in wages. Gas prices are determined by the world price determined by OPEC and Russia, says Ip.  Trump will increase inflation says this report because of tariffs he plans of 60% on imports from China and 10% from other places. That would increase inflation by 1.4 to 1.7% say analysts. Greg Ip of WSJ offers more clues. Inflation linked bonds see inflation dropping to 2.2% in 2025 instead of 2.6% predicted earlier. So far 17 million people in the UK have received the Astra Zeneca vaccine.  35 cases of blood clots, 15 of pulmonary embolism and 22 of deep vein thrombosis have been reported across the UK and EU. In a normal year more than this number of cases of blood clots are seen say experts. These occur naturally in the population, including elderly population. Astra Zeneca's chief medical officer, Ann Taylor, says the number of blood clots in the 17 million people who have received the vaccine across Europe is actually lower than would be expected in the general population. The EU countries of Germany, France, Netherlands and Italy have temporarily stopped using it after 3 healthcare workers in Norway had blood clots. In Germany 7 out of 1.6 million had a rare condition of cerebral sinus thrombosis. Both EU and medical regulators say that there is no evidence that these blood clots are caused by the vaccine. The number of clots are similar to what was seen in the population before the coronavirus. Also this report in The Times says taken together there is no difference between the number of clots in the population that received the Pfizer vaccine or the Astra Zeneca vaccine.  The Daily Telegraph reports that one in 1000 people have blood clots every year, so that for 17 million people in vaccinated population with the Astra Zeneca vaccine there would be 17000 cases of blood clots over 12 months. During the clinical trials Astra Zeneca reported there were fewer people with blood clots who had been vaccinated than in the people who were not vaccinated. ...

Brad Smith of Microsoft says of Biden on cybersecurity "he has done more in his presidency than any president ever." CEO's of auto companies (Stellantis, GM, Ford) and Intel CEO Geisinger value the investment the government is making for climate change transition and investments in rebuilding semiconductor manufacturing to level the playing field with China, something the US Chamber of Commerce never advocated. It is the policy officer of the US Chamber of Commerce who uses the word "complicated" because the positions taken by the US Chamber of Commerce are at odds with what the American people need, or are demanding of the president. If one is talking about large oil companies, so called Tech companies such as Google and Apple that are not paying their fair share of taxes, and Pharma companies that are charging exorbitant prices, the president is only doing what is best for the American people. One could see this in the recent Senate hearings with Big Pharma companies ,when out of sheer frustration the senior Republican senator Mike Braun of Indiana warned the Pharma companies, that they were following a path that he other Republicans could no longer support. Banks faced tighter regulation because of banking crises including the 2009 crisis caused by the banks that hurt workers and middle class. Business relations with the Biden administration are being shaped then by a new vision for America and the American people, to point to a brighter future, not to pull back to the past. ...

Two weeks after his election Donald Trump says the U.S. will not join the Trans Pacific Trade Agreement during his term in office. Barack Obama took seven years to negotiate the trade agreement which was opposed by trade unions, the auto industry and was unpopular in the midwestern U.S. because of the impact of trade in hollowing out the manufacturing sector. Here Frank Sieren of the DW.com points out that the agreement was not really about trade, as most of the gains of trade had already been realized according to experts. It was part of the "pivot to Asia" to maintain American dominance in the region, says Sieren. After China pulled together some Asian and European countries into its trade agreement, the Regional Comprehensive Economic Partnership (RCEP), the U.S. pushed for TPP as a counterweight to the China sponsored trade zone. China says it will try to integrate the countries in TPP into the trade zone it has sponsored. President Trump has said that the U.S. is better off negotiating agreements with each country and not getting into multilateral trade agreements. He fought the election campaign on the basis of the opposition to TPP and trade agreements that unfairly hurt American workers. This could have provided the 110,000 margin of victory in the states suffering from the hollowing out in manufacturing such as Michigan, Wisconsin, Ohio and Pennsylvania. A similar hollowing out in Ontario favored Justin Trudeau's Liberals against the Conservatives in Canada's election. ...

This article in the Economist following the state election in Berlin, says it shows Merkel and the CDU as still the only likely option to form a new coalition in the 2017 federal elections. Even though six parties emerged in the Berlin election- the left parties SPD and Die Linke, the Greens,CDU, AfD, FDP- the situation is so fragmented that the CDU still remains the leading party nationwide. The Economist points out that a Greens and left parties coalition as in Thuringia is not an option at the federal level, because most Germans are not in favor of a SPD, left party Die Linke, and Greens coalition at the national level. The opposition from the CSU inside the CDU-CSU parties to Merkel's refugee policy,  with Seehofer calling for a numerical limit to refugees, is it says presents the only real challenge to Merkel. Yet Merkel has already tackled that problem, as the new refugee numbers are dropping dramatically. and Merkel has already pointed out that the refugee crisis came when she and her government were caught unprepared. By taking the right steps to assuage voter sentiment as she has deftly done throughout her terms in office, staying close to what voters generally accept as the best way forward, a year from now Merkel and the CDU may as she says be seen as having taken actions that best reflect Germany's interests in the long term. ...

Einer Elhauge, professsor of law and founding director of the Petrie-Flom Center in Health Law Policy at Harvard University, says there are limits to Congressional powers under the Commerce clause such as enacting a law requiring Americans to eat broccoli. If the health care law required all Americans to subject themselves to health care this would be the case. But the law only requires all to buy insurance so that insurance can cover the costs of healthcare for all. He points to the "necessary and proper clause" as also authorizing the health care mandate. That clause gives Congress the power to pass laws that are "rationally related" to execution of constitutional powers, such as criminalizing the interference with mail, on the basis of the constitutional power to setup post offices. In this case the health care law mandate is related to the constitutional power to regulate premiums and prohibit rejecting the sick, says Elhauge.

Leonhardt points out that public workers receive lower salaries and higher benefits than private workers. They are being paid in the wrong ways. For example with health insurance coverage that require little or no co-payment, which lead to overuse of healthcare services that don't necessarily improve health. Politicians and unions appear to have accepted this practice over the years. Public sector unions have blocked efforts to improve efficiency and find better ways of doing things from the classroom to work in government offices. Reforms in states such as Indiana have produced some results. But even these improvements do not address the magnitude of the problems facing the U.S. which stem from the public's desire to have it all- from large defense spending, public services, low taxes and no changes to Social Security and Medicare. Polls show Americans want to reduce deficit spending, but the same polls show Americans unwilling to make some difficult choices.

After heated debate Governor Christie and leaders of the democratic party in the legislature agree on changes to New Jersey's public employee retirement and health benefits and pension system. New Jersey's pension system has unfunded liabilities of $54 billon and some estimates forecast that it will run out of money to pay pensions by 2018. The retirement age for new workers is now set at 65 not 62, pension contributions go up to 7.5% from 5.5% for state workers and to 10% from 8.5% for public safety officers. A major change is to delay annual cost of living adjustments till the pension fund returns to a stable financial footing. The absence of this change would have meant reducing retirees pension value by 30% in the next ten years. After the plan is 80% funded a new employee-employer pension governing board will modify the contribution rates and pension rules based on advice from actuaries. On health benefits the changes are for workers earning more to pay a larger share of premiums- so that a worker earning $60,000 would pay 27%, and a worker earning $95,000 would pay 35%. This particular change is phased in over 4 years and saves $300 million....

Passed by Congress in 1964 the original bill for SNAP excluded sodas and luxury drinks, but had Sodas added back in by the Senate. By lobbyists even in 1964? SNAP schools program falls under the Agriculture Department. Democrats as well as Republicans appointed Agriculture Secretaries and not one took the action to get sodas excluded, to let states request sodas be excluded and approve it, not the Democrat a Carter, a Clinton, or an Obama, or a Republican a Reagan, a Bush, or a Trump (first term) took the necessary action. In 2025 Brooke Rollins is Agriculture Department Secretary. Arkansas Governor Sarah Huckabee has seen the damage sodas can cause in her family. Rollins on her first day in office has finally acted- after 61 years when the original intentions of the SNAP bill's creators were confounded in the Senate.  On her first full day in office, urging them to propose pilot programs testing changes to food aid. Rollins sent governors a letter to ask for the removal of sodas from schools food aid program.   ...

This editorial in the New York Times says the 'comfort women' agreement is a positive step, and that it was done with pressure from the Obama administration so that Japan and South Korea can do more to tackle North Korean nuclear weapons development. However as Soble and Choe Sang-Hun in the NYT point out in their report from South Korea, the primary goal of the agreement which should have been to generate goodwill has not been reached. Research In Motion's new CEO, Thorsten Heins, worked at Siemens for 23 years. He joined RIM in 2007. During the Siemens years Heins was head of the communications business and cheif of technology. At RIM he was the chief operating officer. He was brought into the company to bring new perspectives and fresh thinking into RIM. As COO he was in charge of hardware, software and more recently of sales. He said he plans on continuing the current strategy with better execution in product development and introduction and in marketing. RIM will continue focus on its next generation operating system, which it hopes to license to other companies.

RIM's management change with new CEO Thorsten Heins is received positively by analysts as the co-CEO arrangement was not considered responsive enough to losses in market share- RIM's share in the smartphone market dropped below 10% in 2011. However the statement by Heins that there would be no "seismic" change at RIM was received with caution. The Congressional Budget Office's Elmendorf says without spending cuts in payments to doctors and hospitals and other providers, providing coverage to the unisured will put the nation deeper into debt. Popular measures such as increasing preventative care, expanding medical records and rewarding doctors for choosing treatments that improve cost and quality have potential but its not proven how much the savings from this would be. The administration and the White House Budget Director, Peter Orszag, say they are in agreement with the CBO that something needs to be done to seriously reduce costs, reducing payments for Medicare and Medicaid to doctors and hospitals, and making other changes.

Mass firings of government workers and closing of government offices created a sense of upheaval with the style of Elon Musk and his Department of Government Efficiency. Musk says his disinterest in the workings of the government, and effort to do too much too quickly hurt his efforts, and the distraction has cost Tesla with loss of market and loss of loyalty of customers put off by DOGE style actions. Some actions were controversial such as asking federal government workers to list their 5 accomplishments each week or be fired, and are being withdrawn. Overall the media coverage created more miscomprehension for the president's goals and actions. President Trump has now distanced himself from Musk and Musk has withdrawn from the Washington scene. New reports suggest Tesla engineers now working for GM are building new EV battery technologies to drastically reduce the cost of EV's by 2028. One such report came out this week  shown in Lyrarc.com. Tesla imports its electric car batteries from China which could put it at a disadvantage in the current tariffs environment. Neal Wolin, Michael Barr and Diana Farrell who had roles in the Clinton administration are now key figures in the effort to get financial reform legislation through Congress against resistance from well funded lobbying groups. Farrell is one of two deputies to Lawrence Summers, Obama's senior economic advisor. Michael Barr is Assistant Treasury Secretary for financial institutions. Both Wolin and Barr worked at Treasury during the Clinton administration. After Clinton left office Wolin went to work for Hartford Financial Group and Barr went to teach at the University of Michigan. Barr has helped formulate much of the policy-making.

Loretta Lynch, U.S. attorney for the Eastern District of New York, is likely to become the next Attorney General of the U.S. This is the first time since President Monroe in 1817 that a top prosecutor was directly appointed as Attorney General. She was first nominated in 1999 as U.S. attorney in the Clinton administration, and returned to this office in 2010. She does not have any ties to president Obama.
